GERARD B. ROSENBLATT,* Salt Lake City, Utah (written discussion?). -Mr. Eschholz attacks this problem from what appears to me to be the proper angle. He does not limit his viewpoint to the attainment of ideal results under conditions approximating laboratory practice, but rather discusses actual commercial conditions that must be maintained in large-scale operations, where continuity of service without expert attendance is one of the prime considerations. I am of the opinion that Mr. Eschholz has not given sufficient consideration to the commercial possibilities of what he describes as System B, the use of low-tension a.-c. industrial or lighting circuits for supplying power to Cottrell treaters through the medium of a step-up transformer and a synchronously driven rectifier, without the use of motor-generators. It is true that, to date, few installations on a large scale have used this system, but I believe that when the conditions of power supply are suitable, and when proper precautions are taken, this system can be used successfully and to advantage. where at present it is considered necessary to use motor-generator sets. In the average commercial Cottrell installation of any size, the motor-generator set is used for two purposes: (1) To isolate the industrial supply circuit from the Cottrell circuit. (2) To. afford, an easily operated and smooth system of control for the Cottrell treater voltage With proper engineering, both of these objects can be accomplished without the use of motor-generator sets.

Fox some time it has been more or less recognized within the industry that a scientific control of flowing wells would result in increased production and a greater ultimate recovery of oil. About two years ago it was proposed by the writer that this control should follow principles worked out by him while handling large air-life operations. In the case of wells that had ceased to flow where a large quantity of liquid was present, the use of these principles would result in a large increase of production by using compressed air or gas to flow the well; in the case of a well flowing naturally it would take the form of controlling the gas associated with the oil, resulting either in immediate increase of production or in a reduction of the gas consumed per barrel of oil, and in both cases would result in a greater ultimate recovery from the sand. The Roxana Petroleum Corp., appreciating the advantages to be obtained by a scientific application of the principles of the air lift to oil wells, recently engaged, for a limited time, the services of the writer to work out some of the problems involved. The work was carried out at Braman, Garber and Tonkawa in Oklahoma, and at Oxford in Kansas. Following some suggestions of the writer a well was also equipped by the Roxana company at Smackover by A. S. Field.

After eight years of testing and development, the E. J. Longyear Co. has adapted the wire- line core barrel to small diameter drillholes. Field performance indicates that the apparatus for the BX hole will be an important supplement to the conventional techniques used in the diamond core drilling industry. Higher core recovery, faster drilling progress, and reduced diamond costs will provide substantial savings to the user of coring equipment. The wire-line principle is not new, having been successfully applied to the large-diameter holes of the petroleum industry. But scaling the practices of core recovery in oil well drilling down to the small BX hole presented a number of problems. The technique, difficult even for large holes, was complicated by the exacting limitations of the small diameter in which durable and foolproof mechanisms would be required to operate. Since the maximum benefits could be realized from this sys- tem in holes 1000 ft and deeper or in holes in badly fractured ground, the drill string would have to be able to withstand heavy stresses. Most vital to the success of the idea was the development of a positive latching mechanism to assure proper positioning of the inner tube of the core barrel when the tube is dropped into place. Lastly, little was to be gained from the wire-line method without diamond bits that would give optimum penetration rates and a long service life in the drillhole.

Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.

A self-appointed, committee consisting of J. Waldo Smith, Chairman, Richard S. Buck, J. J. Carty, J. Parke Channing, E. L. Corthell, Alfred Craven, Thomas Crimmins, Gano Dunn, George Gibbs, Alex. C. Humphreys, F. L. Hutchinson, Charles Warren Hunt, D. S. Jacobus, John W. Lieb, William Barclay Parsons, George H. Pegram, Charles F. Rand, Calvin W. Rice, Robert Ridgway, William L. Saunders, Merritt H. Smith, Bradley Stoughton, and William H. Wiley, organized a course of seven free lectures on military engineering, which were given by Captains Thomas M. Robins, Richard T. Coiner, Edward D. Ardery, Corps of Engineers, United States Army, and which was under direction of Major General Leonard Wood. The United Engineering Society presented, without charge, the use of the auditorium for the purpose of these lectures, but the interest proved to be more than three times as much as had been expected, and it was therefore necessary to divide the courses into three parts, one of which was given in the afternoon in the auditorium of the United Engineering Societies Building, one in the evening in the same place, and another in the evening in the auditorium of, the American Society of Civil Engineers. These lectures occurred on Mondays, from Feb. 14 to Mar. 27, 1916. The subjects and speakers were as follows: Feb. 14, 1916: Organization and Duties of Engineers in War, and what Engineers in Civil Life will be called upon to do in the Defence Of the United States. To open the Fisher Hill mine of the Republic Steel Corporation, it was necessary to sink an inclined shaft into the rock and excavate stations, drifts, and ore pockets. This inclined shaft, or slope, q ft. 8 in. high by 28 ft. 2 in. wide, has compartments for two 5-ft. gauge ore-skip tracks of 120-lb. rail, one 5-ft. gauge man-skip track of 60-lb. rail, a concrete stairway, and service pipes consisting of a 12-in. compressed-air line, an 8-in. pump-discharge line, and a 4-in. water-supply line. When we were requested to investigate the work, the progress being made (by another organization) amounted to only 2 ½ ft. advance in 24 hr. We reported that progress of at least 6 ft. per day could be made. As a result, the Defense Plant Corporation, through the Republic Steel [ ] Corporation, entered into a contract with us to sink the shaft. The contract contained a penalty and bonus clause predicated upon an advance of 150 ft. per month. The average advance was 7.8 ft. per day; that in the best six-day week was 60 ft. and that in the best month, 215.5 ft. in 25 working days. The drilling was performed by 3 ½ -in. wet drifter drills mounted on five 8-ft. columns (see accompanying illustration). Even though a full-face drilling and mucking operation is customarily desirable, the steep slope, with the accumulation of water and fine debris at the face, made a modified heading and bench operation preferable. The death of John Frederic Blandy, which occurred September 17, 1903, at Prescott, Arizona, terminated the earthly activity of one of the most active and able of the American mining engineers of the last generation. Mr. Blandy was born, April 24, 1833, at Newark, Delaware. His father was an Englishman, who had been in business in the island of Madeira, and had come thence to settle in the United States. At the age of eighteen, he was attached to the engineering field-corps of the Philadelphia & Reading Railroad; but, after a year of this service, he went to Germany, where he spent three years, entering in 1852 the Mining Academy at Freiberg, Saxony. Graduates of that institution need not be told that, at the period referred to, it held unique prominence in its special field, not only by reason of the great investigators and instructors, such as Cotta, Breithaupt, Weisbach, Plattner and Gaetschmann, who belonged to its faculty and brilliantly blended theory and practice in its work, but also because rival institutions were few. It cannot be fairly said that Freiberg has fallen below its ancient standard of excellence. Its chairs of instruction are still occupied by eminent men, worthy successors of the illustrious teachers who preceded them. But a host of technical academies, especially in this country, munificently equipped and efficiently conducted, have come into existence during the last half-century; and no one institution can ever hereafter claim the pre-eminence which the Freiberg Mining Academy once enjoyed. In those days, American mining engineers returning with satisfactory credentials from that school were sure of immediate employment.

The commercial success of this low-grade property by Houston Oil and Minerals Corp. (succeeded in interest by Houston International Minerals, Inc.) resulted from credibility of analytical data furnished by the property vendor upon initial examination and from other favorable geologic criteria in evidence; from negotiation of lease terms not detrimental to project economics; from entrepreneurial exploration management; from an encouraging attitude by the US Forest Service; and from the favorable mining and metallurgical characteristics of the ore body. The potential of the property, but not its location, was brought to the attention of the project manager (the author) by the vendor some time before accepting employment with HO&M. In December, 1977, the vendor granted an examination to the project manager, by then an employee; and a lease to the 15 mining claims embracing the property was executed in April, 1978. (See Fig. 1.) Field work and extensive claim staking in this virgin district commenced in May, with drilling beginning in August. At the point that an apparent discovery was recognized in October, only $98,000-including property payments-had been expended on the project. By April, 1979, the deposit was drilled out on 60-m (200-ft) centers and a preliminary re- serve estimate, discounted cash-flow analysis, and recommendations for mine development and additional exploration submitted to management-all at a cost well below budget. The property was recommended for acquisition after matching favorable geologic criteria developed by the project manager. Favorable lithology, structure, and geochemical zonation converged on a subdued low-temperature hydrothermal alteration zone subtly expressed on a pediment surrounding the heart of the property, from which approx [ ]

THE subject which has been allotted to me is so vast and far-reaching that it is impossible to deal adequately with it in the time available. AT the meeting of January 28 which was held too late to be reported in the February MINING AND METAL-LURGY, Messrs. Taylor, Barron, Bassett, DeGolyer, Hutchinson, Norris, Rand, Reynders, Smith, Sweetser and Callow were present. Aside from routine matters, relating to finances and membership,, the Board author-ized establishment of a payroll account and payment by check. It also approved plans for a regional meeting to be, held at Cleveland on April 19 and 20 under the auspices of the Ohio Section and the Iron and Steel Committee. Following a report from the Committee on increase of Membership, Messrs. Barron, Bassett, and Sweetser were appointed as a special committee to con-sider the feasibility of increasing the dues. Mr. Read was made secretary of this Committee. A pleasant feature of the meeting was the presence of past-presi-dent Olcott and the presentation by him to the Institute of an elaborate scrap book, covering the excursion through Mexico made by the Institute in 1901. The meeting was preceded by a dinner at which Scott Turner spoke of the problems of the Bureau of Mines and the large volume of service work for the govern-ment it was now called on to perform. M. L. Requa discussed the need of more exact data covering our national reserve of minerals. E. N. Cooper gave a vivid picture of conditions in Mexico. W. H. Bassett told of the problems before the Institute of Metals, and Zay Jeffries told of the plans for that Division now being formulated. Max W. Ball reinforced what Mr. Requa had said relative to the importance and value of conservation studies as relates to minerals.

At their last meeting, the Directors of the Institute passed the following resolution regarding Robert W. Hunt, who was president of the Institute in 1883 and 1906. This resolution was engrossed and presented to Captain Hunt at a dinner given to him in Chicago, December 9, on the occasion of his eightieth birthday. Resolution At that time it was announced that $5000 had been guaranteed as the nucleous of a fund, the income of which will be used for prizes to be awarded each year, under the supervision of the American Institute of Mining Engineers, for the best papers on iron and steel subjects. The Board of Directors of the American Institute of Mining Engineers extend to their distinguished colleague, Robert W. Hunt, a hearty greeting upon his eightieth birthday anniversary. They congratulate him upon his notable achievements as a pioneer in ,the manufacture of iron and steel, and his long and admirable service both as a practical director and as a wise critic and counselor in that art. They remember with gratitude his successful administration, for two separate periods, of the Presidency of the Institute, and they recall with pride the honor conferred upon it through the award to him of the John Fritz Gold Medal. Not least is their satisfaction in the retrospect of forty-four years of his membership in the Institute, with its unbroken record of loyal friendship acid delightful companionship; and they pray, that this record may be continued for happy years to come. In witness whereof, they have ordered this minute to be entered upon the records of the Board, and a copy duly attested to be sent to Captain Hunt.

The following outline has been prepared by request with the help of leading professors, business men, and social workers. It is arranged to cover 64 or preferably 96 class periods-four to eight month's work at the rate of two or three periods a week. More time would be desirable, but less time would be better than nothing. Certain topics must be omitted, especially if the assigned number of periods are lessened, where time is lacking. Many subjects are suggested in order to permit of choice and adaptation to local conditions; this is merely a suggestive outline. The course should be supplemented y engineering trips to study certain industrial conditions and the betterment work of selected companies-and social agencies. It should also be accompanied by brief surveys and practical service by students along the lines indicated. Reports and essays should be written. This is not a regular course in sociology and economics. It is a course in "human engineering" and should probably be directed by an engineering professor of large practical experience. Other members of the faculty, sociologists, economists, selected engineers, employers, labor leaders or others may be requested to lead certain periods, as desired. Care has been taken to avoid biased judgment in selection of topics and references.* * The authors of this outline have compiled an exhaustive list of references to books and periodicals relating to each group of topics. Lack of space prevents the publication of these lists in the BULLETIN, but they will gladly be supplied on request.-Ed.

The New Jersey Zinc Co. successfully holed through a 2 ½ -mile haulage tunnel connecting its new Ivanhoe shaft with the Van Mater Shaft at Austinville, Va. This 8 x 10-ft cross-section tunnel was driven from both ends and met at a point approximately a mile from one shaft and a mile and a half from the other. In order to make certain that the faces met accurately on line and grade it was necessary to refine conventional mine surveying practices. The mines that are serviced by these shafts are located in the southwestern part of Virginia approximately midway between Roanoke and Bristol at the west foot of the Blue Ridge. While the presence of lead-zinc sulfide ores has been known in this area for more than 200 years, it was in 1902 that New Jersey Zinc Co. acquired the Austinville property, which has been in constant operation since that time. About ten years ago the company undertook an extensive diamond drilling program at Ivanhoe several miles to the southwest. This program was successful in locating sufficient ore to justify the purchase of a number of the properties in this area and plans were made to develop the new orebodies. The discovery of this ore as well as substantial additional reserves at Austinville resulted in a decision by the company to increase its daily milling capacity to 3000 tons, of which about 1000 tons would be supplied from the Ivanhoe mine.

CONDITIONS in underground mining are so variable that in approach-ing the problem of the economies effected by the use of pressure-treated mine ties and mine timbers, it is necessary to secure specific data for each mine. Facts must first be dug out to show the service life of untreated timber and the reason for its failure. Generally speaking, decay is the usual cause of failure, but in some mines mechanical destruction is an important factor. Occasionally the two causes combine to produce fail-ures, and it is difficult to determine positively which factor is responsible. In making comparisons, it is always necessary to start with the cost in place and for this reason there must be accurate information covering the labor cost of installation and the labor cost of renewals. When treated timber is used, it is necessary to know the specifications for the treating process, whether the timber was painted, dipped, treated open tank, or impregnated under pressure according to standard specifica-tions. It is also necessary to know the preservative used and the amount of the preservative that was retained by the timber after treatment. It is also well to know whether the timber was thoroughly air-seasoned before treatment or was green at the time it was treated. The kind of timber available, both untreated and treated, must be known and all of the factors listed above must be taken into consideration in the study of any problem.

The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources fortunately are supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for special purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Charles Hayden Memorial Fund, designated to further the education of Student Associates, the Rocky Mountain Fund, and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowment funds of the Institute through a standing, committee, of which H. T. Hamilton is chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, Henry Krumb and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

ONE of the most prominent features of our present-day industrial development is the ever-increasing demand put upon materials of con-struction. Engineering ingenuity, within the past 25 years, has been unusually active, and in some fields at least engineers frankly say that engineering design has progressed as far as the limitations imposed by the properties of the present materials of construction will permit. Consequently, they are today demanding improvement in their working materials and seeking new ones, through the aid; of which the present limitations of design may be overcome. The activity of this search is evident in all fields, but it is particularly so in that of structural materials required to be resistant to corrosion. The corrosion resistance of metals and alloys is never absolute and all-inclusive; a particular alloy will withstand some corrosive conditions well and fail utterly tinder others. Furthermore; other properties, physical and mechanical, required in-conjunction with corrosion resistance vary considerably for different commercial applications. One wants a soft, ductile sheet metal resistant to atmospheric corrosion; another, a high-strength- alloy resistant to sulfuric acid. The last decade has witnessed active and definite progress in the development of high-strength, corrosion-resisting alloys. In June, 1924, a symposium by the American Society for Testing Materials, on Corro-sion-Resistant, Heat-resistant and Electrical-resistance Alloys, disclosed no less than 60 commercial alloys the properties of which were described as being suitable for industrial service where corrosion resistance

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

THE foundation established by the partners of the late Robert W. Hunt provides for both a medal and a prize. The latter has not been given before this year, and the first award is to C. H. Herty, Jr., for his several papers on the physical chemistry of the open-hearth process.. He is the son of the well known chemist of the same name. He was born at Athens, Ga., on Oct. G 1896, graduated from the University of North Carolina in 1918, and went into war service as foreman of U. S. Chemical Plant No. 4, at Saltsville, Va. In 1919 he went to Massachusetts Institute of Technology, where he was successively instructor, research assistant, and research associate in the School of Chemical En-gineering practice receiving his master's degree in 1921 and his Ph.D. in 1924. He continued his brilliant work on the physical chemistry of the open-hearth process, much of it being done in cooperation with the Bethlehem Steel Co. at its Lackawanna plant, and dealing with the elimination of sulfur. In 1926 he joined the staff of the U. S. Bureau of Mines, in charge of its ferrous metallur-gical work at Pittsburgh, and continues to be active in research work on the physical chemistry and metallurgy of the open-hearth process. His Institute publications are: Some Factors Affecting the Elimination of Sulfur in the Basic Open-hearth Process," "Chemical Equilibrium of Manganese, Carbon and Phosphorus in the Basic Open-hearth Process" and "Desulfurizing Action of Manganese and Iron," and he will present a paper on ?Effect of Temperature on the Solubility of Iron Oxide in Iron" at the annual meeting.

The extremely valuable papers and discussions on coal-cluat explosions by Bache,' Eavenson, Shurick, Mannakee,* and Raymond are of unusual interest to me, since it has been my duty to carry on investigations on this and allied subjects for the Technologic Branch of the United States Geological Survey during the past year, and to make a series of coal-dust tests in the explosion-gallery at Pittsburg during a short periocl when its use could be diverted from the pressing work of testing explosives. In several of the discussions mentioned, it has been assumecl that the Technologic Branch of the Survey mas not paying attention to certain phases of the general problem, or to the specific question of temperature and humidity of mine-air in its effect upon the explosibility of coal-dust. This assumption is not correct, since from the time of the establishment of the " Mine-Accident Division," with its subdivisions of explosives, rescue-work, and mine-investigation, the mining engineer.; of the last-named section have made the subject one of chief consideration. Their general duties, including mine-sampling for governmeilt purposes, emergency-calls for rescue-work, and esplosion investigations, have prevented undivided attention, but all of them have been supplied with instruments for such determinations, and special report-forms have been in use and a great many observations made in mining-districts to which the mining engineers have gone. With the idea of obtaining a uniform system of reporting these data, and in the hope that the work may be of service to mining engineers in the field, the collecting blanks in use are shown in Forrns 1 and 2.

Samson Jordan was born at Geneva, Switzerland, June 23, 1831. At the age of 20 years he entered the Ecole Centrale des Arts et Manufactures, at Paris, from which he was graduated with high honors in 1854. After some months of service with the Compagnie du Chemin de Fer du Nord, he was employed (upon the recommendation of his former instructor, Prof. Burat, who had recognized his remarkable ability) at the mines of Portes, belonging to the Société de l'Elairage au Gaz et des Hauts Fourneaux, etc., of Marseilles, and subsequently to construct the St. Louis iron blast-furnaces of that Co. After finishing this work, he remained at Marseilles as a member of the directory of the Co., particularly connected with the development of its mines. In 1862 he became the general advisory engineer of the Co., and still later (1873) its general manager (Administratet~r), a position which he retained until his death, February 24, 1900. He became subsequently Administrateur of other important French industrial enterprises, including those of the Compagnie des Naut Fourneaux, Forges et Aciéries de Denain et Anzin, and the Compagnie Banco-Belge des Mines de Somorrostro ; and he was also, at various times, President of the Société technique du Gaz, Vice-President of the Comité des Forges de France, mepber of the Council of the Société d'Encouragement pour l'Industrie nationale.
