Arrium’s magnetite concentrator has recently completed a modification program to improve the process that has been in operation in Whyalla, South Australia for the previous seven years. The magnetite concentrate is pumped via pipeline to the coast and serves as pellet plant feed, eventually being turned into steel in the Whyalla blast furnace. With the addition of a new 3MW IsaMill at the concentrator, the plant has seen increased production from a reduced feed grade, enabling Arrium to treat ores previously stockpiled as waste. This paper examines how legislation and regulation can be external drivers of technical change in mineral processing and extractive metallurgy and how the industry can respond. Two examples are considered; the production of copper metal from concentrates and the cyanide process for gold production.The Clean Air Act (1970) in the USA initiated a wave of attempted innovations in the extractive metallurgy of processing copper sulfide concentrates to meet forthcoming standards on sulfur dioxide emissions. Interestingly, a satisfactory technical solution existed (flash smelting and gas capture) but had not been widely adopted.Nearly fifty years later the primary copper industry finds itself with new challenges. One major challenge is how to deal with the increasing level of arsenic in copper concentrates. Most countries impose an upper limit on arsenic in imported concentrate; typically, 0.5% As or less. Higher arsenic concentrates can be blended with cleaner ones to meet the limit, but this tactic cannot be used indefinitely as the average arsenic level of global concentrates rises inexorably. Further, smelters (often in urban locations) cannot be expected to deal with both ever-increasing arsenic in the feed and stricter restrictions on emissions and disposal. A rising “inventory” of primary copper deposits are already constrained from development by high arsenic concentrate. These deposits will need to be developed if future copper demand is to be met. An economic and technical solution to arsenic is needed. The gold industry may also face challenges in the use of cyanide, by far the dominant lixiviant used in gold and silver production. Public perception has driven restrictions on the use or transport of cyanide in some jurisdictions. History suggests that such pressure is only likely to increase. While there are several alternative lixiviants, none can yet match the utility and economics of cyanide.Such important issues will not be resolved by incremental change or new equipment items. They require development of new process technology - a tectonic event rather than an incremental change. It requires sustained effort (and expenditure) over decades and is very unlikely to result from “business as usual” for producers, suppliers or academics. Past major process developments were driven by a dire need for economic survival or by legislative change. The Gekko InLine Pressure Jig (IPJ) was unleashed on the World gravity separation market in 1996 and has since sold over 150 units in applications including tin, diamonds, silver, coal, garnet and gold. During the past twelve years the knowledgebase of the best applications and capabilities of the IPJ has greatly increased. Improvements to the original IPJ design have included engineered ceramic ragging in specific gravities from 1.6 to 5.0, full automation and improved designs of feed presentation and tailings and concentrate handling systems. The IPJ has been found to be able to handle a wide feed size range and recover mineral at liberation size without significant addition of water to the mass balance. Test work carried out during full-scale operation of the IPJ has shown the IPJ can recover diamonds down to 0.5 mm, sulfides down to 0.3 mm and gold down to 0.1 mm which greatly expands its application in the mineral processing industry. A significant volume of data now supports the symbiotic benefits of an IPJ and flotation circuit combination to pre-concentrate an ore and minimise downstream processing requirements.

The economic success of cave mining projects is significantly influenced by the secondary fragmentation size distribution of the caved orebody and making the fragmented ore available for extraction. If the cave does not propagate as predicted, it may lead to stalled cave growth and/or localised preferential caving. This can cause significant ore loss and the inclusion of excessive waste in draw columns, both of which damage the economic value of the project. Uncontrolled caving can have severe consequences for the safety and economics of mines. Such safety risks include air blasts due to the formation of excessive air gaps and damage to infrastructure due to surface subsidence. Monitoring the cave-back delivers critical feedback that is required to exert control over its propagation and reduce the likelihood of adverse consequences. Current methods for monitoring cave propagation include access through open holes, microseismic monitoring systems, time domain reflectometers and extensometers. All of these monitoring systems rely on stable holes for installation and ongoing data collection. However, cables in holes often get sheared due to ground movement in the seismogenic zone well ahead of the cave front, rendering the systems useless. To resolve this issue, Elexon Mining, with the support of Rio Tinto, developed the Networked Smart Marker system, which is based on Elexon’s Smart Marker technology. This system provides a more robust and versatile alternative to other cave monitoring systems as the data is transmitted wirelessly through rock, and thus is not vulnerable to hole shearing/dislocation experienced with current cave monitoring systems. Installations at the Argyle block cave have proven that the Networked Smart Maker system can continue to provide information on the cave-back’s location long after all conventional monitoring systems have failed. Support design in jointed or blocky rock masses is often approached by the use of either 'rules of thumb', rock mass classification systems such as the Q-system (Barton, Lien and Lunde, 1974) or RMR (Bieniawski, 1973) or conventional wedge analysis. Generally, this requires that a number of key simplifying assumptions are made and the support system is designed to cater for either a mean, most likely, or worst case scenario depending on the risk tolerance. The design block size is often a major uncertainty and often a worst case block size based on excavation span is used. Thompson and Windsor (2007) state that it is inappropriate to base support designs on the excavation size as these size blocks rarely occur if discontinuity trace lengths are considered. Probabilistic keyblock methods can be used to determine the most likely design block sizes. A methodology is presented whereby JBlock software (Estherhuizen, 1996) is used to estimate potential block sizes as part of the support design process. Using information such as the spacing, orientation and length of discontinuities, it is possible to simulate blocks in the walls of an excavation (Esterhuizen and Streuders, 1998). Keyblock analysis methods (Goodman and Shi, 1985) are used to evaluate whether blocks are removable and whether the chosen support will be sufficient to ensure stability. Data from two mines is used to demonstrate how probabilistic keyblock analyses can be used in support design. Discontinuity data was used to generate 10 000 removable blocks and the design block size statistics were determined. For one mine this information was used to scale blocks in a conventional. Unwedge analysis whilst for the other mine, the point estimate method (Harr, 1987) was applied. The choice of appropriate design acceptance criteria in terms of factor of safety and probability of failure is also considered.

Suddenly, mining has been thrust into the limelight. It has a large image that casts its shadow over New Zealand. Is it any wonder that resistance has heightened and that an almost unprepared populous is currently struggling to protect the very land they hold dear. Next to the atomic bomb, mining has the demonstrated power to massively change the land and its side effects can pollute many miles beyond the operation. During the past year, New Zealand concern over the possible effects of the mining proposals has become acute. This was specially so in the areas of special environmental quality, such as the Coromandel, and here a very unhappy situation has arisen.

The Heavy Media Separation plant operated at Lidsdale siding, eight miles from Lithgow, by the N.S.W. Mining Co. is a product of the Western Machinery Company, of D.S.A.This mill, designed to use finely ground magnetite as the heavy medium, was prefabricated in America and shipped to Australia for erection.First operated early in December, 1951 it has worked on a two-shift basis since. Designed for an input rate of 330 tons per hour, this mill is capable of washing 4 in. x /u in. coal down to its inherent ash by removing all heavy material, including high-ash coal.The principle is quite simple. A stream of raw coal is fed into the separatory vessel which contains a liquid medium, the density of which is adjusted to produce the desired split between coal and refuse. In this bath the lightest coal floats, and all material heavier than the specific gravity of the medium sinks, and is removed separately. Such a system is,. ideally suited to Western coal, as there is no definite splitting point between coal and refuse. Inherent ash of the coal fed to the plant ranges from 8 to 25%, the corresponding density range being from 1.28 up to 1.8.Generally speaking, the higher the density the higher the ash content of the coal.The density in the separatory vessel (hereafter called the cone) can be quickly and easily adjusted throughout the above range to any desired value. Mineral concentrators often use process water that is very saline and/or hard. In this paper the effect of increasing concentrations of sodium chloride and calcium chloride on the rheological properties of 70 wt% quartz suspensions (d5o - 10.6 ¦m) is reported. The apparent viscosity at 100 s t in 5 mol dm -3 sodium chloride solutions (approx. 300,000 ppm) was nearly 500 times the viscosity of water without salt or particles present. Part of the increase in viscosity is caused by aggregation (coagulation) of the suspension.

The design of the settling pond for the Malvern Hills opencast coal project was based on a primary requirement to control runoff and sediment generated from the immediate 6 ha mine catchment, which included two seepages from old underground workings. The pond has been particularly effective in controlling turbidity in the outflow water, with the consent limit of 50 NTU being met on all but one occasion and normal levels of discharge less than 10 NTU. Water quality testing carried out at the time of consenting indicated that there were no acid-generation issues with the proposed mine site in dominant mudstone strata of the Broken River Formation, and that water from the old mine workings was near-neutral in terms of pH and well-buffered. However, it became apparent over the very dry summer of 2003 - 2004 that slaking of the exposed mudrocks in the mine batters was resulting in significant acidity generation, and outflow pH levels were well below the consent limit of 6.5 during and following periods of rainfall. Although these acidity problems have been remediated in the short-term by the use of lime products, it is clear that a programme of lithotype characterisation for AMD should have been undertaken and this has now been implemented. Design of long-term acid drainage control measures is being carried out, and will probably be based around the use of hydrated lime for pH control with enhancement of natural wetlands.

The purpose of this paper is to provide the rationale for decision making when considering the use of three heading gate roads in Australian underground coal mines.There are currently 30 underground longwall mines in Australia with all but two employing two heading gate road longwall layouts. The volumetric capacity of these two heading ventilation circuits is evidently viable in typical block lengths and in low to moderate gas regimes. However, in gassier regimes, potential longwall production rates of 10 Mt/a, and or where block lengths are being extended to well beyond historical norms, a conventional two heading U circuit may not be adequate. Other than seam gas emission, block length and production dependent heat loads together sealed area management requirements also have to be considered.The two mines currently employing three heading gate roads have the opportunity to revert to two headings at any time but, based on operational experience to date, have not done so due to the consequential reduction in gas management capacity and lower production rates associated with gas delays and limitations on tailgate access.Although there are a number of alternative two heading longwall circuits available and employed worldwide, the custom and practice of promoting inert goaf atmospheres in most Australian coal mines to mitigate the risk of catastrophic gas explosions and spontaneous combustion often prevents the use of gas loaded bleeder systems. In this respect, Australian underground coal mines may be considered the safest in the world.The current situation is that three heading gate roads have been proven successful in Australian conditions, albeit at additional cost, where two heading ventilation circuits cannot manage net seam gas emission to the ventilation system at the production rates required. The greater part of this paper comprises the material used in a lecture delivered to the South Queensland Branch of the Australasian Institute of Mining and Metallurgy in September, 1949. It contains little in the way of original matter, its main purpose being to call attention to the need for research into the properties of Queensland coals and to indicate some of the lines such investigations might profitably follow.Since the lecture was given the Powell Duffryn (1949) 1 report, which has made an excellent start along these lines, has been printed. This report is, however, only a beginning, though a big one, and there is ample room for many years of work along similar lines.The paper is based largely on the work of de Jersey (1946, 1949)2,3,4,5 and Jones and de Jersey (1947)6, but these workers in turn owe a debt to the work of many British and American investigators, too many to enumerate. Mining schools around the world, many unfortunately now closed, were often established to teach the techniques of narrow vein mining and associated processing to students studying part-time while working in the industry. This arrangement ensured graduates (or æassociatesÆ) had a mix of skills and knowledge invaluable to the industry.It is argued that there is still a need to educate students in these narrow vein techniques and that there will be a growing demand for such graduates with a high level appreciation of this type of mining. ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. Of the world's total production of gold the largest proportion comes from the more regularly consistent ore bodies, but in the aggregate an important part comes from those which are often irregular, uncertain and small. These smaller ore bodies are often high in grade and, as the capital required to work them is not large, they appeal to people seeking a quick and profitable return for a small outlay.These small mining concerns cannot afford detailed geological and petrological investigations and mapping, so they are very often dependent on local knowledge and experience which admittedly may be of really great value.Nevertheless the absence of skilled guidance may not only cause good opportunities for intelligent exploration to be lost, but discourage the seach for other ore bodies.lVIining engineers in the course of their travels in the examination of mines often come across such cases and also others where problems of finding lost ore bodies have been solved by the man on the spot. Statistical metallurgical plant trials are becoming more widespread, as a valuable tool for increasing plant profitability. Generally, a single parameter like metal recovery varies under the trial condition while all other variables such as average metal feed grade or average metal concentrate grade are equal for the two test conditions during the period of the test. Metal recovery is usually the measured variable because concentrate grade is fixed by smelter terms, and plants operate to maximise recovery at the required concentrate grade. However, in all flotation plants there is a relationship between concentrate grade and metal recovery, and under the same conditions increasing one results in a decrease in the other. At MMGÆs Rosebery Mine the zinc concentrate produced is generally above smelter specifications, so zinc concentrate grade can vary during a test. During trialling of magnetic conditioning in the Rosebery zinc circuit, the difference in both zinc recovery and zinc concentrate grade were analysed. The analysis of changes in zinc grade and recovery during the trial raised some interesting questions about the relationship between concentrate grade and recovery. A paired statistical method was developed and tested to combine in each pair the change in concentrate grade and recovery in a single result that could be analysed by a paired t test. This method was found to be very sensitive to combined, varying changes in concentrate grade and/or metal recovery. Geostatistics has been widely used for more than four decades as a powerful tool in ore resource/reserve estimates and grade control. This method has gradually replaced the conventional method such as polygon and cross-section for grade estimation by more mathematical techniques such as kriging. The advances in geostatistical understanding and the availability of appropriate software packages have given much more contribution in speed and high accuracy during production. However, in many cases, these techniques are sometime applied without support with a good thorough understanding of the geological controls on metal distribution. To produce the result close to actual, the geological control in interpretation and appropriate geostatistical task is a must. Geological logging was described in the core must be consistent with the level plan produced by commercial modelling software used as a guide for grade control during production. Experience gained through evaluation of the Central I deposit resulted that the most effective systems continue to be based on geostatistical methods of resource estimation. Computer applications modelling software packages are necessarily as the core of an efficient in undertaking these assignments. They contribute to make a valued to data management and are becoming increasingly effective during processing. The latter role is particularly important to check the actual versus estimated values where will significantly to improve personnel to have a confident with their knowledge combined with experience and complete their jobs satisfy.

In 2014, Arrium completed an optimisation program on its magnetite concentrator, enabling a reduction in the overall cost base of producing concentrate through an increased ability to treat a wider range of ore types, previously considered waste. The development was the culmination of four years of work, conducted in house by Arrium’s mining development group. The overall intent of the plant design focused on improving the concentrator’s ability to treat a wider range of magnetite ore types. Metallurgical analysis of these feed ore groups outlined a need for more grinding power if production quality was to be maintained and throughput increased. As such, a tertiary grinding circuit was designed which, alongside the rectification of key operational bottlenecks, would allow the plant to continue to produce concentrate at the required specification and rate. The technology chosen for the tertiary grinding application was the XT IsaMillTM, which is known for efficient fine grinding when compared to conventional ball milling. The transfer sizes between the existing comminution circuits were coarsened, allowed for the treatment of different ores at the required rates. The optimisation project was successfully completed in February 2014 after a three month commissioning phase. "Mine decommissioning is the final phase in a mining project. Planning for decommissioning must commence for a proposed mine even before the government approves it. Queensland mining approvals require proponents to commit to completion (or closure) criteria defining successful rehabilitation. Queensland mining project statutory environmental authorities must also specify how progressive rehabilitation is to occur throughout the mining project. Final landforms with graded banks together with creek and run-off diversions are often required and constructed early in the life of a mining project. At closure, mining projects must demonstrate that future medium-term risks are not significant, or failing this, a residual risk financial payment must be made to the state. CSIRO climate change projections indicate that Queensland is likely to become warmer this century with less rainfall in parts and with extreme rainfall events likely to occur more frequently. This project was undertaken to?determine: if current rehabilitation planning tools assist in determining the environmental risks from mining closure not adequately addressing climate change if these risks are addressed by current rehabilitation outcomes.The north-west Queensland mining region and the central Queensland coalfields were represented in this project by five study sites. Local data sets for temperature, rainfall and rainfall intensity were produced using conservative greenhouse gas emission scenarios representing likely future atmospheres, and using the SimCLIM climate model, Evaporation data sets were also derived from available climate parameters. These projected climate variables supported equations and models used in Queensland to determine mining project rehabilitation completion criteria. Storm intensities and return intervals were directly applied to assess the likelihood of failure of engineered structures such as stormwater diversions and banks. Plant cover change determined by an existing growth model together with rainfall intensity and changes in the R and C factors of the universal soil loss equation (USLE) erosion model enabled estimates of long-term erosion rates. Flood estimates were undertaken using regional rated catchments.The study found that stormwater diversions and banks on recontoured rehabilitated landforms, if constructed to currently accepted completion criteria, would likely fail within 30 years and with the likelihood of failure steadily increasing thereafter. The change in likelihood of failure was able to be estimated and could be applied to the determination of residual environmental risk for approval of a surrender application involving rehabilitation. The USLE model showed that long-term erosion rates increased as a consequence of climate change from north to south across the Queensland mining precincts. Because the growth model did not consider carbon dioxide fertilisation affects, results would likely be worse-case.Likely climate change outcomes have consequential residual environmental risks of mining project rehabilitation failure. This increased risk may result in increased payments to the state from mining projects where high consequences exist.
