The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

This is an integrated geology and plant improvement study arising from the heterogeneity seen in mineralogy and gold association at the Obuasi goldmine in Ghana. This heterogeneity comes from the two ore types mined, the one being a sulphide ore, mainly composed of gold-bearing arsenopyrites. This gold is refractory and exhibits a strong relationship between gold and As. The other is quartz veins, that are high grade and free milling. The installed circuit consists of comminution – Gravity -Flotation – BIOX – Leaching and Adsorption processes. The opportunity tested involved improved mass pull - related flotation recovery of Au in the Sulphide stream; while balancing the need for a minimum Sulphide grade for the Bio-oxidation process, occasioned by the removal of 25 to 30 % of the (quartz) stream through preconcentration by Ore sorting. The current circuit is then utilized for the sulphide route, while a smaller grind-gravity circuit is utilised for the quartz stream in a relatively inexpensive way, followed by a common leaching and adsorption circuit. Added advantages of the strategy includes faster recovery of gold from the quartz stream, with less consumption of reagents from saving on flotation and BIOX reagents for this stream. Screening and Ore sorting was successfully tested with laser technology, achieving over 98% separation of quarts (containing up to 40% of the gold). The plant schedule of Ore, the suggested circuit design for the Ore sorting, the results obtained from the different flotation regimes, as well as consequent financial modelling have been presented and discussed in this paper. This illustrates the opportunity that arises out of a detailed analysis of material versus installed circuits, even if the gains in pre-concentration do not necessarily involve rejection of gangue material. An added opportunity for future investigation, briefly discussed but not tested in this paper, would be to maintain current mass pulls but with increase in throughput (by the space created by the sorted material). This will of course require the mining ability. It could also add LOM value by altering the cut-off grade.

The morphological changes that gold undergoes during transport in gravel-bed rivers are a function of transport distance in particular, as well as bedload material, river gradient and velocity, and bed roughness. Gold size, shape and outline are modified by abrasion, flattening, folding and breakage during transport. The resultant morphological characteristics can be used to predict source types, source location and transport distance, as well as the origin and dispersal patterns of gold in ancient placers where the transport history is unknown.

Samples weighing 0·5 g are decomposed with hydrofluoric and other acids. Most elements are extracted ftom the acid, aqueous solution by Alamine 336 (tricaprylyl tertiary amine) and thorium is determined in an aliquot taken from the aqueous phase by means of its reaction with arsenazo III. Concentrations down to 4 p.p,m. may be determined at a rate of 100 samples per man-day of 8 hr.

Modern remote mining operations in Australia are more commonly trending towards fly-in/fly-out (FIFO) sites. This trend is driven by numerous factors including increased business centralisation, reduction in operating costs, and a desire to live in coastal cities that offer closer family networks and a greater diversity of facilities. Consequently, the resource development industry has had to adapt. When WMCÆs Mount Keith Nickel Operation commenced operations in 1994, it was developed as FIFO for its entire workforce. Since then, there have been several permutations of rosters within a 21 day compressed work cycle including the 14/7 cycle. This paper discusses a case study of the change in management process to the 9/5 work cycle focusing on minimising fatigue in the workplace. It includes the discussion of the business case, employee reaction and the practical application. The impact of the best practice change after 18 months is discussed.

Controlling the access of equipment, and people, has become more critical over the last few years for improving productivity and to meet safety responsibilities imposed by legislated obligations to have safety management systems. Hence Mine Site Technologies (MST) has spent the last three years completing the development of the tagging system to meet the mining industryÆs requirements, particularly streamlining access control. The basic tagging system tracks active Tags carried by personnel, or attached to vehicles and equipment, within underground zones. These Tags are detected (read) by Beacons placed strategically throughout the mine. As a Tag, or Tags, go past a Beacon they are read and the information transmitted back to the main database PC. This allows the current whereabouts of personnel and equipment to be known, as well as the history of their movements. The objectives of implementing the TRACKER Tagging System at Oaky No 1 Coal Mine were to: maintain a count of personnel inbye a particular point, and can alarm when a pre-set number is reached (eg the limit imposed by availability of SCSRÆs, etc); maintain a count of vehicles (and vehicle type) inbye a point, and can alarm if when a pre-set number is reached (eg when rated diesel units exceeds the limit for the ventilation present in that zone); manage the vehicle fleet, by keeping track of various vehicles underground better control and dispatch management of the equipment is achieved; keep track of equipment, knowing the location of equipment (such as forks, baskets, pumps, fans, etc) where last used or stored will minimise the risk of losing gear and assist in keeping inventory to a minimum; and locate personnel in emergency situations, by placing read Beacons throughout the mine the location of all personnel can be known in real time so that in the event of an emergency, their withdrawal can be monitored.

Gas in U.S. coals is primarily composed of 90 to 99 percent methane and up to 10 per- cent carbon dioxide. In composition and heat- ing value, this coal-bed gas is similar to natural gas and can be introduced directly into commercial pipelines after standard condition- ing. The high permeability cleat system in the virgin coal can be exploited in order to drain the coal gas well in advance of mining. Two premining drainage methods have been extensive- ly evaluated in the U.S.; they are 1) horizon- tal boreholes collared from within the mine, and 2) vertical drilling from the surface with fracturing. Limited-size fracture treatments are advocated in order to prevent potential roof damage and the need for added support. An engineering approach to predicting gas flow for different drainage techniques near mining locations is presented. Results can be used in design, i.e. pipeline, compressor. Coal gas drainage from a horizontal borehole and a treated (contained fracture) vertical well for a 6 foot seam have been evaluated. The operations management system at Olympic Dam has evolved over a two-year period to the state described in this paper. This evolution has been driven largely by the requirements of the recent expansion of the Olympic Dam operation from three to nine million tonnes of ore per year. Such a change process demands an holistic approach to mine management and several techniques have been employed including XPAC, Mine Works Planner as well as a basic philosophy of æjust-in-timeÆ completion. The philosophies, software and tracking mechanisms for managing a large tonnage operation are described, outlining a fully integrated scheduling system from shift to shift detailed activity planning to a 20 year production plan. Moreover, the vision of production exceeding the current limit of nine million tonnes means that there are to be further developments to this state-of-the-art system in use at the Olympic Dam mine.

This paper describes the method of extracting sill pillars within the underground operation from under unconsolidated mullock fill at the Cracow Gold Mine. This pillar recovery method was initially successfully used to recover sill pillars at Crusader Mine, Western Australia in 2001. Globally significant resources have been sterilised due to the placement of loose rock fill above crown pillars and within adjacent stopes. The method described here offers significant opportunities to increase recovery of sill pillar recoveries.The royal orebody sill pillars at Cracow Gold Mine form a significant resource. Extraction of these pillars needed to be undertaken with minimal ore dilution and maximum ore recovery. The application that was selected to consolidate the loose mullock fill above each pillar used an injection grouting process (Minova FB200).Cracow Gold Mine mining method is bottom up bench mining. The pillars were left within the orebody to allow for stoping to commence whilst the decline was being developed. Due to the remainder of the orebody being extracted the only access to consolidate the backfill was from the sill pillar extraction level. Numerous problems were encountered and overcome from product selection and trial, system of injection to extraction.This pillar recovery process achieved a 95 per cent recovery of the sill pillar compared with an estimated 60 per cent typical for other mining options.CITATION:Potts, L, Mutton, V and Joyce, D, 2012. Designers of mining facilities play a significant role in defining the overall mine greenhouse gas emissions performance. This demands an appreciation of all the greenhouse gas emissions sources, including Scope 3 emissions, which will form an increasing fraction of the emissions as we transition our generation sources to renewable energy. Traditionally overland conveyors are designed to operate as fast as practical, and through this approach, achieve relative minimisation of: conveyor belt tensions; belt width; mechanical equipment masses; structural steel quantities; and concrete quantities. It is well understood that higher belt speeds reduce capital cost and improve project economics. Operating at higher speeds introduces operating costs through system energy losses and increased wear rates. This paper assesses the life cycle greenhouse gas emissions for a typical iron ore overland conveyor to demonstrate how the design criteria and engineering decisions impact greenhouse gas emissions and project economics. An analysis of the decarbonisation potential and project economics using a range of operational parameters has been completed, developing a marginal abatement cost for each system configuration, creating a basis for integration of low emission overland conveyor designs as part of the broader facility decarbonisation strategy.

Recent developments in geophysical borehole log analysis using the Geophysical Strata Rating (GSR) are now routinely used in a number Australian coal mining operations. This allows development of 3D geotechnical strata characterisation models for a range of purposes. The availability of this data provides a means to identify relationships between ground conditions and ground behaviour. As a result, several new design methods have been developed to assist in the strata management process such as roof support, longwall shield design and shaft stability assessment. "Premature failure of rock bolts has been recorded at twelve underground coalmines over the past 15 years in Australia. Over the last four years, UNSW Australia has been conducting an Australian Research Council (ARC) and Industry funded linkage research project into premature failure of rock bolts. The extent of the problem was investigated by underground surveys of mines with known prematurely failed bolts using visual mapping, non-destructive load and ultrasound testing. A major component of this project was to define the environmental factors responsible for corrosion of rock bolts. The environment to which a rock bolt is exposed will include groundwater chemistry, the mineralogy of the strata, atmosphere within the drill hole and even microbial activity. This paper focuses on the groundwater survey and analysis findings to date along with in-hole bolt corrosion coupons installed into field sites. Corrosivity classification systems exist for general corrosion but do not apply to the rock bolt stress corrosion cracking (SCC) problem found in Australian underground coal. The method of in situ investigations is leading towards the building of a corrosivity classification model to assist mines in prediction of premature rock bolt failure. The development of a design-and-construct tunnelling project in Australia from its concept to its construction requires designs to be prepared and reviewed at several distinct stages prior to documenting ‘for construction’. On recent projects the post-tender stages have been variously called 30 per cent—70 per cent—100 per cent; or concept–substantial–final; or system definition–preliminary–critical. The design is reviewed at each stage by the designer’s internal reviewer, the contractor and its independent advisor(s), the owner and its independent advisor(s), the project’s independent certifier, proof engineers and often third-party stakeholders and their advisors. Documentation for each stage often dominates the design effort, at times distracting from design. This paper presents the authors’ experience of this design-and-review process. Comparisons of design budget and actual design spend and design program implications are presented. It is postulated that a subtle change has occurred in our industry that has diminished the value of the design dollar. Is there a better process? Ridgeway Gold Mine (RGM) is an underground sublevel caving (SLC) operation that is owned and managed by Newcrest Mining Limited (NML). Production drill and blast practices are critical to the success of the SLC method at RGM. SLC production ring precharging was introduced in November 2001 to enhance these practices and deliver safety, productivity and cost improvements. Current precharging practices require up to two rings to be loaded ahead of the ring to be blasted in each drawpoint. The explosive may be required to remain in the up-holes for periods of four weeks or more prior to blasting. During this æsleepÆ time it is subjected to repeated shock from the blasting ofadjacent rings and from rings in adjacent drawpoints. The project described in this paper was designed to gain an understanding of the factors affecting explosive performance in the precharging environment and to develop explosive products and operating practices that would meet RGMÆs requirements in terms ofsaf ety, reliability and blast outcomes. Several months oflaboratory and field testing were required to characterise the explosive and quantify the effect of post-loading blasting shock. These results were used to determine the most appropriate loading and sleep time criteria for RGMÆs precharging practices. In addition, the information is being used to guide the development of the next generation of emulsion explosives for use in underground precharging operations.

Improved roof control in high deformation tailgate environments has been achieved over the last decade through development of stiffer and increased capacity standing support products. æThe CanÆ is one such development, being a steel cylinder containing a weak cementitious fill, designed to essentially fold in upon itself whilst maintaining strength. A laboratory study to better define the relative load contributions of the steel cylinder and fill, the confining interaction between these components and most importantly, the potential impact of varying the steel and/or fill properties is described. This would enable the support engineer to ædial-upÆ the desired strength and stiffness properties and optimise the standing support design with respect to load capacity, stiffness, weight (handling) and cost. Design curves to optimise strength based on steel casing thickness, fill strength (confined and unconfined) and æCanÆ geometry were established. Scaled-down (one-third) samples were used in the test program and found to adequately reflect the loading behaviour of full-scale versions, thereby providing significantly greater scope for further product development at less expense compared with testing full-scale products.

As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. For example, although about 60% of the seam (18 to 20 ft. thick) was left in the workings in the form of rectangular pillars under the city of Newcastle, this was not sufficient to 1?revent'the subsidence which took place about twelve years ago.Again, large quantities of coal in the Borehole seam have been left to protect the shipping arrangements at the Dyke, and other...

Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northernNew Zealand region. The time/space distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.   These time/space patterns can be interpreted in two ways. Firstly, if relative plate motion was essentially transform in the region prior to 26 Ma then a small change in the relative plate vectors may have initiated subduction and the associated volcanism. Southward evolution of the arc can then be seen as the straightening and extension of a single arc. Alternatively, the distribution of volcanic rocks can be interpreted as the capture of a relatively short lived arc by southward migration of the dominant Tonga-Kermadec subduction system.
