The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

Anglo Gold AshantiÆs Sunrise Dam operation is located in Western Australia approximately 55 km south of the town of Laverton. Currently, the mine is producing from both its open pit and underground operations and is planning a significant step change in underground production as the pit phases out. The mine ventilation system is arranged in three independent ventilation districts: Astro, GQ and Cosmo. The future ventilation infrastructure requires significant upgrades to keep up with the increased tonnage. In the short term, increased production is planned for the GQ district as well as for Vogue, which is an extension in the Cosmo ventilation district. In the long term, however, Vogue is likely to become the centre of attention for mining activity.This paper explores several ventilation scenarios which include upgrading the existing fan stations, rentals, establishing a common ventilation backbone, and establishing new upcast infrastructure for GQ to support the short-term production increase. These developments were modelled using ventilation network simulation software to determine airflow distribution and fan operating points for each option. For the GQ area, with its short-term increase in production, each option is evaluated for total owning cost by considering capital and operating costs over a three-year period. For Vogue, which is to become the main focus of mining in the future, a different strategy is followed in analysing the ventilation requirements. Instead of considering different short-term options, a number of staged upgrades are considered to achieve the desired production rates.This paper summarises the planning criteria, airflow requirements, ventilation infrastructure requirements, and economic analysis associated with the conceptual ventilation system design. It highlights how the best short-term ventilation infrastructure upgrades can be selected when considered in isolation but highlights that long-term production planning can have an effect on the decisions made in the short-term.CITATION:van den Berg, L, Podreka, M and Merry, P, 2013. Any value addition to the mineral sands in the Murray Basin (Australia) will generate waste that needs to be disposed of safely. For example, conversion of ilmenite and synthetic rutile to titania (TiO2) pigment would generate large amounts of environmentally undesirable elements. Processing of U+Th containing zircon sands to zirconia or to higher purity zircon would generate a low-level radioactive waste. In this study it is proposed that one way to circumvent the waste problem could be to contain such waste in magnesium-based (Sorel) cements. Containment of waste in magnesium cements is an attractive idea especially for the mineral sand processing companies that could operate in the Murray Basin in the future, because the required magnesium oxide and magnesium chloride may be made cheaply from the saline waters encountered during mining operations. The magnesium cement production process is also far less energy intensive than the Portland cement production process. The results of this study indicate that mixing a waste stream with a slurry of magnesium cement before being discharged to the disposal area would contain the waste in a æconcrete-likeÆ structure, resistant to dispersion by wind and moderate rain. However, some loss of strength and increased leaching of impurities, Mg and Cl could take place in wet climate areas. Ongoing research is being concentrated to develop a new process for making water-resistant magnesium cement.

BHP Billiton Iron Ore has replaced the conventional product quality control batch system at Yandi with the Continuous Stockpile Management System (CSMS) centred on a fully integrated æcontinuousÆ stockpile flow from mine planning through to port reclaiming. With increasing tonnage rates, tight operational coupling associated with the original batch system caused production interference which achieved final product quality but in an increasingly inefficient manner. This innovative approach places a continuous emphasis on product grade control and takes full advantage of the most appropriate blending opportunities of the mine to port planning and production system in order to reduce the natural variability of the ore to an acceptable level. To implement continuous control, product variability throughout the process is classified as long-term and short-term. Long-term variability is best controlled through the monthly mine planning process which determines monthly grade targets while taking into account optimum mine development. In the past, attempts to control long-term variability were made at the port through selective stockpiling and reclaiming which reduced operational efficiency. Short-term variability is best controlled around the monthly mine grade target by daily mine production scheduling, train sequencing, stacking into port stockpiles of appropriate size and systematical stockpile reclaiming. The implementation of the new system has maintained customer accepted shipping grades and has provided significant improvements in resource utilisation, operational efficiencies and costs.

"Surveying, and as a result, surveyors, have been around since the start of time, and it has been said that so has their methodology!The theodolite and tape have been the backbone of a time-tested practice that has led to ground breaking advancements such as electronic distance measurement (EDM), global positioning system (GPS) and positional laser scanning. However, it was the introduction of the unmanned aerial system (UAS) that has allowed mine sites such as St Ives to take the next step towards truly turning survey data into metadata.This paper will explain how the unmanned aerial vehicle (UAV) was adapted to meet the requirements of a mine site supporting a major open pit operation, and how the open pit mining team adjusted their planning and production processes to maximise use of the extra data and information available to them.The advantages of the system include point cloud surveys with corresponding large-scale up-to-date photography and computer generated high detail contouring of mined areas that are then incorporated into the mine plan. All the while, the use of the UAV must be tailored to each specific problem encountered and a solution then matched.Citation:Steven, R, 2016. In evaluating the installation of an in-pit crushing and conveying (IPCC) system for any mine, a number of options are available for each of the dig side, transport and dump side operations. Some of them are moreappropriate than others; given the pit arrangement, the material being handled and the rates at which it needs to be moved. This paper seeks to document the options that might be employed, and to rank them in terms of their applicability at any mine and their practicality overall, with a view to nominating those that would be most suitable for further study.

Block or panel caving technology is far removed from that of the top slicing and block caving of the late nineteenth or early twentieth centuries. The rapid mechanisation and expansion of these methods in the late twentieth century was as much a result of the change of the technology of the unit operations of development, ground support, drilling and blasting and transport as it was of the advances in geotechnical understanding and practice. The small footprint gravity and scraper block caving mines with boundary weakening, rail transport and shaft hoisting of the early to mid-twentieth century have been replaced by massive high lift panel caves using preconditioning of the ore, large load-haul-dump units, adjacent crushers and conveyors to surface. As requested by my fellow members I shall endeavour to read a paper on the Treatment of the Auriferous Sulphide Ores of Kalgoorlie from a metallurgical standpoint. Before going into the subject it will be necessary for me to make some slight explanations. As most of you are aware many of our London friends holding interests in some of these mines think it necessary that their doings should be shrouded in mystery. The result of this is that in some cases it is impossible to get any official figures from the mines for this paper. I must ask you not to lose sight of the fact that in treating the sulphide ores of the Kalgoorlie mines we had absolutely no data to start on, and that to-day. we are just beginning to get a fair grip of tbe subject; and though very high extractions were announced when the first plants were started on sulphide ore, it was well known that this was only to maintain the public confidence in the mines to allow time to make necessary adjustments; and, as showing the advance made in the treatment of the ore, I notice several of the mines have published the results of the final or re-treatment of the residues of their first sulphide treatment. I have also had the opportunity afforded me of thoroughly sampling the residues of several of the principal mines, and find the results as now published absolutely correct.

Space-based synthetic aperture radar (SAR) data is becoming available over much of the world, includingNew Zealand. Radar imagery has a number of very advantageous features, including all-weather capability; it also has artifacts, such as layover, which require processing before these data may be used to best effect.   This paper gives an outline of SAR, details the image processing required, and discusses the use of the first New Zealand Japan Earth Resources-1 SAR data to aid geological mapping on the Coromandel Peninsula.

Solutions of copper(II) sulphate in acidified aqueous acetonitrile leach copper from copper-lead matte derived from the drossing of lead with sulphur to produce solutions of copper(I) sulphate. The reactivity of the matte constituents towards copper(II) sulphate is Cu2S> PbS > CuS > > Pb. According to the leach conditions, part or ,all of the copper may be leached 'leaving a residue of CuS/PbS, or S/CuS/PbS04, or S/PbS04, to be recycled to the lead smelter. Complete extraction of the copper requires leaching with oxygen which occurs under mild conditions in the presence of acetonitrile and sulphuric acid in water. Copper is selectively recovered as a pure product by electrochemical or thermal disproportionation of copper(I) sulphate solutions. A notional process is proposed.

The profitability of individual ore blocks can be classed as clearly profitable, clearly not profitable, and those in between which are by nature quite sensitive to their major cost and revenue drivers. It is often the case that the most effort goes into the least profitable ore blocks to ensure that these will in fact not generate a loss. In these cases a cut-off grade policy is often not sufficiently live to separate individual sources given the volatility of financial markets and individual circumstances of some sources particularly in remnant operations such as Mount Isa MinesÆ Lead Mine. Standard sensitivity analysis can determine which factors stope profitability is most sensitive to. However, this does not usually indicate the likelihood of any input change, nor the combined effect of multiple inputs changing. The author attempted to modify the Lead Stream financial model that determines cash margin by inserting probability distribution functions and then using Monte Carlo simulations to determine the probability of any particular ore block making a profit. This effectively demonstrates the combined effect of varying a number of inputs simultaneously to provide a probability of making a profit. The limitations of this analysis lie in the accuracy that individual probability distributions can be specified. Attempts to generate valid functions from first principles have proved difficult for a number of reasons and these are discussed along with some practical alternatives.

Occasional, sporadic and small occurrences of lollingite in the Broken Hill lode have been described,(l) mostly in the garnet sandstone in the foot-wall and under-wall of the Broken Hill lode. The lollingite contains appreciable percentages of cobalt and nickel and is regarded as an early mineral in the development of the lode; and, with the incoming of the sulphides, it has suffered considerable replacement by arsenopyrite. During the conversion of iron arsenide into the iron sulpho-arsenide, ilie nickel and most of the cobalt are removed in solution and are inferred to reappear in niccolite and other minerals that have been recorded among the later minerals of the Broken Hill lode. As a result of observations of the officers of ilie Broken Hill South Ltd., an occurrence of cobaltite can now be recorded which has developed by an analogous type of replacement.Cobaltite has previously been recorded from the Australian Broken Hill Consols lode in the vicinity of the rich deposits of silver, though not in contact with them. Cobaltite has been found in the northern extremity of the No. 2 lens of the Broken Hill lode at the 1,480 feet level of the Broken Hill South...

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

THE method depends upon:--1. The position of the mill.2. The space available for stacking the residue.3. The nature of the residue as discharged from the mill.4. The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia. The paper describes technical aspects of successful gold project development including metallurgical test work, feasibility studies, choice of process flow sheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management. A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

For its Hellyer project, Aberfoyle sought to establish a high degree of confidence in all aspects of the feasibility study. Accurate capital and operating cost estimates were an integral and essential part of the study. They were crucial to the evaluation of investment returns and competitive cost position. Both the capital and operating cost estimates were based on the comprehensive data available from exploratory mine development, pilot plant operation, detailed engineering design, and Aberfoyle's experience in the area. One of the principal project objectives was to maximise operating productivity and efficiencies and this created capital cost alternatives which needed thorough cost-benefit assessment. The estimated capital cost for construction and development was $90 million, and the project was completed virtually on time for $80 million. The first year's experience indicated that operating costs would settle to well within 10% of the estimates.
