"The Linatex Dewatering System is a compact, low capital and maintenance cost matched set of processing equipment suitable for solids recovery, dewatering and desliming sand-like materials in the range 3/8"" to 325 mesh ( 1). Since its introduction to North America in the early 1970s, various elements of the system have been successfully installed in a variety of applic11tions both in Canada and the U.S.A. Examples are chosen from the coal, fine aggregates, iron ore and industrial minerals industries.II. Elements of the Linatex Solids Recovery System(A) The Linatex Separator (See Fig.I)The Linatex Separator, which is the heart of the system, is a specialized type of hydrocyclone designed to give a self regulating rope discharge product. It has the familiar cyclone geometry of cylindrical and conical section, tangential inlet, apex and vortex finder. The apex is enclosed in a unique patented automatic underflow regulator consisting of a collapsible rubber sleeve, and the overflow line is a siphon-leg, with a controlled air bleed valve. The siphon leg is adjusted so as to balance the internal negative pressure acting as a closing force on the underflow regulator against the mass of slurry pressing down on it from the cone section of the Separator. With correct adjustment the underflow regulator will close drip-tight on a water only feed. As solids accumulate in the apex of the cone the weight of solids counterbalances the vacuum and cat1ses the underflow regulator to open and discharge classified material at a controlled density."

"The Penna shaft is the deepest single-lift shaft in North America. Agnico-Eagle started sinking the Penna shaft in 1995 with a hoisting plant capable of hoisting 1800 t/d from a 2240-m deep shaft. Exploration success at depth led to the replacement of the existing double drum hoist by another double drum hoist capable of hoisting 7000 t/d. The use of another double drum hoist, instead of a Blair multi-rope winder, to hoist 24.5 t skips was only made possible by lowering the safety factor.This paper describes recent experiences at Penna and in South Africa, and examines the possibility of extending the double drum hoisting system to a depth of 3 km. IntroductionThe original Penna production hoist was a 4.88 m (16 ft) diameter double drum and single clutch machine. Béliveau (1996) and Scott (1996) have described this hoisting plant. In 1998, a decision was made to increase mining capacity from 1800 t to 4500 t of ore per day from the shaft bottom. Final capacity had to include an allowance of 1800 t of waste per day for future capital projects. While daily capacity was to be 6300 t, it would, by taking into account the different rock densities, be equivalent to hoisting 7000 t of ore.The steps taken to lower the safety factor were presented by McLaughlin and Scott"

"A discussion of the design, challenges and successes associated with the commissioning of the gravity recovery circuit at Canada’s newest open pit gold mine - Atlantic Gold’s Moose River Consolidated Project in Nova Scotia, Canada is presented. An overview of the project, its historical significance and overall flowsheet is provided with special focus given to the design and selection of the gravity circuit equipment including the scalping screen, gravity concentrators and the novel intensive leaching technology selected for the project. The performance of the gravity circuit is benchmarked against the feasibility study process design specifications and the outcomes are discussed. Challenges encountered during commissioning are also presented, including the use of third-party automation and the effects of screen sizing on overall gravity circuit performance. Mechanical modifications made to the Sepro Leach Reactor for the Moose River project are also discussed. A detailed technical review of the mechanical and operational aspects of the Sepro Leach Reactor is provided with key operational data on leach times, recoveries, reagent usage, solid-liquid separation, pregnant solution quality and its influence on bullion purity.INTRODUCTION Atlantic Gold Corporation’s Moose River Touquoy Mill in Nova Scotia, Canada was commissioned in the fourth quarter of 2017 with commercial production declared in March of 2018. The 2 Mtpa process plant uses a conventional, gravity-CIL process. This site was previously mined in the 1870s. Interest waned in the early 1900s but resumed in the 1930s and the mine was brought back into production in 1935 until an underground mine collapse in 1936. This mining district became famous after CRBC radio commenced a ground breaking, around the clock, broadcast of the rescue operations. Over 100 million people listened to the broadcast from Canada, the United States and the United Kingdom. These broadcasts changed radio, transforming it from a medium for music to on the spot, breaking news reporting. The mill was constructed by Ausenco on a fixed price EPC contract in the historic Moose River gold mining district, 95 km north-east of Halifax by road. The mill will process ore from the adjacent Touquoy pit for the first 5+ years of operation; after the Touquoy reserves are exhausted, the mill will process ore trucked 37 km from the Beaver Dam deposit for an additional 5 years."

Introduction The greater portion of the information presented in this paper was obtained in the course of an investigation on clay gathering and its cost in the provinces of Quebec and Ontario (1). For assistance in the preparation of the paper, the writer wishes to record his thanks to Mr. Howells Fréchette, Chief of the Ceramics and Road Materials Division of the Mines Branch. Clays are mineral substances consisting essentially of hydrous aluminium silicate which become plastic when wet, fairly hard when dry, and stony masses when burned to a sufficiently high temperature and re-cooled. Shales are clays which have been indurated by the processes of nature. Millions of tons of clays and shales are won yearly for the production of brick, tile, sewer pipe, drain tile, roofing tile, fire-brick, china-ware, wall and floor tile, cement, and a host of other products. There are certain types of clay which, due to their particular qualities and limited distribution, are mined entirely or in part for sale to manufacturers, and are even exported from one country to another, as for example china-clays or kaolins, utilized in the manufacture of white-wares and in the paper industry, due to their consistent whiteness; ball-clays, utilized in the white-ware industry, due to their bonding power and whiteness; slip-clays, used in the stone-ware industry because of their glazing properties, and in the grinding-wheel industry for their burned bonding properties; and suspension-clays, such as are used in the enamelling industry. However, the great bulk of clays and shales won are used in the production of heavy clay products, and the manufacturer of these generally owns and operates his own deposit of raw material.

"A 2400 acre extension to the existing Tailings Area is under development at Inco's Copper Cliff Milling operations.The new area is being developed in stages as production levels dictate thus minimizing immediate capital expenditures while permitting disposal operations to proceed as further site work progresses.The first stage of the new storage site will be fully operational by early 1987 and will include a 400 acre site specific to the storage of Pyrrhotite rejected from milling circuits. The Pyrrhotite site is located in the centre of the Tailings area and is designed for water cover throughout much of its projected life.The new development incorporates perimeter dams designed to operate with low phreatic levels for maximum structural stability. Acid seepage water is collected behind secondary impermeable dams for return to the Tailings Pond.Tailings are deposited by up-stream methods permitting segregation of coarse fractions for use in future lifts of the perimeter dams."

"An introduction to the metallurgical requirements of the Flin Flon concentrator reveals the magnitude of ore blending which is required in its operation of three flotation circuits. The resulting variability in flotation heads which has in-creased the separations complexity justified the development of an on-line analysis system.This paper provides a summary of the development and operation of that system. Particular attention is devoted to the problems encountered and where possible their solutions; as the requirements of accurate information and minimum downtime of the sampling system and x-ray analyzer are considered essential. The addition of a recess central computer has provided information in a more easily understood form and as well has allowed the start of automatic reagent control.An indication of the on-line analysis system's value to the concentrators' operation is provided by an examination of the plant in metallurgical data and reagent costs in previous years.The metallurgical plants of Hudson Bay Mining and Smelting lie adjacent to the city of Flin Flon on the Manitoba-Saskatchewan boundary. Plant operations commenced in 1930 treating copper-zinc ore from the local mine. In recent years ore bodies near Flin Flon and in the Snow Lake area, about seventy-five miles east, have been brought into production.By the beginning of 1973 the number of producing mines had increased to nine; with all the ore being handled by the Flin Flon concentrator. Figure l, showing mine ore assays during 1973 indicates the variation in metal content possible."

"A series of tests to optimize pressure oxidation- carbon-in-leach process (POX-CIL) of goldbearing flotation concentrate with the addition of sodium chloride and activated carbon were carried out. Flotation concentrate which was generated during primary ores concentration from a large Russian deposit was used for these tests. The tests were performed with different concentrations of sodium chloride. It was found that the required sodium chloride concentration for gold leaching was 5 g/L. The tests performed with different additions of activated carbon showed that the amount of activated carbon should be at least 6% of the concentrate mass. The rate of sulfides oxidation was 67.7–99.8 %. The highest gold recovery was 98.6 %.INTRODUCTIONThe majority of gold-bearing ores are recommended to classify as amenable to cyanidation and refractory. Processes at elevated pressures and temperatures have become increasingly important in base metals hydrometallurgy (Lodeischikov, 1999, 2007; Naboichenko, Shneerson, Kalashnikova, & Chugaev, 2009; Thomas, 2005).Current pressure autoclaves – cyanidation flow sheets are capital intensive due to numerous circuits and the use of environmentally-unfriendly sodium cyanide. The use of halide-based lixiviants during pressure oxidation of precious metals can be a promising technique for refractory sulfide goldbearing mineral raw material hydrometallurgical processing (Fleming, 2002, 2007, Kotlyar, Meretukov, & Strizhko, 2005).In this paper, we presented the results of the research on finding the optimum process parameters of pressure oxidation using an adsorbent for a refractory gold-bearing concentrate. A proposed flow sheet involves (Bogorodsky, Yelelianov, & Balikov, 2012):1. Gold-bearing sulfides oxidation followed by precious metals dissolution and the formation of gold and silver chloride complex;2. Reaction of the precious metals chloride complex with a carbon-based adsorbent;3. Precipitation of precious metals onto the adsorbent by EW and smelting of cathode precipitates into Dore bullions.This process allows POX of gold-bearing sulfides, precious metals dissolution and their precipitation on the adsorbent to be executed in one single vessel. This study found that the most suitable lixiviant was sodium chloride. Fleming (2002) suggested that in the presence of a halide-based reagent (e.g. chlorine- ion reaction), the dissolution of gold during POX is achieved according to reaction 1:"

Higher employer costs and increased employee benefits will result from the current sweeping revisions of the un-employment insurance system now receiving consideration before Parliament. The new legislation, the Un-employment Insurance Act, 1971, will substantially increase the unemployment insurance costs of many employers through an increase in the level of employer contributions -generally, employer contributions will go to 1.4 times employee costs -as well as by extending coverage to many classes of employees now exempt. Under the new legislation, executives, technicians, teachers, institutional workers and others will be covered, and eligible for the higher benefits which it provides. For the first time, absence from work because of illness or accident may qualify individuals for unemployment insurance benefits.

Black Hawk Mining Inc. has completed a comprehensive program on the prediction and management of acid rock drainage (ARD) at their Keystone Gold Mine (Keystone) near Lynn Lake, Manitoba. The program, initiated in 1994, followed a phased approach utilizing initial acid-base accounting (ABA) results and subsequent laboratory kinetic testwork to define site-specific sulphide oxidation and neutralization consumption rates in waste rock. Net acid generating waste rock at Keystone was defined through the kinetic testwork as waste rock yielding a net potential ratio (NPR) of less than two. A preliminary waste rock management program based on blending of potentially acid generating and acid neutralizing waste rock was advanced. Subsequent refinement of the management program followed the analysis of over 1580 ABA samples collected from individual blast holes during the initial bench development phase of the Keystone pit. Uncertainties in actually achieving adequate blending within the dumps at a mining- scale resulted in the development of a revised waste rock management program based on segregation. Recognizing that any successful management plan requires that the ARD characteristics of the waste rock be identified prior to in-pit blasting, the extensive ABA database was utilized to develop a rapid characterization scheme. By implementing a characterization scheme based on total sulphur concentrations and fizz rating, waste rock could be quickly segregated without delaying the natural flow of ore from the pit. Interestingly, it also became apparent that gold values were strongly correlated with total sulphur, such that traditional fire assays were supplanted with a simple and more cost-effective total sulphur determination. The program highlights the importance and benefits of collecting and exploiting data beyond that necessary to acquire appropriate development permits.

A GPS-based traffic awareness and collision avoidance system has been implemented at mines with long, narrow access roads to help avoid accidents involving two approaching vehicles or vehicles following too close. A simple display in the cab of each outfitted vehicle gives an indication of oncoming traffic and a voice announcement indicates the type of vehicle that is coming as far out as 300 meters. Advanced warning of approaching vehicles is increasing driver awareness, especially around blind corners and in adverse weather such as heavy fog, snow, or rain. Speeding alarms have also been implemented and are especially critical as a vehicle approaches reduced speed areas near single-lane bridges or tight curves. A description of the system, safety improvements seen since its introduction, and implementation challenges will be discussed.

Reference to the original use of the terms Laurentian and Huronian (and its extension), shows that the former was applied to granitized sedimentary and metamorphic pre-Cambrian rocks, and the gneissoid igneous rocks associated therewith, and the latter to non-fossiliferous rocks supposed to be later. But it appears from the work of Collins, Quirke and others that there is more or less of an overlap, and that of the original Laurentian the Grenville limestone, and some of the granites, may be later than the lowest part of the original Huronian. Before we can decide whether to abandon one or the other of the two terms, or how to delimit them, it is important to know the extent of this overlap. The Pb :U ratio, though not to be depended upon too minutely, does give a real idea of the age of a mineral as it increases with the decay of uranium, and so is greater the longer the time since the uranium was separated: and there are reasonable prospects of help there from in getting a knowledge of the relative age of different granites to assist in solving the problem, as facts already collected show. 1. "Mining companies have recognized that characterization of ore breakage plays an essential role in the design and optimization of comminution circuits.Recently the Julius Kruttschnitt Mineral Research Centre (JKMRC) has developed a new breakage model incorporating the effect of particle size, and a new breakage characterization testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions.Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalized validation program using machines designed and manufactured by Russell Mineral Equipment (RME). The first unit was installed and commissioned at the Anglo Platinum laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the validation program in 2008, including Barrick, BHP Billiton, Rio Tinto and Teck Cominco. The results from validation tests at the JKMRC and Anglo Research have shown that the JKRBT generates statistically similar breakage parameters to the traditional Drop Weight Test, but with significant advantages over its predecessor. Application of the JKRBT in geometallurgical testing with the AMIRA P843 GeM project has confirmed the JKRBT device offers a rapid and consistent method for determining the hardness of drill core samples. The JKRBT has the potential to revolutionize ore testing, with applications in laboratory impact breakage characterization of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control and management of comminution circuits since the concept is readily adaptable to on-line ore hardness measurement.INTRODUCTIONMining companies have long recognized that the performance of a comminution machine such as a crusher or an autogenous / semi-autogenous grinding (AG/SAG) mill depends not only on the machine operating conditions, but also on the “hardness” of the feed material to be broken. This recognition has driven significant interest in laboratory particle breakage characterisation and testing. The laboratory breakage characterization tests can be roughly classified in two broad groups based on their primary breakage modes: tumbling and impact/compression. The famous Bond ball/rod mill tests (Bond, 1952 and 1961) represent the typical tumbling test and have become the industry standard for estimating the specific energy (kWh/t) of rod and ball mills. However, as the energy application in the single particle impact tests can be well defined and controlled, the latter have received significant attention in the last 30 years. It was estimated that mining companies worldwide spent over three million US dollars on single particle impact breakage characterization testing in 2006."

EARLY in 1951, Falconbridge undertook a research program aimed at the development of a sulphate roasting process for the recovery of the non-ferrous rnetals from the nickeliferous pyrrhotite fraction of Falconbridge ore, in order to reduce the tonnage of iron entering the srnelter. Such a method, it was hoped, would permit a high recovery of the nickel from pyrrhotite otherwise entering the smelter feed, thus not only raising the grade of the latter and reducing its iron content, but also providing an iron oxide residue useful as a source of by-product iron ore. At an early stage in the exploratory laboratory test work it was found that the degree to which the nickel could be solubilized by the sulphating roasting treatment was limited by particle size and the ex-tent to which the pyrrhotite concentrates were freed of the nickel occurring as physically separable pentlandite, a mineral relatively difficult to roast. BROADLY, Yukon is divisible into three physiographic provinces which are extensions of the similar divisions in British Columbia that are there known as the Coastal system, the Interior system, and the Rocky Mountain system. South of Yukon to about the 50th parallel of latitude, the Coastal system consists solely of the Coast range, which, in Yukon, passes behind the St. Elias range and for the remainder of its course constitutes the most easterly portion of the Coastal system. The extension, in Yukon, of the Interior system of plateaus and mountains of British Columbia is commonly referred to as the Yukon plateau, and the extension of the Rocky Mountain system as the Mackenzie Mountains system. The Coast-Range province is largely made up of granitic intrusives; the Mackenzie Mountains province of folded sediments; and the intervening Yukon Plateau province of ancient metamorphic rocks, folded sedimentary rocks, volcanics, and intrusives. Almost the entire area dealt with in this article was subjected to glaciation and, in those parts where its full effect was experienced, the valleys were invaded by vast masses of ice which transported and scattered the stream gravels, with their gold content, so that, even where gold still remains in the old stream channels, it has become so buried under boulder clay and other glacial accumulations that it is, in most places, difficult to find, and, when found, may prove very expensive to mine. Most of the present rivers have done little more than cut new channels in the glacial debris, touching only here and there upon the subjacent rocky floor. The territory in Yukon adjacent to the section of the Alaska highway between Watson and Teslin lakes is for the most part unknown both topographically and geologically. From Teslin to Kluane, the highway travels a fairly well-mapped part of Yukon, but beyond that point, until White river is reached, the geology of the adjacent country has, largely, yet to be determined, particularly on the north side of the highway.

"Sphalerite flotation in the absence of copper activation at moderately alkaline pH has been observed in laboratory studies. An in-plant test of this observation was conducted at Kidd Creek Mine LTD. using a portable minicell flotation circuit. The results confirm that raising the pH causes sphalerite flotation.The testwork with the minicell circuit is described. The circuit, built around 2, 51 cells donated by the Noranda Technology Centre, was funded by Air Liquide and NSERC. It includes a data acquisition system to monitor continuously dissolved oxygen, pH and Pulp potential.INTRODUCTIONFlotation of sphalerite is normally practised by adding CuSO4 as an activator under alkaline pH. Recently there have been a number of laboratory and plant examples of sphalerite flotation without deliberate addition of cu++ ions (Girczys, 1972; Mukherjee, 1976; McTavish, 1980; Marouf et al., 1986; Mielczarski, 1986; Leroux et al., 1987; Palsson and Forssberg, 1989; Sandoval-Caballero et al., 1990; Zhang et al., 1991).In batch tests, with a sample of Pb/Zn ore from Polaris, Leroux et al. (1987) found that sphalerite became floatable after adjusting pH to 9. 5-11: they ruled out natural floatability or the formation of elemental sulphur on the surface but suspected iron hydroxy compounds were responsible. Sandoval-Caballero (1990) conducted a continuous minicell test at Brunswick Mining and obtained a 44 % Zn recovery and 40.5 % Zn grade concentrate without deliberately adding CuS04 at pH= 10.5. With single mineral studies, Zhang et al. (1991) revealed good sphalerite floatability (over 80% recovery) in pH range 8 to 11 and found that this floatability was related to pH, dissolved oxygen (DO) level and Fe++ species present in the system.To explore further the conditions under which sphalerite can float without addition of CuSO4 , a continuous pilot test using minicells was performed at Falconbridge Ltd., Kidd Creek division. The set-up is briefly described (a more detailed description is given elsewhere in these proceedings) with emphasis on the data acquisition system - dissolved oxygen, pulp potential and pH were monitored continuously. Results of testwork investigating pH, CuS04 addition and gas composition are presented."

A matrix analysis of the differences between the camps and communities associated with the Britannia Mine is used to develop an analytical tool. The tool is intended to assist the mining industry as it embraces the many facets of sustainable development. A case study is used to support the identification of key factors that may predict the sustainability of a new mine town. Sustainable communities, like Britannia Beach, are discussed in the context of three pillars of sustainability: value of mining products to society; creating wealth; and, environmental integrity. A sustainable mine town may be viewed as a socio-economic asset as well as an asset to the mining industry.

"Viceroy Resource Corporation of Vancouver, B.C. has recently developed the Brewery Creek Mine, an open pit heap leach gold mine 55km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797000oz) of gold. Ore processing employs the heap leach technology using run of mine ore. 1996 highlights included construction of 158,000 m2 of leach pad, placing 1.9 million tonnes of ore at a grade of 1.46 gpt on to the leach pad, construction and successful commissioning of the ADR plant, and pouring of the first gold bar on November 15th.Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon where winter site temperatures routinely reach -45 C for extended periods.IntroductionFollowing a comprehensive governmental and public review of the proposed project, a Class A Yukon Water license was issued in August, 1995. Construction started in 1995 and leaching commenced in October 1996. The Brewery Creek Mine is in Yukon, the home of the Klondike Gold Rush nearly 100 years ago. This is the only part of Canada not glaciated in the Wisconsin advance so there is oxide ore resulting from about 80,000 years of weathering -unique in Canada. Discontinuous permafrost is present on site and has required special consideration in the design. Winter temperatures dip below minus 50 C, demanding an approach to mining and leaching that is different than in more temperate climates.Project DescriptionThe mine comprises 8 shallow, largely oxidized gold deposits along a 7km corridor. An 8 year mining program will extract 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797,000 oz) of gold. The strip ratio will be 1.35: 1. Overall gold recovery is projected at 78%. There will be 2.3 million tonnes of ore placed on the pad annually, with an average of 2.57 tonnes (83, 000 oz) of gold recovered per year. Because of the cold winters, the mine will operate approximately 210 days per year, while the leaching process will operate on a year round basis. Run of mine ore is placed on the heap 150 days per year. The recovery process utilizes conventional sodium cyanide leaching , carbon adsorption, caustic desorption, and on-site smelting. Peak employment during mining is 145 and winter staff is reduced to 45."

Saganoseki Smelter & Refinery is one of the largest copper producers in Japan to produce 450,000 tons of new copper annually. Saganoseki used to operate six PS converters with "4 Hot-2 Blow" scheme, but managed to change its operation to "3 Hot-2 Blow" scheme with four PS converters, while maintaining the same production capacity. To achieve the operational change, the following improvements have been carried out; 1) Extending service life from 220 to 350 batches, 2) Shortening cycle time by increasing the blowing rate and the matte grade, 3) Reducing environmental impact by applying sophisticated fugitive gas collection system and 4) Saving energy by waste heat boiler’s modifications. The operational change has been successfully executed, and results in drastic productivity increase and cost reduction. Currently, Saganoseki is maintaining the efficient and consistent operation with 4 PS converters. This paper describes the above-mentioned improvements for increasing productivity and the recent operational conditions of the PS converters.

"Since milling began in 1912, the Dome mill, now part of the Porcupine Joint Venture (PJV), has been expanded several times, the most recent increasing the milling rate from 3,500 to 11,500 tonnes per day. Dome uses conventional crushing and grinding followed by gravity concentration to recover free milling gold. A cyanidation/CIP process recovers the remaining gold in the gravity tails.Over the past few years, continuous gravity improvements have increased the gravity recovery from 20% to nearly 50% of the plant feed gold. This paper describes some of the factors that have contributed to this dramatic increase, and suggests how gravity recovery can be further improved. Gravity circuit availability has been improved to >98% with the implementation of a preventative maintenance program. More Knelson concentrators have been added to the circuit, and in 2002, an Acacia Intensive Leach Reactor was installed to replace the shaking table. In 2003, the entire gravity circuit was audited to evaluate and quantify the circuit performance. The metallurgical and mechanical operating conditions of the gravity circuit are now well understood, and areas for further improvement are well defined.INTRODUCTIONThe Porcupine Joint Venture was formed in 2002 between Placer Dome Inc. and Kinross Gold Corporation. One of the goals of the JV was to use the milling capacity of the Dome mill to process ore from Placer Dome and Kinross mines in the Timmins Camp. The PJV Dome Mill utilizes gravity concentration, cyanide leaching and carbon in pulp gold circuits to recover gold. Gravity recovery has been used in some form at the Dome Mill for most of its existence, first using conventional jigs, these being replaced in 1993 by two Knelson Concentrators, one for each of the two grinding circuits in the Dome mill. Over the years more concentrators have been added to improve the gravity recovery, most recently in 2002 for a current total of five. Also in 2002, an Acacia Intensive Leach Reactor was added to process the Knelson concentrate, replacing the shaking table."

Manitoba has now joined Ontario and Quebec in providing for new incentives and lower tax rates for the mining industry. A single rate of tax (to replace the former two-tier royalty), an investment tax credit and a relatively straightforward set of rules for calculating taxable mining profits are the main features of new mining tax legislation announced by Manitoba's Finance Minister Donald W. Craik in his May 15, 1979 budget address. On introducing amendments to reform The Metallic Minerals Royalty Act, the Finance Minister indicated that the new tax regime is intended to restore the Manitoba mining tax system to a competitive position in Canada, and should result in renewed investment in the province's mining industry. 1n this regard, the government could be right-there is little question that the new tax regime will produce greater incentives for the mining industry than the two-tier royalty system introduced by the New Democratic government in 1975. The proposed changes, contained in Bill 57, would largely be effective January I. 1979.
