Gaseous and particulate exhaust emissions from 20 diesel engines in service at five underground mines were measured with high accuracy instrumentation. The engines that were tested were checked for faults or maladjustments. The vehicle and engine maintenance organization was studied at each mine and an idealized maintenance program was devised. Faults were induced in a new diesel engine to determine their effect on the characteristics of the exhaust emissions. The results, conclusions and recommendations from this investigation are presented in this final report.

This progress report summarizes operating results on the gasification of natural lignite from five runs of the commercial-scale pilot plant at Grand Forks, N. Dak., during December 1946 and calendar years 1947 and 1948, when the plant was operated for 1,996 hours. A primary specific objective was to determine the useful life of the outer metal retort tube as it is influenced by corrosion and other factors under a wide range of operating conditions. A secondary objective was to develop the technology of production when generating gas with a high ratio of hydrogen to carbon monoxide in both the divided and continuous annuli. Results are summarized in graphs and tables that show hydrogen-carbon monoxide ratios from 2.3 to 9 at gas-production rates from 6 to 12 M cu. St. per hr. (thousand cubic feet per hour), or approximately 30 to 60 cu, ft. per square foot of heated retort-wall surface per hour. Gas yields ranged from 36 to 54 M cu, ft. per ton of natural lignite or 63 to 91 M cu. ft. per ton of moisture- and ash-free lignite, Production rates were higher in the divided annulus, but these represent the maximum capacity of the plant only at high hydrogen-carbon monoxide ratios when the high concentration of excess steam and low furnace temperature limit gas production. A ratio of 6 was the highest produced in the continuous annulus because mechanical Limitations of the auxiliary equipment prevented attainment of higher ratios. The lignite feed rate appears to influence the production rate more than any other individual operating variable. Heat balances for four periods when gas with ratios from 2.3 to 7.2 was produced with a lignite feed rate of about 325 pounds per hour suggest that the potential heat in the gas is lower at higher ratios, owing to increased heat losses in the excess steam. Heat-transfer rates through the retort tube in these four tests were between 1,500 and 3,000 B.t.u. per square foot per hour. These rates are much lower than those reached in many earlier tests, but no attempt was made to achieve maximum rates of heat transfer.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. Increased exploration in Alaska has resulted in many requests to the Bureau of Mines for facts about the mineral resources and mining conditions in the Territory. This report presents information about the minerals of Southeastern Alaska and the factors that affect development of a mining industry in that area. Southeastern Alaska is a narrow coastal strip of rugged mountains and many islands. The climate is mild, with an average annual temperature of 40° and heavy rainfall. Geologically, the region is favorable for deposition of ore; geographic-ally, it is difficult to prospect and to develop, except along areas immediately adjacent to the coastline.

A working understanding of present coal mine communications equipment and its usage is an essential prerequisite to the determination of future communications systems needs. As a means of gaining this understanding, a field survey program was planned and implemented. The plan formulated called for obtaining both qualitative and quantitative data from three main areas of interest: the types, physical condition, and performance characteristics of equipment presently used in the sample of mines to be visited; the relationship present communications has to safety and productivity; and the practical, future communications needs as derived through interviews with present mine management. In compliance with the original plan, the type and physical condition of equipment in use was found through at-mine interviews of personnel responsible for installation and maintenance. Further evaluation was made through the review of equipment instruction books and maintenance manuals and through in-mine inspection of communications equipment and signal distribution networks. The performance characteristics were determined through listening to conversations and noise levels and by talk-testing from randomly selected stations throughout each mine. System operation was evaluated by asking communication system users their opinions and by noting any difficulties personnel had using the systems.

The U.S. Bureau of Mines has designed, fabricated, and tested a prototype track maintenance vehicle for underground coal mines. The vehicle uses a stiff rotating brush to clean the track so that a visual inspection is possible. It is also equipped to measure track gauge and cross-level. The objective of this report was to describe the track maintenance vehicle and detail the results of investigations into present underground track inspection procedures and cleaning technologies, which led to the development of the prototype. Recommendations are made concerning the integration of components of this prototype vehicle into current track cleaning and inspection systems used in underground mines.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting re-search to determine the influence of mining machine mounted water sprays on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery. Airflow speeds and directions were measured at several locations near the face with ultrasonic anemometers. Methane was released from the face and concentrations were measured in the entry at locations above the mining machine using fixed point methanometers. Changes in airflow speed, direction, and methane concentrations were correlated with water spray operations. The test results using different spray arrangements and water pressures showed that operation of the machine-mounted sprayers can improve face ventilation effectiveness by increasing the velocity of airflow moving toward and away from the face. The improved ventilation resulted in reduced methane levels near the face.

In July 1982 the Committee on Underground Coal Mine Safety completed its study of safety in U.S. underground coal mines; the results of the study were published in the National Research Council report entitled Toward Safer Underground Coal Mines. One of the findings of this study was: THERE IS A STRONG CORRELATION BETWEEN MINE SIZE AND FATAL INJURIES. THE FATALITY RATE IN MINES WITH 50 OR FEWER EMPLOYEES IS NEARLY THREE TIMES THAT OF LARGE MINES (WITH OVER 250 EMPLOYEES), AND ABOUT TWICE THAT OF INTERMEDIATE-SIZED MINES (WITH 51-250 EMPLOYEES). Although the Committee explored possible reasons for the higher fatality rate in the smaller mines, it was not able to explain this phenomenon fully. Therefore the Bureau of mines requested that the Committee undertake a supplementary study of fatalities in small underground coal mines. The Committee met in the fall of 1982, discussed the problem, developed an approach to it, approved a program of statistical analyses, and authorized a panel of four committee members to explore the problem in greater depth. The panel, in turn, reviewed the results of the statistical analyses and met with the president of the National Independent Coal Operators Association and with several owners of small underground coal mines for a detailed discussion of the unique problems of small mines. Panel members examined 66 individual fatality reports prepared by Mine Safety and Health Administration (MSHA) inspectors who investigated fatal accidents that occurred in small underground coal mines in 1979 and 1980. This report is the result of those studies, analyses, and deliberations. The first draft was prepared by the panel, but the report has been reviewed and approved by the entire Committee.

A mineral survey of the approximately 144,000-acre Borah Peak study area was conducted by the U.S. Bureau of Mines in 1985 at the request of the U.S. Forest Service. The area studied included the Borah Peak RARE II roadless areas (No. 14210, 119,864 acres of land recommended for wilderness designation; and No. X4210, 18,440 acres of land recommended as non-wilderness) and other contiguous Forest Service administered land. The study area is in Challis National Forest in southeast Idaho about 30 miles south-southeast of Challis, ID. Burnt Creek, a conterminous study area to the northeast, on lands administered by the U.S. Bureau of Land Managment, was examined concurrently. Dolomite and limestone inferred reserve bases exceed 1 billion tons each within the Borah Peak study area. The material is widespread and of high quality. Extensive sampling and more detailed mapping are required to better define the resources; however, ample dolomite and limestone occur nearby, outside the study area. Dolomite is the main constituent of several geologic formations within the study area. Sample analyses indicate that the more than 1,000-ft-thick Jefferson Formation dolomite is the most pure and is equivalent to material being mined at a dolomite-to-magnesium processing plant near Addy, WA. Analyses from limestone-bearing formations underlying much of the study area indicate that large quantities of the limestone may be suitable for a variety of uses.

This report discusses fire-resistant hydraulic fluid safety from three different directions. First, results of a survey prepared for the Fire Resistant Hydraulics Journal by the staff of the Fluid Power Research Center are analyzed. Second, operational limitations of fire-resistant hydraulic fluids are examined. Finally, laws and standards of various foreign countries are investigated. Three conclusions are derived from a close study of fire-resistant hydraulic fluid safety from these three directions. First, a significant number of experts in the fluid power industry are no in agreement about aspects of fire-resistant hydraulic fluid fire-resistance and toxicity. This indicates a need for more in depth research. Second, the use of fire-resistant hydraulic fluids involves a compromise between the decreased fire hazards and increased toxicity and machine incompatibility problems. Finlly, major foreign governmental agencies have thorough laws and standards concerning fire-resistant hydraulic fluids. These laws and standards may provide a solid framework for further international research into fire-resistant hydraulic fluid safety.

A two-phase program evaluated commercial proximity warning devices and then served to design and develop an automatic electrostatic field strength measurement device with improved performance. The Phase I program consisted of test and evaluation of three commercial proximity warning devices, all of which operate on the principle of electrostatic field intensity measurement for determining proximity to high voltage power lines. Performance testing of these devices utilized full-scale cranes and power line systems and a scale model facility. The evaluation results were reported in the Phase I report entitled "Evaluation of Proximity Warning Devices" dated 22 February 1980. Under the Phase II program, a microproressor-based data acquisition system was designed and developed to collect and measure field strength at distributed points around the crane boom. This unit (referred to as the Distributed Sensor AC Electrometer) measures the field strength about a crane boom using 17 distributed sensors. Keyboard control is provided for the equipment operator. Measured field strength values are displayed on a line printer and recorded on magnetic tape. Laboratory testing of this unit demonstrated performance characteristics and field strength measurement accuracy within the design goals. A Phase III measurements program is proposed using the AC Electrometer to map the field strength contours about power line configurations.

This report presents the results of a study of Kennecott Copper Corporation?s Chino leaching dump at Santa Rita, N. Mex. The stability studies described herein were performed on only one cross section of the leach dump, utilizing data obtained from drilling, sampling, and testing, which was limited in nature. The first part of the report contains a discussion of site geology and seismicity, pertinent information on the waste material disposal system and leaching method, a discussion of the waste embankment characteristics, a summary of the engineering analyses, and a bibliography. The second part (appendices) contains basic geologic and engineering data supporting the discussions in the first part.

This report presents the methods and results performed pursuant to the U. S. Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. The stone resources in certain localities and the kinds of stone available often influence manufacturing companies in their choice of plant location and in possible expansion of their activities. Limestone in particular is an important raw material for many processing industries. In planning highways and public works and placing contracts therefor, the availability of aggregates and road stone is significant. On the other hand, persons who contemplate entering the stone business or opening now quarries need information as to possible competition. To meet the growing need for regional data of this type, the Bureau of Mines has compiled from its records and presents herein the location of stone quarries by States and counties and by kinds of stone. The list covers all stationary and portable commercial quarry operations whose production statistics for 1940 were reported to the Bureau of Mines but does not include undeveloped deposits and noncommercial or Government-operated quarries.

These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

STATISTICAL data on injuries and employment pertinent to metal mines and to their mills, and/or processing plants are presented in this Information Circular for the calendar year 1960. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office- workers at the mine or plant site. In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

One phase of Bureau of Mines health and safety work is promotion of the use of safe and effective dust-collecting devices in connection with rock drilling in coal mines. To insure that adequate equipment of this type is available to the coal-mining industry, the Bureau of Mines conducts investigations and issues approvals for dust-collecting equipment that meets the requirements of a schedule established for testing dust collectors intended for use in connection with roof drilling for roof bolting and for other rock drilling. 6/ Performance tests are conducted under the provisions of this schedule by engineers of the Branch of Health Research. This circular describes briefly the requirements and procedure for approval and lists drill-dust collectors that have been granted approval as of January 31, 1956. The addresses of manufacturers of approved devices are listed alphabetically at the end of this circular.

Combined preservative/fire retardant systems were pressure impregnated into Douglas fir and Ponderosa pine samples and evaluated for decay, flammability, and mechanical properties. The objective of the evaluation was to identify cost-effective systems for use with mine timber, and to provide an information and data base from which Federal code regulations could be established. Thirty systems, based on combinations of commercially available preservatives and fire retardant impregnants and coatings, were applied to Douglas fir samples and evaluated for decay and flammability. The ten most promising systems were ap¬plied to both fir and pine and reevaluated for decay and flammability before and after water leaching. The five best systems were given a thorough laboratory evaluation using both pine and fir. Evaluations included flame spread, smoke density, toxic gases, decay, compressive strength, flammability after artificial weathering, and cost. All systems had acceptable toxic gas levels and smoke densities, but flame spread was only borderline acceptable for most of the samples tested. A trade-off analysis showed Acid Copper Chromate/Fyrprufe with Albi-107A/144 intumescent paint and Koppers NCX to be the-best systems. Recommendations are made for further large-scale testing using the two best Systems.
