Electrical arcing injuries are the most common form of electrical injury in mining. MSHA data show that 381 "non-contact electric arc burn" injuries occurred in the mining industry from 1996 - 2005. A more detailed study of data from 1990-2001 showed that five types of apparatus - circuit breakers, conductors, nonpowered hand tools, electrical meters and test leads, and connectors and plugs were involved in two-thirds of the lost workday injuries. Many of the protections from electrical arcing injury available to workers in other industries stem from the application of National Fire Protection Association Standard 70E - Standard for Electrical Safety in the Workplace (NFPA 70E). NFPA 70E is a generally accepted industry guideline document, but excludes underground mining from its scope. Many of its practices and procedures, however, can be applied in the mining workplace to supplement the existing electrical safety requirements of Title 30 Code of Federal Regulations. This paper describes how NFPA 70E can be applied to mining workplaces after an analysis of the mine power system electrical arcing hazards has been completed (and Hazard/Risk Categories determined) using the tables from NFPA 70E or the calculation method as described in IEEE 1584. NFPA 70E can then be used to determine the levels and types of personal protective equipment (PPE) needed to protect miners against burn injuries. Appropriate lockout and tagout (LOTO) procedures for use in the mining industry are also described. Suggestions for better selection of electrically-rated hand tools are included. Recommendations for electrical meter selection and use based on transient withstand capability are also discussed.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

The brief resume of the activities of the Metallurgical Division that appears annually in its progress reports series serves a useful purpose by making available a rather comprehensive but concise recapitulation of the current work, and publications of the division. An unprecedented opportunity to attack the problem of producing ferro-grade material from low-grade domestic manganese ores effectively was provided by the act designated as Public 667 of the 76th Congress of the United States, approved June 26, 1940, which made available an appropriation for "Expediting Production of Equipment and. Supplies for National Defense." Although the funds were not immediately available to the division, good progress has been made in the, solution of the many and diverse problems presented in the studies undertaken to determine the best methods for the recovery of useful products from a wide variety of manganese ores.

The Department of the Interior has recently investigated the atmospheric conditions in tunnels of the Union Pacific Railroad in Utah and Wyoming , by observations made from the cabs of freight locomotives . This work was conducted by the Bureau of Mines at the request of , and in cooperation with , the Union Pacific Railroad Co .. and was brought about by several accidents to members of engine crews while passing through tunnels , from pollution of the tunnel air by exhaust gases from freight locomotives . The object was to determine the cause of gassing accidents , by examining into composition of the air in locomotive cabs while passing through railroad turmels ; to learn the effect of these conditions on the engine crew; and to provide a means of protection for the men so exposed . Gas samples and temperature readings taken in the cabs of locomotives were used in studying the atmospheric conditions to which the locomotive crews were exposed . The symptoms and the physiologica effects produced in men exposed to the atmospheres encountered were studied . The pulse rates and body temperatures were taken , and the determinations of the carbon monoxide content of the blood were made . Various methods for the prevention of gassing and for the protection of men therefrom were considered and tested , among which were the use of mechanical devices for deflecting the smoke away from the engine cab, and the use of various types of gas masks and breathing apparatus . While this investigation is a part of the safety work of the Bureau of Mines in connection with hazards from atmospheres containing carbon monoxide ( CO ) , the results are of particular value to railroads operating steam locomotives through tunnels , and are also valuable to other industries where atmospheres having poisonous gases or of a high temperature and humidity may be present . Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

This report gives results of metallurgical investigations performed by the Bureau of Mines on mineral samples taken during April 1959, from Hawaiian bauxite deposits on the islands of Kauai, Maui, and Hawaii. The bauxite samples were tested at the Bureau's Rolla Metallurgy Research Center, Rolla, Mo., to determine if alumina could be extracted. The results were encouraging. Extraction of the alumina by the American Bayer type digest of crude ore samples from Kauai, Maui, and Hawaii recovered 78.8, 73.1, and 70.0 percent, of the total alumina, respectively. These recoveries were increased to 82.8, 85.5, and 79.5 percent by modifying the treatment, which consisted essentially of calcination and weak caustic desilication to provide a residue. The residue was then treated with calcium oxide and digested in a strong caustic solution to extract the alumina.

A job analysis is a written list of the tasks associated with doing a particular job. In drilling, describing the steps associated with adding rod to the drill steel would be an example of a task associated with the job. How to hammer casing or fish a lost drill bit out of a hole would also be job tasks. Develop a written list of job tasks. Ask drillers in your company if the tasks listed are correct and accurately reflect how to perform the job. While each driller may do the job a little differently, some tried?and?true methods are required to perform certain tasks safely and correctly. You may find a separate analysis is needed for different drilling jobs (e.g., a residential well or a monitoring well). Also remember to include the tasks of both the helper and the driller.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

This Bureau of Mines report summarizes the performance characteristics of a 30-day around-the-clock gasification-pelletizing test conducted in October and November of 1980 with North Dakota Indianhead lignite. Gasification was conducted in a commercial-size, 6.5-it-diam, Single-stage, fixed-bed, atmospheric pressure producer with a rated capacity of about 30 million Btu/hr. Iron oxide pellets made from a commercial hematite concentrate were fired with the low-Btu gas in a 2.8-ft-diam by 35-ft-long pilot plant rotary kiln at a rate of 900 lb of pellets per hour. Gasifier operations at fuel feed rates up to 3 tons of lignite per hour and hematite pellet induration with raw 160-Btu/std ft3 lignite gas are described.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety Factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

In carrying out the provisions as set forth by an Act of Congress (36 Stat. 369) approved May 16, 1910, effective July 1, 1910, and the amended Act of February 25, 1913, (37 Stat. 681), the Bureau of Mines, among other activities, conducts inquiries and scientific and technologic investigations concerning mining with a view to improving health conditions and increasing safety and disseminates the general information gained by these studies. Through the medium of these publications, the causes as well as the methods that have been found most satisfactory in combating undesirable conditions are brought to the attention of the mining industry. This bulletin describes health and safety reports that have been published for the period July 1, 1955, through June 30, 1961. Technical Paper 705 issued in 1948 contains a listing of all Bureau of Mines publications dealing with health and safety in the mineral and allied industries from 1910 through 1946; Bulletin 558 contains a bibliography of such reports that were issued from January 1947 through June 1955.

Electrowon tungsten powders were investigated with respect to consolidation, fabrication, and mechanical properties. Sheet, 0.03 inch thick, was produced and its tensile strength measured between 250° and 1,935° C. The large particle size of electrowon tungsten effectively precluded sintering to a density sufficient to allow hot working to sheet or bar. The powders were consolidated by die pressing to 70-percent density, sheathing in molybdenum, and high-energy-rate extruding to either round or sheet bar of 100-percent density. The material was then rolled conventionally to sheet. The mechanical properties of the sheet prepared from the electrowon powders compared favorably with those reported in the literature for sheet prepared from commercially produced hydrogen-reduced powder.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U. S. Department of the Interior, to stimulate greater interest in safety in the mineral-extractive industries and to encourage the development of more effective accident-prevention programs. Since its beginning in 1925, thirty-four safety contests have been conducted. This publication reports results of the 11 annual contests for the period 1948-1958, inclusive. Mineral operations awarded the "Sentinels of Safety" trophy for the best safety record in their competitive group as well as those ranking second, third, fourth, and fifth are listed along with a summary of their achievements in preventing disabling injuries. In addition, this publication contains statistical information reflecting the disabling work-injury experience of all other mines and quarries enrolled in the annual contests. The injury statistics of these operations are arranged in the six groups of the competition and through 1955 are the only data on injury-severity at noncoal mineral operations published by the Bureau of Hines. Recognition of the National Safety Competition in promoting safety has increased steadily during its 34 years. The number of plants participating in these annual competitions increased from 210 in 1925, its first year, to a record of 675 in 1958. The expanding scope of the National Safety Competition indicates that more mines and quarries in the United States are enrolling 90 all available means to promote safety on the job will be used. Safety contests like this are generally recognized, in the field of safety promotion, as an effective way to arouse and hold the interest of employees and officials in accident-prevention programs. They tend to forge individual precautionary acts into group action centered on a common objective, such as winning the ?Sentinels of Safety? trophy.

Sandstone, a widely distributed siliceous sedimentary rock, is the third most popular building stone in the United States. It is formed by the breaking down of preexisting rocks by weathering, subsequent segregation of the detrital quartz grains into discrete deposits by the sorting action of water or wind, and finally cementation of the quartz sand into a coherent rock. The homogeneity and resistance to weathering of the resultant sandstone make it suitable for exterior construction. Its excellent wearing properties explain its popularity for flagging and stair treads. However, quarrying and dressing methods and costs are adversely affected by the abrasiveness and hardness of sandstone especially as compared to limestone.

This study was conducted by the Bureau of Mines to determine the effect of steel reheating practices in burning natural gas on the amount of silicon required to prevent the formation of copper on steels containing up to 1 wt-pct Cu. Formation of copper, which causes surface hot shortness, was readily prevented by as little as 0.3 wt-pct Si and by 2 vol-pct excess oxygen in the furnace atmosphere when reheating steels containing up to 0.8 wt-pct Cu. Up to 0.8 wt-pct Si content and careful control of reheating conditions were necessary for steels containing 1 wt-pct Cu. Best conditions for these steels were reheating to 2,200° F (1,205° C) in burning gases containing 2 vol-pct excess oxygen, and then to higher temperatures in gases of 6 vol-pct excess oxygen. Slag and mold wash were not detrimental on steels reheated for 8 hr by a soaking-pit-type furnace schedule, but they were problematical on steels heated for 2 hr by a pusher-type furnace schedule. The effect of silicon contents on scaling rates also was determined.

The NIOSH suite of coal mine ground control software addresses nearly every aspect of coal mine ground control planning, including geologic characterization, mine layout, pillar design, and support selection. Mine planners who use the soft-ware have access to the knowledge gained during years of NIOSH research—packaged in a simple, easy-to-use format. Several of these software packages have recently been updated and improved. Analysis of Roof Bolt Systems (ARBS) (Figure 1) helps select the proper roof bolt system design from the immense variety of available bolt types and patterns. It was developed from statistical analysis of extensive bolt performance and roof fall data. New features in Version 2 include— • The capability to analyze roof bolt systems that use two types of bolts; and • A roof support cost module that estimates the total in-stalled cost of different patterns, considering the costs of consumables, labor, maintenance, and other factors. The Support Technology Optimization Program (STOP) (Figure 2) can be used to make judgments regarding which secondary support system will be the most effective in a particular mine condition and to evaluate the advantages or dis-advantages of alternative support systems. Version 3.0 includes additional improvements: • Supports with large load-shedding following yielding can be designed based on the peak loading capability as well as the residual loading capability; • Seven new support systems have been added to the program; and • Easier access to photo gallery has been provided. The Coal Mine Roof Rating (CMRR) replaces com-plicated geologic information with a simple numerical rating that mine planners can use in many ground control applications. The CMRR can be readily integrated into a geologic exploration program, and the software package is capable of generating an AutoCAD CMRR "layer." Version 1.2 contains— • The complete CMRR database with more than 250 ratings obtained from 70 different U.S. coal seams; and • An all-new "Help" file that clearly explains all aspects of the program. Analysis of Horizontal Stress in Mining (AHSM) can help find the optimum mine layouts for control of horizontal stress. It can be used to analyze both development and longwall retreat designs, and it shows how the stress condition varies as the entry, crosscut, and panel orientations are changed. Version 2 features— • Improved graphics that enable the user to observe the effect of design changes without adjusting the display on the computer screen; and • Resource files containing information on stress map-ping, advance-and-relieve mining, stress measurements in U.S. coal mines, and other topics. Most U.S. coal production is bituminous coal. Some 90% of current production comes from a geographical area enclosed in a circle with a 300 mile radius and its center at about Huntington, West Virginia. There are important underground coal production areas in the western parts of the United States as well. Most U.S. coal production comes from fairly level seams, many of which pitch rather uniformly only a few feet per mile. Usually there will be several overlying seams of varying thicknesses, separated by several tens of feet. Fig. 1. 1. Seams have minor local undulations but these? are small enough not to be a major consideration in a horizontal drilling research program.
