This paper presents an application of the newly developed risk-cost-benefit (RCB) framework to support risk management decisions for the selection of wall monitoring technologies at an open cut mine site. The RCB framework quantitatively assessed the risk of unstable slope-induced wall failure and its impact on both loss of life and coal recovery. The RCB framework was utilised in the selection of an optimum group of risk-controls to effectively manage the risk of wall failure to ensure safety and optimal production occurred. The RCB framework incorporates mathematical modules that integrated RCB calculations and risk-control effectiveness assessments to determine the risk reduction and financial impact of the examined safety initiatives.This paper provides an overview of the five-staged RCB framework, incorporating the RCB decision support tools, RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control Effectiveness Method), and demonstrates its application to slope stability risk management at the case study site. The RCB charts are designed to display a balance between risk, cost and benefit for easy interpretation by decision makers to support the objective selection of an optimum suite of risk-controls. The RCB analysis revealed that a combination of ævisual inspections, automatic extensometers and radarÆ for fast- and slow-wall failures with structure were sufficient to reduce the probability of loss of life (PLoL) to the æModerateÆ zone as defined by the Australian Geomechanics Society (AGS, 2007) for the case study site. Geoscientific information management enables the capture, management and delivery of the original geoscientific observations and measurements of the earth’s natural resources. However, original observations and measurements are worth nothing if the quality and integrity of the data can’t be guaranteed. Geoscientific information is one of the fundamental assets enabling miners to make confident and accurate business decisions, whether that is defining a resource model, performing reconciliation, delivering ore reserve reports or meeting environmental compliance requirements. Without access to reliable, validated or verified data it increases the risk of miners using incorrect information for reporting and compliance. Industry codes, such as JORC, or government regulations, such as environmental compliance requirements, must be adhered to and companies should be able to confidently report to these standards. Without having a robust information management framework in place, it becomes a challenge to make trustworthy decisions, report confidently and reduce the risk of non-compliance. As a key initiative, good data governance should form one part of a miner’s information management strategy. Within the mining industry it is common for companies to only consider technology tools as the key focus for compliance whereas a mature information management focus will additionally consider people and process. All three pillars are critical for a miner to have confidence in their data driven decisions. This paper discusses an industry framework for best-practice geoscientific information management based on the observations gathered from analysing data management practices within the mining industry. It focuses on how the three pillars of people, process and technology are crucial elements to improve operational decisions and ensure companies are compliant.

On the first of July, 2012, the Australian GovernmentÆs Clean Energy Act commenced. From this point, a price of $23/t of CO2-e will apply to facilities that trip the liability threshold. This first part of this paper concentrates on the mechanics of the Clean Energy Future legislation and how it will be applied to the mining and mineral processing industry.The second part of this paper contains analysis of the data presented for typical mine operations. Methodologies for constructing a carbon strategy are also presented. This will entail determining what the objectives of the carbon strategy are, and defining what the strategic priorities for a business should be. An action plan to address the risks identified from the Clean Energy Act is also developed as part of the strategy.Details such as the advantages and disadvantages of opting into the carbon price scheme for liquid fuels are shown. Lenders do not normally participate in any project upside. The economics of lending dictate that banks can only accommodate a low probability of loan default and consequently banks' principal focus in mineral ""valuation"" is ensuring an acceptably comfortable probability of debt repayment. A simple conceptual explanation of lenders' risk / return position is outlined.

Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance.  The Southern Alps is an active oblique collisional zone which has a characteristic wedge-shaped geometry above a low-angle ductile shear zone. The Main Divide region is a relatively low strain zone above this ductile shear zone, and is _deforming principally along steeply dipping strike-slip faults. Extensional fractures are common at a high angle to the regional structural trend. These steeply dipping structures act as conduits for gold-bearing fluids from depth, and small mesothermal gold deposits have formed at several structural levels including the near-surface region. Gold has also been deposited in a meteoricmetamorphic fluid mixing zone near a conductive thermal anomaly on the western slopes of the mountains. These various gold deposits and their well-constrained structural and tectonic settings can be used as analogues for larger, deeper-eroded mesothermal gold deposits in the Mesozoic Otago Schist belt. High level Miocene veins in NW Otago have formed beneath the main divide of the initiating Southern Alps. Late metamorphic gold-bearing veins formed as fluid escaped from the ductile-deforming crustal root beneath Mesozoic mountains.

Since 2019, the mine planning team at Olympic Dam has been establishing and maturing a shift from deterministic to probabilistic scheduling techniques. This paper outlines this journey undertaken by the mine planning team, key learnings from implementation and further work required to increase the level of planning maturity. Olympic Dam (OD) is a highly variable, polymetallic orebody with a vertically integrated value chain from operations to final product. The processing plant has a tight set of quality constraints which are managed through timing of stopes from varying parts of the orebody. Value is eroded for the operation when forecasted quality of the mine feed encounters disruptions from unplanned changes to the timing of stope starts. As production has moved from the historic Northern Mining Area into the more geologically complex Southern Mining Area, average stope size has reduced, resulting in increased mining fronts required to meet production targets. This has created a problem of increased schedule complexity and difficulties in identifying and communicating resource priorities within a large set of individual stope critical paths. The problem was approached by considering each stope as an individual project constructed by teams working across multiple projects at any one time. The operation could then be considered a multi-project environment with shared resources and enables the application of Critical Chain Project Management (CCPM) to the mine plan. Key to CCPM is the addition of time buffers to protect the critical path of a project form upstream or downstream processes. Implementation of time buffers protects the stope start date against compliance to plan variance. The monitoring of each time buffer consumption, as a proportion of total construction activities completed enables proactive prioritisation of resources. This resulted in an increase in the number of stopes starting in accordance with the mine plan, simplified communication of priorities to all levels of the operation, increased compliance to plan and a clear measure of schedule risk during planning routines.

Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. "Every year a large number of projects are evaluated by small listed and unlisted mining companies that are hoping to find the ideal project, which will catapult them from a mining junior status to that of a mid-tier mining company. Usually this includes finding the æidealÆ or ærightÆ orebody and then developing a process which will allow cost-effective recovery of the valuable metals and the production of a saleable product. These dreams are seldom realised and there are a number of good and obvious reasons for this. Issues that are generally high up on the agenda for the smaller companies are: cost of developing a project before the feasibility study stage finding a suitable, or optimum processing technology financing of the project dealing with risk.The most expensive part of the development process for the small miner is often the exploration side of the business and finding the æidealÆ orebody. However, finding the right orebody will not be discussed in this paper. The æidealÆ orebody does not necessarily solve the problems of the mining junior, as much of the uncertainty lies in the process required to recover and produce the final metal product. Once a mineralised deposit has been identified and the grade at least reasonably qualified, the development of a suitable process becomes the driver to convert the deposit into an orebody. This paper proposes that a small exploration company has a very limited opportunity to succeed if it does not do sufficient homework before it identifies the æidealÆ orebody. The risk profile for the small mining company, by its very nature, has to be different to that of a major company and as a result the opportunities often lie in managing different and often new process options, which may be the key to bring such projects on line successfully.CITATION:Muller, H and Lorenzen, L, 2012. Conditions encountered at a recently completed brownfields mining project provided valuable insight into, and development of, techniques for working in and around known underground mining voids in an open cut environment. The careful application of underground blasting principles to a pit environment and successful excavation whilst maintaining appropriate stand-off distances were two primary areas of innovation enabling the success of the project.Mary Mac Hill is a gold deposit situated less than 2 km south-west of the town of Laverton, Western Australia. It is owned and mined by Crescent Gold Limited. Previous underground mining by various other mining companies has left an extensive network of underground horizontal development, subvertical stopes and shafts, some of which daylighted at surface. This was identified as potentially posing substantial risks, which would prevent the application of conventional mining methods. Two major stopes were located under a hard banded iron ridge topped by a peak of cap, connected variously by narrow drives and vertical development. Due to the proximity of the first of these stopes to the surface, its dimensions and governed by procedures and advice provided by externally engaged engineers, Crescent Gold could not access the area of the ridge immediately overlying the stope using conventional open cut mining methods. This was the first of many hurdles surmounted in mining this deposit.The following report outlines how the challenges this geometrically complex deposit presented. Solving these problems enabled the team to mine the contained gold ore to a completed design, without subjecting personnel or mining equipment to harm due to a void breach incident. This paper outlines the numerous complications and difficulties Mary Mac Hill posed and explains the strategies developed to overcome them. Both primary and secondary ventilation is important in underground mining. Secondary ventilation refers to the provision of ventilation to development ends, stopes and services facilities, which constitute secondary circuits tapped off the primary circuit or main through flow of air.An unbalanced primary and secondary combination can cause re-circulation, which is inefficient and potentially hazardous. These inefficiencies extend into operational and other considerations, such as power.Most cost justification analysis covers capital and physical consumables. These analyses are often not comprehensive or holistic. Mining has long been an important activity for the people of Australia . The Aboriginals used rocks and minerals in their culture many thousand years before European settlement. It was not until 1840 that silver-lead ore was discovered in the Mount Lofty Ranges , and developed as Australia's first metalliferous mine. The mining industry contributes significantly to all aspects of the Australian economy, generating substantial employment opportunities, investment and income, export earnings and royalties for Governments. While the mining industry in South Australia is small by comparison with Western Australia, Queensland and New South Wales, it is nevertheless a very important industry in the State.   With the discovery of the world's third largest Cu-Au-U-Ag resource at Olympic Dam in 1975, the State saw a period of intense exploration activity through the early to mid-1980s. However, failure to locate additional world class deposits saw a dramatic reduction in exploration activity during the late 1980s. A perceived lack of prospectivity was compounded by the recognition that exploration for such deposits was neither easy nor inexpensive in South Australia because more than 80% of the State is masked by surficial sand and silt.

Today underground infrastructures, like tunnels and especially wide spread underground mines, are often equipped with ethernet based communication systems. These networks are used for the unified communication of data, voice and video. As these networks stretch along the major tunnels and in increasing scale also into the production areas, a high degree of coverage can be reached. For wireless coverage, standard IEEE 802.11 WLAN access points are being used. In order to provide a maximum availability and reliability, the active components are equipped with battery backup power supplies and the network infrastructure is set up in a redundant way using ring or meshed topologies. This provides a much higher availability compared to traditional phone systems or dedicated data links using a conventional star topology.Distributed computing intelligence that is installed on active network nodes throughout the whole network, additionally supported by a central server system, creates the basis for new mine safety functions introduced in this paper for both coal and non-coal mining. These new safety functions cover the detection of potential emergencies, using the status of the network as a æsensorÆ, as well as dynamically guiding people to safe exits or rescue shelters in case of an emergency. Furthermore, these functions are of important benefit for improving the efficiency of search and rescue operations following a major incident or accident underground.

Since the independent review of fatal accidents in the mining industry carried out by Dr Sean Brady (the ‘Brady Review’), High Reliability Organisations (HROs) and their operating principles have been discussed across the Queensland mining sector. HROs are organisations said to consistently avoid serious failures, reliably delivering their organisational objectives despite operating in environments characterised by high levels of inherent risk and/or operational complexity. HRO concepts have previously found application in other similarly hazardous industries to mining. However, as Hopkins (2009) pointed out, HROs ‘are very elusive creatures that inhabit the realm of theory more than the real world’. The Queensland Resources Council (QRC) with support from the Commissioner for Resources Safety and Health initiated a review of how HRO principles can be translated to the mining industry. The review was conducted by Noetic, an Australian management consulting company that specialises in hazardous industries, including mining and metals, and has prior experience applying HRO theory.

The epizonal Ag-Pb-Zn vein deposit at San Bartolome is characterised by a base-metal sulphide assemblage containing the spectacular development of interpenetrating, bladed networks of pyrrhotite which have been replaced by marcasite and pyrite. A similar assemblage displaying the same crystal habits and textures are also a diagnostic feature of the Sn and SnAg deposits ofBolivia. On this basis, it is reasonable to conclude that both deposits were formed from fluids of similar nature and origin. Although no economic accumulation of Sn is known in San Bartolome, further comparison of the geologic setting, age, mineralogy, fluid inclusion data and magmatic association of this deposit with the Bolivian systems has highlighted additional similarities consistent with a hypothesis that more extensive Sn mineralisation might exist in the San Bartolome area.

Over the last six years Mandalay Resources has increased production rates and improved safety outcomes at its Costerfield mine in Victoria, Australia. This mine is an underground operation utilising narrow mining techniques to extract vertical veins, and produces up to 80 000 equivalent ounces of gold per annum, in both gold and antimony value.The operational challenges of narrow vein mining include controlling overbreak when veins being mined are only 300 mm wide. The mine has developed methods and modified equipment to suit extraction of these veins. Productivity improvements over the period have involved development of a stoping method and equipment to suit 1.8 m wide development drives. Over the last five years and during a skills shortage, recruitment, training and retention of personnel has been key to keeping corporate knowledge and skills to execute a careful efficient mining technique to minimise overbreak.Managing an underground operation close to nearby residents has unique challenges. Historically Victorian residents had family members work as underground miners; however, in the current day with few underground operations in this jurisdiction, community knowledge of mining has decreased. The Costerfield Operations are only 100 m from the nearest residence and the company values community engagement, partnership and investment with local Heathcote organisations.The mine has invested substantially in executive coaching of its leadership team early, which has paid dividends in problem solving potential of that team and ensuring the operation delivers on its promises to all stakeholders. The operation has become safer and employees are now more aware of their individual contribution in producing safe, efficient gold and antimony that benefit the whole operation, community and the region.CITATION:McCarthy, M, 2016. The general perspective has been taken from the viewpoint of operating and maintenance experience.The sequence begins with ore breaking and transport and proceeds through milling operations. The paper is in two sections, first, mechanical equipment, second, electrical equipment. A brief outline of a scheme for using gravel wash for stope filling, which is in course of installation, has also been given.

Large-scale infrastructure construction needs to comprehensively manage risks that can impact the health and well-being of many people, from workers (temporary, contracted or full time), to families and surrounding communities. This paper starts with an analysis of incidents (injury, fatality, other damage) in tunnel construction between 2000 and 2014 and assesses the distribution of these events by continent, year, and severity of outcomes. These incidents are then analysed and mapped to a framework of hazards derived from RISKGATE (2014). A comparative register of current tunnel construction risk management guidance is derived from current Australian codes of practice and this register is also mapped to the RISKGATE framework of hazards to identify where coal industry knowledge may offer utility to the tunnelling industry.An initiative of the Australian Coal Association Research Program (ACARP), RISKGATE is an interactive online risk management system developed to assist the mining industry in implementing continual improvement in the management of major unwanted events. To date, a comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, outbursts, coal bumps and bursts, human/machine interface, manual tasks, slips/trips/falls, inrush and occupational hygiene. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper proposes and outlines how knowledge within the RISKGATE platform could be applied to managing the significant health and safety risks associated with tunnelling. The authors suggest that to varying degrees the knowledge already captured in RISKGATE is likely to be transferable to tunnelling construction operations.
