The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Derr and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

ON the northern part of the globe, almost since the earliest days of mankind's history. ironmaking has been practiced in one form or another. Some investigators question the generally accepted belief that copper and bronze were in earlier general use than iron, explaining the greater age and abundance of copper relics by their greater resistance to natural oxidation. However, the occurrence of copper in its natural state and its greater ease of reduction from the simpler copper minerals is a strong argument that the making and use of copper came first. Nevertheless, good evidence exists that ironmaking was practiced in ancient India and China, as well as in ancient European countries. Some interesting vestiges of those early operations still survive and have a place, in the background at least, of a discussion of modern blast-furnace practice.

ANYONE doubting prosperity in the mining industry should visit the Kootenays of British Columbia where the West Kootenay Power & Light Co. is kept busy running new power lines and connecting mines and mills with lines already in service. Quoting from an inspired statement "The four hydro-electric plants of the West Kootenay Power & Light Co. on Kootenay River have been in continuous operation." At the recent 35th annual meeting of the Eastern' British Columbia Boards of Trade held in Nelson, a two-day session indicated unusual activity. The following information was obtained through personal contact, through the press, and by hearsay. Much of it has been checked and proved accurate. Reversing the order of the flowsheet. Secretary J. R. Hunter reported as fol¬lows regarding the value of the 1934 production of the Consolidated Mining & . Smelting Company's metallurgical, plants at Trail and Tadanac:

THE Bureau of Mines for a number of years has been seeking additional ways and means of improving the efficiency of its operations and increasing its service to the public. It has become obvious that changes in the organization of the Bureau are essential to a more effective accomplishment of its functions and objectives. The old organization was defective in meeting current needs in that the Bureau's field activities were neither sufficiently coordinated with the national program nor were they particularly responsive to local needs of the mineral industries. Further, the traditional organization hampered the efforts of the Bureau to obtain, analyze and provide to the policy-making agencies of the Government essential information and advice in such a form that the requirements of domestic industry could be fully taken into consideration in the development of domestic and foreign policies. Consequently, the Bureau has now modified its organizational structure.

Since 1909, when an agreement between Minnesota's Tax Commission and the University of Minnesota's School of Mines was worked out, it has been the annual responsibility of the School to evaluate and classify the iron ore deposits within the State. These unique duties of an academic institution have provided School officials with an excellent view of the past, present and probable future of the mining industry in Minnesota as the average grade of iron ore (excluding taconite) * diminishes while at the same time it competes with beneficiated taconites and foreign high-grade ores for use in America's eastern blast furnaces. SYSTEM OF EVALUATION In the latter part of November of each year, the Mining Division of the Department of Taxation makes a preliminary study of the active mines which the Department wants the School of Mines to review. These are discussed with the engineers of the Ore Estimate Division of the School of Mines and with the mining companies. After these discussions, a list of the mines of each of the major operating companies is submitted to the Ore Estimate Division of the School of Mines with the request that these properties be reviewed by them as of the next assessment date (May 1st). At the same time, a letter is sent to the mining companies requesting that they submit to the Division their own estimates on the selected mines operated by them, together with all computations, drill records, maps and cross-sections. The mining companies are re- quested to send in this information during the first half of the year, and, as far as is possible, they have always complied with this request promptly. Much of this information received by the School of Mines is of a confidential nature and is treated as such.

IT was but a few years ago that the mining engineer, and his confreres, the civil, mechanical and electrical engineer, were stigmatized by politicians of the parish? pump variety as advance agents of unprincipled exploiters of backward countries. Today he is recognized as a most important missionary of civilization in opening up new territory to contribute its mineral wealth and incidentally its other resources for the needs of mankind. An engineer, it is now conceded, is not only a benefactor of the world at large, but is a primary factor in the betterment of conditions of the inhabitants of those countries developed by his skill and indomitable courage-for courage is requisite in pioneering and his indefatigable industry. The engineer will, I believe, become a real "Ambassador of Good Will," when the slow-consenting academic mind realizes as it must that beneficent deeds are more enduring and more convincing than mere gestures of professed amity.

THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.

The Friedensville zinc mine of The New Jersey Zinc Company is located about four miles south of Bethlehem, Pennsylvania in the Saucon Valley, an infolded and down faulted block of Cambro-Ordovician carbonate sediments surrounded by hills of pre-Cambrian gneiss and Cambrian quartzite except where breached by Saucon Creek at its entrance into the Lehigh River. The Beekmantown formation of lower Ordovician age is the host for zinc and limonite ores, the former occurring in the lower dolomitic portion thereof and the latter in the upper interbedded dolomite and limestone portion of the section. The Beekmantown is overlain unconformably by the Jacksonburg of middle Ordovician age and according to Miller (2) underlain conformably by about 2500 feet of Cambrian dolomites and 200 feet of the basal Cambrian Hardyston quartzite. Igneous rocks, younger than the Cambro-Ordovician carbonate rocks, are absent in the vicinity of the ore deposits. The major structure is a N60°E-trending saddle-shaped doubly plunging anticline overturned to the north. A syncline lies to the north of the anticline. A thrust fault of substantial displacement repeats the south limb of the anticline. The ore consists of sphalerite and pyrite, along with gangue dolomite and quartz, filling and replacing the sedimentary type matrix of a strata-bound solution collapse breccia in the dolomitic portion of the lower Beekmantown. This breccia was produced in pre-Jacksonburg time as a consequence of uplift, erosion, and development of a karst topography and subsurface drainage system in the Beekmantown. Deposits of both zinc and limonite are present on the vertical north limb, on the crest and on the gently dipping (25°) south limb of the Friedensville anticline; consequently, there is no preferred structural setting for mineralization. Rather this distribution supports the view that the folding is post-ore. Features confirming this view are the development of flow cleavage in the breccia matrix, the deformation of some of the sphalerite, and the fracturing of the pyrite mineralization therein. There is nothing to indicate that the age of mineralization is other than Ordovician and older than Taconic deformation. In the absence of intrusive igneous activity younger than the ore host, the writer suggests that submarine volcanic exhalations associated with the volcanic activity recorded in the eastern eugeosynclinal facies of the Ordovician may be the source of the metal ions.

Serrated plastic flow in stable austenitic alloys based on Fe/Ni has been shown to be related to the presence of carbon and/or chromium in the systems. Strength peaks and plateaus in the serrated-flow temperature region for a commercial alloy correlate with an increased dislocation content, arising, presumably, from enhanced multiplication as a result of a strong interaction between dislocations and solute atoms. The data generally support a mechanism controlled by migration of vacancies, with the energy for vacancy motion being modified by the presence of chromium. Chromium atom -dislocation interaction is responsible for effects above 500°C, whereas the defect interacting with dislocations between 200" and 500°C is suggested to be a carbon-vacancy Pair. ThE phenomenon of jerky flow, serrated flow, or the Portevin-le Chatelier (P-C) effect in austenitic stainless steels is usually attributed to substitutional at1,2 mospheres1,2 or to precipitates&apos;-4 which form at dislocations during plastic deformation. On the other hand, evidence exists which supports a direct inter-stitial-dislocation interaction mechanism for serrated flow in fcc Ni-C,5,6 Ni-H7-9 and in nickel-austenites containing carbon." The present work consists in a study of serrated plastic flow in stable austenitic al-loys. The effects of carbon and of chromium were investigated separately, and a commercial stainless steel with different levels of interstitial impurity concentration was studied in an attempt to delineate the combined effects of the alloying elements. EXPERIMENTAL TECHNIQUES a) Materials and Fabrication. A commercial AISI 330 stainless steel and several specially prepared aus-tenitic alloys have been studied. The experimental alloys were prepared by arc melting the constituents under purified argon. Analyses of the materials are given in Table I. The commercial alloy was obtained as 5/8 in. bar stock and rolled to 0.092 in. sq, with several intermediate anneals. At this stage some of the material was annealed in Pd-purified hydrogen at 1100°C to establish different levels of interstitial content. All other heat treatments were in vacuum (10-5 torr). The "pure" alloy ingots were swaged to 0.120-in. rod and annealed in Pd-purified hydrogen at 1100°C. The analyses for these conditions are also contained in Table I. Sonon. were obtained by either swaging or cold drawing. The test results did not vary with these techniques. b) Specimen Preparation. Two sizes of specimen and two gripping systems were used. i) 0.070-in. wire with a chemically milled gage section: 0.75 in. long, 0.060 in. in diam. These were fastened into grips containing tapped grooves. ii) 0.050 in. wire, gage length 1.5 in. Ball bearings were welded to the ends of the wires and the gage length was taken to include all material between the welds. Socket-type grips were used with these specimens. With specimens of type ii), joining was performed in a specially constructed brass jig, under argon, and automatic timing was utilized in the procedure. No adverse effects of welding were noted. Specimens were encapsulated and solution treated for 1 hr at temperatures selected to produce the same average grain size, -50 µ. Annealing twin boundaries as well as normal crystal boundaries were counted. The temperatures used are listed in Table 11. Table 11. Specimen Size. PRESIDENT Truman&apos;s economic report to Congress calls for an increase of 40 billion dollars in the value of goods and services produced in the United States by 1955; this is an increase of 16 percent over our 1949 production. If such an increase is to be realized, it will be possible only by a comparable increase in the production of steel-the keystone of our economy. Going one step further, since the raw materials of steel are iron ore, limestone, and coal, the President&apos;s goal can be reached only through the efforts of the mining industry. Coal and limestone reserves are not critical at this time, but the abundance of iron ore reserves has been subject to controversy. In this issue we proudly present "Cerro Bolivar--Saga of a Crisis in Iron Ore Averted" (a story which has been seven years in the making and three years in the getting).

The unit-train for moving mineral raw materials is considered by many railroad men as the most significant contribution toward reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling, results in the maximum utilization of equipment. For example, before the unit train was placed in service on coal hauled to one of Mid-Continent Coal and Coke Company&apos;s customers, about 900 cars and 9 locomotives were needed to move its coal requirements, compared with 250 cars and 6 locomotives currently used. If unit-train economics are to be achieved, coal companies cannot use railroad cars as small storage bins on wheels to accumulate their coal in train-load shipments, instead, these companies must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time.

There are no data available of shipments until 1858, and then estimated, when railroad service became available. By reason of the iron made in the county, and the large amounts of salt, the tonnage used locally was quite large, and until 1860 these are estimated from the probable salt and iron production. After 1859 the tonnages shipped by rail are partly estimated from the total shipments of the Allegheny Valley Railroad from four counties. It is believed that the totals are below, rather than above, what the actual production was. While considerably larger for the same years than figures given by the Secretary of Internal Affairs and census reports, these data were always too low in those days, partly because of lack of facilities for gathering them, but more largely because of the strong prejudice existing in those days against furnishing such data to any governmental agencies.

THREE-QUARTERS of the amount needed to defray the cost of the Louvain memorial clock and carillon has been subscribed by one-thirtieth of the total number of mem- bers of the engineering societies that are indorsing this memorial to the engineers who gave their lives in the Great War. Gifts of materials and services have been made, but about $20,000 is still needed to meet the total expense involved. Small contributions from the twenty-nine-thir- tieths of the total membership who have not yet subscribed should promptly provide this sum. The accompanying illus-tration shows the 48 gold stars made by the American Brass Co. for the four faces of the clock, being boxed for shipment at the works of the Dwight & Lloyd Co. at Netcong, N. J. The actual material of the stars is, of course, an aluminum bronze, which retains its gold color without tarnishing.

Considerable discussion took place at the June 18th Board of Directors Meeting concerning ways the Petroleum Branch office in Dallas could better serve its members and the essentially Petroleum Local Sections, namely the Delta, East Texas, Gulf Coast, Kansas, Mid-Continent, North Texas, Oklahoma City, Permian Basin, and Southwest Texas. The question of whether decentralization strengthens or weakens the Institute was debated, particularly as to what services could be advantageously decentralized and how both offices could keep informed on their mutual problems. Among other things, it was decided that an Auxiliary Admissions Committee could screen applications from Petroleum members before final action by the National Admissions Committee in New York. Finally it was voted, "That all administrative matters that can be properly delegated to a Branch organization may be so delegated". Final details were approved at the July 16th meeting of the Executive and Finance Committees.

The Institute offers two distinct relationships to. students: one is an individual relationship as a Student Associate; and the other is a relationship with local organizations of students, known as Student Chapters of the AIME This individual relationship is set forth in Section 8 of Article I of the AIME Bylaws, as follows "A student in good standing in an approved school, who has been nominated by at least three instructors of the nominee (one of whom must be an Institute member), may affiliate with the Institute as a Student Associate by payment of $4.50 annual fee, for which he shall receive one monthly journal and be privileged to attend meetings of the Institute and to use the Engineering Societies Library and the Personnel Service A student may remain such until December 31 of the year in which he ceases to be in university residence as a student "

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd M.emoria1 Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense.

Briefly, can you relate how you got into the minerals industry and some of your experiences as an executive, engineer, and administrator? Also would you tell ME about your affiliation with the Society of Mining Engineers of AIME? Roseburg, Ore., was where I was born and raised. It was, and still is a lumbering town; it couldn&apos;t have been any farther from mining. Upon graduation from high school, I turned 18 and, having already signed up with the Army Corps of Engineers, I was in the service eight days after my birthday. Four months later I was in New Guinea. As an amphibious engineer, I saw many of the Pacific and Philippine Islands, and ended up in Japan just a few days after the war was over. In later years, my work took me back to several of the places I had been during the war.

Lack of a system in scheduling the replacement of capital equipment can result in emergency purchases of units which may later be found unsuitable for the job. New York Trap Rock Corp., which produces crushed stone for use as construction aggregate, was faced with just such a situation some years ago. The company replaced capital equipment only when machinery in use was no longer serviceable, or when there was an obvious need for different equipment. Operating and maintenance costs were generally neglected because an efficient method was lacking. New York Trap Rock has four plants located along the Hudson River, all within 70 miles of New York City. Crushed stone output-6 million tons a year-is moved to markets in metropolitan New York, New Jersey, and Long Island areas by water transport. Customers are contractors with ready-mix concrete and asphalt plants located on the water.

Of many physical parameters critical to design of grinding processes, impact of grinding media is among the most difficult to measure or predict. Yet impact of falling grinding balls, pebbles, or rods accomplishes the fine grinding essential to metallurgical recovery of most important minerals. Unfortunately, the same impacts that break ore fragments deform or crack grinding mill liners. A project was undertaken at Climax Molybdenum Company to measure impact forces in operating ball mills so that they might be used to calculate stresses in liner materials and be correlated with service performance of mill liner alloys. Towards that end, a method of measuring impact forces on ball mill liners using an instrumented grinding ball has been developed. Preliminary tests show that impact forces and contact stresses imposed on bare mill liners are quite high but are greatly reduced by cushioning when coarse ore particles are crushed between balls and liners.
