And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. Six years ago it was my responsibility to give the presidential address, and now that privilege has come my way again. On that occasion we were gathered atWhyalla and I took the opportunity of putting before members some observations on the problems we then faced in Australia, and some gains we had been able to chalk up during those early postwar years. You may recall that we were then just beginning to emerge from the difficulties of postwar reconstructions - of fuel and power shortages, and a grossly inadequate manpower for the tasks facing us. The expansion of manufacturing industry in Australia greatly stimulated by wartime activities, and by the postwar developments of many institutions - ran ahead of the supporting services and of the supply of labour to do thejobs. For many industries this unfortunate state of affairs had meant operating at rates well below their installed capacities and therefore levels of output insufficient for Australia's rapidly growing needs. When I last spoke to you these problems were still with us, though their intensity was beginning to lessen as a result of vigorous efforts by industry and governments to reduce them. But I must confess that my thoughts on that occasion were full of those problems and of the effect they were having on the iron and steel industry of this country-of the coal shortage, the labour shortage, and the many other difficulties we were then faced with - and all at a time when the stepping up of our postwar expansion programme was of vital concern to all of us.What a different picture it is six years later! This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

The Commission maintains a data base first computerised in 1957 and containing information from over 18 000 boreholes located mainly in the Latrobe Valley area. Some of the borehole derived information dates from the turn of the century, although most of it has been collected as a result of Commission investigations conducted over the past 40 years. The Resource Data Base contains not only information gained directly from the drilling itself but includes the results of chemical and physical testing on many hundreds of thousands of samples retrieved from boreholes. Replacement value of the Resource Data Base has been estimated to be around $200 million, and it's integrity and accessibility is clearly of paramount importance, not only to existing mining and power generating functions but to the future evaluation and use of the vast brown coal Resource.

Development of New Comminution Testing Methodologies for Geometallurgical Mapping of Ore Hardness and Throughput The emerging discipline of 'geometallurgy' is becoming increasingly recognised as a discrete and high-value activity that reflects an ongoing trend towards more effective mine site integration and optimisation. Constrained sampling that reflects and defines inherent ore body variability is a key geometallurgical requirement. This requires use of larger numbers of low-cost physical testing which can be applied to small sample volumes suitable for defining natural variability. The AMIRA P843 'GeMIII' project (Geometallurgical Mapping and Mine Modelling) is a major industry-supported research initiative designed to develop new tools, methods and protocols to support geometallurgical integration. As part of this integrated research a new more rapid low-cost comminution test (GeM Comminution index) has been developed which can be employed as a front line tool for geometallurgical mapping purposes and predictive throughput modelling. The test has been designed to be inserted into routine assay sample preparation and is based on constrained jaw crushing protocols linked to analysis of resultant size distributions. Extensive validation and modelling has shown the GeM Comminution Index (Ci) is correlated with the Drop Weight index A*b and Bond Mill Work Index (BMWi). Large scale trials have been conducted within a commercial assay laboratory to demonstrate and optimise incorporation of the Ci test into routine sample preparation protocols. While Ci based estimates of A*b and BMWi are not as precise compared to larger volume more expensive test-work, the ability to undertake large numbers of tests typically in a systematic down-hole manner, provides a high level of data support through adjacency. A Ci based approach is highly suitable for variability mapping, domaining and selecting large composite samples for more precise testing. Within the context of the AMIRA P843 project this forms part of an integrated work flow designed to support geometallurgical integration. The development of a comminution test linked to routine assay sample preparation represents significant value adding to a process that in most cases is already going to be carried out. New ZealandÆs largest gold producersÆ OceanaGold Macraes Mine is characterised by a large tonnage and relatively low grade operation. To survive in diminishing real gold prices, the operation must focus on a culture of continuous improvement. This paper presents the outcome of a supplier sponsored continuous improvement project known as the Orica Advanced Mining Services project.   In March 2004 OceanaGold (then GRD Macraes) entered into an Advanced Mining Services (AMS) project with Orica Mining Services. The motivating factor behind OceanaGoldÆs need to improve bulk waste productivity and SAG mill throughput was the planned increase in production from five million to 5.4 million tonnes per annum. A stripping ratio of ten to one meant that optimisation of the drill, blast and production functions was paramount.   The primary focus of the project was to optimise the drill and blast parameters to suit the variable rock conditions throughout the mines main operating pit (Frasers Pit). Fragmentation of the ore for presentation at the SAG mill, and cost reduction on the mining of bulk waste movement, were the primary objectives. A number of additional initiatives complimenting the interface between drill, blast and ore production were also established. These included; +        reduced ore loss through delineation of ore boundaries to allow for blast movement; +        established blasting parameters for variable geological conditions, resulting in improved fragmentation; and +        improved asset utilisation by establishing a blasting regime that angled grade control holes to be used as blastholes in the stockworks area.   A year into the project, the philosophy of continuous improvement is now in-grained at the Macraes minesite. As the project continues, the focus is on the further refining of those procedures established, to ensure a continued focus on lower unit mining production costs.

The Kulumadau deposit represents an intermediate-sulfidation epithermal gold deposit (3.8 Mt at 2.3 g/t, Ag:Au = 1). Mineralisation is primarily confined to hydrothermal breccias within pre-existing fault zones, where it is disseminated throughout a hydrothermal matrix comprising chlorite-quartz-adularia-illite-I/S clays-calcite-pyrite. The host sequence represents numerous mid-Miocene pyroclastic flow eruptions within a tectonically active emergent shallow marine to subaerial depositional setting. Subsequent growth faulting was responsible for debris avalanches, which were subsequently cut by reverse faults. Faults were exploited by hydrothermal fluids, with the heightened porosity at the juncture between faults and debris material facilitating boiling of the ore constituents. Fluid inclusion studies suggest that fluid mixing between meteoric fluids and magmatic fluids, accompanied by boiling, were the primary mechanisms for gold deposition. Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

Paste back-fill technology is gaining rapid acceptance in the Canadian mining industry. The authors were able to work on four different mining sites employing paste technology in their operation. In each site the paste hackfll is prepared with very fine tailings containing significant amounts of sulphur minerals. The research program involved laboratory testing on samples prepared in the laboratory, on control samples obtained at the hackfilll plant during pouring into the stopes and on core samples obtained from drilling in backfilled stopes. The laboratory testing provided detailed knowledge of the mechanical behavior of the paste backfill. The need for a means of measuring the in-situ mechanical properties of the backfill became clear. A review of various trials published in literature and an evaluation of available technology suggested the Cambridge Self-boring Pressuremeter. A first field campaign confirmed the efficiency and dependability of this instrument leading to the conclusion that it offers a very good method for the in-situ measurement of paste backfill properties.

The only simple sulphide mineral of antimony of importance is stibnite, SbS3, containing 71·8% antimony when pure. It is lead-grey, has a densityof 4·5 to 4·6 and melts at 546°C. It is both friable and sectile (Hardness 2 on Moh's scale) and, as a result, slimes very readily during milling.It is commonly associated with pyrite and arsenopyrite other minerals occurring with stibnite in minor quantities are chalcopyrite, galena, and scheelite. The latter mineral occurs in sufficient quantity at the Yellow Pine Mine, Stibnfte, Idaho, to justify the production of a scheelite concentrate.Stibnite mayor may not contain gold. Other minerals such as pyrite or arsenopyrite may contain gold. At Wiluna at the main mine nearly all the gold is asociated with arsenopyrite the stibnite being almost free from gold, whilst at the Moonlight Mine both arsenopyrite and stibnite carry gold.The mineral, tetrahedrite, which is a complex sulphide of copper and antimony; must also be considered an economic source of these two metals.Part of the copper may be replaced by iron, zinc; silver; or mercury, whilst part of the antimony is often replaced by arsenic.CLASSIFICATION OF ANTIMONIAL GOLD ORESFor the purposes of this paper antimonial gold ores may be conveniently classified as follows: CLASS 1. In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Nickel-bearing ores in North-east Dundas have been described by A. McIntosh Reid1 as occurring at the margins of narrow dykes of gabbro, norite, peridodite and pyroxenite, which are intrusive into the Dundas series of slates, quartzites and breccias. They occur chiefly in the neighbourhood of the Five Mile, near Zeehan, as small, narrow ore-bodies which are mostly less than 100 ft. in length.The ores are massive sulphides containing pyrrhotite, chalcopyrite, pyrite and the nickel sulphide, pentlabdite.A less common nickel-bearing mineral, gersdorffite, has been recently found in an adit, which is marked on Reid's geological plan of Dundas as the Hecla mine, 30 chains south of the crossing of the North-east Dundas tramway, over the Great Northern Creek, and at an, elevation of about 350 ft. above the tramway. The occurrence is in a lode traversing the Dundas slates and quartzites, and is situated, according to Reid's plan, about 20 chains beyond the northern extremity of a narrow basic dyke which is continuous for a distance of two miles in a south-westerly direction.The mine eonsists of a prospecting adit following the course of a lode for about 275 ft. in a direction a little west of south. The low values of the lode are indicated by a bulk sample from a shallow winze about 100 ft. from the entrance which is reported by Reid to contain:

The present communication records the results of a research investigation conducted in the Porcupine Gold Mines in Timmins, Onto. Soon after silicosis became a compansable disease in Ontario under the Workmen's Compensation Act in 1926, the attention of mine operators and physicians was drawn sharply to the prevalence and importance of this condition in the mining industry. A number of examining centres were established in Northern Ontario by the Workmen's Compensation Board, and the yearly X-ray examination of miners was made compulsory.Although working conditions were soon improved, the mining industry realized that they were confronted by a problem demanding basic research for its final solution. The late Sir Frederick Banting had, for a number of years, been interested in silicosis, and it was upon his suggestion that an experimental investigation was undertaken at the McIntyre-Porcupine Mines Ltd., Schumacher, Ont., in November, 1932. A preliminary report of this investigation was published in 1937 by Denny, Robson and Irwin and a further report by the same authors in 1939.Accepting the theory that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid in the presence of body fluids; these authors assumed that if the solubility of the silicious material retained in the lung could be sufficiently reduced, the usual fibrotic response would be modified or would not occur. A search was therefore undertaken for some non-toxic compound that would fulfil this purpose. After investigating ma:qy substances, Denny and Robson discovered in 1936 that the presence of small amounts of aluminum powder almost completely inhibited the solubility of silicious material in vitro. An intensive study of the mechanism involved later showed that the reduction in solubility was due chiefly to a coating of the silica particle with a thin film of a gelatinous hydrated alumina which on drying formed the crystalline alpha aluminum monohydrate boehmite (AI203.H20). The presence of this absorbed layer on the surface of the quartz was indicated by -staining it with aurin (ammonium salt of aurin tricarboxylic acid) and proved by Germer and Storks by means of electron diffraction patterns.Inhalation experiments with animals were at once begun, using pure quartz dust with and without aluminum powder. Rb-Sr measurements on total-rock samples of granitic rocks from the Mount Isa region have confirmed the existence of two periods of granite-forming activity. The Kalkadoon Granite, together with the Ewen Granite and possibly an older phase of the Sybella Granite, has been shown to belong to the earlier age-group at 1760 m.y.; the Wimberu Granite and a pegmatite associated with the Sybella Granite have been dated at 1540 m.y. The initial Sr ratio suggests that the Wimberu Granite may be new material of deep-seated origin.Further Rb-Sr measurements have confirmed previously-reported K-Ar results upon biotites from these rocks, whilst showing that, in this metamorphic terrain, biotites have lost varying amounts of radiogenic Sr and Ar, and therefore yield ages which are younger than the true age of the second event.

Highwall stability is a major consideration in optimising opencast mine geometry. It involves assessing the risk of those slope failures that are large enough to have significant cost, safety and/or operational implications. These risks are then balanced against the value of the resource to arrive at an acceptable slope design. Load-deformation models (commonly referred to as ænumericalÆ models) of slopes provide a powerful tool in this decision-making process since they can be verified well before slope failure occurs. This gives the slope designer increased confidence in reviewing designs during excavation, potentially allowing early revision of pit geometry to either increase or decrease safety margins as appropriate. However, these models are not always adopted as they depend heavily on an appropriate choice of constitutive model and material parameters.   A preliminary load-deformation model of a 170m highwall in Solid Energy North (SEN) OperationsÆ Awaroa 4 opencast coal mine in the Rotowaro Coalfield has been prepared. This uses a strain-dependent constitutive model based on laboratory test results, strength parameters developed by SEN and excavation monitoring data. The laboratory testing has included triaxial compression tests on large-diameter fractured samples to characterise the stress-strain response of the closely-jointed soft rock masses that exist in many parts of the mine. Data from the monitoring of a 25m cut made during excavation of a haul road has been used to refine and verify the constitutive model. The resulting highwall model has predicted highwall crest movements corresponding to the excavation of each bench, for comparison with monitored values. Key model outputs are total horizontal movements of about 0.5m near the highwall crest and shear strains of 0.5-0.7% at the locations of potential bedding-parallel shear planes underlying the highwall. Most of the movement is expected to occur as creep rather than as an immediate response to excavation.

During the operation of the Parkes process of desilverising, and in the earlier days of the continuous process, gold and silver were removed separately from softened lead bullion. Gold was removed in the Parkes process by a selective zincing, and -in the continuous process by treatment with zinc in a special de-golding kettle, in each case a crust being obtained carrying the gold and a small portion of the silver. Actually the process could have been more correctly termed a de-copperising process, on accountof the relatively large amount of this metal present, and its affinity for zinc, which caused it to enter the crusts produced.The crust was treated in reverberatory furnaces, where the bulk of the copper and zinc was removed in by-products, and the resulting "gold bullion" cupelled to give adore bullion containing approximately 2,000 ounces gold per ton.For the purpose of parting this dore, a small Balbach-Thum plant of 11 cells was used, and once each six months a short campaign was conducted on the accumulated metal.With the development of the process of de-copperising smelter bullion by means of sulphur, when a bullion averaging about .004% copper was constantly available for refining, the need for a separate de-golding process disappeared.The de-golding kettle of the Continuous Process...

Mineral deposits of the central New Guinea region (Gunung Bijih, Ok Tedi, Mount Kare, Porgera, Frieda River) and of southeastern New Guinea (Wau-Edie Creek, Wafi, Hamata, Hidden Valley, Tolukuma, Misima) are associated with hot, forceful intrusions of magma of mantle origin that penetrated thick Precambrian and Palaeozoic continental crust. The interaction of high- temperature melt with continental crust, and the differentiation of melt while in transit through thick crust, may be factors in generating ore. Mineralised intrusives in central New Guinea are a result of Neogene- Quaternary magmatism and were emplaced in a foreland thrust belt environment, a setting similar to the (mineralised) Laramide intrusions of southwestern USA. In both cases, central New Guinea and the Laramide, magmatism is not obviously subduction- related. Mineralised intrusives in south- eastern New Guinea (Wau-Edie Creek, etc.), also, are in a thrust belt setting, and are not obviously subduction-related. The association of. gold in southeastern New Guinea with a second (Pliocene) phase of igneous activity, rather than with earlier (Miocene) activity suggests that re-working by successive intrusions may be a factor in localising ore. This is seen, also, in the Bismarck-Solomon islands region where the richer deposits are associated with later (Pliocene) intrusives rather than with earlier (Eocene-Oligocene) intrusives. Unlike the mainland mineral deposits, those of the Bismarck-Solomon islands are clearly subduction-related.

The Tolukuma gold-silver prospect is located approximately 100km N of Port Moresby in the Central Province of Papua New Guinea (PNG). Epithermal "adularia-sericite" style mineralisation crops out over 1200m within an en echelon quartz veined zone 1 to lOm wide. At a 4g/t cut-off grade, a geological resource of approximately 1.47Mt @ 13.77g/t Au is indicated from 38 diamond drill holes completed since discovery by Newmont Pty Ltd in September 1986. At a regional scale, Tolukuma miner- alisation appears localised in a dilatant zone at the intersection of a 1150 magnetic structure, and the western margin of a N-S trending graben which is filled by a Pliocene volcanic complex contemporaneous with the Mt Davidson Volcanics 30km to the W. A l0km diameter circular Landsat feature, which may reflect magma emplacement at depth, occurs immediately N of Tolukuma and nearby mineralisation. Mineralisation at Tolukuma occurs in sub-vertical quartz veins at, or adjacent to the faulted contact between Pliocene basic and intermediate volcanics/intrusives, and quartz mica schists and phyllites of the Cretaceous Kagi Metamorphics. Most veins display evidence of multiple episodes of brecciation and textures indicative of cyclic boiling, including crustiform rhythmic banding and quartz pseudomorphs after platy calcite.
