The U.S. Bureau of Mines investigated the influence of atmospheric pressure changes on methane gas migration through mine seals at a mine site located in the Pittsburgh Coalbed. The mine gained access to a coal reserve through part of an abandoned mine and constructed nine seals to isolate the extensive old workings from the active mine area. Underground problems were experienced when atmospheric pressure fell, causing methane gas to migrate around the seals and into the active workings. During mining operations, methane gas levels exceeded legal limits and coal production was halted until the ventilation system could be improved. When mining resumed with increased air flow, methane gas concentrations occasionally exceeded the legal limits and production had to be halted until the methane level fell within the mandated limit. To assist the ventilation system, a pressure relief borehole located in the abandoned workings near the mine seals was proposed. Preliminary estimates by a gob gas simulator (computer model) suggested that a 0.76 m (2.5 ft) diameter pressure relief borehole with an exhaust fan would be necessary to remove enough methane from the abandoned area so that the ventilation system could dilute the gas in the active workings. However, by monitoring methane gas emissions and seal pressure, during periods of low atmospheric pressure, the amount of methane gas that migrated into the active mine workings was calculated. Researchers then determined that a relief borehole, 20.3 cm (8-in) with an exhaust fan could remove at least twice the maximum measured volume of migrating methane gas. Because gas concentrations in the abandoned workings could potentially reach explosive limits, it was proposed that the mine eliminate the exhaust fan. Installation of the recommended borehole and enlarging two other ventilation boreholes located in the abandoned area reduced methane gas leakage through the seals by at least 63%.

This paper was presented at the ‘17th U. S. Introduction The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement- fly ash mortar. Although the fully bonded bolt concept is not new as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1)(2)the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation's Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since Decmeber of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the group-rebar system.

The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico. is a research and development project sponsored by the U.S. Department of Energy, designed to demonstrate the safe disposal of radioactive waste. A mine (repository) is being developed 2150 feet below the surface in a thick salt bed, which will serve as the disposal medium. The underground ventilation system for the WIPP project was originally designed based on a fixed project scope. The design criteria and ventilation requirements were developed for the performance of various activities as then envisioned towards the achievement of this goal. However, in light of new information and actual site-specific experience at WIPP leading to a clearer definition of the scope-related programs and activities, it was realized that the existing ventilation system may need to be modified. A re-assessment of the ventilation requirements--based on the current status of the facility and a clearer definition of the scope of the experimental programs, waste storage methodology, mine developmental activities. and current equipment list--indicates a two- fold increase in underground airflows from 210,000 cubic feet per minute (cfm) to 425,000 cfm. Various options to provide the increased airflow to the underground facility were considered and analyzed. Based on the techno-economic analysis, safety and environ- mental considerations, and other conditions unique to a facility like WIPP, it was decided to construct a new shaft to serve as the primary fresh air intake, along with the installation of additional fans in parallel with the existing set up. Low cost and the ease with which the new design could be implemented and integrated into the existing ventilation system with minimum impact on current activities and projected schedules were the guiding factors in designing the shaft and related ventilation modifications.

Bentonite is a common name applied to a variety of clays that develope swelling properties when associated with water. Useful bentonite deposits occur in many Western and Southern states. Their origins may consist of the alteration of volcanic sediments or the decomposition of shallow lake deposits. The specific type of bentonite that will be discussed in this review will be only the Western or high swelling sodium type bentonite that is mined primarily in Wyoming. Wyoming bentonite first entered the market in the late 1880's when it was used as an oil absorbing cosmetic. In the 1920's it was discovered that superior binding properties were present which created new opportunities in pharmaceutical, animal feed, and steel foundries. The swelling properties that were exhibited by the high swelling Wyoming bentonites soon led to its use in oil exploration when the rotary drilling process developed a need for multipurpose fluids. Bentonites in general and Wyoming bentonite in particular have fascinated chemists and process development specialists since the 1920's. There exists a long list of industrial uses that has led to hundreds of patents and extensive literature reviews. The binding and swelling properties are developed as a result of large surface areas and high cation exchange properties. Water, being a di polar molecule, attaches to the ionic vacancies and forms a network of tightly held water particles which in turn produces an impermeable seal or a binding characteristic in unconsolidated powder. Newer uses for Wyoming bentonite that once again utilized the binding and swelling properties include the pelletizing of iron ore and a vast array of civil engineering applications including slurry trenching, lagoon sealing, and garbage landfill sealing.

The paper describes the design and operation of a Shaft Boring Machine (SBM). The machine has been developed by The Robbins Company. It is anticipated that the prototype, which will bore shafts in the 6.1 to 7.3 m (20 to 24 ft) size range, will be placed in operation during 1985. This pioneering application of rapid excavation technology is expected to lead to significant improvements in the cost and speed of shaft construction. The technical and economic factors which have limited the employment of Shaft Drilling and which caused unsatisfactory results with earlier attempts at Shaft Boring are reviewed. The design criteria adapted to overcome these problems are discussed. Cost and performance estimates are presented and are compared to conventional sinking methods. Factors that influence the application of the SBM to specific projects are reviewed.

Since the advent of longwall mining systems in the United States, mine operators are increasingly relying on methane drainage techniques to supplement the ventilation system. The most commonly used technique is the vertical gob borehole. The number and spacing of vertical gob boreholes per panel is generally based on experience and underground conditions. To design a more efficient methane drainage systems, mine operators must accurately determine methane gas produced. Thus, mine operators must monitor gas flow and methane gas concentration on every vertical gob borehole on active panels at least once or twice during each 8-hr shift. As the mine grows, it is possible to have more than one operating longwall and many vertical gob boreholes. Thus, daily visits to each vertical gob borehole site can become very time consuming. During weekends when methane gas concentrations typically drop because there is no mining activity, borehole sites may not be visited. To obtain accurate gas flow data, a gob borehole monitoring system was designed and constructed by the U.S. Bureau of Mines (USBM). Gas flow, methane gas concentration, gas temperature, barometric pressure, and vacuum pressure of the exhaust fan are the parameters collected by the system. The system also includes circuitry for automatic shutdown of the exhaust fan and an alarm system before an unsafe condition is created. Telemetry components were also integrated into the system to allow for transmission of borehole data to the mine office. As a test, the system was installed and operated on a vertical gob borehole for six months. Test results indicated that intermittent measurements with hand-held instruments from vertical gob boreholes were always higher than gas flows measurements made by the gob gas analyzer system. This paper describes the system components, operational characteristics, and the results of the test program.

The major parameters affecting dust flow at a longwall face are dust generation rate, air velocity and quantity distribution at the face, and the characteristics of the dust such as particle size distribution, density etc. Previous studies have identified the longwall shearer as the major source of the airborne dust in the faces. In this study, the effects of dust generation rate and shearer speed on the levels of ambient dust concentration are investigated. A series of experiments were performed under controlled conditions in a full scale simulated longwall face at the Lake Lynn Laboratory mine of U.S. Bureau of Mines using characterized bituminous coal dust. A trickle-duster was moved up and down the longwall face to simulate the shearer. In each experiment, a known amount of dust was dispersed by the trickle-duster into the air and the average dust generation rate was calculated. At the same time, gravimetric respirable and total airborne dust samples were collected and air velocity measurements were made along the face. The experimental conditions, data, and results are presented and discussed in this paper. The airborne dust concentration and air velocity data indicate that the concentration increases and air velocity decreases with distance from headgate for the first half of the face. Towards the tailgate, the air velocity increases with increasing distance but the dust concentration levels off with some variations. The data show that a higher dust generation rate results in higher dust concentration levels. More importantly, the data show that the rate of increase of airborne dust concentration is higher than that of dust generation rate. For the same air velocity distribution and dust generation rate, lower speed of the dust source results in higher airborne dust levels at the face.

"Repairing and replacing the nation’s aging and crumbling infrastructure has become a major issue with the American public. It is no secret that the upkeep of roads, tunnels, bridges, and water and waste water facilities has been neglected for decades. Cities, states and towns across the United States are now grappling with these issues, ones that will take decades and billions of dollars to fix.Because of this infrastructure issue, the North American tunneling industry is flourishing. Cities across the country are looking to go underground to alleviate traffic issues, transporting water and waste water to more people in more efficient ways.In October, the seventh annual Cutting Edge conference was held in Atlanta, GA. Put on by the Underground Construction Association of SME and Britain’s Tunnelling Journal, about 175 tunneling and underground construction professionals from around the world attended. Attendees included owners, designers and contractors. An accompanying exhibit included 28 companies.The theme of the two-day conference was Advances in Tunneling Technology. Speakers examined the latest advances in tunneling technology, its methodology and how these advances can be harnessed to assist upcoming major tunneling projects. The conference featured a tailored, high-end, single-track program of subject-specific presentations that focused on innovation and practical experience. Two in-depth panel discussions at the end of each day were also included.Patricia Mulroy was a keynote speaker on Monday. She is senior fellow for climate adaptation and environmental policy at The Brookings Institution. Like many others, Mulroy believes the U.S. infrastructure in in a state of disrepair. But, she said, no one wants to talk about it. “We need to have a conversation about infrastructure. We cannot be afraid to talk about building it and the cost.” For this to happen, though, the nation needs leadership."

INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. Phase I is scheduled to be completed by the end of 1991 at a total cost of around $250 million (US) plus 250 million

INTRODUCTION Located on the Colorado River on the Nevada-Arizona border about 56 km (35 miles) southeast of Las Vegas, Nevada, Hoover Dam is a gravity arch dam 221 m (726') high for electric power generation and water supply. The head waters of the dam form a large reservoir, Lake Mead. The dam is equipped with two emergency spillways, one in the Nevada abutment and one in the Arizona abutment. Both spillways which are concrete lined and 15.25 m (50') in diameter, were intended for use only if Lake Mead is full and incoming flow of the Colorado River exceeds the discharge capacity of the turbines and regular bypass conduits. In the spring of 1984, a combination of rain and unusually rapid snow melt required the opening of the spillways for only the second time in the 50 year history of the dam. As in the previous use in 1942, the massive discharge of water through the tunnels resulted in severe damage to the concrete Linings of both tunnels. This damage is the result of cavitation which occurs as the discharge water flows at very high velocities over minor irregularities in the concrete lining. The U.S. Bureau of Reclamation has long been aware of the cavitation effect which occurs during these high volume discharges and has been studying solutions. One solution to the problem is to induce air bubbles into the flowing water to eliminate the vacuum associated with cavitation. This solution had been implemented at Yellowtail, Flaming Gorge, Blue Mesa, and Glen Canyon dams by constructing an aeration slot in the inclined portion of their spillway tunnels. Since the spillways of Hoover Dam were already in need of repair, the BUREC decided to construct similar facilities in each of the two 15.25 m (50') diameter spillways coincidental with the other repairs required.

When operations begin early next year at the $100-million Port Kembla coal loading facility in New South Wales, Australia, a sophisticated computer system, directed by two of Hewlett-Packard's HP1000 mini-computers, will perform a number of functions ranging from monitoring and reporting arrivals and departures to maintaining a library of events for up to one year. The three-processor HP1000 system configuration, valued at $215,000, is one of the largest single orders, in terms of dollar value, ever submitted in Australia for Hewlett-Packard's line of engineering and manufacturing minicomputers. The processors will be linked in a fully "backed-up'' configuration using Hewlett-Packard's fourth generation distributed networking system, DS/1000-IV, making the system one of the most sophisticated in Australia. Interfaced to a number of weightometers and programmable logic controllers (PLCs), the computers will be the heart of a coal inventory system for the facility which, in its first phase, will be capable of handling more than 13.5 Mt/a of coal. The computers will report on all plant functions, including conveyor belt and water spray operations. Specifically, the system will: • Monitor and report all coal movements related to road and rail deliveries, dispatches from ship loaders, and interstockpile transfers. •Maintain a ''running log" of all events pertaining to overall plant operations, such as conveyor starts and stops and anti-pollution spray activation. • Accept and maintain plant data entered manually or acquired automatically from various remote locations via either visual display units (VDUs) or PLCs. • Maintain complete historical records of all transactions and related plant events for up to one year. • Provide a facility for stockpile management, modeling-type programs, and training or other simulation activity. The facility was designed with the following characteristics in mind, based on an analysis of requirements for an automated coal loading operation that would optimize productivity and be flexible to change and grow with facility needs and changing technology: • Continuous Operations-Due to the need for continuous plant logging and control, the overall facility will be capable of uninterrupted, 24¬hour operation. • Handling Current and Projected Workloads-The facility will be capable of not only handling current workloads, but also any additional workloads required during future coal loading operations. • Expansion-The facility will be capable of expansion, for a minimum cost, at any time with minimum disruption in operations. • Single Source of Supply and Maintenance-The facility will be supplied and maintained by one supplier, through hardware and software maintenance support contracts. System Configuration Two HP1000 minicomputers, each with 500K bytes of main memory, will be front-ended by a pre-processor with 256K bytes of main memory. These three systems, active, backup, and front-end, will be interconnected into a triangular array, as shown in the accompanying diagram. Under normal conditions, the front-end will transmit plant status data to one of the main systems, whose primary function will be to monitor coal flow and maintain a relevant dialogue with operators. The front-end, therefore, handles all communication with the plant PLCs, effectively removing this overhead from the current plant monitor (either of the two main systems). The front-end pre-processes and post-processes all information flowing from the plant monitor to the PLCs and vice versa, thus effectively handling all communication between the two units. A second main system will handle reporting, administrative, and modeling functions, and will also be capable of performing both front-end and monitoring operations. Linking all

With all of the publicity, criticism, and notoriety that the mining industry has received over migratory birds, it is diffi­cult to remember that six years ago no one even suspected that this issue would'emerge. After all, cyanide had been used in Nevada mining for 20 years without significant effects on wildlife. Although the mining industry has been buried in unjustified criti.cism for not having a clearer crystal ball, most of those critics forget that no one else predicted this problem either. In fact, the Nevada Department of Wildlife reviewed and had no objections to the Paradise Peak Plan of Operations before they began production. As we now know, Paradise Peak had one of the first and most severe avian mortality prob­lems in the State. It should also be noted that Paradise Peak has done more to research and solve the migratory bird problem than all of the rest of the Nevada mines put together. It is not possible to review all of the research and field work that has gone into investigation of the avian mortality problem over the past five years in this short paper, but a synopsis can be presented. In most instances we can say that we have solved the problem, We have learned what works and what does not. Let's start with what does not work. Unfortunately, the list is long and elaborate, but can easily be summed up in one word: hazing.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development, and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made, and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been- in progress for seven years and the writer of this chapter has been intimately associated with the project during the five years of exploration and seven years of exploitation. The Woodsreef mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and fiber. Because of the latter feature, much research has been undertaken by Woods- reef and other scientific organizations in Australia, England, and Canada regarding the Woodsreef fiber. The answers to some of the problems have negated some accepted concepts of asbestos ore milling and led to the development of new techniques. Some of these new techniques include the adoption of microscopic fiber counts as a routine procedure, the modification of accepted evaluation procedures, the development of new machines for dedusting fibers, and the recognition of a fiber with a unique milling behavior pattern and, possibly, properties. The problems experienced can be broadly divided into those associated with the geology and the physical properties of the fiber. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognized during the exploration stages, a feasiblity evaluation may be just a little closer to the actual. The Woodsreef chrysotile asbestos deposit (latitude 30°24' S, longitude 150°44' E) is located 80 km north of Tamworth, NSW, Australia. The mine has been in production for six years and has a present scheduled mining rate of 33.11 Mt/y. An eight rock line mill treats an average of 7000 t/day, after beneficiation, and yields fiber grades in the range of group 4 to group 6 with some floats. The estimated re- serves of 30.56 Mt, with an ore to waste ratio of 1:3.0, are contained in two main zones that are designated the North and South zones. Mining started in the South Zone in 1972 and then, be- cause of the higher ore value, moved to the North Zone in 1975. Presently, there are two distinct open cuts referred to as the South and North pits that will eventually be worked together. The Woodsreef mine is owned by Woodsreef Mines Ltd. and is operated by Chrysotile Corp. of Australia Pty. Ltd., and is one of only two producing asbestos mines in Australia. The second mine is at Baryulgil, (latitude 29°13' S, longitude 152°37' E), and is operated by a subsidiary of Woodsreef Mines Ltd. This operation produces about 500 t/y for a captive market. An exploration program is being conducted in the area surrounding this small producer with a significant degree of success. The concepts developed during the exploitation of the Woodsreef deposit are being incorporated in the evaluation of the Baryulgil area, and if the Baryulgil deposit proves to be eco- nomic it is hoped that this approach will eliminate some of the major crises that have beset the production at Woodsreef during the first four years of operation. Iodine, a grayish-black nonmetallic element, with a density of 4.9 g/cm3, is a solid at ordinary temperatures. It is a member of the halogen family, along with fluorine, chlorine, bromine, and astatine. Iodine melts at 114°C. and at 184°C it is volatilized to a blue-violet gas that has an irritating odor. It does not occur as an element in nature, but occurs as iodates, iodides, or other combined forms. It is the 47th most abundant element in the earth's crust. Iodine was discovered by Bernard Courtois in 1811. He observed an unknown substance in the crude soda ash that results from the burning of seaweed. Samples of this unknown substance were identified to be a new element, and in 1813 Gay-Lussac named the substance iode, from the Greek word for violet color. The world production during 1989 and 1990 [(Table 1)] is estimated to be about 16 million kg per year (Lyday, 1991), of which about 30% is consumed in the United States. GEOLOGY AND MINERALOGY Compounds of iodine are minor constituents in seawater and brines, in certain marine organisms, and in minerals of the Chilean nitrate deposits. Seawater contains approximately 0.05 ppm iodine, and certain marine organisms, such as seaweed, sponges, fish, and some brown algae, are able to further concentrate iodine (Lyday, 1989a). Some seaweed can extract and accumulate iodine up to 0.45% of their weight, on a dry basis. The northern Chilean nitrate deposits, in the Atacama Desert, contain the following iodine minerals: lautarite, Ca(I03), (calcium iodate); dietzeite, CaJIO,), (CrO,) (calcium iodate-chromate); and bruggenite, Ca(I03), . H20 (Erickson, 1981). Various subsurface brines also contain iodine compounds. Some gas-field brines in the United States and Japan locally contain 30 to 1 300 ppm iodine. Several coals in Germany also contain iodine compounds. Iodine has been recovered from brines mainly in Japan and the United States, but also in Java, Indonesia, Italy, England, and the former USSR. Iodine has also been recovered from seaweed in Ireland, Scotland, France, Japan, Norway, and the USSR. Seaweed was a major source of iodine for the world in the first half of this century, and it remains as a large resource. The reserves and future resources of iodine are large, even excluding the resources in seaweed and seawater, and are shown in [Table 1]. Analysis Iodine as the free element can be detected by the characteristic blue color it gives to a starch solution. Quantitatively it is determined as the free element by titration with standard thiosulfate solutions using starch as an indicator. Colorimetric methods are also applicable. PRINCIPAL PRODUCING COUNTRIES Major iodine-producing nations are Japan, Chile, the USSR, and the United States, with lesser amounts being produced in China and Indonesia ([Fig. 1; Table 1]). Annual world production in 1989 and 1990, respectively, is estimated at 15.6 and 16 million kg. In Japan and Chile, the production of iodine depends on production of other materials, such as natural gas or nitrates, respectively, whereas in US operations (in Oklahoma) iodine is the major product recovered from natural brines. Chile was for a long time the principal world producer of iodine from its nitrate-fertilizer operations, but in recent years Japan has become the world leader with increased production of natural gas and associated iodine-rich brines.

This paper presents the results of an investigation of the application of thermal fragmentation in Australian hard-rock, underground, narrow-vein mining. Two geologically similar samples from an underground, narrow-vein, hard-rock gold mine were collected to obtain a measure of the technology’s ability to recover ore by the creation of large thermal openings to assess the applicability of the thermal method.

A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

OCI Wyoming's recent expansion of its surface Soda Ash production facilities outstripped the mine's ability to supply Trona ore necessitating infrastructure changes to the mine. A computer simulation of the mine's production systems along with the surface facilities was created to determine the most economic investment alternatives to increase mine production. This paper describes the development of the simulation model; the results obtained, and discusses the issues involved in using simulation modeling for mine production system design.
