During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. That the death of Martin Coryell, which occurred at Lambertville, New Jersey, on Monday morning, November 29th, touched the sympathies of a wide circle of professional associates and personal friends, was amply testified by the gathering at the funeral services on Friday. Like his distinguished friend and neighbor, the late Ashbel Welch, Mr. Coryell was one of those pioneers in American engineering to whom we owe the great railway and canal systems which lie at the base of our national prosperity, and who have consequently enjoyed the respect and esteem of their successors of the present generation. Martin Coryell was born July 20th, 1815, at New ope, Rucks County, Pa., and was educated principally in the schools of his native town arid of Lambertville, New Jersey, to which place he returned for permanent residence fifty years later. With the exception of a brief period in youth, during which, to restore his failing health, he learned and practiced for a few months the carpenter's trade, and another brief period, later in life, when he read law for a time in the office of B. H. Brewster, of Philadelphia, afterwards Attorney-General of the United States, Mr. Coryell may be said to have spent his life as an active civil and mining engineer. Even these two episodes can scarcely be said to have been deviations from that profession, since they served to give him more thorough preparation for constructive and administrative work. The Delaware Division Canal, the Raritan Canal, and the Brunswick Canal, are among those upon which Mr. Coryell was employed. For the Raritan Canal Company, under the superintendence of Ashbel Welch, he located the greater part of the Belvidere Railroad (now the Belvidere division of the Pennsylvania Railroad), and directed its construction from Trenton to Lambertville. He was also active as a mining engineer, being one of the early pioneers of mining in the Lake Superior copper region, and had much to do with the development of the Hazleton coalfield and the railroad which has since expanded into the Lehigh Valley system. In 1862, he removed to Wilkes-Barre, where, in 1864, he became manager of the Warrior Run Mining Company. One of the editors

INTRODUCTION LKAB produces iron ore in several mines in northern Sweden, and has been doing so for nearly 100 years. Total production to date is 600 million tonnes of finished products of various kinds (pellets, lump ore, fines). Close to 400 million tonnes have been produced by sublevel caving. This method has been the company's standard method for more than 20 years. A review of the development of equipment over the past 15 years and an outlook up to about 1990 leads to the following general re- flections concerning probable trends. Trends for all equipment are increasing precision and stricter environmental requirements will necessitate cabs, remote control etc to an increasing extent. Conventional sublevel caving can be broken down into the following unit operations: 1. Planning incl prospecting drilling. 2. Horizontal drilling. 3. Fan drilling. 4. Charging and blasting. 5. Loading and haulage at sublevels. 6. Ore drawing in chutes. 7. Rock reinforcement. 8. Production service. Production control in the petroleum industry may be discussed under three general heads: engineering, legal, and economic. Though the problems that fall under the respective heads of engineering, law, and economics are separate, they are dependent and interrelated. The present study will deal with the economic phases of production control and only incidentally with the legal phases as they affect the economics of the problem. No one of these forms of control is more important than the others. The engineers have performed their service well, and although there are many problems of engineering control yet to be solved, they are not pressing. Legal control is a problem for the legislatures and the courts to solve. The petroleum industry is such a comparatively young industry and the legal problems are of such recent origin that the courts have not yet been called on to settle all the issues and the legislatures still have before them bills concerned with the regulation of the industry. Economic control of production in the petroleum industry is a highly desirable goal but it has not yet been completely achieved. Since the first commercial well was drilled in 1859, there have been recurring periods of overproduction. (Over- production will be used here to describe a condition wherein so much crude oil is available that a satisfactory and reasonable price is not received for the product.) T HE appointment of Herbert Hoover to the portfolio of Commerce in the President's Cabinet is to engineers the fulfillment of a long deferred hope to have an engineer in high political office and is a matter of congratulation to us for three reasons; because he is a mining engineer who represents the highest type of idealistic engineering effort; because he is a past president of the Institute; and because he has probably a broader grasp of world problems than any other living engineer. Frank A. Vanderlip in the preface to his book "What Happened to Europe" tells of the many interviews he had with the most prominent men in Europe which were made possible for him by his eminence as a banker and by the courtesy of the American ambassadors. He cites by name such well known figures as Austin Chamberlain, Sir Auckland Geddes, Monsieur Delacroix, Monsieur Briand, Mr. Padkrewski, Mr. Venizelos, Colonel House, General Pershing, Mr. Baruch, and many others and says :

The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury." In cur man-made world it is indispensable and we are constantly surrounded by objects, materials, and services which owe their existence to coal. Practically all the important materials, such as iron, steel, brick, cement, lime, rubber, glass, cotton, and wood have felt its magic touch.

The manufacture of structural shapes in steel of uniform quality, which shall command the full confidence of the engineer, is a problem in practical metallurgy which is beginning to attract much attention in this country. The progress of the past fern years in the improvement of plant and processes has placed it within the power of the steel-maker to supply a material of such chemical composition as will meet the requirements; but this solves only in part the difficulties of the constractor. It is well understood that the influence of shop manipulations is a most decisive one upon the mechanical properties of the finished product; in many cases so great, in fact, as to cause an entire transformation in the character of the material, and to render it unfit for the service for which it was intended. On the other hand, mechanical treatment is frequently resorted to as an efficient corrective of certain undesirable properties, which may be due either to chemical composition or previous manipulation. This understood and accepted, it is evident that careful investigation of the effects of mechanical treatment is fully as necessary to the successful use of steel in engineering structures, as the investigation of the influence exerted by its chemical composition. All structural material has to undergo more or less mechanical treatment, such as shearing, punching, upsetting, etc. Each of these operations produces effects which are far more marked and decisive in steel than they are in iron, and means must therefore be adopted to counteract, or at least to modify, these effects before the material is permitted to enter the structure. The fact that both shearing and punching affect the tenacity and elasticity of steel has long been recognized; bat, through more recent investigations, it has been established that these effects are purely local, and are therefore susceptible of correction by other and simpler means than annealing. Large scale mining of Mesabi taconites may have moved nearer to realization with the arrival of the latest model Linde Jet-Piercing machine at Reserve Mining Co.'s Babbitt, Minn. property. When the machine is placed in operation it is expected to pierce blast holes in the hard taconite beds up to 10 times faster than is possible with existing drilling equipment. The new primary blast hole drilling machine has been designated the JPM-3, and is the successor to the JPM-1, in operation at Erie Mining Co.'s taconite mines at Aurora, Minn. The size of primary blast holes which can now be pierced has increased from a nominal 61 in. diameter to 71 in. diameter and maximum hole depth has increased from 35 ft to 47 ft. Development has progressed to where 71/2 in. holes can be pierced with the same speed as 61/2 in. holes. Piercing progress is controlled by electronic blowpipe descent controls. Other features of the JPM-3 include: automatic burner ignition from the operating cab; heated and air conditioned operating cab designed for all-year operation; mechanical improvements for sub-zero operation common to the Mesabi, and redesign of wearing parts for longer service with minimum maintenance. The 40-ton machine is self-propelled. Power, oxygen, and cooling water lines trail from the machine. Jet piercing is based on combustion products of oxygen and a liquid fuel such as kerosene. The flame, jetting from a burner at speeds of about 6000 ft per sec, disintegrates layers of spallable rock. The burner is cooled by water which is then directed through orifices around the periphery of the burner. The water changes to steam and carries the spallings out of the hole. The equipment used in Jet-Piercing is essentially a tractor-mounted blowpipe containing a combustion chamber and nozzle, which is in effect a miniature rocket motor, from which the supersonic combustion gases emerge to do their work.

SOME problems concomitant with commercial exploitation of marble are presented as examples of interesting, useful and profitable fields for application of scientific knowledge. The marble industry is only one such field and is selected because its varying new aspects are familiar to the author. However, what is true for marble is equally so in principle for many industrial minerals. The problems of any stone industry are to maintain markets, create new outlets for stone already in demand, and develop varied uses for varieties that are not so popular. Here the geologist has a different role from most of his colleagues in metal mining. The producing branch may ask about the expectable variation in thickness or size of a deposit as development proceeds. The stock department may call for the available amount of a given type of stone before accepting a large order. The sales force requires data on the use for stone from certain parts of deposits in order to divert grades to the most suitable use. The service depart-ment wants defects rectified and the cause determined to avoid recurrence. The mills want data on durability and cutting quality of abrasives. The geologist occupies no special department; he is on general call, as may be illustrated by a few types of problems that may be classified as: (1) dominantly geological in character, (2) dominantly chemical in character, (3) dominantly physical in character.

Discussion of the paper of W. A. Forbes, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2477 to 2514.. SAMUEL K. VARNES,* Steelton, Pa.:-We have a gas-cleaning plant consisting of a, centrifugal dry dust catcher, and two rain-type wet scrubbing towers, 25 by 60 ft. each, for rough cleaning of blast-furnace gas. This plant was put in early in 1910, with the intention of cleaning gas for use in hot blast stoves and under boilers, and was so used for several months. Soon after it went into service, the blast-furnace men complained that they could not get as high blast temperatures as they had obtained when using dirty gas. It was decided to run a series of careful tests to determine if this were true and to what degree the apparent results might be affected by other conditions. About 60 tests were run, covering a period of five months, and at the end we came to the conclusion that it did not pay us to scrub the gas for stoves and boilers. The tests were all run upon a single stove, no boiler tests being made, but the conclusions of the stove tests being applied to the boilers. Service failures in brass condenser tubes are often due to corrosion. One of the commonest types of corrosion reveals a surface structure of redeposited copper.' The study of the effect of alloy addition agents in preventing this kind of corrosion has received impetus from the extensive publication of Bengough and May.2 The mechanism of such inhibition gauged from immersion corrosion,2 cell corrosion,3 and electrolytic potential4 measurements is controversial. This controversy may be attributed in part to a lack of definite knowledge5 of the actual nature of the initial films formed in corrosion experiments. In our own corrosion work on copper and 70-30 brass this lack became apparent and necessitated an examination of surface films by X-ray and electron diffraction methods. The present paper is but an introduction to the subject of inhibition and reports the structure of films formed in active corrodents. Experimental Procedure The arsenical coppers and brasses used in this investigation were made by one of the writers* in the plant of the Revere Copper and Brass Co. at Rome, N. Y. Standard commercial melting practice was followed. O.F.H.C. copper and electrolytic zinc were used and all arsenic additions were made by additions of a master copper alloy. The final analyses are given in Table I. Likewise, the extrusion, cold-rolling, and intermediate anneals employed followed standard usage. Final heat-treatments were given to all materials to produce a similar grain size (0.035 to 0.045 mm. for brass and 0.015 to 0.025 for copper) for the alloys containing various percentages of arsenic. Samples 1/2 by M by 1/4 in. were cut from sheet material resurfaced and finished with 0000 metal-lographic papers. The surfaces were all degreased in alcohol and benzine before immersion. After immersion in the corrodent, they were washed gently in tap water, dipped first in alcohol and then in pure benzine and allowed to dry in the diffraction apparatus. THE opening session* was held in the hall of the Franklin Institute, on Tuesday evening, June 20th, President Holley in the chair. The President introduced. Mr. Franklin B. Gowen, who addressed the Institute as follows MR. PRESIDENT AND GENTLEMEN : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of gentlemen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. SEASON cracking of brass has received wide attention and there is a wealth of technical literature on the subject. Its causes are fairly well understood and means for its prevention are inexpensive and effective, .so that the frequency of failures from this source has diminished of recent years. But its sister phenomenon, the failure of annealed brass by reason of applied tensile stress plus a certain type of corrosion, has received less attention, though it has been responsible for occasional more or less troublesome cases of cracking of brass in service. The work described in the following pages was undertaken about two years ago to determine the relative resistance of various commercial brass mixtures to stress-corrosion cracking, and to learn something of the controlling factors. By stress-corrosion cracking we mean the cracking of brass free- from internal stresses by reason of applied tensile stress and simultaneous attack by certain corrosive agents. Rogers,1 in discussing a paper by Hatfield and Thirkell, says : "He had also applied a solution of mercuric salt to tensile test pieces of brass whilst they were under stress in the testing machine. At very moderate stresses such test pieces cracked, and very readily broke." Moore, Beckinsale and Mallinson2 subjected test pieces to simultane-us corrosion and tensile stress. In order to determine the minimum stress detectable in brass by the mercurous nitrate test, tensile samples were placed under stress and treated with mercurous nitrate solution. They found that brass stressed below a minimum did not crack.

About a year ago, I attempted in a general way to trace the origin and development of some of the marketing problems of the petroleum industry, and to describe certain trends which it then seemed possible to foresee. To summarize briefly, it was pointed out that the consumption of gasoline, after increasing for more than a decade at an almost unbelievable rate, was slowing down, but that the two factors which determine the supply of gasoline —-namely, the production of crude oil and the percentage of gasoline derived therefrom—were tending steadily to mount. It was suggested that, while the increase in gasoline outlets began with and probably was justified at the start by the rapidly increasing demand, long after all reasonable requirements as to number of outlets had been met the number continued to increase—if anything, at a still more rapid rate—because by that time the overproduction of crude had begun to exert an impelling urge upon the owners of that crude to seek assured outlets for it in the form of gasoline. As more and more companies became integrated all the way from crude oil to marketing, there took place an ever-increasing competition among them, not only for the existing outlets but for new ones. The wide margin between wholesale cost and retail price, which is characteristic of the early stages of most new industries, persisted in the oil industry longer than in most industries, for various reasons. The existence of that wide margin provided in large measure the means of attracting new outlets, for as the gallonage per outlet declined with the increasing number of outlets, competing companies simply offered the dealers a larger part of the total margin. The very nature of competition suggests that such a process would continue until practically all of the available margin was thus given away, and such was clearly the tendency. It was a system that in turn produced increasing marketing expense per gallon on account of the diluted gallonage per outlet; this increased expense might seem to have provided a justification for continuing wide margins. Economics, like its parent, nature, however, progresses by mutations and so began to throw out new types of marketers, in the form of tank-car service stations, cut-price jobbers, and the like—heretics or

Considering the really short time that has elapsed since hydro-metallurgical processes of extracting copper from ores have been extensively developed, and the large scale on which this method is practised at Ajo, the successful operation of the plant must excite the admiration of every visitor. The application of the mechanical unloader to the purpose for which it is employed at Ajo is but an extension of the use for which it was originally designed, some 20 years ago, for unloading iron-ore vessels at the lower lake ports. At a time when the maximum output of a single machine, with men shoveling the ore into buckets, did not exceed 40 tons per hour, G. H. Hulett invented and constructed a mechanical unloader with a bucket of 10-ton capacity. This machine was of the steam hydrauIic type, and it is still in operation after nearly 20 years of service. Several more machines of the same type were built, but the difficulties of power transmission, and the rapid development of electrical machinery, soon led to the adoption of electrically operated machines, and practically all of the later installations have been thus equipped. This electrically operated unloader has proved so well fitted for the work that the design of the lake boats has been practically revolutionized, with special view to the ease and rapidity of unloading. It is now possible to unload a 12,000-ton vessel with four machines in a little over 2 hr. This has necessitated an increase in the capacity of the machine, and the largest yet built handles an average load of 17 tons, with a possible maximum of 20 to 21 tons. The Ajo excavator is somewhat simpler in design than the iron-ore unloader, in that it is not provided with a larry. TRANSPORTATION is one of the most important problems of the mine operator and the possibilities of cost reduction in this field should not be overlooked. In the railroad industry, cars and locomotives have been improved greatly, and the progress there made is well worthy of study by the mine operator looking for maximum efficiency in every branch of his activities. One of the outstanding developments in the construction of railroad equipment in recent years has been the wide-spread adoption of large one-piece steel castings for the framework of locomotives, passenger and freight cars. Some of the advantages and applications of this type of construction will be outlined in this paper, with particular thought of the needs of the mining industry. The inherent qualities of cast steel: homogeneity, unrestricted size and shape, high tensile strength, flexibility of metal distribution, resistance to corrosion, and gracefulness of outline, make it the most versatile member of the ferrous group. Not only is it a strength-giving element, but it is corrosion resistant, a combination that makes for large economies in equipment maintenance. Flexibility of metal distribution allows the integral foundation to be in the shape best suited for the purpose. These cast structures are really assembled in the mold in liquid form and the metal can be placed in the right pro¬portion exactly where it is needed, thus securing weight economy and uniformity of fibre stress. Such a process permits the incorporation, with ease, of necessary brackets, utilizing them to provide not only greater strength for the derail part itself, but often to add to the value of the entire unit. Laps, seams, and joints, which are necessary in all fabricated forms, are eliminated.
