The objective of a mine planning exercise is to plan a safe mine that maximises net present value (NPV) for the project. Two primary elements are key to design of a mine plan optimised to maximise profit: selection of an optimised production rate and selection of an optimised equipment fleet. Both depend upon accurate estimations of capital and operating costs for the equipment and for the life cycle of the mining operation. Once a trial production rate is determined, a primary equipment fleet, ie excavators, haulers, and blasthole drills, can be determined based on material characteristics and haulage distances and gradients. An auxiliary fleet, dozers, road maintainers, service trucks, etc can be determined using less rigid productivity criteria. With an equipment fleet determined, operating and support personnel can be assigned based on shift requirements and equipment operating needs; and material and supply requirements can be estimated. Knowing the areal dimensions of the major equipment items, road widths and repair shop dimensions can be determined. Personnel numbers and supply requirements determine the square metre sizes of offices, change rooms, and storage facilities. Reliable sources of capital and operating unit prices and costs for all these items are referenced in the paper. Once preliminary capital and operating cost estimates are calculated by applying unit costs to equipment, personnel, material and supply needs, potential profit can be tested using DCF techniques. An optimised mine plan can then be determined by testing the potential profitability of multiple mine production rates. Because of the economies of scale, full capital and operating cost estimates must be completed for each production rate in order to produce meaningful comparisons.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

The newly discovered South Arturo deposit is a Carlin-type, breccia-hosted, oxide gold deposit located on the Dee Mine property at the north end of the Carlin Trend in Nevada. The Dee Gold Mine was discovered in 1981 by Dee Delamar, a Cordex geologist. The property was put into production by Rayrock Mines in 1984. During its 16-year mine life, the Dee Mine produced about 18.6 t (600,000 oz) of gold from oxide ore at an average production rate of about 1.24 to 1.55 t/a (40,000 to 50,000 oz/year). In October 1997, Bar-rick Gold Exploration acquired the right to earn a 60-percent interest in the Dee property from Dee Gold Mines through an exploration farm-out agreement. Barrick Gold Exploration began exploration activities on the property in 1998 and vested in its 60 percent operating interest in 2004. However, the discovery hole at South Arturo was not drilled until July 2005 from atop the historic mine dumps located 300 m (985 ft) south of the Dee openpit. The discovery hole (BD-72) encountered a cumulative 75.6 m (248 ft) of oxide mineralization grading 1.9 g/t (0.055 oz/st) gold beneath 260 m (855 ft) of dump material and post mineral Tertiary Carlin Formation volcanic and sedimentary rocks. Oxidation within the deposit extends to depths greater than 610 m (2,000 ft). The deposit has passed the prefeasibility test and is presently in the feasibility stage. Exploration is on-going to enhance or enlarge the known deposit. The current resource for the deposit stands at 40.4 t (1.3 million oz) of gold. The South Arturo discovery is an example of an historic mining property yielding a new discovery through the diligent application of area selection criteria of the model type and persevering when early results were generally negative. Barrick?s original exploration pro-grams on the property were focused on the discovery of deep, high-grade sulfide deposits that would likely be mined by underground methods. As it turns out, South Arturo is mostly oxidized and will be amenable to mining by openpit methods

Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. Deepening of harbours has become a priority, necessary to the ongoing operation of the wharves in the face of deeper draft merchant vessels and cruise ships. It is now standard practice in many areas to provide for harbours to be dredged to significant depths below mean sea level, in the order of 12.00 m (39 ft) for existing berths and 15.00 m (49 ft) for new wharf construction. The Ravenna Port Authority initiated a project to deepen the harbour bottom at selected wharves to a depth of 12.00 m (39 ft). In preference to reconstruction of the wharves with longer and heavier sheet piling or other equally disruptive reconstruction, they identified the structural reinforcement of the existing wharves by means of deep underwater tie rods as a possible alternative cost-effective solution. Having defined the design concept, effort was concentrated on developing the required technology. A technique, already in use for the installation of tie rods by means of robotics, was identified as potentially suitable for underwater use. It was decided to carry out the fine tuning and the evolution of the technology for a marine environment of the robot unit and of the related remote control software that controls the installation of the tie rods. An experimental test site was set up to refine the drilling, installation, grouting, monitoring and testing of underwater tie rods. The purpose was to confirm the feasibility of the proposed solution and the reliability of these tie rods for use in the reinforcement and construction of wharves. The paper also discusses the theoretical and experimental study of underwater tie rods dealing with the theoretical analysis of the interaction between tie rod and soil, aimed at identifying the correlation between the forces of applied traction and the corresponding measured elongations. A series of tests were carried out with positive results, both at the operating load of 300 kN (67 kips) and at the nominal maximum load of 630 kN (142 kips). The tests were carried out on seven tie rods, of which three were installed at a depth of 5.00 m (16 ft), principally to test the reliability of the operating and remote control systems in the presence of a significant hydrostatic pressure, and four were placed at a depth of 8.00 m (26 ft) to check the load bearing capability of the tie rods positioned at the depth called for by the current project.

One of the most important of these so-called rare elements is tungsten; its use ins alloys for high-speed cutting tool is partly responsible for the era of mass production. So widespread has the use of alloys become that the period may be termed an "Alloy Age".]

Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and P80 of 6 to 7 µm), pressure leaching at 160ºC and 1,380 kPa (200 psi) oxygen overpressure, DEW to produce LME Grade A cathode, recycling of the lean electrolyte to the pressure leaching step and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of the lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an ?acid-autogenous? process referred to as the ?MT-DEW-SX? process. This paper (Part III) discusses the steps taken to develop and complete a large-scale demonstration of the process at Bagdad, Arizona, in 2005.

Hazelwood Power Mine is one of the largest open pit brown coal mines in Australia. The removal of overburden is the first step in coal winning operation. The primary aim of construction of overburden dump is to provide an effective stable working surface for stacker. The paper discusses site investigation techniques used to determine dump soil properties, stability analysis method using GALENA and GWEDGEM, results of stability analysis. The paper concludes with recommendation for a safe dumping strategy for level 2 stacker dumping.

Yielding rock bolt support systems have been developed to accommodate ground movement in shifting ground such as in coal operations; in creeping ground such as salt, trona, and potash; and in swelling ground associated with some clays. These systems, designed to remain intact despite ground movement, should enhance mine safety and help contain costs in areas where rebolting of rigid non-yielding systems is typically required. Four such systems were tested in straight tensile pulls in the laboratory. They include the Slip Nut System from Dywidag Systems International USA, Inc., Ischebeck's bolt mounted Titan Load Indicator, Rocky Mountain Bolt Company's Yielding Cable Bolt, and a rock bolt installed variation of the yielding steel post developed by RE/SPEC Inc. The first two systems are currently marketed products and the latter two are prototype systems. Each system responds to load and displacement by yielding in a unique manner. All are designed to yield at predetermined loads. A description of each system and its yield function is provided. Each system was tested over its prescribed yield range in a test machine. At least five tests were performed on each system. Each system yielded and continued to provide support according to its design. Each shows promise for ground control use in shifting or creeping rock. This work helps to illustrate the comparative differences in performance between these specialized systems and the applications where they may be most useful.

For mining medium-hard materials on the surface, "Continuous Surface Miners" have been employed for some years. The latest generation surface miner extends the performance of this type of machine to the point where the same cost efficiencies can now be achieved in medium-hard materials as has been achieved in softer materials by machines such as the bucket wheel excavator. The paper explains briefly the technology of the Krupp Surface Miner (recently released to the market) and develops the costs of ownership and typical operating costs. Comparisons are made between a shoveLtruck system and Krupp Surface Miner (KSM) systems based on both truck and conveyor transport systems. Further benefits of mining with the KSM, such as environmental, selective mining and improved product reovery are discussed briefly. The equipment is now available to mine semi-hard materials (with compressive strengths up to 60MPa) on a continuous basis and reap the benefits which continuous systems can deliver. All new and existing open cut mines should review their costs with regard to this technology.

"New, high-resolution geophysical surveys were undertaken over parts of the Abitibi Subprovince, Canada, to help with geological mapping and to promote mineral exploration. Gravity surveys in the Rouyn-Noranda and Matagami areas (Québec) allowed better 3-D mapping of important geological structures, and a multiscale edge analysis of ground gravity data over the Blake River Group confirms that major faults behave at depth as predicted by surface geology. Airborne gravimetry west of Matagami (Québec) helped to identify a new trend south of Lake Grasset that is almost perpendicular to the assumed geological trend of the area. Electromagnetic (EM) surveys, flown in the Chibougamau (Québec) and Bartlett Dome (Ontario) areas, allowed new conductors to be identified at greater depths than were achievable with previously used EM systems. Airborne magnetic surveys were flown in the Burntbush area (Ontario), and other available high-resolution magnetic data were compiled to produce a continuous and homogenous magnetic grid of the Abitibi region.The resulting compilation map clearly shows the locations of dikes, faults, and shears zones, and reveals some fault extensions in areas of extensive overburden. This grid also allows the computation of enhanced maps, such as vertical derivative and tilt maps (e.g., a tilt map shows subtle magnetic features in the Blake River Group that are difficult to see in the total magnetic field or its first derivative). Results from these new surveys show there is considerable value in (1) resurveying areas covered by older surveys, and (2) recompiling data sets from these older surveys."

A discussion on simulation tools to aid the development of robotics platforms is presented. The focus of the work is towards mining robotics platforms where operations are typically in unstructured, unpredictable environments and a high degree of dependability in their operations is required. It is argued that a test-based development approach leads to more robust solutions and faster development cycles than traditional single-track field-only development and that the key enabling technology for this development paradigm is the judicious use of simulation tools. The future direction of simulation for use in online applications such as active planning and as a means to assist tele-operation in high latency communication applications is also brief y considered together with the requirements for a useful simulation environment in terms of the simulator architecture. Finally, a case study is presented on the application of the discussed methodologies to an unmanned ground vehicle (UGV) for earth-moving tasks, which is being developed in an accelerated time frame with a transient development team.

In early 1993, the Piney River quarry owned and operated by the Blue Ridge Stone Corporation of W W? Boxley received a series of complaints from the owners of a 130 year-old historic farmhouse that had been converted into a bed and breakfast establishment. Since the distance from the quarry to the farmhouse was substantial, a unique method of seismic data acquisition was utilized to determine if perceived blast effects were caused by air blast or low amplitude, low frequency ground vibration.

The distribution or the userul minerals or Tasmania is so closely connected with the geological structure of the island that it will be convenient to briefly recapitulate the principal ract or its geological history, before describing the ore and other deposits. In many cases these present features which are very puzzling in the absence of knowledge of the structure of the districts in which they are found and in all cases it is of benefit to mining engineers to be acquainted with the main facts of the geological·history of the regions in which they have to carry on operations. Moreover, in speculating as to the origin of lodes and other deposits, we have constantly to rerer to the crumplings or the earth's crust by mountain-making movements, and to the igneous rocks which have been thrust throngh the other strata, to explain the origin or the lode fissures, and this discussion cannot be carried on without knowledge of local geology.The oldest rock yet met with in Tasmania are of Archooan age, and consist of highly crystalline quartzites and micaceous schist. They are most extensively developed towards the western side ot the island, forming a belt parallel to the West Coast from South-West Cape to Cradle fountain; but they also crop out here and there to the west and northward of this belt, where the covering strata or later age have been denuded away. Though not seen in situ in the eastern part of the colony, the abundance or pebbles derived from this formation in the conglomerates of the coal measures shows that it must in those day have formed land surfaces there also, and makes it likely that the archooan strata exist at no great depth: below many of the beds of later age now occupying the surface. Lying unconfortably upon these highly metamorphic strata we find next an extensive series of subcrystalline metamorphic conglomerates, grits, sandstones, slates, and limestones,of Cambro-Silurian age. These are well seen in the Gordou River Basin, along the West Coast Range, aloug the North Coast, and in the goldfields of the north-eastern portion of the colony. They are much broken by later intrusive rocks, and covered by younger rormations, but the series is spread more or less over the whole island.

Structures formed during ductile deformation have been reactivated during the later brittle mineralisation process. Two generations of folding are classified as: early recumbent megascopic FI folds and FI shears which transpose the hinge regions, and later upright F2 folds. S1 is folded about F2 folds which contain axial planar S2 crenulation cleavage. Vergence relationships between S1 and bedding indicate that many of the mineralised structures occupy sites of FI folds which have acted as plumbing systems for later gold mineralisation (eg Blackwater mine). The Globe-Progress gold mineralisation is localised by a major jog formed by sinistral strike-slip movement on two FI fault segments and mineralisation also occurs in smaller jogs along strike (eg Sir Francis Drake, Happy Valley-Merrijigs, Cumberland).   The lodes of ribbon quartz which exploit the FI shears and local bedding planes, are inferred to have mostly formed after the peak of metamorphism, possibly related to the emplacement of Carboniferous granites. This was followed by a sequence of vein deposition and wallrock alteration which consists of quartz-As/Fe sulphides ? carbonate - stibnite ¦ trace base metal sulphides and Bi-sulphosalts ? illitic clay/sericite-chlorite. Gold at Globe-Progress is mainly encapsulated in arsenopyrite. At Blackwater, free high fineness gold occurs in partings in lode quartz with late sericite-chlorite. The above sequence of events is comparable to that encountered in many intrusion-related gold systems throughout the Southwest Pacific region. There is a spatial relationship between gold mineralisation and dykes variably described as diabase, dolerite or lamprophyre. Alkaline rocks occur in many Pacific rim and older goldfields and may possibly be related to a magmatic source for gold mineralisation.

As environmental costs incurred by the mining industry become increasingly subject to critical analysis, new technology is necessary to ensure the further development of good relationships between the industry and community. Phytoremediation and phytomining are technologies that have the potential to capture the imagination and approval of the public. Phytoremediation , the in situ use of plants to extract heavy metals from a contaminated substrate, could offer an environmentally and cost-friendly alternative to traditional remediation techniques. Phytomining is the in situ removal of metals from a contaminated site or subeconomic orebody with the additional aim of recovering from the plant an economic amount of metal. Plants used in such operations, hyperaccumulators, accumulate large quantities of one or more target metals in their above-ground herbage. Upon harvesting and incineration, this plant material yields a low-volume, sulphide-free æbio-oreÆ, which can either be safely disposed of, or if the metal is of sufficient value, smelted. Investigations into the economics of phytomining nickel from ultramafic (serpentine) soils, showed that Alyssum bertolonii and Berkheya coddii could remove over 100 kg of nickel per hectare per annum from land with nickel concentrations well below the cut-off grade for conventional mining. It also appears possible to æinduceÆ the hyperaccumulation of gold into plants growing on gold tailings, or on stockpiled, low-grade gold ore. The plants used for phytoremediation and phytomining are useful colonisers as they are necessarily hardy and withstand extremes of salinity, metal toxicity and water stress that hinder the success of current revegetation procedures. As part of a rehabilitation operation, these plants may alter the geochemistry of a substrate making it more amenable to the growth of native species that should be used to restore a mining site to pre-operating conditions.

Flame cutting and welding is one of the major causes of fires and explosions in underground U.S. coal mines. On May 20, 2006, a flame cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On January 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame cutting and welding operation at the Loveridge Mine caused a fire that resulted in sealing of the mine for an extended period. Finally, on March 19, 1992, an explosion at the Blacksville No. 1 Mine that was caused by welding resulted in four fatalities. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame cutting and welding operations to determine the root causes of these types of fires and explosions. The methodology included interviewing mining personnel who perform flame cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations, and MSHA reports of investigations and accidents statistics were analyzed. The results were used to identify and compare differences between flame cutting and welding practices and techniques in small and large mines, Eastern and Western mines, low seam and high seam mines, room and pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices and interventions were developed to reduce the number of fires and explosions caused by flame cutting and welding. This paper provides a summary of this work. Cement-bentonite (C-B) slurry walls have been used for ground water cutoff in deep excavations, contamination containment, and other applications. Hydraulic conductivity is of great concern for cement-bentonite slurry walls. The quality control program usually specifies permeability and strength tests to be performed in a laboratory on samples cast in the field and cured for a certain time. Currently there is no widely accepted in-situ test method for the performance of the constructed slurry wall. A recently constructed cement-bentonite slurry wall in South Carolina included a 200-foot-long test section done in advance of the production of an 8,300 foot-long wall. Intensive tests and investigation were conducted during and after the test section construction: Monitoring piezometers were installed using wet insertion method and packer tests were conducted in boreholes drilled in the post-28-day-cure slurry wall. The permeability measured from the packer tests was about two orders of magnitude higher than the design and the laboratory test values. Additional investigation was performed using a video camera to inspect the borehole walls especially the packer test sections. Test pits were excavated to observe both sides of the cement-bentonite slurry wall. A thorough inspection was conducted to evaluate the integrity of the wall. The lessons learned and issues regarding the disturbance effects of in-situ testing of cement bentonite slurry walls is presented and discussed.

The Alimak mining method was introduced at the David Bell mine in 1998 to extract an otherwise uneconomic and inaccessible reserve. The success associated with the extraction of these reserves led to major expansion of the method. To date, results have been extremely positive in terms of grade control, reduced dilution, stope recoveries, productivities and mining costs. It is hoped that through further development of the method at David Bell mine we will continue to see positive results in these areas and be able to increase mineable reserves to include proven resources that do not currently meet the criteria of our current stoping plan.

CESIUM-137 ISOTOPE began to displace cobalt-60 III the treatment of cancer during 1956. Production and Consumption.-Consumption of cesium and rubidium was approximately the same as in 1955. Production, however, decreased, as several companies shipped from stocks produced in previous years. South Africa was the source of most cesium and rubidium minerals used in the United States in 1956. Cesium and rubidium metals and compounds were produced from ore by: DeRewal International Rare Metals Co., Philadelphia, Pa.; Fairmont Chemical Co., Inc., Newark, N. J.; Foote Mineral Co., Philadelphia, Pa.; and Rocky Mountain Research, Inc., Denver, Colo. Most sales were to domestic consumers, but small quantities were exported to Australia, England, Germany, and Sweden. New production facilities were under construction in. 1956 by San Antonio Chemicals to produce mixed potassium, rubidium, and cesium carbonates. A plant capable of separating and packaging 200,000 curies of cesium-137 annually was under construction at Oak Ridge National Laboratory.6
