IN VIEW of the wide publicity given to the charges by the Couzens Committee of the United States Senate of discrimination by the Bureau of Internal Revenue in favor of the copper companies, it becomes a matter of interest to consider the basis for these charges. The point to be determined is whether they rest on a foundation of fact or are purely and simply matters of opinion. The whole question boils down to the purpose of the Tax Law as applied to mines, which is to afford the same protection to them as provided for all other taxpayers, namely: that they were to be allowed to pay back as depletion to their owners the values of their properties as they existed or were estimated to exist on May 1, 1913, free from tax. To determine these valuations it was? necessary to select from a wide range of possibilities a set of values for a number of essential factors.

MOST recently elected to the limited group of Honorary Members in the A.I.M.E. is the distinguished Australian metallurgist, Guillaume Daniel Delprat. His citation reads: "in recognition of his distinguished achievement as metallurgist, engineer, and administrator in the production of ferrous and nonferrous metals," Mr. Delprat's ability and experience in both the ferrous and nonferrous fields at once distinguishes him from most of his professional brothers. Mr. Delprat's nativity was neither Australian nor English, for he was born in Delft, Holland, in 1856, and educated in Amsterdam. At the age of 22 he went to Spain, as metallurgist for the Tharsis Sulphur and Copper Co., Ltd. Afterwards he spent some time with the Bede Metal and Chemical Co., which had mines in both Spain and Norway, and of which company he became general manager. Other positions of responsibility held by Mr. Delprat before he went to Australia included the managing directorship of the Cordova Exploration Co., with properties in Spain and Canada; of the Rincon Silver-Lead Mining Co., in Spain; and of the Deloro Gold Mines, in Canada.

The idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size had been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Masch-inenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cylinders of the Oechelhauser-Junkers type, for the Hoerder Mining & Smelting Company. The engine was started in 1898, and, with a few improvements and alterations, is still working satisfactorily. This engine worked with astonishingly high effciency, considering the period. WHILE 1931 was a most important year in the history of Canadian copper smelting and refining, nevertheless, due to the low price of copper and the in- ability of the International Nickel Co. to market its full capacity of nickel. the production of both copper and nickel was considerably less than the total installed capacity for the production of these metals. IIY the nor- mal course of events, 1931 should have seen a great increase in the production. of both copper and nickel in Canada, because the large extensions to both the copper smelting plants and the copper and nickel refinery capacity, which had largely been completed in the year 1930, should be showing their effect.

While Utah remains an unimportant factor in oil production, exploratory drilling was carried on in six widely separated areas, extending from the southwest to the northeast corner of the state. One new gas field, the Last Chance or Starvation Creek anticline in Emery County, and two new gas horizons in the Clay Basin field of Daggett County, were thereby discovered during 1934. Exploratory Drilling South Central Utah Emery County—Last Chance Anticline.—The test of the Ramsey Petroleum Corporation in sec. 18, T.26S., R.7E., on the apex of this anticline (vert. closure 700 ft.; area within closing contour line, as mapped by U.S. Geological Survey, 26,000 acres) encountered gas in the Moenkopi formation of lower Triassic age at depths ranging from 2530 to 2863 ft. The total thickness of sandstone, sandy shale and -limestone beds in which gas was encountered is approximately 50 ft. The well was tested at a depth of 2755 ft., gaging 21,000,000 cu. ft. of gas, R.P. 410 lb. The well is being plugged back to the lowest gas horizon at 2771 ft. from a total depth of 3168 ft. Gas from this well probably will be used for the drilling of a second well structurally lower, to test the oil possibilities of the Moenkopi formation as well as of the upper and lower Pennsylvania formations, of which the latter so far remains untested in South Central Utah. The well was not drilled deep enough to determine more definitely the western margin of the petroliferous Paradox Basin of lower Pennsyl-vanian age of southeastern Utah. Woodside Anticline.—This field, lying immediately northeast of the San Rafael swell, contains, according to maps of the U.S. Geological Survey, 8380 acres within its lowest closing contour line 700 ft. below the apex. A well was drilled by Utah Oil Refining Co. at the apex in sec. 12, T.l9S., R.l3E., during 1924. Gas was encountered in the Moenkopi and Kaibab formations of Triassic and Carboniferous (Permian) age respectively. The flow is estimated at 21,000,000 cu. ft., R.P. 900 lb.,

Nature has furnished us with fuel in three forms, solid, liquid, and gaseous; solid, the most common; liquid, containing the greatest energy; gaseous, the most convenient for use. The tendency of the day is to the conversion of solid and liquid fuel into the gaseous form. There is magic in the word gas to many men who through ignorance or indifference imagine that by mere conversion into gas an immense quantity of energy can he added to fuel of other forms, forgetful of the law of nature, that. the conversion of any substance from one form to another involves a loss of effective energy, and therefore that if in certain cases more duty can be obtained out of the gas resulting from a given amount of coal than the coal itself will supply when used direct, the cause lies solely in the more efficient utilization of the fuel in its gaseous state. Nevertheless, new processes for making gas are constantly crowded upon our notice with claims of less cost for manufacture and delivery than natural gas, and often of far more energy for the product than is contained in the coal or oil from which it is made. I was recently asked to examine a new process of this kind. From an analysis shown me the calorific energy of the gas approximated 375 heat-units per cubic foot; on ascertaining the quantity of gas claimed to be made from a given amount of solid and liquid fuel, it appeared, that for every 325 heat-units contained in the latter 900 heat-units were alleged to he delivered into the gas, or nearly three times as much energy as the original fuel really held. The extravagant claim of some oil-gas advocates is still frequently heard, that by vaporizing oil with steam and then passing the mixture through a coil of hot iron pipe, an oil-water-gas containing 26,600 heat-units is formed from 1 pound of oil carrying originally 21,000 heat-units, while the only energy expended on the gas has been by the introduction of a -little steam and a little extraneous heat. THIS investigation was carried on by means of models and the applica-tion of the principles of similitude to determine the effects of props, props and cribs and sand filling in longwall mining. The geologic structure and rate of face retreat were kept constant and the only change introduced was in the method of support. It is not felt necessary to repeat a description of apparatus, or to explain the fact that a scalar model made in all parts of the same material as the prototype will behave similarly to the prototype when rotated at speeds such that the centrifugal force is as many times the gravitational force as the prototype dimension is a similar linear model dimensions. The reader is referred to earlier papers1,2 for further information regarding these statements. All models were made of sandstone and were as in Fig. 6. They are composed of a 3/16-in. ore body bed A, overlain by a 3/16-in- bed B, a 3/8-in, bed C and two 1/8 -in. beds D and E. The model was rotated at ±2350 r.p.m. equivalent to a model ratio of 1268. It was worked back 1/4 in. at a time before being replaced in the centrifuge and again rotated. Table 1 gives model and prototype dimensions occurring in this discussion, the prototype dimensions being 1268 times the model dimensions. Figs. 1, 2, 3 and 4 were taken while the model was rotating at 2350 r.p.m. One was taken for each face retreat of 26.4 ft., but for obvious ,reasons all are not presented. Fig. 1 (A-E) shows the behavior of this type of structure with face retreats of 26.4 ft, and no artificial support. Fig. 2(A-E) shows the behavior of this type of structure where breaker and face props were used. AS PREVIOUSLY announced, the semi-centennial meeting of the Institute is to be held at Wilkes-Barre, Pa., on Sept. 12, 13, 14, and 15. An interesting program of technical sessions and excursions is now being prepared by the Local Committee. At the time of going to press the program had not been completed in sufficient detail to permit its being pub¬lished in this number. The detailed program will be published in the September MINING AND METALLURGY, which will be printed in time to be distributed before the Wilkes-Barre Meeting. It may be said in advance, however, that the Com¬mittee has progressed so far in its work that we are assured of one of the -most notable meetings the Insti¬tute has held and that members will miss a rare .treat if they do not attend. The many trips and excursions, as well as the banquet, will be -given to the members as a compliment from the members of the Local Com¬mittee. . . The paper by Howard Eavenson on the Lynch Plant of -the United States Coal and Coke Co. will be illustrated by lantern slides and moving pictures. One of the most appropriate discussions will be that opened by Prof. J. F. Kemp on the Stratigraphy of the Anthracite Region; this also will be amply illustrated.

FROM the old-fashioned " grab-sample " to the modern timing- . device, which takes a machine-sample with mathematical precision, there is a wide gap which was only crossed' by many years of toil and unremitting endeavor. Even to-day, notwithstanding the advancement in the art, "grab-sampling" is still practiced-sometimes to afford the unscrupulous mine-promoter a basis for fairy-tales with which to entrap the too-gullible investor, and often by milling and smelting companies to determine the amount of moisture in custom-ores. The latter practice is almost as reprehensible as the former, and it causes more trouble and ill-feeling between seller and buyer than all other factors put together. No reputable concern to-day would think of attempting to determine by grab-sampling the amount of gold, silver, lead, or copper contained in an ore, and yet many buyers expect the miner to accept the results of grab-sampling in the determination of the amount of water contained in the ore, forgetting that accurate results are just as necessary here as in the determination of the metals, because the result determines the percentage of weight of the ore which shall be excluded and considered to have no value whatever. Samples for the determination of moisture should be taken with as great care as samples for the determination of. metallic content, and in order to avoid the extra expense of a separate operation moisture-samples should be taken from the sample-safe. As the sample reaches the sample-bin in a smaller stream and by a more circuitous route than the "reject" travels in its path to the outgoing car, it loses more moisture en route, and a constant should be added to compensate for this difference. Carefully-conducted experiments have shown that the difference in loss of moisture between the two routes does not exceed 10 per cent. in summer and 7 per cent.. in winter. For instance,

THE Aldrich Mining Co. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the East half of Township 12, Range 12 `V., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal ; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the Fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be cancelled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset-namely, that of a first-rate coal for domestic and general uses. NUMEROUS requests for the suspension of publicity make difficult the preparation of the annual review of copper metallurgy for 1934. In the United States, sales allocations indirectly have set restrictions on the scope of activities of producers and refiners, and necessitated closer cooperation between secondary and primary producers. However, the feeling exists that preparations for a return of intense competition should not he neglected, and careful investigations are being conducted for ways and means of improving industrial positions and production methods. In all probability, efficiency in technique and equipment will prove of far greater importance in the near future than production capacity, and many important developments in copper metallurgy later will be found to have been born during the current year.

THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. Pat Doyle was born in 1849. At the age of fifteen he entered the Civil Engineering College of Madras, India, and left it at seventeen, having achieved special distinction in mathematics, chemistry,. and geology. Before be was eighteen years old he was in charge of two of the most important Sub-Divisions in the Madras Presidency, where he had ample opportunities for acquiring a preliminary knowledge of his profession, which was his chief object in joining the Public Works Department. In 1867, his energetic measures saved the island of Seringham from disastrous inundation. At this period he began contributing to the press ; and after a varied practical experience he came into public notice again in 1876, with an article in the Colliery Guardian on Indian Mines and Mining. In 1877 he became a Fellow of the Statistical Society of London. He was a founder of the Straits Branch of the Royal Asiatic Society and a life member of the parent Society of Great- Britain and- Ireland, as well as a member of the Independent Asiatic Society of Bengal. In 1878-9 he was Chief Superintendent of the Public Works of Perak; was active in having the Associate Member Class added to the Institution of Civil Engineers; and became a member of the Society of Engineers of London and of the North of England Institute of Mining and Mechanical Engineers. In 1880 he went to the Southern Colonies and held several appointments in Australia, where he became a member of the Johnsonian Club, Brisbane, and the Queensland Philo-

THERE are two conditions generally prevailing upon the earth-those within atmospheric influence, tending towards oxidation, and those away from atmospheric influence, tending towards reduction. Practically all mineral substances from mines of any depth are in a reducing condition. Since the cyanide process, in order to dissolve silver or gold, requires that the prevailing conditions under which it operates shall be oxidizing, and the materials usually acted upon being of a reducing character, it becomes necessary to supply oxygen to the solution carrying the cyanide. This oxygen is usually supplied through the medium of dissolved air in the solution, or through the medium of various chemical compounds, which upon combining with the solution or the ore give off a part of their oxygen. Strange as it may seem, practically all mineral substances are partly soluble in water, especially water carrying alkali or cyanide. The greater the surface exposed and the finer the material is ground, the greater will be the rate of dissolving of the reducing agents from the ore into the cyanide solution. In most cases, if the solution carrying the ore particles is agitated with air, the air will dissolve into the solution faster than will the reducing-agents; but in some cases the reducing-agents will dissolve more rapidly on account of easy solubility or greater surface exposed. It is a dissolving race between the oxygen from the air and the reducing-agents from the ore, and if the reducing-agents predominate, cyanide will not dissolve the gold from the ore. In many cases it will dissolve some of the gold, because in a mass of irregular shape some of the gold particles might be exposed upon the outside surface of a particle of rock;' but if the solution had to penetrate through cracks, the side-walls of which were lined with reducing-agent-

The site selected for the United States prototype pumped storage project of Union Electric CO. was Proffit Mountain, five miles from Taum Sauk, the highest point in Missouri. Factors influencing final location were: high local relief; satisfactory rock type and structure; and an economic location in respect to existing transmission systems. The upper reservoir was constructed by excavating rhyolite porphyry from the crest of Proffit Mountain and constructing a rock fill dike encircling the area to form a 4350-acre foot reservoir. A 6564-ft tunnel connects the upper reservoir with the generating and pumping facilities. A concrete gravity dam on the East Fork of the Black River forms the 6350-acre foot lower reservoir. Precambrian rhyolite porphyry forms the crest of Proffit Mountain and the floor of the upper reservoir. The tunnel was excavated in rhyolite prophpy, granite porphyry, dolomite, shales and conglomerate. Abutments and the foundation of the gravity dam are in rhyolite porphyry, and much of the valley floor of the lower reservoir is underlain by dolomite and shale. Core drilling provided data on soundness of rock type, structure, depth of weathered zone and potential water loss in the fractured igneous rocks. After a six-year study of pumped storage and cost comparison with alternate stream generating units, the Taum Sauk pumped storage project was authorized by Union Electric Co. on Dec. 11, 1959.' The site selected is located in the St. Francois Mountains of southeast Missouri approximately 90 miles south of St. Louis (Fig. 1). The lower reservoir was provided by damming the East Fork of the Black River, a small tributary of the Black River with a minimum flow of about 1 sec ft. Construction of the upper reservoir was effected by quarrying the crest of Proffit Mountain - five miles from Taum Sauk Mountain, the highest point in Missouri — to provide material for a rock fill dike surrounding the quarried area. This provided a 55-acre mountain top lake with a water depth of 92 ft (Fig. 2). A vertical shaft and tunnel connect the upper and lower reservoirs through the two reversible pump-turbine motor-generator units operating under 800 ft of hydraulic head (Fig. 3). The output rating of the plant is 350,000 kw with daytime generation of about 2.2 million kw-hr under normal use. Night pumping will replenish water to the upper reservoir in about 91/2 hours3. The automatic operation is remotely controlled from the Osage plant and from the dispatchers office in St. Louis. GENERAL GEOLOGY Mountains of the St. Francois area consist of Precambrian granites, granite porphyries, extrusive fel-sites and basic dikes. Basal conglomerates overlain by Upper Cambrian Bonneterre dolomites and shales onlap the exhumed Precambrian knobs and hills and are exposed in the narrow valleys. Cambrian and Ordovician residuum as much as 200 ft thick is present on the slopes of many hills. Proffit Mountain consists of rhyolite porphyry and granite porphyry. All excavation for the upper reservoir was in rhyolite porphyry, and the same rock is present under the Bonneterre at the plant site and under alluvium at the lower reservoir dam site. The region has been dissected to the stage of early maturity with only small upland flats remaining. Considerable local relief (a requisite for the project) approaches 1000 ft. Streams flowing across the Precambrian ridges have formed restricted narrows, termed shut-ins. A shut-in approximately two miles downstream from the plant site provides an excellent site for the lower reservoir dam. TEST BORINGS Preliminary to final approval of the project, 12 test borings were made to determine subsurface geologic conditions (Fig. 2). Drill hole No. 12 at the lower reservoir dam site showed 20 ft of alluvium over solid rhyolite porphyry. Drill holes No. 1, 2 and 3 were drilled in the tail race area to depths of 66 ft, 75 ft and 95 ft respectively, and all bottomed in Bonneterre. SUDBURY ore processed by International Nickel Co. of Canada Ltd. was recovered for many years as two mill concentrates, one primarily of copper, and the other mixed pentlandite-pyrrhotite, But, Since iron content of the nickeliferous pyrrhotite concentrate was ten times its nickel value, capacity of smelting was limited by the need for slagging the excess iron. A process for recovering the iron con- tent was developed after some years of research and a $20-million plant was constructed to employ the new method. Built near Copper Cliff, Ont., the plant started operation early in 1956, scheduled for separate treatment of 365,000 tons of pyrrhotite each year. It is only the first unit of an installation which will have a capacity of more than 1 million tons per year of pyrrhotite. By early 1958, production totaled more than 200,000 long tons of 68 pct Fe pellets containing 0.003 pct P, 1.5 pct SiO2, 0.01 pct S, and 0.15 pct Ni.

APPROXIMATELY 26 percent of the total ore production to date from the largest single deposit of copper-bearing material in the world was mined during the war years, 1942 to 1945, at Chile Exporation Company's great open-pit mine at Chuquicamata, Chile. About 18 percent of the total waste removed during the life of the mine was handled in the same period. The total of ore and waste represents approximately 24 percent of the total material that has been excavated from the pit. This is more than was removed in the first fourteen years of operation from 1914 through 1927. A MELT of pure electrolytic iron with about 0.4 per cent. sulfur and 7 per cent. manganese was prepared in connection with a study of inclusions in iron. The alloy darkened rapidly when etched with a 10 per cent. alcoholic solution of nitric acid, and microscopic examination revealed the presence of a semimartensitic, semi-Widmanstättian structure (Figs. 1 and 2) closely resembling the structures found by Benedicks in his artificially prepared "meteoric iron." 1 The structures found by Benedicks were readily explained by the presence in his alloy of the two well known iron-nickel solid solutions, taenite and kamacite, and of their eutectoid (?) aggregate, plessite. By analogy, one would infer the existence of similar phases in the iron-manganese alloy just described, such as inference being strengthened by the similarity displayed in many ways by nickel and manganese in their effects on iron. IRON-MANGANESE ALLOTS ARE REGARDED AS HOMOGENEOUS Heterogeneity of iron-manganese alloys has not been recognized heretofore, judging from the data of standard metallographic books and those of original papers. In fact, iron and manganese are quite generally regarded as completely miscible in the solid state. Dr. Rosenhain,2 for example, writes: Alloys of group (a), of which those of gold-silver, iron-manganese, and copper-nickel are examples, when allowed to crystallize sufficiently slowly to attain their condition of final equilibrium, present a microstructure exactly similar to that of a pure metal-the homogeneous character of the molten solution is in that case so completely maintained that the microscope cannot detect the presence of any second constituent.
