(Butte Meeting, August, 1913.) THE major cause of the deterioration of the open-hearth furnace as its length of service increases, is the melting down, or rather the slagging, of the checker-brick, together with the deposition of dirt in the form of iron oxide, etc., which helps to close the openings, as well as to slag the brick by chemical action. Any construction that will do away with the necessity of having the waste gases come down through the checkers will eliminate the main reason for their deterioration. There are some other well-defined reasons which are subordinate to the main one given above. Some of the defects of the present type of regenerator chambers are as follows: 1. The checkers cannot be cleaned while the furnace is in operation, nor can they be cleaned at the end of the run without taking out all of the checker-brick. This causes high costs for labor and brick. The labor cost is high because all checker-brick have to be handled twice. The brick cost is high because many of the bricks are spalled in the double handling, rendering them useless because a spalled brick will not stand up. 2. The top courses of brick become coated with iron oxide, etc., melt clown, and large amounts of dirt are deposited throughout the checkers, especially at the bottom. The draft of the furnace is decreased by the closing of the top and bottom openings, especially the top ones, and the entire working of the furnace is affected. If an effort is made to clean the checkers the dirt and brick falling down into the holes still further diminish the draft. 3. The distribution of the air or waste gases through the checkers is in many cases uneven, resulting in a lower temperature of pre-heated air and therefore a slower working furnace. Also, the passage of air and waste gases is so crooked that sometimes the chimney is not powerful enough to overcome the friction.

The work of the Committee during the year 1914 was especially directed to the securing of a larger representation in the Institute of those engaged in coal mining and coking. While these industries exceed in volume and in monetary importance all other mining industries in the United States, the membership of the Institute representing them has in recent years been relatively small. It was thought that an increase in the membership of the Institute obtained from among those engaged in these industries was desirable in order to increase interest in the work of the Institute, for this result can only be reached by securing the presentation and publication of a larger number of papers relating to these industries. It is evident that the reading of such papers will tend to increase the attendance at the local and general meetings of the Institute. Sessions of the Coal and Coke Committee were held and a number of papers relating to these subjects were presented at the meetings at Butte, Salt Lake, and Pittsburgh, the Pittsburgh meeting especially being planned with this in view. The activities of the Local Section of the Institute organized in the Pennsylvania Anthracite region have reawakened interest in that district and it is hoped that the same object can be obtained in the bituminous coal fields, either through the organization of one or more. local sections, affiliation with some of the local coal-mining societies, or through activities of the Coal and Coke Committee. Referring to the work of the Committee in its efforts to increase the membership of the Institute, the Committee desires to acknowledge the services rendered by many members scattered throughout the various coal-mining districts of the United States, in compiling lists of those qualified for membership in the Institute, but who have not yet become members. The lists so compiled comprised about 1,100 names, which were furnished to the Committee by the co-operation of 40 or 50 members of the Institute.

This paper is the result of a study, in 1919, to determine how much surplus power could be produced through the proper utilization of the entire gas flow from the two furnace stacks at the Federal Furnace Plant, South Chicago, Ill. Obviously, the problem was to measure the flow of gas through the main beyond the point where the amount necessary for stove operation was removed. In all probability, blast-furnace gas is the most difficult gas to measure, because of the high moisture and dust content, and the widely fluctuating flow from the furnaces. This wide fluctuation of flow forbids the acceptance of any one group of flow readings as indicative of normal operating conditions. A study of the conditions showed that a recording device on gas flow was necessary. As the gas at the point of measurement had passed through wet washers, and accordingly was saturated with water and contained considerable dust carried past the scrubbers in the form of sludge, no form of Pitot tube could be used, for this sludge would quickly plug the dynamic and static holes, spoiling the gage readings. An even more serious objection to the use of Pitot tubes was the impossibility of accurately measuring the cross-sectional area of the gas main on the plane of Pitot-tube installation. Given an absolutely clean gas and a perfectly circular pipe, it would be safe to assume, through measurements of the pipe diameter, that the gas main was of a certain cross-sectional area. But the continual depositing of sludge and the fact that the main was fabricated from riveted sheets led us to discard the idea of using Pitot tubes for this service. The Venturi tube was then considered, and had there been a sufficiently long straight run of gas main to accommodate a tube of the required size (72 by 28 in.) such an installation would very likely have been made.

A few weeks ago the Institute lost, by death, from its list of members one who in recent years, by frequent attendance at meetings, by the preparation of papers, and in many other ways, had shown a warm interest in Institute affairs; who had an extensive acquaintance among his fellow-members, and whose memory it is fitting to perpetuate by a permanent record in the volumes of our Transactions. Dr. Byron William Cheever, acting Professor of Metallurgy in the University of Michigan, died at his home in Ann Arbor, on the 6th of March, 1888. He was born September 17th, 1841, in Ellisburg, Jefferson County, New York. In 1844, the family moved to Geneva, Illinois, and thence, in 1857, to Dundee, Michigan. Two years later, a third removal was made to Ann Arbor to take advantage of the educational facilities there offered; and in 1859 the subject of this sketch, with his two brothers, entered the University of Michigan. In 1863, he took the degree of Bachelor of Arts. After a year or two of business life, he entered the medical department of the University, and graduated as Doctor of Medicine in 1867. A taste for scientific work had been developed in him in early life; and, even while carrying on undergraduate and medical studies, his proficiency in chemistry found recognition in his occasional employment as assistant in the University laboratory. The interval between the close of his course in Arts and the commencement of his course in Medicine was also devoted to chemical work, partly in the city of Philadelphia, and partly in the West Indies, where he was employed in the service of a commercial company engaged in the guano trade. Dr. Cheever never took up regular practice as a physician. After receiving his medical diploma he went again to Philadelphia, and for about two years was employed as an analytical and consulting chemist in that city. Only general treatment of a subject of such scope can be given in a short paper, therefore, except in a few instances, statistics and descriptions of specific installations are omitted. The earlier applications of electricity to the production of petroleum in the Mid-Continent field were widely separated chonologically, each holding a special interest, and each contributing greatly to the present development. Electric Pumping One of the first installations of electric pumping was on a lease near Jenks, Okla., in the Arkansas River bed, where a difficult problem was solved by the use of motors. The Arkansas River had frequent flood periods which interfered seriously with the use of jacks and pull rods. Small piers were built with old casing used as piling, and upon these were set small jacks driven by 3-hp. squirrel-cage motors. The starting switches were located on a bank and the power was furnished by a small generator, which was driven by an oil country gas engine. This installation was made in 1913 and is, I believe, still in satisfactory operation. In 1914, the Cushing field came in and the Hill Oil & Gas Co. electrified its Shamrock property, using eight-pole Star Delta motors, rated at 10 to 30 hp. and belted through countershafts to the band wheel. Power was furnished by a small generating plant consisting of two 135-kw. machines, gas-engine driven. Considerable difficulty was experienced in the early operation of this station because of low voltage. It is characteristic of small alternating-current generators that voltage regulation will be poor with widely fluctuating loads. This field had three producing sands, and a number of wells were redrilled with the motors, and this, together with a great deal of swabbing, was responsible for the bad load conditions. However, when the wells had settled down to steady operation, the electric equipment functioned satisfactorily, and continued in use as installed until a few years ago when the present owners contracted for service from a central-station company and shut

In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build them owing to what is perceived as an excessively large design risk. This is because traditional predictions for mill scaleup to large diameters are not always accurate. Alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses (grinding kinetics, material transport, and classification) are capable of predicting the performance of small- and intermediate-diameter mills (up to 4.3 m, or 14 ft) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline "large ball mill (4.7 x 5.5 m, or 15 x 18 ft) at Asarco's Sacaton operation, a ball mill (5 x 5.8 m, or 16.4 x 19 ft) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5 x 6.4 m, or 18 x 21 ft) at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm-diam (15-in.-diam) batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equations is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.

IN looking around me for some subject on which to frame an address for this meeting, it has occurred to me that some results of observation and investigation, in regard to the varied conditions under which gold is found, may possibly prove of interest. The subject is one which frequently crops up in discussions at our meetings, but there is always an immense amount of uncertainty expressed as to the actual condition in which the gold exists in any particular ore. It follows, therefore, that any light which might be shed on this rather complex subject, would be of value to science and of service to mining and metallurgical practice. In some investigations which I have, from time to time, been led to make, for the purpose of determining to what extent an ore might be concentrated, I have been astonished at the very varied and apparently inexplicable results encountered, and have been naturally led to inquire into the causes for such seeming inconsistency. The mines of Gilpin county, Colorado, where gold was first discovered in that State, furnish an infinite variety of examples of its occurrence, and it was here that difficulties first presented themselves to the Colorado miners, in the sudden transition from what is called " free-milling gold-ore " to an ore characterized by properties which make the ordinary treatment by amalgamation stamp-mills utterly impracticable. So long as mining was limited to what might be called the zone of oxidation in the veins, just so long might amalgamation be conducted without difficulty; but directly the miner reached a point beyond the influence of the oxidizing power of the surface waters, the gold resisted all attempts at amalgamation, and recourse • was had to smelting.

Cananea is located at an elevation of 5,200 ft in the north-central part of the state of Sonora, Mexico, about 135 miles northeast of Hermosillo, the state capital, and about 30 miles south of the United States border. A graded road runs to Cananea from the border town of Naco, near Bisbee, and a branch road turns east to Cananea at Imuris, a town 36 miles south of the border on the Nogales-Hermosillo highway. Railway service is provided by a spur from the Nogales-Naco branch of the Ferrocarril del Pacífico Railroad. Fuel for the power plant, smelter, and town (population approximately 20,000) is natural gas, supplied through a pipeline from the United States. The Compa[n]ía Minera de Cananea generates electric power for its own installations and also supplies both electricity and water to the town. HISTORY The earliest record of mining in Cananea dates back to 1760, when Jesuit fathers worked the Cobre Grande mine for silver in spite of resistance from hostile Indians. About 1800, several mines were worked on a relatively large scale by the House of Guea of Chihuahua. From then until about 1890 when William C. Greene of Fairbanks, Ariz., acquired control of a large group of properties, mining continued in a rather sporadic manner. The mineralized district is approximately 6 miles wide and 15 miles long, and the orebodies are associated with breccia pipes and granitic intrusive rock. In the early days, many small mines operated within the area on high-grade orebodies. THE mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts. The latter are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various types are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and enable the men at the tops of the shafts to sort out the required sizes and to have them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

DuRing the winter of 1868-9,I was called upon by Professor F. H. Storer, to put up the Bunsen filter pump in the chemical laboratory of the Masschusetts Institute of Technology. As the laboratory is on the lower floor, it was found necessary to use a great deal of cumbrous pipe and apparatus to get the necessary column. It was then suggested that if an instrun~ent could be devised which would make use of the hydrant pressure in the service-pipe, it would do away with the objectionable features of the Bunsen pump. After using the Bunsen pump for some years, the jet pump to be described in this paper was devised, and it has since been adopted by Prof, Wing in the quantitative laboratory of the school. I am much indebted to Prof. Wing for his aid in starting the manufacture in brass of these jet pumps, whieh are now to be had in Boston. The jet pump much resembles the Giffard injector in form. It, differs from it in the fact that water is the impelling fluid, and air the impelled, while with the injector steam is used to impel water. The principle of condensation of steam, which is availed of in the injector, is entirely wanting in the jet pomp. The jet pump consists in a water jet, w, (see figure), a constriction or waist, a, and a waste tube, o. The success of the jet pump depends on the follow ing conditions: 1. The relation between the sizes of sectional area of a and w. ' 2. The proximity of n and w. 3. The form and angle of the two hollow cones whose vertices make the constriction a. 4. The relative size of sectional area of w and o. 5. The zigzags, or an equivalent means of making foam. (written discussion?).-The author of the paper has given an excellent description of the appliances used to cool parts of an open-hearth furnace, and some of the reasons why the refractories fail in service. Personally, I favor water-cooling, but to a limited degree. At one time I advocated more universal cooling than is now practised, but believe I must change my mind. Water-cooled, thin-lined blast furnaces have not proved as satisfactory as anticipated. While this may retard the building of many such furnaces, it will not prevent the use of regular tuyere- and bosh-cooling appliances. Water-cooling any furnace may be easily carried to the extreme. In an open-hearth furnace, excessive port or roof cooling, or cooling the working floors may preserve the lines of the furnace, lower the cost of refractories, acid to the comfort of the workmen, and necessitate fewer shutdowns for repairs, but it may not be good economy on account of the high first cost, the cost of cooling water, maintenance of cooling appliances, and the immediate reflection in a higher fuel cost. The question becomes a financial one, and is answered by using water-cooling devices up to the point at which they cease to show true economies. Open-hearth furnace bulkheads, roofs, and ports fail rapidly in about the order named. If they could be made to last indefinitely by water-cooling, the furnace would still have to be shut clown periodically for cleaning the slag pockets, regenerator chambers, and flues. Extra, or spare, pockets and regenerator chambers have been advocated to permit of continuous operation, but the space required, the cost of installation, and the fuel required to initially heat such cold chambers will largely prevent their adoption. Some particular fuels, as high-ash powdered coal, require frequent stoppages for cleaning, but for this particular fuel a special provision can' be made.

ClameR,* Philadelphia, Pa.—Unfortunately, prior to the war no serious attention was given to the conservation of tin, notwithstanding that this country is practically dependent upon outside sources for its entire tin supply. Tin is of vital importance in many industries, but it is surprising how many and how excellent are its substitutes when we become acquainted with them. Tin has always been a relatively high-priced metal, and it is part of the human attitude to associate high prices with high standards; it is not until the price of a commodity becomes well-nigh prohibitive that we hunt for substitutes, because the idea of substitution seems always to involve an assumption that the substitute must necessarily be inferior. The history of the development of bearing bronzes is a striking example of this policy. In the early days, copper-tin alloys were almost universally used, the idea then being prevalent, which is still held by many, that a bearing to resist wear must be hard, and the harder the better. The favorite bronze bearing contained 90 per cent. copper and 10 per cent. tin; frequently, in service which was considered severe, even higher proportions of tin were used. The Captain mine came into being under the following circumstances: 1) Commonwealth Edison had need for fuel for the generation of electricity in their Chicago service area. 2) Southwestern Illinois Coal Corp. had an ample supply of coal in the Illinois No. 6 and No. 5 seams. 3) The Gulf, Mobile & Ohio R.R. had a one-line transportation system with the capability of transporting coal from the Captain mine to Commonwealth Edison. These fortuitous conditions permitted an effective three-way partner- ship to develop. Commonwealth Edison had built a new generating station at Joliet, Ill., across the Illinois River from the existing station, to supplement their power-generating capacity for the Chicago area (Fig. 1). The annual requirement of the Joliet station is approximately 4.5 million tons of coal. From large reserves of coal in the No. 6 and No. 5 seams, Southwestern Illinois Coal Corp. contracted to supply Commonwealth Edison with approximately 6 million tons annually from its Captain mine. The logical carrier was Gulf, Mobile & Ohio, whose mainline travels through this coal field and also passes by the Joliet station on its way to Chicago. This railroad has been moving Southwestern's coal from the Streamline mine for more than 30 years. The basic ingredients of timing, scheduling, moving, and handling were adopted by the three parties, the precise details being worked out jointly. To do this, each group had to know its requirements exactly. The initial schedule was drawn up and tentatively approved, with each party taking a hard look at its own requirements and commitments to make certain that the schedule could be met on a normal daily basis. With only minor changes, the final schedule was adopted, each participant feeling that it had a sufficient factor of safety to maintain steady operation. SERVICE failures in brass condenser tubes are often due to corrosion. One of the commonest types of corrosion reveals a surface structure of redeposited copper.1 The study of the effect of alloy addition agents in preventing this kind of corrosion has received impetus from the extensive publication of Bengough and May.2 The mechanism of such inhibition gauged from immersion corrosion,' cell corrosion,' and electrolytic potential' measurements is controversial. This controversy may be attributed in part to a lack of definite knowledge5 of the actual nature of the initial films formed in corrosion experiments. In our own corrosion work on copper and 70-30 brass this lack became apparent and necessitated an examination of surface films by X-ray and electron diffraction methods. The present paper is but an introduction to the subject of inhibition and reports the structure of films formed in active corrodents. EXPERIMENTAL PROCEDURE The arsenical coppers and brasses used in this investigation were made by one of the writers* in the plant of the Revere Copper and Brass Co. at Rome, N. Y. Standard commercial melting practice was followed. O.F.H.C. copper and electrolytic zinc were used and all arsenic additions were made by additions of a master copper alloy. The final analyses are given in Table I. Likewise, the extrusion, cold-rolling, and intermediate anneals employed followed standard usage. Final heat-treatments were given to all materials to produce a similar grain size (0.035 to 0.045 mm. for brass and 0.015 to 0.025 for [ ] copper) for the alloys containing various percentages of arsenic. Samples ¼ by ½ by ¼ in. were cut from sheet material resurfaced and finished with 0000 metallographic papers. The surfaces were all degreased in alcohol and benzine before immersion. After immersion in the corrodent, they were washed gently in tap water, dipped first in alcohol and then in pure benzine and allowed to dry in the diffraction apparatus. DURING the seventeen years Fairchild has been making aerial surveys and aerial photographic equipment many changes and improvements have been made in the equipment and in the technique of using it. Aerial photographic operations have, been developed from the crude methods and apparatus of wartime to a science upon which exact engineer-ing calculations can be based. In the early days there was no airplane specially designed to meet aerial photographic requirements. One type of camera was used in all types of operations. Projects were made to conform to the products we could make and deliver. Obviously this entailed definite limitations. We now have airplanes designed specially for aerial photographic operations in accordance with the conditions encountered in actual service experience. We have cameras for every photographic purpose and our laboratory technique and equipment have been developed to the point where it is possible to make contour maps from vertical aerial photographs with contour intervals as close as five feet. Therefore, the selection of equipment now can be made in accordance with the time at our disposal, the justifiable cost, the scale desired, and the general requirements of the client. This does not mean, however, that arbitrary deliveries can be set for aerial photographic products. The factors in each project vary and each job must be considered in accordance with the factors involved. This accounts for the fact that products of aerial surveys may readily vary from $1.25 to $200 a square mile. Sherman M. Fairchild became interested in the design of a radically different aerial camera during the war. At its close he was about ready to demonstrate his design to the War Department. By 1920, he was able to bring out his first completed model. It had a number of radical features, one of which was the first dependable high-speed between-the-lens shutter, which makes for accuracy in aerial photographic work. Another feature was the use of metal throughout, eliminating the wooden parts that had been employed in wartime cameras. Another feature was the interchangeability of parts.

This note describes positive evidence that hydrogen in titanium alloys diffuses under the influence of a thermal gradient. The experiments confirmed the expected similarity of this system to the H-Zr system and produced qualitative information on the magnitude of the heat of transport for hydrogen in titanium alloys. This effect has practical importance in applications where titanium alloys operate in a thermal gradient under conditions such that hydrogen embrittlement may develop within the expected lifetime of the structure, for example in supersonic aircraft service. The theories of thermal-gradient diffusion may be found in recent reviews and experimentation in this field by Shewmon,1 Sawatzky,2 Markowitz,3 and Darken and Oriani.4 The basis for Soret thermal diffusion is the "heat of transport", denoted by Q*. This is an energy term for the amount of heat (energy) transferred by atomic diffusion, and can be either positive or negative signifying a driving force for atomic diffusion to the cooler or hotter region, respectively. Experimentally, Q* is determined by plotting the natural logarithm of the point-to-point concentrations after exposure to a thermal gradient vs the respective point-to-point temperatures in units of the inverse absolute temperature scale. The slope of the straight line is Q*/R, R being the gas constant. For the titanium experiments, specimens (3 by 1 by 1/16 in.) of a) commercially pure titanium, b) the 8 Al-1 Mo-1 V titanium alloy, and c) the 6 A1-4 V titanium alloy were exposed to thermal gradients of 6° to 115°C per in. for 18 days at 250° to 550°C. The temperature gradient was in the direction of the 3-in. dimension. The hydrogen concentrations existing after exposure were determined on sections of the specimens by vacuum extraction. The observations here presented are not those of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons in the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition. I. Income The revenue of a mining company from the sale of ore or concentrates comes in the form of remittances, accompanied by settlement sheets made out by the buyer of the mine product, such as a smelting company. It is the duty of the mine accountant (or the person to whom this is assigned in connection with other work) to check these settlement sheets, against both the mine weights and assays, and the schedules of prices arranged between the mine and the smelter. As a rule, quotations for silver, lead, zinc, copper and other metals enter into the settlements, and require checking, as do also bills of lading. Each step of the arithmetical calculation is also checked.

In a broad sense automotive fuel is simply fuel in general and includes coal, coke, wood, charcoal and gas, in addition to the full range of liquid combustibles. All of these are actually used, or have been used, commercially to some extent as fuel for automotive vehicles. The steam lorry burning coal and coke is a common sight on the roads of England. The fact that these coal-fired steam lorries have a distinct advantage in taxes over the conventional gasoline-driven lorry probably explains the survival of this vehicle. The omnibus, or charabanc, operated by city gas carried in a balloon container on the roof, was also at one time a common sight in England, although not as common as the ubiquitous steam lorry. These gas-operated vehicles have, however, disappeared from the streets in recent years, and probably owed their existence entirely to war conditions. In France one of the largest motor vehicle manufacturers had last year more than 30 trucks equipped with regular gasoline engines in service in the Parisian area operating on producer gas obtained from a small gas producer mounted on the running board of the truck. Both wood and charcoal have been used in these gas producers. The authors were interested enough in this unique commercial development to spend some time examining the apparatus used and inquiring into the success which it had met. The picture is by no means an impossible one purely from the standpoint of practicability, but there is no doubt of the soundness of the conclusion that this is not a development which has any present important significance. Powdered carbonaceous matter, coal, coke or lignite, has been used experimentally in special forms of internal combustion engines, but so far as is known, these have never been applied to automotive practice. Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."
