The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

On the east side of Washington DC, the DC Water & Sewer Authority is developing a Facility Plan for the Anacostia River CSO Control Projects, including 8 to 12 miles of CSO storage/conveyance and flood relief tunnels and associated facilities. The project includes major technical and non-technical challenges, including: completion under a Federal Consent Decree schedule; large diameter (estimated 25 to 35 ft) soft ground tunnels and shafts up to 200 ft depth; operations without use of active flow control systems; and close coordination with several major public and private construction and development projects that are being advanced in the project area.

Experimental Mine, Val d'Or, Quebec, Experiments on the ignition of sulphide dust clouds by explosives have been conducted in a 1 m3 explosion chamber. The explosives tested are ANFO, emulsion, aluminized emulsion and Detasheet. By controlling the composition of the ANFO and the emulsion explosive the oxygen balance could be changed in order to identify the dominant factors in the ignition of sulphide dust clouds by explosives. Experimental results, combined with theoretical calculations, show that the temperature of the detonation products is the most important parameter in the ignition of the dust cloud while the combustible detonation products are of secondary importance in the case of non-aluminized mining explosives. In the case of aluminized explosives and explosives having very negative oxygen balance the ignition of the dust cloud is assisted by the large amount of combustible detonation products.

"This presentation reviews three continuous centrifuge separators, the Falcon-C, Kelsey Jig and Multi-Gravity Separator, two units with possible synergies with centrifuges, the In-Line Pressure Jig and InLine Leach Reactor, and two centrifuge prototypes, the continuous Knelson and the Altair Jig. Typical applications, potential problems, promising synergies and general concentration mechanisms are discussed. A general discussion on the sources of information, the nature of the fluidization water flow, test work for potential centrifuge separations and the early life cycle of new technology, using centrifuge separators as an example, follows. It excels at recovery very dense minerals in very small concentrations, and has become a workhorse of the gold industry. Falcon’s Super-Bowl comes a distant second, with very similar applications. A number of copycats are available, and are generically identified as “Knelsons.” This presentation will not address these units explicitly, but as possible synergies."

A large lab apparatus was designed using a scale-down methodology based on the design legacy of the current FLSmidth commercial forced air flotation machines. This new apparatus, along with a new test methodology, was used to evaluate new rapid prototype concepts. The apparatus was designed to monitor bubble size, power, pumping capacity, Jg, velocity profiles, froth character, and tip speed. The methodology developed follows a sequence that goes from hydrodynamic tests and solids suspension tests to a flotation kinetic test. This methodology has been demonstrated to be a good tool to determine the effect of machine design changes on flotation.

Life as a mining/mineral professional doesn’t leave much time for perusing 20-page technical papers. Yet, being technologically savvy is part and parcel of a successful career in this industry. What’s an intelligent, well-informed person to do?

Australia is the world's leading producer and exporter of mineral sands. Despite increased production from some other countries in recent years, Australia maintained its No.1 position in 1988 among world producers of mineral sands concentrates. Production of the titanium minerals -- ruffle, ilmenite and leucoxene, as well as synthetic ruffle -- by the seven companies currently comprising the Australian industry increased in 1988 in response to continuing strong demand for feedstock by the pigment industry. Production of co-product zircon remained at the 1987 level, reflecting declining zircon grades. Exports of mineral sands concentrates increased in 1988; export earnings exceeded $300million. Prices for mineral sands concentrates are now at a historical high and, assuming that the world economy remains strong, real prices should continue to trend upwards in the short term. Exploration in the Eneabba-Cooljarloo region and the Scott River area, both in WA, the Murray Basin, Vic, and the central Queensland coast area, has identified substantial resources of heavy mineral sands. These discoveries have reversed the trend of the early 1980s of falling resources of mineral sands. In 1988, BMR estimated that economic demonstrated resources (EDR) of ilmenite, rutile, zircon and monazite combined was about 72.8 million tonnes. However, a substantial portion of the resources on the east coast are frozen as a result of environmental considerations. The proportion of mineral sands concentrates processed in Australia increased with the commissioning of two new synthetic rutile plants; Australia is now the world's leading producer of synthetic rutile (total capacity 272000 tonnes), most of it for export. Australia's two TiO2 pigment producers have both increased capacity, lifting national capacity by some 70p ercent to over 120000 tonnes/yr. As part of the expansion one producer converted from the sulphate to the chloride process. Other new pigment plants are being proposed for the future.

The financing of large mining projects in developing countries is often achieved, at least in part, by limited-recourse financing methods. Financing agreements are affected by the basic accord that is struck between the host government and the sponsors of the project. It is concluded that governments and project sponsors should take into account the requirements of lenders when structuring such mineral development agreements to maximise the potential for attracting project financing. Lenders are likely to be most interested in aspects such as fiscal arrangements, calculation of taxable income and general accounting rules, royalties, transferability of payments/dividends overseas, corporate structure and control, staged development, financing, loan support and state guarantees/approvals, political risk, provisions for default, product marketing, settlement of disputes and environmental issues

Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. The objective of the ? 200 million ($280 million) project Parma Railways Station-Urban Transformation was the reconnection of the North and South parts of the town by constructing an 80 m (250 ft) wide sunken artery passing under the four double railway tracks of the station without any impact on train traffic. The site of the project, adjacent to the Parma River, presented water seepage problems at any excavation depth. The use of conventional large diameter bored pile machinery was not allowed by the Railway Authority because equipment dimension and construction phases do not comply with train traffic safety regulations. Foundations for the bypass were thus constructed by minipiles nested into jet-grouted soil using machinery operating within the existing head room and at a safe distance from the tracks. Jet-grouting treatment reached depths of 25 to 28 m (80 to 90 ft) from tracks? grade and embedded minipile-heads were terminated at 2 to 3 m (6.6 to 10 ft) below grade. Load tests on minipiles were pushed to failure. Failure occurred at a 240 t (265 t) load without breakage of the bond between the jet grouted soil and the minipiles. A 0.93 MPa (135 psi) shear resistance ??? between minipile steel casing and the jet grouted soil was measured prior to the failure of the steel casings. Overall measured foundation settlements were well within expected values and were considered insignificant.

The mineralogy of the feed, concentrates and tailings from the Heath Steele mill in New Brunswick was studied in detail to determine the liberation and recoveries of the major ore minerals, and to characterize the occurrence and distribution of the trace elements. The ore milled during August 1977 contained an average of 4.34 wt % Zn, 1.25 wt % Cu, 1.64 wt % Pb and 90 gr/ton Ag. The main trace elements in the ore are silver, cadmium, indium, cobalt, antimony, bismuth, arsenic, mercury, tin and gold. Silver is carried in solid solution in tetrahedrite-tennantlte, galena, Ag-Sb sulfosalts and Pb-Bi-Sb sulfosalts. Approximately half of the silver is recovered in the lead and copper concentrates and the remainder is lost in the tailings and Zn concentrate. As the major silver-bearing minerals also contain Sb and Bi, recovering silver by ore dressing would involve recovering elements that are troublesome in extraction metallurgy. Cadmium and most of the indium and mercury occur in solid solution in sphalerite and consequently are recovered in the zinc concentrate. Some indium is also recovered in the copper concentrate in a second unidentified indium-bearing mineral. Cobalt and arsenic occur principally in arsenopyrite, cobaltite, a Co-Fe sulfarsenide, pyrite and pyrrhotite, and follow these minerals into the tailings. Recovery of the valuable element cobalt, therefore, would involve recovering the environmentally hazardous element arsenic. Most of the tin and gold report to tailings. The ore was ground to about 80% minus 270 mesh. At this grind, 71 wt % of the sphalerite, 66 wt % of the chalcopyrite and 59 wt % of the galena were liberated. Recoveries of free sphalerite, free chalcopyrite and free galena in the Zn, Cu and Pb concentrates were 85 wt %, 76 wt % and 80 wt %, respectively; recoveries of unliberated sphalerite, unliberated chalcopyrite and unliberated galena in the respective Zn, Cu and Pb concentrates were 48 wt %, 5 wt % and 7 wt %. Some of the unliberated sphalerite and chalcopyrite grains in the tailings are large and would have been liberated at a finer grind.

Titanium sponge, which is almost pure titanium, is extremely ductile and not easily processed into titanium powder. One method of producing powder is the hydride-dehydride (HDH) process, where titanium sponge is hydrided to form brittle titanium hydride (TiH2). Titanium hydride is easily milled to produce powder and is then dehydrided to form Ti powder. In this work, titanium hydride powder obtained from titanium sponge was used as a starting material for blending and mechanical alloying with elemental powders. Firstly, titanium hydride powder was blended with aluminium elemental powder to produce a homogenized powder, which was then compacted and sintered to produce powder metallurgy compacts. Secondly, titanium hydride powder was mechanically alloyed with aluminium elemental powder and then compacted. The mechanically alloyed powder was characterized in terms of particle size distribution, morphology and microstructure. In both blending and mechanical alloying, the green compacts were characterized by assessing the green density, while the sintered compacts were characterized by their sintered density, microstructure, and hardness. The two processes have resulted in the formation of TiA13 intermetallic compound. It was established that by simple mixing and homogenizing, titanium hydride can be used as a starting material to produce powder metallurgy components in which porosity is a benefit rather than a problem, much akin to metallic foams. From the products obtained in the TiHz-Al system, it appears that titanium hydride can be used as a precursor in mechanical alloying. However, the possible formation of complex hydrides may introduce detrimental properties, and needs to be further investigated. For the production of non-porous components, it would be advisable to dehydrogenate the TiH2 powder before milling i.e. producing titanium powder by the hydride-dehydride (HDH) method. Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

The Egnatia Odos (Odos meaning road) is one of Greece’s largest ever highway construction projects and one of Europe’s most important. The Highway will assist in the connection of the Greek Ionian/Adriatic Coast with Turkey and the Black Sea reviving an historic Roman alignment “Via Egnatia” connecting Rome to Constantinople (now Istanbul). There are 74 twin tunnels (60 bored and 14 cut-and-cover) with lengths ranging from 160 m (175 yd) to 4,600 m (5,031 yd) and 100 m (109 yd) to 270 m (295 yd),respectively. The complex geology and resulting physical geography have had a major influence on both the design and construction of these tunnels. This paper describes the management, design and construction challenges of these numerous tunnels.

"Gulf Minerals (Canada) Limited' s Rabbit Lake Uranium Operation is located in the northern portion of Saskatchewan, 198 miles southeast of Uranium City and 134 miles northwest of Lynn Lake Manitoba.This paper describes flow sheet changes to solve operating problems and briefly describes future changes to accommodate the new ""B"" Zone ore.The Rabbit Lake mill was designed to process 1600 dry tons per day of uranium ore, with an average grade of 0.370 percent u3o8. In 1981, the mill processed 2040 tons per day at a grade of 0.231 percent u3o8 . The process modifications and flow sheet changes that allowed this increase in tonnage will be discussed in relative chronological order. Mill feed was introduced on June 10, 1975, the original equipment consisted of an Ingersoll Rand hydraulic breaker mounted over a 24"" square grizzly. The - 24"" ore was fed to a 2011 X 6"" seflli autogenous grate discharge mill close circuited with 20"" cyclones, the mill discharge was screened on a tyler double deck screen with the undersize (8 rnesh) reporting to the cyclones, the screen oversize was returned by conveyor belt to the mill feed chute.The cyclone overflow (28 mesh) was thickened in a 100' diameter thickener to obtain 55 percent solids for the leach circuit.The leach circuit consisted of two slurry holding tanks and five leach tanks."

This report describes laboratory studies by the U.S. Bureau of Mines to determine the suitability of a static oxygen (OJ adsorption test for evaluating the self-heating tendencies of coals. Reliable minimum self-heating temperature (SHT) values from adiabatic oven tests were used as standards for comparison and evaluation. A suite of six coals was tested in the adiabatic oven and in sealed flasks. In the latter tests, both undried and dried samples, in a range of four particle sizes, were examined. Miniature pressure trans-ducers monitored pressures in the flasks, and gas samples taken at the end of the tests quantified all the gases present. An excellent correlation was found between the minimum SHT's and amounts of O2 adsorbed over a 7-day period for dried coals, independent of particle size. In addition, a good correlation was obtained between the minimum SHT's and pressure changes in the flasks at the end of the test for the same coals, also independent of particle size. Based on these results, the sealed flask test can be reliably used to determine the self-heating tendency of a bituminous coal sample.

When Bridger Coal Company transformed their operations from surface mining to an underground longwall operation their plans included not only the addition of new mining equipment but also surface fans for a blowing (supply) air ventilation system. The original system concept included a propane gas fired air heater to preheat the intake air during cold weather and a dual parallel fan and duct system. One fan operated to ventilate the mine while the other fan was for stand-by emergency operation. Equipment proposals were submitted in March, 2005 based on the dual parallel fan system. Discussions conducted during the equipment selection process revealed that several alternative system design concepts were available. The alternative concepts included innovation features that not only saved space and cost but also reduced operating expense as well. Many of the features were incorporated into the final design of the system. A comparison of the original system concept and final installation design are presented in the paper in addition to details of the features and the derived benefits.

We are thrilled to welcome you to the 2025 Rapid Excavation and Tunneling Conference (RETC), which will be held in Dallas, TX. This year’s conference will showcase the continued trend of strong industry interest, as there will be a record setting 115 papers being presented over the course of three days. The set of papers compiled in this book captures the latest and greatest information on a broad array of topics within our fascinating tunneling industry. We hope that the compilation of selected papers in this book will provide a comprehensive recap of the conference while also providing a source of future reference for contractors, engineers, and anyone in general who is a student of our beloved and unique industry. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. The program chairs thank and greatly appreciate the efforts made by our session chairs, co-chairs, authors, the members of the RETC Executive Committee, and most importantly the SME staff towards making this RETC possible.

This paper will review impacts on longwall design and ground stability assessment due to advances in mine automation and sensing technology. Several new approaches to the prediction and monitoring of longwall panel and gateroad stability have recently become mature, and are ready for application in problematic ground control situations. These methods are revealing significant detail regarding deformation and failure mechanics of critical underground structures. Examples of how these technologies have worked successfully will be given, and applications for the use of these tools for cost-effective engineering design and monitoring will be suggested.
