The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

Thirteen additional preservative/fire retardant systems were applied to Ponderosa pine and evaluated for flammability both before and after water leaching. The more promising four systems were given a thorough evaluation for flame spread, toxic gas and smoke density levels, resistance to decay, and compressive strength. The most promising system on the basis of history of usage in the mine, ease of application and low cost as well as overall performance is the Fyreprufe/ACC Albi 107A/ 144 combination. A survey of inspection tools and instruments, identified equipment which could be assembled into an inspection kit for use in determining the extent of decay and/ or impregnant retention levels in mine timber. A literature search identified those high fire hazard areas found in a typical mine. Timber and other wooden structures used in such areas should be treated with an acceptable fire retardant system. A survey of insurance companies revealed that the use of such treated timber in the mines would probably have little or no impact on the rate structure.

This report covers the calendar year 1954 and has been prepared and submitted to the Congress of the United States in accordance with the provisions of Sec. 106(a) and Sec. 2l2(c) of the Federal Coal-Mine Safety Act (66 Stat. 692; 30 U.S.C. Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.

To Assist users in the selection of reliable and satisfactory respiratory protective devices, the Bureau of Mines has established five schedules of minimum performance requirements for the approval of respirators . The current revisions of these schedules include 13D for self-contained breathing apparatus, 14F for gas masks , 19B and the amendments to 19B for suppliedair respirators , 21B for dust , fume, and mist respirators , and 23B for chemical cartridge respirators . Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pittsburgh , Pa . , 15213 . Approval tests on respirators are performed only at the request of the manufacturer of the respirator and at his expense. If the device meets the approval requirements , a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an extension of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines be used where respiratory protection is needed. The Bureau of Mines, however, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators. At frequent intervals, the Bureau of Mines purchases approved respirators and replacement parts on the open market. These are examined for conformity to the approved status, and are checked to insure that the manufacturer's production facilities are maintaining a satisfactory quality control .

The work presented in this report represents the background activity which led to the fabrication and testing of a greenhorn and crowd limit switch system for electric shovels. The program began With a literature search and manufacturers product review to gather material as a basis for concept generation. Visits to three open pit mines provided information from operation and maintenance managers which was useful in preparing design concepts. These concepts were evaluated through laboratory tests and engineering analysis to select a final design concept. The resultant greenhorn is four separate shock absorbing pads each enclosed in a housing which bolts to the end of a dipper handle adaptor. The plungers impact against stops mounted to the saddle block. The crowd limit control is a nonmechanical device which senses the location of the dipper and makes appropriate commands to the crowd motor to insure against impacting the greenhorns. The electronic crowd limit control is redundant and indicates malfunction modes. The greenhorn prevents shovel damage in the unlikely event of impact.

To further investigate the potential of precast concrete sets as a support medium for underground mines, the Bureau of Mines designed a five-piece precast concrete drift set for a small opening and tested it to destruction in a straining frame. Twenty-seven tests were made with three sizes of members using three loading conditions. In addition, six tests were made with sets in a distorted configuration, Test results and typical failure patterns are presented. A comparison of results with those previously reported for the three-piece set shows the five-piece set supports considerably larger total loads than does the three-piece set of equivalent cross section designed for the same size of opening. Recommendations are made for improvements in design.

The Minerals Availability System (MAS) was formally established by the Bureau of Mines in May 1975 to provide current appraisals of the engineering and economic availability of nonfuel minerals for consideration in the formulation of both domestic and foreign minerals policy, Domes- tic mineral property reports are developed by the Bureau's four Field Operations Centers, and foreign data are obtained under contract. This site-specific information is subsequently subjected to engineering verification and economic evaluation, and the results are analyzed and published as Minerals Availability System Appraisals. The deposit-specific data are also entered into the computerized MAS data base, where a subset of this information, the Mineral Industry Location System (MILS), is available to the public in the form of computer graphics and listings. Other MAS products are also described. The Bureau's MAS personnel are frequently involved in special engineering and mineral economic projects for other Federal and State agencies. MAS personnel also work closely with the private sector, both in the area of mining and processing cost estimation, and as a source of nonproprietary mineral deposit information.

These major topics are: (a) Nature of coal mine spoils, topsoils, and unmined soils; (b) influence of macro- and microclimate on (c) plant production on spoils and topsoils; (d) prediction of aboveground biomass from plant cover; (c) mineral composition of plants; (f) controlled environment studies on plant growth response; (g) microbial communities (h) water chemistry and organism diversity of catchbasins; (i) vegetation and soil development on abandoned, and (j) topsoiled sites; and (k) viability and diversity of seed bank. Based on these investigations, general conclusions and some recommendations are presented.

The technological and economic pattern of the U. S. mining industry has undergone a rapid and continuing change since World War II. To provide realistic up-to-date cost data and to disseminate knowledge of technical developments, the Federal Bureau of Mines, with the cooperation of individual mining companies, is presenting a series of mining methods and costs reports similar to those it issued before 1939. Shaft sinking has always played an important part in mine development and [ration] and is an appropriate subject for this series of reports. Shafts [are] especially important in areas such as the Coeur d'Alene district of Idaho, where every major mine is served by one or more shafts and shaft sinking is in progress at one mine or and her almost continuously.

An engineering investigation was carried out on the technical and economic feasibility of implementing flexible liner/backpacking support systems In an advancing tailgate longwall mine. The system for a model mine consists of a circular tube constructed of liner plates and flyash backpacking. Flyash is pneumatically stowed into the tailgate. Small amounts of cement may be mixed to improve the support capability of the fill In difficult local ground conditions. Water is added inside the nozzle immediately prior to spraying. Results of theoretical analyses and a field test show that the designed system is technically feasible, can be cost-competitive, provides more stable ground conditions, and can Increase productivity and coal recovery, when compared with existing retreat longwall systems. In certain mine layouts, the new system can reduce the direct mining costs by a significant amount. The system would be particularly applicable to deeper coal beds with bad ground conditions.

Many injuries are caused each year by rock falls in coal mines. Most of these injuries are not caused by major roof collapses, but from falls of smaller rocks from the immediate top or roof skin. Various surface controls are used in mines to control this surface rock. One that has been found to be very effective is roof screening. Depending on the size of the screen, roof coverage approaching 100%can be achieved. Many mines are reluctant to use screen for primary skin control because of additional costs of time and materials, but others are having great success at both controlling costs and surface rock. Data is presented from two mines that show a dramatic reduction in roof skin injuries when screening is used. Much of this success is due to innovations in roof bolting machines. Four case studies of roof screen experience are presented along with associated costs of materials, impact on bolting advance rates, and potential ergonomic risks. The effects of roof screening on skin control and safety are also included. Finally, this paper will provide information about features of different roof bolting machines that affect production and safety.

The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931, The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results off other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. History of Survey The Bureau of Mines made its first survey of motor gasolines sold throughout the United States in 1915,4 a second in 1917,0 and a third in April, 1919.0 These three surveys showed that during each 2-year interval the motor gasoline had become notably less volatile. Screening efficiency models developed to date rely almost exclusively on empirical formulas based upon large amounts of acquired operating data. A screening model was developed using a combination of empirical coefficients and explicit mathematical expressions which quantify screening phenomena. A series of screening tests was run to supply data for purposes of correlation and empirical coefficient evaluation. The model has been implemented as a digital computer program. The validity of the modeling procedure has been established by laboratory testing. Results generated by the model have been used to compile an applications handbook, which can be used to predict screening performance in lieu of using the computer program.

Magnetite pellets were simultaneously reduced and indurated on a laboratory scale in order to determine the effects of temperature, induration time, degree of metallization, and sulfur content upon the physical and chemical properties of prereduced pellets. The reductants were commercially-pure tank gases. Among the findings were these: 1,100° C is the minimum temperature that will produce acceptably hard pellets using carbon monoxide as the reduc-ing gas. Prolonged treatment time improves the pellets' crushing strength, but the rate of improvement falls off sharply after 2 hours' induration. At 1,120° C, 75-percent metallization produces the maximum crushing strength; there was no corresponding peak at 900° or 1,050° C. Sulfur in the furnace atmosphere lowers the required induration temperature. A few tenths of 1 percent sulfur in the pellet increases the sintering rate of metallic iron in pellets by forming a liquid FeS phase that facilitates iron transfer.

Following the gold discoveries of the late 1800's much was written regarding the vast mineral resources of Alaska, and much interest was aroused, and yet over the years little has been done to exploit those resources. Between 1906 and 1935 the Kennecott copper mines of the Copper River region were the keystone of the mineral economy (fig, 1). After the depletion of the Kennecott ore reserves and aided by the statutory rise in the price of gold, the yellow metal became the major mineral commodity. In recent years it has shared the honors with coal and sand and gravel. Although this trend should indicate the development of a stable, diversified mineral industry, yet the trend of production is downward. This report results from a study by the Federal Bureau of Mines to delineate the problems and to forecast the growth of the mineral industries in Alaska. The need for such a blueprint for the future was enhanced by the population explosion in the United States and the consequent eventual need for additional living space, as well as the current interest in new areas, and the necessity to develop reserves of strategic minerals.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Injury experience at coal mines and mechanical-cleaning plants (excluding officeworkers ) in 1967 was 222 fatal and 10,115 nonfatal disabling work injuries during an exposure time of 241.8 million man-hours. These injuries occurred at a frequency rate of 42-75 per million man-hours worked; the severity rate was 7,699 days lost or charged per million man-hours. Each of these general measures of injury experience was lower than similar data recorded for 1966. Employment at 6,885 coal mines and 569 mechanical-cleaning plants, excluding officeworkers, averaged 139,312 men in 1967. The average number of days worked was 220. Coal production totaled 560.8 million short tons, at rates of 2.32 tons per man-hour and 18.32 tons per man-day. A total of 2,779 onsite officeworkers at coal mines and mechanical- cleaning plants worked 5.2 million man-hours in 1967 without a disabling work injury.

The objective of this five year study was to investigate the means of establishing non-polluted ground-water and root zone systems in areas where surface mining intercepts physiochemically unsuitable overburden materials. Overburden may need to be sampled on a 60 m grid in order to delineate materials unsuitable for reclamation and to accurately implement selective handling operations. Unsuitable overburden materials were buried successfully in a dragline operation with a minimum of delays, but costs were increased 12 to 53%. After three years the buried material remains above the reestablished aquifer and below the root zone. Construction of a clay cap over the buried material may not be required in semiarid environments. It was shown that some unsuitable overburden materials do not have to be special handled. When inhibitory material constituted <5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile due to mixing/dilution processes. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. At least a portion of the postmine aquifer had hydraulic conductivity rates lower than the premine system, indicating the reestablished aquifer may, in part, conduct ground water very slowly. Postmine ground-water chemical quality in spoil materials had poorer quality compared to premine ground water.
