The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

An examination of 60 mines, 11 illumination hardware manufacturers, and Q mobile face-equipment manufacturers was conducted to determine the state of the art of mine-illumination hardware, define lighting system installation and maintenance problems, and assess personnel acceptance of lighting. Longwall and mobile face-machine illumination were studied. Major problems on room and pillar installations include damage of exposed components, electrical failures, and reduced lamp life, with extreme variability in the degree of these problems. Most longwall systems had low or moderate maintenance requirements, cable damage being the most significant problem. Most mobile face-equipment operators liked their machines' lighting systems, but many complained of glare and other problems. Longwall lighting was unanimously accepted by face personnel, and most complaints were minor. Based on the survey, general installation and maintenance guidelines have been established, addressing hardware design aspects, approaches proved effective to minimize problems, and improper practices noted which are detrimental to effective lighting.

This paper is a preliminary report on recent lode gold mining activity, operating conditions, and mining and milling methods at properties in production in September 1936 in the gold belt of northeastern Oregon. A few inactive properties are described also. Districts, inactive in 1936, that have been important producers at some time in the past are mentioned briefly. This is one of a series of similar papers describing western mining districts. The past production record of the gold mines of northeastern Oregon entitles the region to be ranked as one of the important gold-mining regions of the United States. Although comparatively inactive for many years, lode mining in the region has recently undergone a marked revival.

Tests employing various ore-dressing methods were made on a manganese wad ore from the W. A. Chinn property in the Batesville-Cushman district of Arkansas in an effort to develop a practicable procedure for the production of ferromanganese-grade concentrates. The ore body occurs as a bed approximately 7 feet thick in the residual clay of the Ferndale limestone formation5/. The crude wad ores are soft aggregates of various oxides of manganese, which are loosely bonded together. Hard lumps of high-grade ore are disseminated throughout the wad. Hausmannite, pyrolusite, and psilomelane are the principal minerals. Some clay is present, but most of the gangue consists of leached fragments of the original siliceous and calcareous rocks in which the manganese occurred. In addition, hydrated oxides of iron, which axe present, also must be considered as gangue. Definite phosphate minerals have not been identified.

This is one of a series of paper's being published by the Bureau of Mines on placer mining; it is written as a supplement to Information Circular 6788, "Placer Mining in the Western United States, Part III", by E. D. Gardner and C. H. Johnson which was published in February 1935. Since Information Circular 6788 was written (1933), considerable advance has been made in the technique of mining placer gravels with power shovels and draglines. Although new washing plants continue to be built in accordance with untried designs the trend of new installations is toward proved equipment. A substantial number of plants are now being operated successfully (1937).

Quickly and cheaply consolidate underground slimes to facilitate their use as backfill and permit their easy handling for other reasons. Approach: The slurry containing slimes is pumped into active stopes and electrokinetically dewatered to provide consolidated back fill. How It Works: To densify slimes electro-kinetically two electrodes are placed in the material to be dewatered and densified. Typically, the electrodes are pieces of wire mesh fencing. One is placed on the bottom, and the other is suspended in the slurry near the surface. Figure 1 is a simplified section of a test. A d-c voltage of 100 to 400 volts is applied across the slurry. This causes the solid particles which are in suspension in the water (usually these are negatively charged) to migrate toward the anode; simultaneously, the water moves toward the cathode. Water immediately adjacent to the negatively charged solid particle surfaces contains an excess of dissolved positive ions. Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and the underground evaluation of ventilated cutting drums, on a double ended ranging drum shearer. The ventilated drum uses high pressure (1,500 psi) water sprays to draw air (3,500 cfm) through 12 airmoving tubes mounted in the drum hub. The sprays draw dusty air from the face side of the drum, scrub the air, and discharge the clean air on the gob side of the drum against a deflector plate. During a three week underground evaluation, the cutting drums reduced shearer generated dust levels at the shearer operators position by 40%, at the shield operators downwind of the shearer by 55%, and at the tailgate by 55%. Cutting and loading performance of the drums were superior to the mine?s conventional drums. After the evaluation, the mine continued to use the ventilated drums to finish mining the panel. During this 3 month period, there were no mechanical or seal failures demonstrating excellent system reliability.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag compositions. The present report deals with the CaF2-Y203 system for which solidus and liquidus temperatures and solid solubilities were determined. The information is presented as the phase diagram. All specimen compositions were blended from high-purity materials and encapsulated in Mo or Pt20Rh prior toheat treatment. Liquidus temperatures were determined by ceramographic examination of heat-treated and quenched specimens. Solidus temperatures were determined by differential thermal analysis and by electron microprobe analysis of quenched specimens. Terminal solid solubilities were derived by parametric methods. The peritectic system was found to be pseudobinary due to the formation of yttrium oxyfluoride at temperatures near the liquidus. The peritectic point occurs at 7 mole pct Y203 and 1,438° ± 5°C. The terminal solid solubility of Y203 in CaF2 decreases from 7 mole pct at 1,438° C to 1 mole pct at 1,100° C, and the solubility of CaF2 in Y203 decreases from 9.5 to 7 mole pct over the same temperature interval.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts,· and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used. Electrical problems of many kinds must be solved in dealing with the various phases of electric shot-firing. Success in using an electric detonator is closely linked with the resistance of its bridge, the resistance of its leg wires, and the insulation of its current-carrying parts. The proper layout of a circuit where a number of shots are to be fired simultaneously depends not only on the types of detonators that are used and their arrangement and interconnections, but also on the size and insulation of the wire leading back to the source of power, and even on the source of power itself. Various types of electric shot-firing machines have been developed, and these offer still another field for study. In investigations of electric detonators and electric blasting equipment, the oscillograph is valuable because it can record electrical activity over very short intervals of time. By its use more complete information about electrical performance can be obtained than by any other means.

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.

The purpose of the investigation and analysis described in this report is to assess the data flow requirements that are required for remote supervisory control of a continuous mining system. Since these control concepts as applied to continuous underground mining are still in a formative stage at the present time during the first half of 1975, assumptions had to be made based upon engineering judgment as to what embodiment of mining machinery and control methodology seemed most feasible for achieving such a system. Based upon these assumptions and estimates of the control system's accuracy and response requirements, it was then possible to estimate the communication requirements for the assumed system configuration. 2. Approach The team members responsible for this study visited numerous coal mines to observe room and pillar mining operations in both high and low coal. The objective was to observe the methods of operating a variety of continuous mining machinery and haulage equipment with a view toward defining the problems to be overcome in the application of automation to the coal extraction process. Descriptive information concerning the mining equipment was obtained through contacts with the manufacturers. Conferences with Bureau of Mines personnel, equipment manufacturers and developers, and mine operators were held to explore the current thinking and developments being pursued toward automation and increasing both production and productivity.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.

The literature contains little thermodynamic information regarding inter-oxidic compounds of the ferroalloy elements and, as a result, thermodynamic considerations of extractive and utilization processes involving these elements have been hampered. As part of a Bureau of Mines program to improve this situation, this paper reports the heats of formation of three calcium vanadates and two magnesium vanadates. There were no previous similar data for any of these compounds. The experimental method was hydrochloric acid solution calorimetry, using calorimetric reaction schemes involving the vanadates and their component oxides. The results were expressed as heats of formation from the component oxides and from the elements. Corresponding free energy of formation values were calculated. The data show that the calcium and magnesium vanadates are stable with respect to all possible decompositions in which vanadium remains pentavalent. This conclusion is similar to the one drawn by Koehler6 for three sodium vanadates.
