The development of a sampling instrument for the assessment of an underground coal miner’s exposure to airborne respirable coal mine dust on a continuous and real-time basis has been long identified as essential for timely initiation of control actions. A respirable dust dosimeter (RDD) which operates on the principle of increasing pressure across a filter media with increasing dust mass on the filter has been developed by the National Institute for Occupational Safety and Health. Comparisons of the performance of the RDD with an U.S. approved gravimetric respirable dust sampler (GRD) have shown that the RDD may meet the requirements for measuring miners’ exposures on a cumulative, near real-time basis such as mid-shift and end of shift exposures. Recently, the performances of the RDD and GRD were compared by conducting side-by-side area sampling experiments in a controlled experimental environment in the laboratory and in underground coal mines under normal operating conditions. In this paper, the results from the in-mine study are presented and discussed. The experimental design for the in-mine study included two mines in different coal seams in different geographic coal regions. To ensure a wide range of concentrations, the experiments were conducted in a continuous miner section in Mine 1, and a longwall face in Mine 2. Airborne dust sampling was conducted for four different shifts at each mine. In each shift, two samples of different exposure durations were collected from two different locations. Each sample consisted of the readings of three dosimeters and the exposed filters from the three paired GRD samplers. As a result, a total of 96 comparative samples were obtained, 48 for each mine. The data were analyzed for the precision of the RDD and GRD measurements and for the relationships between the differential pressure of the RDD and the mass of dust on the paired GRD filter. The analyses indicate that, on the average, the RDD and the GRD track the airborne respirable dust concentrations well, exhibiting both a high correlation between the two measurements and a reliable predictive relationship of one from the other. Details of the experimental design, data analyses procedures, results, conclusions and recommendations of the underground experiments are presented in this paper.

A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. This report focuses on mine measurements and calibration of the two-dimensional computer model and is the second in a series of three Reports of Investigations describing the Ross shaft study. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor the shaft. Results of the recalibrated two-dimensional model (UTAH2) confirmed the premining stability evaluation. However, after mining began, concern was expressed because cracks and other signs of ground motion appeared at considerable distances from the area of active pillar mining. In part 3 of the study, an intense three-dimensional modeling effort using UTAH3 was initiated. The results again showed that the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternative pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought.

THE year 1950 was one of increased activity in almost all branches of the abrasives industry, with nearly all abrasive materials showing a marked increase in tonnage and value. New records were made In the production of tripoli, ground sand and sandstone, pumice and pumicite, and garnet. Total production of crude artificial abrasives in the United States and Canada increased 17 percent in tonnage and 30 percent in value. Imports of industrial diamonds increased 100 percent in total value and 72 percent by weight, the 1950 importation being the largest since 1944. Imports of corundum increased 76 percent in tonnage and 4 percent in value.

Elemental carbon (EC) is currently used as a surrogate for diesel particulate matter (DPM) in underground mines since it can be accurately measured at low concentrations and diesels are the only source of submicrometer EC in underground mines. A disadvantage of using EC as a surrogate for DPM is that the fraction of EC in DPM is a function of various engine parameters and fuel formulations, etc. In order to evaluate how EC predicts DPM in the underground mining atmosphere, measurements of total carbon (TC; representing over 80% of the DPM) and EC were taken away from potential interferences in four underground metal/non-metal mines during actual production. In a controlled atmosphere, DPM mass, TC, and EC measurements were also collected while several different types of vehicles simulated production with and without different types of control technologies. When diesel particulate filters (DPFs) were not used, both studies showed that EC could be used to predict DPM mass or TC. The variability of the data started to increase at TC concentrations below 230, µg/m3 and was high (>+20%) at TC concentrations below 160 µg/m3, probably due to the problem with sampling organic carbon (OC) at these concentrations. It was also discovered that when certain DPFs were used, the relationship between DPM and EC changed at lower DPM concentrations.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. Methane explosions have historically been one of the major causes of fatalities and injuries in underground coal mining operations. Advanced numerical models and predictive modeling approaches have the potential to offer optimized methane control solutions for general mine planning purposes and to address specific methane-related operational problems. This paper describes the development of reservoir models for the longwall mining environment and their application for investigating the influence of various completion design parameters on the methane drainage effectiveness of gob gas ventholes. The influence of increasing longwall panel width on the effectiveness of current gob gas venthole completion and placement strategies in the Pittsburgh Coalbed were evaluated and optimized designs developed to capture the expected increase in methane emissions on the larger panel.

The Bureau of Mines investigated hydrometallurgical procedures for concentrating precious metals from a mechanically processed metal fraction of obsolete military electronic scrap. Feed material for the leaching procedures described in this report was the high-tension-separated metal concentrate obtained as a fraction from mechanically processing partially stripped electronic units. Initial pretreatment with a 20-wt-pct-NaOH solution solubilized most of the aluminum. After washing, the resulting residue was incinerated to destroy any organics attached to metal particles. The incinerated residue was leached with 20-vol-pct H2S04 solution using two methods, countercurrent pressure and ultrasonic-aided leaching to solubilize the base metals, predominantly copper. Silver was recovered from the base metal leach residue using 50-vol-pct HN03, and gold contaminated with several percent palladium was recovered from the silver leach residue using aqua regia. The impure silver and gold plus palladium products represent about 1.5 wt pct of the high-tension-separated metal concentrate. Included is a three-step process evaluation study of mechanical processing of general electronic scrap and two hydrometallurgical procedures for leaching high-tension-separated metallic concentrates obtained from the mechanical processing step. Process evaluation concluded that only mechanical processing is economically viable.

Laboratory crushing experiments were conducted on a range of low- to high-volatile bituminous coals to investigate the various factors influencing airborne respirable dust (ARD) generation. This research was conducted to identify the principles of ARD liberation from the coal product. Five U.S. bituminous coals were uniformly prepared and processed through a double roll crusher located in a low-velocity wind tunnel. Experimental factors studied included inherent coal seam constituents, coal grind ability, specific energy of crushing, product size characteristics, dust cloud electrostatic field, and specific ARD generated. The results of this investigation indicate that a combination of several factors are associated with ARD generation. One factor is the effect of coal rank, described by the inherent moist fuel ratio, on the product size characteristics, defined by Schuhmann size function parameters. Another key factor is the effect of air dry loss(ADL) moisture in the coal seam on the breakage-induced electrostatic field of airborne dust. The effect of these factors is that different percentages of <10-m coal particles are dispersed as ARD. A discussion of electrostatic field principles, coal ADL, and its effect on ARD generation is presented.

Vibration magnitude and frequency of the z-axis vehicle seat are time-variant, which are influenced by not only vehicle vibration characteristics themselves but also road surfaces, speeds and the human body. There is little in the current reporting about evaluating and analyzing automobile seat vibration that focuses on the time-variant. Yaguchi et al.1 has proposed a method to evaluate automobile seat vibration that is based on judgments using a subjective mental state. Their method focuses on the time-variant magnitude of the peak frequency on a power spectrum density. However, their method has no consideration of all the frequency contents of the discomfort, nor comparison between different peak frequency vibrations. Suzuki2 has emphasized that the vehicle vibration should be judged by a series of vibration stimuli to evaluate, because the vehicle vibration is time-variant, which isn’t a matter of the relationship between a single vibration stimulus and a subjective response. He clarified that the human sensation to the vehicle vibration discomfort changes every moment showing the relationship between the frequency-weighted r.m.s. acceleration calculated every 5 seconds and the category judgment to vehicle vibration discomfort every 5 seconds. However, his study doesn’t show what parameter connects to the subjective final judgment to vehicle vibration. Therefore, we applied the method similar to ISO100563 considering the time-variant to the vehicle seat z-axis vibration evaluation. The new method for the vehicle seat vibration considering the time-variant was examined on the hypothesis that the final subjective evaluation must be conducted from the judgment summarizing a series of vibration stimuli. Methods The vibration bench system, which reproduces the movement of a vehicle floor, was used for the experiment with the single-axis (vertical direction) four-post road simulator system, which is usually used for a car, as shown in Fig.1. The experiment was done on the right side of the vibration bench using the floor vibration which was 5.5 minutes, 0.822 m/sec2 (Wk) over the range 0.5-20Hz with 4 male subjects (age ave21.5, SD0.5, weight ave75kg, SD7.91kg, height ave166.8cm, SD5.2cm) and 4 suspension seats. As Fig.2 shows, subjects evaluated the degree of discomfort every 5 seconds to each seat vibration measuring the seat z-axis vibration acceleration. [ ]

Technological advances in underground coal mining have reduced fatalities but may not have reduced worker exposure to cumulative injury risk factors. The objective of this study was to evaluate the prevalence of cumulative injuries before and after the implementation of technological advances in underground coal mining and to make a general cost estimate for these injuries. A previously published algorithm was utilized to identify cumulative injuries within the Mine Safety Health Administration (MSHA) database for two data sets: 1983-1984 and 2003-2004. For both, the following were determined: the number and percentage of cumulative injuries, the average days lost, the average age at the time of injury, the average years of experience and the general cost estimate by body part. The percentage of cumulative injuries remained largely unchanged (37 percent in the 1983-1984 period and 33 percent in the 2003-2004 period). The average number of lost days due to cumulative injuries increased (36±55 days and 62±82 days, respectively), which may have been due to the increased worker age (seven years older in the 2003-2004 period), increased length of employment (seven years longer in the 2003-2004 period) or other factors such as changes in medical practices. Cumulative injuries to the back decreased by 10 percent, while cumulative injuries to the knee increased by 8 percent. The reduction in back injuries may be due to the implementation of assist devices, while the increase in knee injuries may be related to kneeling/crawling in low-seam mines. Cumulative injuries were found to remain a major financial burden on the industry. Recently, National Institute for Occupational Safety and Health (NIOSH) developed tools to assist mining companies with incorporating an ergonomics process into their existing health and safety programs. The participating companies have reported tremendous success. Therefore, it is recommended that ergonomics processes be implemented as a means to systematically identify and address the root causes to cumulative injuries and ultimately reduce costs.

The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania&apos;s Abandoned Mine Land Program was approved on the same date.

Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers&apos; pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

Researchers have developed a model to describe airborne respirable dust (ARD) generation on surface coal mine drills. By measuring a few basic parameters and using a graph, a drill operator or engi­neer can estimate the relative severity of drill dust emissions as well as how much of a reduction in ARD can be obtained by changing any given parameter. Geometric parameters include: drill deck cross-sectional area, shroud leakage associated with the deck shroud as well as the operational parameters of bailing air­flow, and dust collector airflow. The rela­tionships yield predictive ARD values which fall in the range measured on oper­ating drills for collector/bailing air flow ratios greater than 2. Overexposure to airborne respirable crystalline silica dust can cause serious or fatal respiratory disease. Exposures of sur­face coal mine rock drillers to respirable crystalline silica are of particular concern. In a 1992 alert on silicosis in rock drillers, the National Institute for Occupational Safety and Health (NIOSH) reported on 23 cases of advanced silicosis (acute, acceler­ated, and chronic) ranging in ages from 25 to 60 with drilling tenures ranging between three and 20 years.1 Most of the cases involved drill operators in their 30?s and 40?s, indicating high silica exposure levels are associated with their occupation. A more recent lung x-ray surveillance study of a 664 volunteer population of surface coal miners showed that the prevalence of silicosis-like abnormalities was 9%.2 The two most significant factors associated with these abnormalities were increasing age and years of drilling experience.

The value of Alabama&apos;s nonfuel mineral production in 1983 was $361.3 million, an increase of $61.9 million over that of 1982. The increase reversed a downward trend that started in 1980 and established a new record high for value of nonfuel minerals in the State. Output of most nonfuel minerals increased to some degree with unit value increases creating the record-high value year. Cement, clays, lime, sand and gravel, and crushed stone were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; fourth in ferroalloys, dimension marble, common clay, and fire clay; fifth in bentonite and kaolin; and sixth in masonry cement and lime.

A diesel particulate matter analyzer capable of direct, real-time measurement of engine exhaust particulate is necessary to effectively institute source control technology currently being used on diesel equipment and to ensure that the control measures are working. To investigate the potential of a differential pressure monitor to measure diesel particulate matter in undiluted exhaust, samples were collected from three different diesel engines-Kubota, Isuzu, and Deutz-running under 12 different RPM and load scenarios. These measurements were compared to elemental carbon concentrations in the sampled exhaust as determined by using the NIOSH 5040 analytical method. Elemental carbon is used as a surrogate measurement for diesel particulate matter. The results of the two data sets were then compared using a linear regression analysis. The coefficient of determination (or R2) was calculated to be 0.98, 0.94, and 0.74 for the Kubota, Deutz, and Isuzu engines, respectively. R2 values of this magnitude indicate that this method can be successful in estimating elemental carbon emissions in the engines tested. In addition, for replicate samples, the coefficient of variation ranged from 7.1% to 10.2% with an average of 8.5%. These data indicate that this method could prove useful to mechanics as they work to maintain engines and DPM control technologies.

Janssen showed , however , that this line was not just the same as either the D or D₂ line of sodium, although it was extremely close to these lines , hence he suggested that the new line have the designation D₂ . Frankland and Lockyer decided that Dz was due to an element in the sun not previously discovered on the earth , and suggested for it the name "Helium" from the Greek work " Helios " the sun . For several years nothing more was done in connection with this element . In 1894 , Sir William Ransay , in conjunction with Lord Rayleigh , made his memorable discovery of argon in the atmosphere , which was announced at the British Association meeting in the same year . After this discovery , Ramsay looked for other sources of the element . Through Sir Henry Miers , he learned that Dr. W. F. Hillebrand , of the United States Geological Survey , had obtained an inert gas from certain uranium minerals , which gas he had decided was nitrogen . Ramsay believed that part of it might be argon ; he obtained from Hillebrand for experimentation , a sample of the mineral , cleveite , one of the uranium minerals , and after extracting gas from the mineral and purifying it , he ran it into a spectrum tube . The lines obtained ' were , however , different from those of argon; among them was the bright yellow line noted by Janssen . Thus was terrestrial heliun discovered .
