In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

The quality of iron ore fines have been deteriorating, which has affected sinter quality and productivity adversely. New pretreatment and sintering technologies are therefore required to tackle the gradual change in the quality of iron ore fines. In the sintering process, iron ore fines are first granulated with fluxes such as limestone and coke breeze, and are then loaded and fired in a sinter machine. Sinter productivity and quality are heavily influenced by the reactions occurring in the sintering bed. Hence fundamental understanding of these high temperature properties of ores is urgently needed.Formation of initial sinter melt, penetration and assimilation of nucleus particles by the initial melt, and consolidation and final solidification of final sinter melt are believed to be the key sintering reactions. The assimilation and penetration phenomena have been studied separately in the literature with model particles and diffusion couples and are therefore difficult to relate to sinter quality. In addition, the effect of ore mineralogy has not been studied in detail.In this study, tablets consisting of coarse particles from various iron ore fines as nucleus particles and chemical reagents as adhering fines were made and fired under various sintering conditions to investigate the penetration and assimilation behaviour simultaneously. The degree of assimilation, pore structure, compressive strength of the resultant analogue sinters were evaluated and the relationship between sinter strength and ore characteristics was further discussed. The nucleus particles from Ores A and B were found to be more porous and assimilated more readily with sinter melt, resulting in a viscous melt and a macro-porous sinter structure. The nucleus particles from Ores C and D on the other hand, assimilated less readily with sinter melt, resulting in a fluid melt and a denser sinter structure. This is consistent with the results reported in the literature, suggesting that the present evaluation method can be utilised for studying sintering reactions and predicting sinter quality.CITATION:Higuchi, T and Lu, L, 2017. To accommodate the fast growing need for services in Singapore’s Marina Bay downtown area, Marina South, the construction of a common services tunnel (CST) was required. The CST includes various services such as telecom cables, power lines and water pipes. A deep excavation and temporary earth retaining system (TERS) was required to facilitate the construction of the tunnels. Marina Bay is reclaimed land over thick soft marine clay which is likely to be still consolidating. The deep soft marine clay poses a big challenge for deep excavations in downtown areas where highways and sensitive structures are close by. This paper presents a case study of part of the CST Phase 1B and 2 at Marina South, in particular a 26 m deep excavation supported by a 46 m diameter temporary caisson. The construction started in late 2006 and the basic structure was completed in early 2011. The caisson was formed by 1.0 m thick overlapping diaphragm wall panels with a capping beam and three ring beams at different depths. Two-dimensional finite element analyses were conducted to predict the ground settlement, lateral displacement, bending moment and hoop stresses in the diaphragm wall and ring beams during different excavation stages. A comprehensive instrumentation and monitoring scheme was established to verify the design predictions, control excavation safety and trigger the contingency plan to protect public safety. Comparing Energy Efficiency of Multi-Pass High Pressure Grinding Roll (HPGR) Circuits With increased emphasis on reducing costs and carbon emissions in mineral processing, it is becoming essential to employ the most efficient comminution devices and to use them to maximum effect. High pressure grinding rolls (HPGR) are considered highly efficient compared with other devices, however their relative efficiency in multi-HPGR circuits is less well understood. A series of comminution tests was carried out to evaluate three multi-pass HPGR circuits and a jaw crusher-ball mill circuit. Combinations of HPGR units (1.0 m and 0.25 m diameter), jaw crushers and Bond ball mills were used to grind a 32 mm top size porphyry copper feed (BBWI = 12.1) to a product P80 size of about 150 ¦m. Up to three passes of HPGR were used in each circuit, with energy measurement and size analysis at each point in the comminution process. The energy efficiencies of individual comminution stages and of the overall circuits were quantified and evaluated using three different approaches. The operating work index method for comparing comminution energy efficiency underestimated HPGR performance due to the large amount of fines generated. The -75 ¦m efficiency factor and F50/P50 reduction ratio interpolation methods both give a fairer measure because they better take into account the amount of fines generated by HPGR. The results show that the relative comminution efficiencies of the three multi-pass HPGR circuits tested differ by as much as 22%, providing insights as how to best employ HPGR in a comminution circuit. The most energy efficient of the circuits tested was a three-pass HPGR circuit with a 1.0 m diameter roll on the first pass in closed circuit with an 8 mm screen followed by a second and third pass in a 0.25 m roll.

Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm). This finding has significant consequences for historic exposure results and their use in medical surveillance programs, as well as the current approach to non-compliance determination.CITATION:Belle, B, 2017. On the more important mines it is almost essential to have a general plan of the surface. A special feature of this plan should be the indication thereon of a suitable arrangement of contour lines, either wholly over the surface of the property or at parts where may seem most useful. The importance of having these contours marked on the plan will be best appreciated by the engineer, in selecting the best available site for a proposed new plant, in locating a tramway, in connecting the surface with the underground workings to the best advantage, or in solving many similar problems that come within his province. The closer the contours are together vertically the better, the limitation being the trouble and expense of getting them on to the plan. They may range from five to fifty feet apart but a distance of ten feet will be found, in most cases, to be the most useful.In deciding the datum level from which these contours are to be measured, it is best to depart from the ordinary sea level datum, and use instead the highest available point on the property. This datum will be called zero and all levels will be reckoned so many feet below it; thus by a contour marked 160 on the plan, it will be understood that the level of the plane of the contour is 160 feet below the highest available point on the property. This system of measuring levels downward is readily suggested from measuring the depths of shafts from the brace or of excavations from the original surface.

A device is described which is suitable for the automatic sampling of dust in dust laden flue gases. This device, called a Venturi Sampler, consists of two pipes each fitted with a suitably designed venturi.Both pipes are placed in the flue where one acts as an open-ended reference tube and the other as the actual sampling tube.The gas sampling rate is automatically controlled so as to maintain a zero differential pressure between pressure tappings in the two venturi throats. The venturies are so designed that under these conditions the gas velocity in the sampling pipe is always equal to the free gas velocity in the flue-that is isokinetfc sampling conditions are maintained.INTRODUCTIONThere is a constant need in industry for regular and accurate assessments of dust losses, both to assist in improving operating efficiencies in order to minimize losses, and to obtain accurate metallurgical balances. In many cases where sampling is carried out in dust laden gases, the existing sampling methods are both laborious and inaccurate, and often make no provision for changes in flue gas velocity while sampling is in progress.In the majority of cases where a measurement of dust losses in a stack or flue is required, a preliminary velocity survey is made with a pitot tube to establish the gas velocity at each of the points at which samples are to be taken. The sample of gas (and dust) is withdrawn through a tube connected via a flowmeter to an exhausting apparatus. Some means of removing the dust from the gas sample is placed in circuit ahead of the exhausting apparatus. This paper describes new research and development currently being undertaken by the CSIRO Mining Technology Group to advance the automation capability of continuous mining equipment in underground coal mining operations. The effort aims at increasing the overall rate of roadway development as well as providing a safer working environment for underground mine personnel. The activity is funded by the Australian Coal Association Research Program (ACARP) and forms part of a larger underground development initiative, known as the CM2010 project. The CM2010 is managed via a consortium of leading mining industry representatives through the Roadway Development Task Group (RDTG). The Task Group has identified three research areas requiring new development in order to realise the CM2010 project objectives: self-guiding (autonomous) continuous miner capability, an enhanced drilling and bolting process and improved mesh deployment. CSIRO's primary role in the CM2010 project is in the development of the autonomous continuous miner guidance capability.This paper reports on outcomes achieved at the half-way mark of a three year research and development project. It details the technical developments undertaken towards demonstration of a 'self-steering' capability to enable a continuous miner to automatically maintain a given mining heading and mining horizon under production conditions. A primary technical requirement of this automated functionality is the means to accurately determine both the location and orientation of the continuous miner in real-time. Testing and validation of the guidance system solution has been implemented using a combination of an instrumentation-grade inertial navigation unit and radar technology. Comprehensive performance evaluations have been conducted using a scale skid-steer mobility platform known as the Phoenix. Results achieved to the present stage of the project are highly promising and suggest that an automated self-steering functionality is achievable under production conditions. This new outcome represents an important move towards implementing a step change improvement for future underground roadway development.

Mineral exploration and mining in New Zealand has had almost five years of new legislation. The requirement for different consents is a challenging, time consuming, expensive exercise but in most cases the new procedure is working, although the matter of obtaining access to land is still a major issue. Priority is critical. After lodgment of an application for a minerals permit there are many other matters to address such as identifying land owners, occupiers and administrators, preparation of access applications, consultation and preparation of various resource consent applications.

A cave-to-mill study being conducted at the New Afton block caving operation demonstrated the potential for sensor-based ore sorting equipment to reject waste and improve the grade of feed to the mill. The lack of selectivity and potential for dilution entry associated with the block cave mining method results in many caving operations having to mine and process material that is below cut-off grade at certain stages of production. Online monitoring and bulk sorting systems have the potential to alleviate this problem and improve the productivity of caving operations while reducing energy and water requirements for each tonne of concentrate produced.As part of the cave-to-mill study, the suitability of a range of sensors, such as X-ray fluorescence and induction-type sensors, to sort mine production at the New Afton mine was investigated. Results showed that the discrimination of ore and waste can potentially be carried out by implementing surficial sensors into the material handling system. The study also showed that a combination of sensor outputs could be used to identify a certain ore type so that pre-emptive changes can be made in the mill to improve beneficiation performance. The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

The purpose of this paper is to describe briefly the clean-up procedure adopted at the treatment plant of Paringa Mining & Exploration Co. Ltd. at Kalgoorlie, Western Australia.A clean-up is carried out at the end of each four-weekly period, and all figures subsequently quoted are taken from a summary of the results of the eight periods ending 8th April, 1941.STRAKING AND AMALGAMATIONOf the total gold won 22· 77 per cent. is recovered by straking and amalgamation.The discharges of both the primary and secondary ball mills are pumped over a common set of five ten feet long by three feet wide straking tables, set at an angle of 10 degrees, before passing to the 14 ft. diameter by 30 ft. by 8 ft. Dorr bowl classifier.This classifier is in closed circuit with both of the ball mills, hence the whole of the circulating load of the fine grinding circuit, which approximates to 800 per cent., is required to pass over the straking tables. For convenience in handling, corduroy cloths are used in lengths of 5 feet, and are picked up and replaced by clean cloths at four-hourly intervals. The avaHable straking area provided is, therefore, 900 square feet, or approximately 3·30 square feet per original ton per 24 hours. The density of the pulp passing over the tables is about 54 per cent. solids, the area provided per ton of pulp per 24 hours being approximately o· 2() square feet. Washing of the corduroy cloths is carried out on the day shift only, about 800 lb. of strake concentrate being obtained daily.This concentrate is sluiced from the washing trough on the elevated straking floor to the 4 ft. by 2 ft. diameter amalgamating barrel located in the gold room below.The barrel is of standard design and is rotated at 25 r.p.m. It is charged each day at 4 p.m., and grinding of the strake concentrate at approximately 70 per cent. solids is continued until 8 a.m. the following day. The barrel is then stopped, and the contents generously diluted with water, and after a few minutes rotation some of the slime is carefully poured off through the small discharge hole. This dilution and decantation is repeated until a good deal of the valueless slime has been removed.A further quantity of strake concentrate is then charged to the barrel, which is allowed a further 16 hours grinding period. After again diluting and decanting, approximately 25 lb. of mercury and 15 lb. of lime are added to the charge, which is then given an amalgamation period of 2 hours before cleaning up.By the process of grinding, diluting and removal of slime by decanting...

The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

Kinetic Study on the Leaching of Vanadium from LD Converter Slag Using Sulfuric Acid In order to reduce the environmental impact due to land disposal of LD (Linz-Donawitz) converter slag from steelmaking plant and to valorise this waste material, an acid leaching study was carried out to assess the effect of several parameters on the kinetics of vanadium dissolution. The characterisation and morphology of the feed investigated using XRD, XRF. The factors influencing leaching vanadium such as particle size, temperature, slurry density and the concentration of sulfuric acid were investigated and optimised. The maximum vanadium recovery about 95 per cent achieved at 70¦C, S/L: 1/15, acid concentration: 3M and for 150 minutes of leaching time. The dissolution of vanadium in sulfuric acid shows that there are two stages in the kinetics of leaching. At the first 15 minutes, there is a sharp increase in the amount of vanadium extracted and at longer leaching time, the extraction increase slightly. In the present work, the shrinking core model (SCM) was used to describe the acid leaching of vanadium compounds. A summary of the controlling regimes in the SCM are examined below for short time (less than 12 min.) and long time (more than 30 min.) stages. So, it was found that the kinetics of leaching in both stages is controlled by solid product diffusion regime.

Magnetite deposits with distinctive ¦ actinolite ¦ apatite-bearing gangue and spatially-extensive sodic-calcic wall rock alteration occur in both Proterozoic metamorphic terrains and Mesozoic-Tertiary magmatic arcs. Examples from both settings constitute significant sources of iron ore (egKiruna, Sweden; El Romeral, Chile) and some host major Cu-Au deposits that have a local association with K-silicate alteration (eg Cloncurry district, NW Queensland; Copiapo district, Chile). A growing body of evidence points to a hydrothermal origin for these systems involving high temperature, low S oxidised fluids. The Cloncurry magnetite-Cu-Au deposits are products of the local structurally channelised influx of a specialised high salinity ore fluid into larger-scale alteration systems developed during pluton emplacement at greater depths than those associated with subvolcanic (porphyry) Cu-Au deposits. The geological characteristics of deposits in magmatic arcs are consistent with a similar mode of origin albeit in rather different tectonic settings.

Recent advances in X-ray diffraction (XRD) technology have made it possible to conduct powder XRD measurements on samples at high temperatures during reaction. State-of-the-art detectors are now capable of rapidly acquiring diffraction patterns across a wide angular range (typically 120"20) enabling phase transformation rates to be measured directly during sample reaction. In this study, the phase transformations during the reduction of hematite to metallic iron by five per cent hydro ºen in nitrogen gas mixtures, were measured in situ between 500 - 700 C. Complete X-ray diffraction patterns were acquired within 15 seconds every one minute, enabling direct measurement of the transient phase abundances during the reaction. The data were quantitatively analysed by the Rietveld method to yield the abundances of hematite, magnetite, wustite and metallic iron, as functions of time during the reduction process. A first-order reactions-in-series model was proposed, and the reaction rate constants and activation energy were determined from the time-dependent phase abundance data.

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.

This paper discusses the geotechnical condition of bedding shears and small- and large-scale faults and shears in Archean banded iron formation (BIF) bedrock, based on observations of core and televiewer images. Information that can be collected includes the orientation of defects, infill thickness, strength and material type, defect shape and surface roughness.The spacing and continuity of bedding shears may be critical to slope design where performance is structurally controlled with bedding dipping out of a wall. The intensity of development of the bedding shear is a useful indicator of the amount of shearing a bedding surface has been subjected to. This can allow for engineering judgement to be used in adopting peak or residual shear strengths along defect surfaces when developing the design.The spacing and continuity of bedding shears may also contribute to the blockiness and degradation of a rock mass where the structural orientation is otherwise favourable. Additionally the condition, thickness and strength of infill of major fault structures can affect slope design and performance, depending on orientation.Comparison of the condition of structures observed in core with the corresponding in situ televiewer image has been made to assess what characteristics are most accurately captured by each technique and whether the additional information gathered from using the televiewer technique is justified by the cost. The question of whether the data collected by a televiewer is sufficient to ultimately replace the need for core is considered.CITATION:Baxter, H and Eggers, M, 2013.
