Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. Objective To develop safety training tools for mine safety and health professionals that fill gaps in currently available materials. Background Over the past 4 years, NIOSH has developed and released a series of training videos targeted at underground mine safety. These videos were developed in close cooperation with the mining industry and safety training professionals and were intended to provide realistic, interesting, effective training to both new hires and experienced miners. The videos cover the mining cycle, starting with the breaking of the rock (Handling Explosives in Modern Mines), making certain the work area is safe after a blast (Rock Falls— Preventing Rock Fall Injuries in Underground Mines), installation of ground supports and recognition of failed supports (Miner Mike Saves the Day), and hauling both ore and materials in the mine (Hazards in Motion). A separate video (Hidden Scars) captures the story of a fatal rock burst through an interview with a miner who nearly died and who lost his partner in the accident. These videos have been extremely popular in the mining industry and are being used across the nation as well as in 18 other countries. Two of them, Rock Falls and Miner Mike Saves the Day, have won Alice Hamilton awards, NIOSH’s highest recognition for Excellence in Occupational Safety and Health, in the Educational Materials category. Approach A recently completed independent evaluation of the SRL mining videos identified five themes that mine safety trainers consider necessary for successful training materials: high quality, credibility, accurate content, effectiveness, and an engaging nature. All of the NIOSH videos were rated very high for each theme. Using these measures of effectiveness, a more difficult challenge has been undertaken. Much has been written in the mining industry about the coming turnover in employment. The average age of miners in the United States is approaching 50, and many of the “experts” will be leaving the industry as they reach retirement age. The mining industry, like many industries involving skilled labor, relies heavily on a master-apprentice relationship between new hires and older miners. New hands learn from experienced miners. Their learning falls into three primary categories—they learn what’s important to know, they learn how to do things correctly and safely, and they learn the culture.

Total sales of diesel fuel in the United States continue to Increase. This growth is due primarily to two causes: More conversion to diesel units by the rail-roads In recent years, and the greater use of diesel engines in trucks, busses, and tractors. Following are some figures on the distribution of the fuel computed from data issued by the Bureau of Mines.2/ [ ] Deliveries of diesel type fuel from refineries totaled 91,522,000 barrels during the first six months of 1955,3/ corresponding figure for 1954 was 91,170,000 barrels. Information on the properties of this engine fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply such information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of diesel fuel oil produced in refineries in this country.

SUSTAINED growth characterized the U.S. economy in 1964. Many new peaks were achieved in production, sales, employment, employee earnings, and business profits. At the end of 1964, the economy had experienced 4 years of uninterrupted expansion, and the greatest net gains in output for all postwar cyclical advances had been registered. There were no indications of the various weaknesses which have previously characterized advanced stages of business expansion. Both gross national product (GNP) and national income were 6.7 percent higher than in 1963. In 1964 GNP totaled $628.7 billion, a gain of $39.2 billion over the 1963 figure. On an overall basis, prices rose 1.75 percent in 1964. The real volume of output of goods and services (GNP in constant dollars) increased by 5.0 percent ill 1964; this was more than the 3.8-percent gain in 1963 but less than the 6.6 percent gain in 1962. The 1964 output gain also exceeded the average 3.7 percent annual increase for the postwar period. Congress authorized a two-stage tax reduction designed to further stimulate economic growth and employment. The tax cut favorably affected the 1964 economy in the following ways: By helping to boost personal income, corporate profits, and industrial production; by accelerating the pace of consumer spending and business capital expansion; and by increasing employment, thereby reducing unemployment to 5 percent. The annual reports of the research and technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining preparation, and uses of coal, of which the present report is the seventh,4/ are intended to be brief summaries of progress. They are guides to the current work and publications of the Bureau but do not replace the more complete reports published by individuals and groups of workers on specific problems. The annual reports present the results of tests, often in advance of publication in other forms, but original contributions in research are reserved for initial publication by their authors. A survey of the accomplishments of the Bureau in research and technologic work on coal during the 5 year period 1935-40 has been made available in the form of a bibliography.5/ This supplements a similar bibliography on this subject that covers the first 25 years of the Bureau, 1910-35.6/

The Bureau of Mines has used Fourier transform infrared spectroscopy (FT-1R) to study in situ reactions of aqueous solutions of potassium ethylxanthate with CU(II)-and Pb(II)-activated sphalerite plates, in which the plates were both the infrared-transparent windows and the reacting surfaces. A copper (I) ethylxanthate formed predominantly with Cu(II)-activated sphalerite, regardless of the activation time. The products formed on Pb(II)-activated sphalerite depended on the activation times; a short activation time (30 min) yielded a lead ethylxanthate-like product, but a long activation time (90 min) yielded a considerable amount of dixanthogen.

The testing procedures of the U.S. Mine Safety and Health Administration specify that intrinsic safety acceptance tests be conducted using a standard tungsten-cadmium electrode configuration in the break- flash apparatus. However, in realistic mining environments, other materials may be more likely sources of sparking. Information defining the probability of spark ignition between common materials such as aluminum, brass, copper, lead, tin, cold-rolled steel, and stainless steel is of more practical value in determining ignition hazards. The U.S. Bureau of Mines has completed an investigation of the influence of material on the ignition probability using the breakflash apparatus. By comparing ignition currents or ignition voltages corresponding to a probability of one ignition per thousand sparks to those found previously for cadmium, a margin of safety may be estimated for each material. This report presents the results of an investigation into the influence of disk electrode material on the probability of ignition.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

History and performance data of 17 water-injection projects in Cooke and Grayson Counties in north Texas are presented for the purpose of studying and comparing operating practices and oil-recovery techniques. Water is injected into Strawn and Canyon sands of Pennsylvanian age. The principal formation flooded is the Strawn, which ranges in depth from 725 to 6,900 ft in the projects covered. Estimated ultimate recoveries range as follows: Primary, 22 to 494 bbl per acre ft; and secondary; 63 to 296 bbl per acre ft. These figures represent the following percentages of original oil in place: Primary, 10 to 46 pct; and secondary, 8 to 23 pct. Shallower projects; 725 to 1,500 ft in depth, had higher average primary and secondary recoveries than did deeper projects. Crude-oil gravity, which ranges from 20° to 45° API, was not relatable to yield of secondary recovery oil. Analysis of the data indicates that five-spot injection patterns will yield the highest percentage of oil remaining at start of flooding; that is, 28.8 pct for five-spot injection patterns, compared with 20.8 pct for line-drive patterns and 11.6 pct for random patterns. Waterflooding in this area appears to be very successful. Secondary recoveries of most projects are expected to nearly equal primary recoveries.

[In the examination of bentonitic clay suspensions used for oil-well drilling fluids3/ (and for other purposes, such as a core binder for foundry sand) it is important to have comparative tests for evaluating them. A satisfactory clay for these and other purposes should have the property of forming what is commonly called a "gel," but the measurement of this property has been a real problem. To date the solution has not been satisfactory, and some of the difficulties are considered in, this, paper, which describes a simple form of instrument (identified as an eykometer) for measuring the yield point under hydrostatic conditions of non-Newtonian clay suspensions, including those muds that are thixotropic. An oil-well drilling mud serves several functions, many of which depend on the "gel" characteristics of the mud. Among the more important functions are: (a) To plaster the sides of the hole to prevent caving of the walls; (b) to prevent the loss of the circulating fluid out of the hole by seepage; (c) to carry sand and cuttings out of the hole to the surface as they are formed by the rotary drill; and (d) when circulation of the fluid stops for shut-down or other unavoidable cause, to hold the cuttings in suspension by the setting up of the gel, thereby avoiding the difficulties that result when these cuttings are allowed to fall through the fluid and pack at the bottom of the hole.]

In order to determine the potential availability of alumina to feed U.S. aluminum smellers, the Bureau of Mines evaluated 39 domestic mines and deposits of bauxite, alunite, and high-alumina clays and found that substantial increases in alumina prices would be necessary before nonbauxitic deposits could become competitive with bauxite. As part of the study, a price-tonnage relationship was developed indicating the quantity of alumina that could be produced from known deposits at various alumina prices and at a 15-pct discounted cash flow rate of return on the required capital investment. All capital and operating costs were calculated in August 1980 dollars. The domestic bauxite reserve base comprises three operating bauxite mines in Arkansas containing some 15.6 million metric tons of recoverable alumina (A1203). Ferruginous bauxites, clays, and alunites fall into the subeconomic category of identified aluminum resources, which, at the demonstrated level, contain over 4,000 million metric tons of alumina that are estimated to be recoverable. Analyses indicate that, at the demonstrated resource level, a total of some 15.6 million metric tons of alumina, all from three active Arkansas bauxite mines, is recoverable at a 1980 price of $0.12 per pound ($264 per metric ton) of alumina. A price of approximately $0.26 per pound ($573 per metric ton) of alumina would be required for production of the total U.S. resource. Thus, unless new technological breakthroughs occur that could make alternate sources of alumina competitive with bauxite, U.S. dependence upon imported bauxite will continue to increase.

As a part of its general safety program the Bureau of Mines has investigated various means useful for the elimination or mitigation of the explosion hazards in connection with combustible gases incident to the mining industry. Information has been obtained relative to the explosibility of numerous simple and complex gaseous combustible atmospheres. Although experiments along this line have pertained largely to combustible gases in the mining and allied industry, considerable information has been obtained relative to the explosive hazards of combustible gases and vapors used as anesthetics.

The effectiveness of 0.01 pct. molybdenum, as ammonium molybdate impregnated on coal, on the hydrogenation of a high-volatile bituminous C coal at 8,000 p.s.i.g. and 460° to 480° C. has been studied in a pilot plant by the Federal Bureau of Mines. Under these conditions, the Bureau obtained 98 to 99 pct. conversion5/ of coal to liquids and gases at throughputs of 29 to 101 lb. of m.a.f. coal per cubic foot of reaction space per hour. At 460° C. the indicated yield of oil ranged from 63 pct. (based on m.a.f. coal) at a throughput of 35 lb./c.f.h. (pounds per cubic foot per hour) to 68.5 pct. at a throughput of 58 lb./c.f.h., and the yield of gaseous hydro-carbons ranged from 25.5 to 19 pct. at the same throughputs. The maximum measured yield of oil boiling under 325° C. was 47 pct.

The Bureau of Mines has extended its previous development of cast Mn-Cu damping alloys to powder metallurgy (P/M) consolidation of alloys containing 55 to 75 wt-pct Mn. Blends of minus 200-mesh elemental powders were compacted cold in directional and isostatic presses. With 1 pct binder, typical green densities ranged between 76 and 80 pct of theoretical when pressing at 30 or 48 tsi. Green strength increased with compacting pressure and copper content. As-sintered tensile strengths ranged to 60,000 psi fox a hydrogen, sintered 60Mn-40Cu alloy, along with 5-pct elongation. Sintered densities ranged between 90 and 96 pct of theoretical. Sintering (a as effective when holding for 1 hr at maximum temperatures of 900° to 1,040` C, dependent on composition. Strength and ductility were considerably lower than for equiva¬lent cast alloys. When aged to the damping condition, alloys containing 60 to 70 pct Mn exhibited >40 pct specific damping capacity (SDC) at 5,000-psi stress, considerably higher than values reported for equivalent cast material. Effects of 1 or 3 pct Sn or Zn additions on SDC and other properties were assessed. Trials were conducted on consolidating rings and gears of the 65Mn-35Cu alloy on industrial-type P/M equipment.

Information is categorized by mineral commodity to make it easy to determine what logging techniques have been used for evaluating specific metals and nonmetals. Part 1 discusses logging techniques applied to deposits of the following metals: aluminum, antimony, beryllium, boron, copper, iron, lead and zinc, maganese, mercury, nickel, silver and gold, tin, tungsten, and uranium. Part 2 covers the following nonmetals: coal, evaporites, fluorspar, oil shale, rock salt, and sulfur. Separate bibliographies are given for English and foreign language references.

OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.
