A few months ago I had the honor of addressing the Society of Mining Engineers annual banquet in Sun Francisco. I have since been asked to amplify some of the remarks I made at that time concerning the management policies of the Kaiser organization and various aspects of our corporate thinking. This is a difficult task for an insider like myself. I look at the different companies, and the men who run them, and it is hard to think of these men in terms of policy or procedure. Actually I prefer the term management philosophy to either policy or procedure. My father, Henry J. Kaiser, is not only the founder but the guiding spirit of our organization. His philosophy, and in turn that of the organization, centers around two concepts, service and accomplishment.

A dynamic regional coal development model is constructed for the Eastern Powder River Basin of Wyoming. Using this model, alternative development schedules from a recent environmental impact statement submitted to the Department of the Interior are simulated (Ref. 1). These alternatives include different mixes of export capacity, different coal conversion techniques within the region, as well as various levels of coal production. Exportation of 70 to 80 percent of an ultimate coal production of 180 million tons (163.3 x l09 kg) per year and the careful phasing of additional public services with population growth effectively reduce the social and environmental impacts of coal development. The alternative involving the addition of 43,000 megawatts of electrical generation capacity has very significant adverse social and environmental impacts on the region.

Stringent controls now placed on the quality of coal make it important to be able to predict not only the tonnage and the grade of the coal in situ, but also the recovery factory and average grade after the coal has been washed. The established techniques of linear geostatistics (ordinary kriging) can be used to estimate the total tonnage and the grade of the coal in situ, but more sophisticated techniques are required for predicting the characteristics of washed coal. Two approaches are currently being investigated at Fontainebleau. One involves a parametric model of the washability curves and disjunctive kriging. This is described in Armstrong (1980(a) and (b)). The other is similar to the service variable approach used for estimating recoverable uranium reserves. The method is described in this paper.

THE subject of steel cleanliness has always been a major one in the steel industry and much study and effort have been expended toward improving the cleanliness of steel and meeting the ever increasing demands of customers for steels that will give better performance in service and permit economies in design and efficiency of the final product. Sometimes wee may feel that-these demands are unnecessarily stringent, and probably this is true in some instances. However, the pressure for higher quality has acted as a stimulus toward improving quality and, therefore, has tended to promote progress. In this paper, the whole subject off cleanliness is covered in a general way. In the discussion' on steelmaking practices, remarks have been limited to basic electric- furnace practice in the making of alloy steels.

(San Francisco Meeting, September, 1915) BELIEVING that the results accomplished in the mill of the Churchill Milling Co., Wonder, Nev., during the fiscal year ended Sept. 30, 1914, will be of interest, I am presenting the more prominent facts and figures showing the progress made in treating this ore with especial reference to tonnage, supplies, costs, and extractions. The mill is situated at Wonder, Nev., in the Wonder mining district, 55 miles east from Fallon, Nev., the nearest railroad point. All supplies are hauled this distance by freight teams, this method of transportation having been found more reliable for continuous service than trucks, the price paid for hauling being slightly under one cent per pound. MINING geology has been at once the vocation and avocation of John M. Boutwell, newly elected Director of the Institute representing Utah and Colorado. Geologists were looked at askance by most of the "big" men in mining when, from 1896 to 1900. Mr. Boutwell was teaching geology at Harvard, his alma neater; and his success in applying geologic principles to the business of finding ore contributed much to changing the attitude of scepticism. Though China has been widely explored by mining engineers during the past dozen years, comparatively little has been published concerning its mineral resources. The few moilographs scattered through the transactions of various societies contain far less information than the private reports made to the numerous syndicates which have sent out engineers. The best general account of the geolopy and mineral resources of China is to be found in the works of von Richthofen,' a remarkably gifted observer. The observations recorded here in this paper were made in the service of the Pekin Syndicate (which has kindly given me permission to publish them), during the first months of 1898, among the coal- and iron-fields of southeastern Shansi. PRODUCTS made from the ores of the sillimanite group, and synthetic substitutes for them, have unique properties, and service tests prove that they are playing, and will continue to play, a major part in improvements in metallurgical processes. Also, they are examples of how comparatively useless, rare, or "museum" minerals have been made available in commercial quantities. Until research developed uses for them, the minerals had been observed only in small, scattered masses, or crystals. Improvements in ceramic processes and compositions have come about very gradually. In the last 10 or 15 years, several outstanding developments have been made. Of greatest interest to the mining and metallurgical engineers are those affecting the composition, necessitating the mining of new minerals, and improvements in ceramic products used in metallurgical processes.

Since its organization, in July, 1917, the War Minerals Committee of the Institute, of which William Y. Westervelt is chairman, has been studying important phases of the mineral industry and its relation to winning the war. From this has come a realization of the imperative need for more definite coordination than is possible without direction by some governmental agency. No privately controlled industry can have the detailed knowledge of war needs or the control of all its supplies and markets necessary to effect the adjustment of its activities for war purposes. Zinc mining at Jefferson City began in 1854 with small scale production of oxidized ore from open pits. Significant production began in 1913 with the development of the Mascot Mine by the American Zinc Company. In 1965, four flotation mills were treating crude ore at the rate of about 12,000 tons per day and the Mascot-Jefferson City district currently is the largest zinc producing area in the United States. The producing mines, Mascot, Young, North Friends Station, New Market Zinc, Grasselli, Davis-Bible, Coy, and the Jefferson City, are 15 to 28 miles northeast of Knoxville in the Valley and Ridge physiographic province, an area of gentle relief lying between the more rugged Great Smoky Mountains and the Cumberland escarpment. The ore is strata bound, occurring essentially within a stratigraphic range of 200 feet in the Lower Kingsport and Upper Longview formations of Lower Ordovician age. In the lower strata of the mineralized section, the ore generally is found in coarsely crystalline elastic dolomite breccia containing silica and chert debris within a sequence of aphanitic limestones. The upper strata of the mineralized section are fine-grained primary dolomites that, in the ore zones, have been fragmented in mosaic patterns by solution collapse with the interfragmental space filled by white gangue dolomite and sphalerite. The mineralogy is unusually simple, sphalerite being the only important sulfide. Pyrite is very sparse. Dolomite gangue is abundant, silica was deposited in quite small amounts, calcite is minor, and fluorite and barite are very rare. The principal ore controlling structures are rubble breccia zones that were formed during the post-Lower Ordovician-pre-Middle Ordovician erosion interval by supergene solution as a phase of the development of a regional karst system of underground drainage that extended to' depths of at least 800 feet. The major Appalachian orogenic structures are post-ore and have been superimposed on the ore bodies. There is substantial evidence to support the current thinking of the writers that the ore deposits were formed at a depth not exc1~eding 800 feet.

HAULAGE was one of the many problems to be solved in the successful handling of the Miami Copper Company's low-grade orebody. The ore extracted had to be increased from 1000 to 18,000 tons per 24 hours over the existing track-age and haulage way. This called for increased speed, longer trains, in¬creased car capacity, and a block signal system so as to maintain a fixed schedule and headway. The motive power in service at the time of this transition consisted of Baldwin-Westinghouse 6-ton trolley locomotives. (See Fig. 3.) These locomotives were purchased to handle twenty inverted-V-bottom side-dump cars of 60 cu. ft. capacity. Dimensions were limited as to height on account of ore chutes, width on account of short radius curves, and length of 12 ft. from bumper to bumper- so that the locomotives could be handled on the man and material hoist which has a cage length of 121/ ft. THE phosphate-rock industry is built upon natural deposits of rocks and minerals in which the element phosphorus is present as a phoshate. The term ?phosphate rock? is a general one, applied to certain rocks of different degrees of consolidation and of diverese origin, charater and occurrence, composed of intimate mixtures of several phosphate minerals, largely submicrocrystalline, usually calcium phosphates, in commerical quantities, with various impurities. This term includes phosphatized limestones, sandstone, shales, and igneous rocks; nodular phosphates ; residual weathered phosphatic limestones ; vein phosphates ; and phosphatic sediments, both consolidated and unconsolidated.

THIS necessarily brief sketch will attempt to summarize the high lights of perhaps the best meeting so far held by the Iron and Steel Division. All sessions were well attended and the discussion was vigorous and of a high order. The technical sessions opened. on Tuesday morning. "Precipitation Hardening of Copper Steels" was discussed by Cyril S. Smith and Earl W. Palmer, and dealt with steel with a 1 per cent copper content. Discussion brought out that there were no fabricating difficulties, but that the surface might be somewhat checked due to intergranular penetration of copper which could be easily taken care of. Probable advantages of steels of this type for high temperatures were pointed out. "An Improved Nickel-chromium Hardened Chilled Cast Iron," by J. S. Vanick, described a wear-resistant cast iron and evoked a lively discussion.

ALMOST everyone in any of the five counties embracing the great East Texas field depends heavily upon oil for his living whether or not he actually owns a well or piece of royalty himself. Oil is a natural resource that, when utilized, spreads its benefits over a vast area and into many channels. Depending then almost entirely upon agriculture: what is now known as the East Texas oil field a decade ago had a scattered farming population. For many of its people, tomatoes and other vegetable crops coupled with the old southern stand-by of cotton, furnished an adequate living and a small cash surplus. Some farm families on the red hills, however, were not far re- moved from the sowbelly and black- eyed peas, or cornpone and potlikker, standard of living. Kilgore of that day, was a village of less than 850 per- sons. Longview, with just over 5000, apparently had reached the limit of its growth. Tyler was an overgrown farming town of around 17,000 persons, de- pending largely upon the agricultural income of Smith County and surrounding territory for which it was a trading center.

Uniquely colored, thin-bedded quartzite is quarried between Crossville and Crab Orchard in Cumberland County, Tenn. It is produced in all sizes up to the limits of transportation from beds usually ranging in thickness from less than 1/2 in. to 6 in. The stone is very resistant to wear and weathering and is marketed throughout the country for many different purposes in exterior and interior construction. The annual production exceeds 36,000 tons, valued at nearly $1,000,000.

IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.
