Quantitative knowledge of the time clement involved in austenite transformation in a particular steel provides a sound basis for understanding and planning heat-treatment. Such knowledge is conveniently obtained by measurement of austenite transformation as it occurs at each of a series of temperature levels. The results of these measurements usually are summarized in the form of the now familiar isothermal transformation diagram (I-T diagram, TTT diagram, or S-curve). Although a considerable number of such diagrams already have appeared in the literature, there remain many compositions of commercial importance for which no I-T diagram is available. The diagram for many such steels may be predicted from published data with sufficient accuracy for most practical purposes, but for others no satisfactory prediction can be made because the effect on austenite transformation of one or more of the important alloying elements present is not well enough known. Such a steel is Nitralloy, Type 13s-Modified, which, containing about 1.25 per cent aluminum, differs from any whose I-T diagram has been published. This paper presents results of a study of the isothermal transformation behavior of a sample from a commercial heat of this aluminum-chromium-molybdenum steel, together with pertinent supplementary data including the equilibrium transformation temperatures (Aeaand Ae,), the temperature range of martensite formation, and the end-quench harden-ability. These data are directly applicable to the hcat-treatment of this type of steel and are of interest in revealing some of the fundamental effects of aluminum as an alloying element in steel. Material All specimens were prepared from a 1 1/4 i-in. diam bar forged from a 5 by 5-in. billet from a commercial heat made in an electric arc furnace. The composition of the bar was; C, 0.41 per cent: AIn, 0.57: P, 0.016: S, 0.005: Si, 0.24: Ni, 0.17: Cr, I.j7: Mo, 0.36: All 1.26. The forged bar was normalized from r750°F (95s°C) and then tempered for one hour at rzoo°F (650°C), this tempering treatment having been given to facilitate the machining of specimens. EITHER the 2300 people who came to the Annual Meeting were in a better frame of mind or they were resigned to their fate, or it was a better meeting than usual. Whatever the reason, at the 1nstitute?s 148th meeting the attendance was better than ever before, things went more smoothly than in some previous years, and complaints appear to have been almost entirely absent. Patience was sometimes reauired but. almost without exception, it was forthcorning the well-known recession seems to have given many members enough leisure time to come to the meeting without depriving them of the tangible wherewithal to come.

IN THE Southwest a number of large steel chimneys discharge the gases from the copper smelting furnaces. Some of these chimneys show no deterioration after twenty years, others show serious deterioration after tour years service. A steel stack 20 ft. 7 ½ in. (6.3 m.) in diameter by 279 ft. (85 m.) high, Fig. 1, used for roaster gases only at the Calumet & Arizona Mining Co.'s plant at Douglas, Ariz., was lined to the top of the bell, 40 ft. (12 m.) from the base, with common brick placed on end, lime and cement mortar being used. Above the bell, the stack was lined with 4 by 4 by 8 in. (10 by 10 by 20 cm.) building tile, placed on end, making a lining 4 in. thick. The tiles were supported on angle-iron rings, riveted to the inside of the chimney shell about 15 ft. apart. The chimney was put into use in the latter part of 1913. Four years later, considerable of the tile lining had fallen out of place and mixed with the flue dust at the bottom of the chimney. About a year later, several . flattened and distorted sheets were noticed about 70 ft. below the top. An investigation showed that the thickness of these distorted sheets, which was originally ¼ in., had been reduced one half. One year later, or six years after the chimney went into use, several holes, a square foot and smaller in area, appeared near the flat spots mentioned. Soon afterwards, when the chimney was shut down for repairs, it was found that most of the tile lining for 125 ft. from the top had fallen out and that the steel shell was badly corroded; but where the lining remained in place the shell was undamaged. Many of the tile which had fallen out of place had become soft or flaky and crumbling, others were as hard as when placed. An analysis of the hard and soft tile is shown on p. 2. These tile were of a fireclay mixture, and were used instead of common brick on account of lower cost. The steel forming the upper 125 ft. (38 m.) was replaced, and a 4 ¼ -in. (11-cm.) lining of firebrick was laid from the bell to the top of the chimney. The brick were placed on end, wedges and keys being used. After each 8-in. course was set, keyed, and wedged tight, thin mortar -water, sodium silicate, and finely ground silica-was worked into the joints. The brick are supported on angle-iron rings, every 15 ft., in the same way as the tile.

With increased coal production and mechanization of coal mines many transportation problems arise. The main objective is to bring the coal to the tipple or dump it as quickly as possible. Larger and faster haulage locomotives or two locomotives connected in tandem have been adopted to solve the problem. Motor equipment, gears and control systems of locomotives to be placed on these hauls are carefully studied to meet these requirements, by an analysis of motor characteristic curves with the corresponding tractive effort curves, in order to determine the correct load for maximum efficiency and to determine the approximate schedule. Control equipment is usually considered to be the controller and resistance. Sometimes accelerating curves are calculated in order to obtain smooth starting in the least possible time without slipping the wheels. Train control is very important, but why limit this to acceleration ? Deceleratien-or-retardation of the locomotive is a part of the train control and should be given as much consideration as the control for acceleration. Types or Braking Common braking systems for mine locomotives utilize screw-type mechanical brakes, dynamic braking and the air brake. For gathering and haulage locomotives, the srrew-type mechanical brake is regarded as standard. A brake of this kind cannot be applied without much effort and lapse of time. Motormen, like other people, follow the path of least resistance, and therefore have their brakes ready for instant application—which means that the shoes are virtually dragging. Even then, a motorman bucks and plugs the motors to gain time and avoid as much physical effort as possible. "Bucking of motors" consists in turning the reverse cylinder of the controller to parallel position corresponding to the opposite direction of travel while the locomotive is in motion, without applying power from an external source. When this occurs, both motors tend to act as series generators, because the armatures are revolving and there is residual magnetism in the field circuit. Owing to slight differences in motor manufacture, one of these will generate a slightly higher potential and will overcome the generated voltage of the second and tend to drive it as a motor in the reverse Direction.-This action retards the locomotive but is very severe on the segments of the reverse cylinder and on the motor commutators. "Plugging motors" is the application of power to the motors corresponding to the opposite direction of travel. In order to "plug" the motors it is necessary first to "buck,, them (which reverses the connections to the motors) and then to apply power. Theoretically, this should be done only in an emergency, but locomotives in mine service are frequently thus treated., Dynamic braking is retardation of the locomotive by the motors acting as generators, which take no power from the line.

Structural steels containing chromium have become widely used in the last 20 years. In the earlier part of this period the major applications were in chromium-molybdenum aircraft tubing and similar special high-strength steels. During the past 10 years there has been a notable expansion in the use of chromium-bearing steel for structural purposes when welding was utilized for fabrication. The chromium-bearing steels introduced by Saklatwallal (chromium-copper), Kinzel2 (chromium-manganese-silicon), and Schultz3 (chromium-copper) are being extensively used at the present time. General Effects of Chromium Chromium is so widely known for its carbide-forming tendency that its capacity to stabilize oxygen, nitrogen, and phosphorus is often overlooked. In low-carbon steels of the structural type these so-called secondary characteristics become more prominent. For this reason also, chromium in structural steel is definitely a toughening agent. As the carbon content is increased, the more widely known hardening effect becomes more evident. In low-carbon steels chromium increases the notched-bar impact strength substantially. This property persists at subzero temperatures and is utilized for low-temperature service in chromium-copper steel.4 Chromium also reduces any tendency to strain-aging embrittlement. In addition to improving the toughness of steels with the usual impurities, chromium has the specific property of counteracting the brittleness induced by high phosphorus.5,6 In steels low in carbon and alloys, chromium has an almost negligible effect on tensile strength, and a hardening influence is noticeable only in the stronger steels. The ductility of welds adjacent to the base plate is also improved by chromium, both in the range of foolproof welding steels having strengths of less than 80,000 lb. per sq. in. as well as in the higher strength steels.

Methods of testing that locate such flaws without subjecting the specimen to possible, if not actual, destl-uction are few; x-ray examination, whether fluoroscopic or radiographic, is one. Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. LAWFORD H. FRY, Burnham, Pa. (communication to the Secretary*). -The author assumes that the proportional limit and the elastic limit are coincident or very nearly so, and then further assumes that the stress corresponding to these two points is the least stress which if repeated will cause failure. The point is extremely interesting and it is to be regretted that the author did not quote experimental data to show the relation between the limit of repeated stress and the other properties of the material. The author's suggestion that a steel of poor quality may have a normal value for the yield point and tensile strength (see Fig. 2) and an abnormally low elastic limit, and that this will correspond to a low resistance to repeated stress, may account for a number of failures of axles in which the tensile tests show normal physical properties. If so and if a determination of the proportional limit would have eliminated the material before it was put into service, this determination will merit most earnest attention. It appears, however, that considerable further research is necessary before any definite conclusion as to the quality of a steel can be drawn from its proportional limit. Mr. Mitinsky's paper is extremely interesting and if it stimulates thought and work along the lines indicated, it may prove of considerable practical benefit. H. V. Season cracking of brass has received wide attention and there is a wealth of technical literature on the subject. Its causes arc fairly well understood and means for its prevention are inexpensive and effective, so that the frequency of failures from this source has diminished of recent years. But its sister phenomenon, the failure of annealed brass by reason of applied tensile stress plus a certain type of corrosion, has received less attention, though it has been responsible for occasional more or less troublesome cases of cracking of brass in service. The work described in the following pages was undertaken about two years ago to determine the relative resistance of various commercial brass mixtures to stress-corrosion cracking, and to learn something of the controlling factors. By stress-corrosion cracking we mean the cracking of brass free from internal stresses by reason of applied tensile stress and simultaneous attack by certain corrosive agents. Rogers,' in discussing a paper by Hatfield and Thirkell, says: " He had also applied a solution of mercuric salt to tensile test pieces of brass whilst they were under stress in the testing machine. At very moderate stresses such test pieces cracked, and very readily broke." Moore, Beckinsale and Mallinson2 subjected test pieces to simultaneous corrosion and tensile stress. In order to determine the minimum stress detectable in brass by the mercurous nitrate test, tensile samples were placed under stress and treated with mercurous nitrate solution. They found that brass stressed below a minimum did not crack. Dr. McAdam3 has investigated the effect of corrosion on the fatigue limit of brasses, among other materials. He directed a stream of either fresh or salt water against the specimen while it was undergoing fatigue test. The corrosion-fatigue limits thus determined may be considerably lower than the endurance limit without coincident corrosion. The exact

CIVIL engineers seem to number in their ranks more advocates of licensing than are found among the practitioners of other branches of the pro-fession. Licensing was not originated by civil engineers but it was forced upon them in two ways. In the first place, the civil engineering profession has hangers-on like every other profession. The first legislative result of their imperfect accomplishments with which I am familiar occurred in the far West. It was found that early irrigation works were so badly planned in some cases that not only were water rights made very uncertain but considerable sums were invested in structures and ditches which proved inadequate and occasionally complete failures. Water was too valuable to be wasted in that way and money too hard to obtain. In those sections, therefore, laws were passed many years ago which made it obligatory for the design of irrigation works and other structures utilizing water to be made by engineers who had satisfied a board of examiners that they possessed the technical qualifications to plan such works properly. The basic thought on which such laws rest is the same as that on which laws governing the licensing of boiler operators rest, namely, the safety and welfare of the public. While boiler explosions still occur and irrigation works are built which are not wholly satis-factory, these laws have helped the, public, it is gener-ally agreed.

THE Pittsburg coal field in western Pennsylvania, is conceded to be the most important in the world. To measure its importance it is necessary to understand the extent of its service in the various industries of the country. Probably 90 per cent. of the pig iron manufactured in the United States up to the present time has been made by using coke manufactured from the Pittsburg coal seam in western Pennsylvania. This coal field is the foundation on which the city of Pittsburg rests and is the reason for the great growth of the iron industry in the Pittsburg district. Iron ore is brought to this district, not because Pittsburgh is a. natural location, over other locations, for the iron and steel industry-as its position places the manufacturer at the mercy of the railroads-but the ore is brought 1,100 miles to meet the fuel. It can be said that the illuminating-gas industry in the United States has used this coal exclusively to the same extent that the pig-iron maker has used it. It may be also said that 20 to 25 per cent. of the fuel used on railroads in the United States conies from this coal field. The Pittsburg coal field is unquestionably the center of the industrial population of the United States, for in addition to the industries of the district and those closely adjoining, it has tributary to it all the cities and industries along the Great Lakes and practically all of Canada with the exception of the extreme western and eastern ends. It supplies the industries and population west of Duluth and Superior many hundreds of miles. This coal is floated down the Ohio and Mississippi rivers, supplying the towns en route, and is delivered in New Orleans, a distance of 2,200 miles, for approximately SO to 90 c. per ton transportation cost. It is delivered on the docks of Superior and Duluth at a cost of transportation 50 c. a ton less than the cost of transporting the same coal from Pittsburg to a local consumer in Philadelphia. With other Appalachian coals it has large markets east and along the seaboard, especially for byproduct-coke making and the illuminating-gas industry. It is considered the premier railroad fuel of the world on account of the fact that this coal in a given-sized locomotive will probably haul more cars than any other coal in the

GLASS razor blades, glass chairs, and marble window panes attest that creative genius was still active in 1935. Many less striking, though doubtless more important, developments are to be recorded for the nonmetallic mineral industries, and not the least of them is the establishment of an Industrial Minerals Division in the A.I.M.E. under the able leadership of Samuel H. Dolbear, Chairman. Thus the nonmetallics are rightly granted equal dignity with metals and fuels in the category of mineral industries. The brief review of progress that follows merely touches the fringe of important developments in this broad field.

President Kennedy said that before 1970 this country will send a man to the Moon and get him back on Earth safely. Today, no one doubts that his promise will become reality. He who asks "What, then, is next for us in space?" is no longer considered a dreamer. And one of the very first things he discovers in trying to answer this question is that in whatever does come next, geologists and mining engineers will play a prominent role. This will be true not only in the conquest of the Moon, but also in that of the whole solar system. After 1970, it is very likely that a permanent lunar camp will be established. This beachhead, supplied entirely from Earth, in the beginning, will gradually develop into a research complex where virtually all scientific disciplines are investigated.

SINCE their comparatively recent development, the alloys of cadmium with silver and copper or nickel, and of cadmium with nickel alone, have been used somewhat extensively as liners for connecting rod bearings and main bearings of internal-combustion engines. In applications where, owing to high hearing loads and elevated operating temperatures, the life of hearings made from tin-hale or lead-base alloys has been undesirably short, cadmium alloys have demonstrated considerable advantage. In applications where, because of deflection of the crankshaft or bearing supports, copper-lead bearing metals have resulted in scored shafts, cadmium alloys have been operated successfully. The somewhat serious drawback to these alloys in hearing service has been that they, in common with copper-lead and certain lead alloys, are susceptible to corrosion in the presence of lubricants containing organic acids. These acids may be fatty acids (such as oleic acid) derived from animal or vegetable oils that sometimes have been compounded with engine lubricants, or they may be compounds of an acid nature developed by the oxidation of some petroleum oils under operating conditions. The result of such acid attack on hearings is illustrated by the photograph, Fig. 1. The petroleum oils that are most readily oxidized to a corrosive condition, and the operating conditions under which such oxidation most readily occurs, are now rather well known among the technical organizations of both the petroleum and automotive industries. While means have been developed for inhibiting petroleum oils against such acid formation, the knowledge that this condition may be encountered has been a factor in restricting the wider use of cadmium alloys as engine bearings. It has appeared, therefore, that their value and use would be enhanced if they could be made corrosion-resistant to a degree compatible with the most severe operating requirements. PUBLICATION of data by Irmann' indicating outstanding thermal stability and elevated-temperature strength properties in a sintered aluminum powder product (SAP) stimulated interest in the strengthening of metals by means of a highly dispersed oxide phase. This material was produced by compacting, sintering and extruding a fine flake aluminum powder, resulting in a dense product containing 10 to 16 volume pct alumina, which arises from the thin oxide film on the starting powder, highly dispersed in a matrix of pure aluminum. The method of producing SAP, and the stable high-temperature properties obtained from it, introduced the possibility of developing superior materials for high-temperature service by powder metallurgy methods. The composition of the materials of this type which are presently under consideration is predominantly metallic, containing from less than 1 pct up to about 20 volume pct of the oxide. As a result, other properties of these materials, such as electrical and thermal conductivity, thermal shock resistance, and to a certain extent ductility, notch sensitivity, machinability and hot working properties, are also predominantly metallic. These alloys do not constitute, therefore, a completely new class of materials as do the cermets, but rather present a new means of modifying the properties of a metallic matrix. In this sense, SAP type alloys are more closely analogous to the alloy aging systems. While the strength properties realized in the oxide-pure metal systems at the lower temperatures are substantially less than the best attainable in the aging systems, the thermal instabilities in the latter make them of less value for use at temperature much above their optimum aging temperatures, as indicated in Fig. 1. While the means of obtaining an oxide dispersion are more difficult and costly than conventional aging processes, in the light of the as yet limited understanding of such systems there is considerable promise of improved high temperature properties arising from the thermal stability of these structures. This paper discusses the results of a technology-evaluation program to ascertain the feasibility of a piotornask-photoresist technology developed for fabrication of multiple-layer thin-film superconductive circuitry. The uehicle selected for this evaluation was a 120-bil associative data processor requiring a set of nine photomasks to define a similar number of patterned material layers of lead, tin, and polymer insulation. A total circuit area of 4 sq in. involved 2500 actitle and 12,000 passive crossings. Several short-free, electrically continuous specimens were satisfactorily completed under this program. Problems encountered in the preparation and use of the requi-ed set of Photomasks are discussed, as also are the problets of providing suitable external connections. A major retarding factor in the development of the superconducting thin-film cryotron technology for many years was the absence of batch fabrication means yielding necessary device density and count per substrate for practical applications. Early workers in the field desired only limited numbers of devices to permit careful study of discrete devices and representative circuitry integrating logic and memory capabilities. For these purposes mask stencils could be formed to selectively control the placement of materials, sequentially vapor-deposited in vacuum, to form the multilayer structure. In general a distinct pattern was required for each material layer; therefore, mechanical provisions were required to change not only the material source, but the patterning mask as well, before each deposition. All deposition steps were preferably performed in a single evacuation of the deposition chamber. Thus the means for storing, transporting, and registering masks and sources with respect to the substrate existed and were operated within the vacuum environment. In the authors' experience, the approach was and remains serviceable for preliminary device study, but was not extensible to an economical manufacturing method by virtue of the difficulties inherent in mask stencil preparation and use, and the capital investment implicit in the mechanization requirements. Since the commercial attraction of the cryotron technology stems principally from its potential for economical batch fabrication, the authors' program has placed major emphasis on fabrication methods.
