A near-record crowd of mining history enthusiasts made the trip to Leadville, CO in September to attend the National Mining Hall of Fame and Museum’s 19th induction banquet. Dressed in Victorian garb, black tie tuxedos and formal gowns, the 268 people honored four distinguished men who made a lasting impact on the U.S. mining industry. They joined 188 other inductees. The first induction banquet took place in 1988, with about 500 people attending.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

Two 610 m (2000 ft) long tunnels were driven through water bearing silts, sands and clays beneath the Sacramento River using a 4.59 m (15.1 ft) diameter Earth Pressure Balance Tunnel Boring Machine (EPBM). Four sheet pile shored shafts were sunk with and without dewatering. The pre-cast concrete segmentally lined and grouted tunnels were driven down at 6% grades beneath the river flood protection levees, buildings, roads, a railroad and adjacent to a Freeway Viaduct. Details of the schedule, cost, shaft construction, TBM, tunnel construction, and installation methodology for the twin1.676 m (66 in) steel force main pipes and environmental constraints are provided.

A practical core-based method for estimating in situ stress was tested using 360° measurements of rock core diameter in a laboratory setting. In several mining districts across West Virginia, rock cores were recovered from exploration core holes and oriented using an acoustic televiewer (ATV) summary log. Measurements of diametral variation were performed at 0.1-foot depth intervals using a benchtop device comprised of a pair of diametrically opposed contact digital indicator gauges working in tandem. The diametral profiles were evaluated to determine strain direction and strain magnitude. Stress magnitudes were calculated when values for Young’s modulus, and Poisson’s ratio were available. Stress direction results are compared to other stress determination methods, including downhole overcores, drilling-induced fractures, and borehole breakouts. The testing and analytical methods used are similar to the diametrical core deformation analysis (DCDA) method (Ito, Funato, and Shono, 2012), but with a number of important improvements.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

St. Peter sandstone is very different from the minerals and rocks that have been studied extensively in mining. On the one hand, it is brittle as characterized by an unusually high friction angle and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The scarcity of the ground control techniques for this particular mining environment has created many difficulties for the mine operators. In order to resolve these problems, the geotechnical properties of the St. Peter sandstones were investigated through a comprehensive research program, which included uniaxial test, triaxial test, porosity test, thin section, X-ray diffraction (XRD), and scanning electron microscope (SEM). The specimens used for the uniaxial and triaxial tests were specially prepared because of the highly friable nature of the St. Peter sandstone. Thin section, XRD and SEM were utilized to examine the effect of the microstructure of the St. Peter sandstones on its strength characteristics.

The abstract discusses the problem of silicosis among roof bolter operators in coal mines due to respirable quartz dust (RCS) exposure. It presents a study comparing a new wet box collection system to the traditional dry box system. The wet box system uses water to saturate collected material, reducing RCS exposure during cleaning. The study found that the wet box system significantly reduced RCS exposures and quartz content in samples compared to the dry box system.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

Whether you buy your minicomputer from a manufacturer or another vendor, the first thing you must do is define your needs. With good planning, the initial cost will be low and your return on investment will be maximized over the long term. Involving all members of your staff who will he using the new computer in the planning phase is also important. Their participation will alleviate any potential concerns they may have about new equipment, and their suggestions will provide valuable input for your specifications. After you define your proposed system, survey available hardware and software. The survey will help you in the next step, preparation of specifications. The specifications, along with a quote request, are then sent to various manufacturers. Consider the Manufacturer When selecting your minicomputer, one important item to consider is the manufacturer. Remember, when you buy a computer, you're also buying the services of a computer company. A firm that makes a commitment to its customers and provides a product that is field tested before releasing it for sale is preferable. Examine the company's maintenance and support packages, since every machine requires preventive maintenance. Does your manufacturer or original equipment manufacturer (OEM) support service sites in your area? Has their service record been commendable? Will they provide training for your personnel and a supply of circuit boards so you can retain a degree of self-service autonomy? Three methods of buying a computer involve the manufacturer, an OEM, and the systems house. Buying direct from the manufacturer means you go straight to the source, using no middleman. This gives you maximum flexibility; you can consider every alternative and many possible combinations of computers, peripherals, and software until you find exactly the right system for you. The OEM buys computers direct from the manufacturer and builds them into his own computerized, special purpose product. He usually sells a complete package, including software and hardware, and often noncompetitive equipment as well (a scientific or engineering instrument, for example), designed for the mining market. Because he offers a packaged product, the OEM can often charge less for the system than if you put the pieces together yourself. In many ways, the OEM also provides a unique system. And while the OEM sells a packaged solution, he also usually has the special market knowledge necessary to modify the system to meet your unique needs, if necessary.

Vale Inco Ltd. is trialing several energy conservation initiatives in an effort to minimize costs and reduce green house gas emissions. The Ventilation on Demand (VOD) concept is a major project being carried out in various phases at Vale Inco mines. Due to the complex nature of a dynamic VOD system, Vale Inco is taking a systematic approach of testing VOD system components with milestone evaluations of each project. Coleman Mine was selected to pilot test the functionality and robustness of automated louvers in the underground environment; with the goal of optimizing mine airflow such that ventilation would be available for developing a new ore body. This project involved installing automated louvers in the exhaust raises; and installing variable frequency drive (VFD) starters on auxiliary supply fans. Because the VOD project created efficient utilization of the ventilation air in the 153 OB, the 170 OB is currently being developed without increasing the total fresh air into the mine. This paper describes the louver system component of VOD as applied at the mine.

The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. This report presents a plan for providing a aeries of drilling bases and the design of the drilling location. The design minimizes the amount of excavation needed to develop the oil field and maximizes the use of rapid excavation techniques.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

The Anshan Iron and Steel Co. (AISC) broke its steelmaking design capacity in 1978, bringing its total production of steel products to 6.86 Mt. Located south of the industrial city of Shenyang, Liaoning Province, in northeastern China, it is by far China’s most important iron and steel complex, ranking twentieth among world centers. The complex represents a unique blend of old ecluipment and new ideas for increased production and improved products. Under a state plan, the Chinese hope to raise capacity to almost 15 Mt/a in the future. Originally started by the Japanese in the early 1920s, Anshan has had a rather turbulent 60-year history. It was disassembled by the Soviets after World War II, only to be reassembled by them in the 1950s. Production was also suppressed during the Cultural Revolution. Since the present-day organization, AISC, emerged, the center has experienced progressively improving conditions as well as increased production. Today, the center includes 10 blast furnaces, 24 open hearths, and two basic oxygen units, designed for 7 Mt/a ironmaking and 6.5 Mt/a steelmaking. In addition, it has six batteries of cokemaking facilities with combined 4.4-Mt/a capacity. Solid Iron Resources Anshan’s iron resources consist of a proven reserve base of over 7 Gt of 30~0 Fe, according to Kao Yang, president of the Anshan Iron Mining Co., a subsidiary of AI SC, Most of that, he continued, is amenable to surface mining. Five major mines located to the north and northeast of the city of Anshan are the principal iron ore producers. These mines trend in a somewhat circular manner and combined, represent an estimated 28.6 Ylt/a of ore capacity. In addition, some 2.2 Gt of magnesite, a necessary ingredient in steelmaking, are also part of the reserve base, according to Kao. Annual production is around .2 Mt/a of 47% magnesite, well over the steelmaking center’s annual requirements, Excess production is shipped to other steel-making centers. The largest of Anshau’s open-pit mines is the Chitashan operation with a design capacity of 8 Mt/a. Ore reserves here are well over a billion tons of 30% Fe. Earlier plans to expand production at this mine to 15 Mt/a, with the help of US Steel, have been temporarily shelved. The other mines in the district and their rated design capacity are: Kungchangling, 7 Mt/a; Donganshan, 6.4 Mt/a; Dakushan, 4.2 Mt/ti; and Yenchienshan, 3.0 Mt/a. The Kungchangling mine is the richest in terms of ore grade at 6076 Fe. Reserves are somewhat smaller at 100 Mt. The unit also operates a small shrinkage stoping operation. The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

The year 1988 unexpectedly turned out to be a good year for the US coal industry. In fact, it was a third consecutive year of record coal production. Accord¬ing to preliminary Energy Information Administration data for 1988, domestic coal consumption went up 5%, or 41 Mt (45 million st), from 1987. Coal exports were up by a surprising 13.6 Mt (15 million st). In 1988, 22.7 Mt (25 million st) of coal were drawn from stockpiles for consumption. Even so, US coal production increased to 862 Mt (950 million st). That was up 28 Mt (31 million st) from 1987. While coal consumption, exports, and production were up, delivered prices for steam coal continued to slide during the year. Metallurgical coal prices, however, firmed up and showed a moderate increase. This reflected tight metallurgical coal markets at home and abroad. Coal consumption US coal consumption reached 800 Mt (882 million st), compared with 759 Mt (837 million st) in 1987. Increased metallurgical coal consumption was one factor. Most of the rise in coal consumption, however, was due to unexpectedly high electricity demand. Unseasonably hot summer weather al lowed added coal-fired electric generation to supplement the drought-related reduction in hydro-electric power supply. Electric utilities consumed 687 Mt (757 million st) of coal in 1988, 35.4 Mt (39 million st) more than in 1987. Coal-fired power plants remained the primary source of US electricity generation, providing 57% of the total in 1988. Coal consumption at coke plants increased 13%, to 38 Mt (42 million st), from the level consumed in 1987. This increase reflects the recent recovery in the iron and steel industry. Metallurgical coal consumption in 1988 could have been greater. But US coke plants reportedly reached their maximum practical production capacity. As a result, net US coke imports amounted to 1.45 Mt (1.6 million st). Despite increased industrial activities, steam coal consumption by industrial plants was up only slightly from the 1987 level, amounting to 69 Mt (76 million st) in 1988. Residential and commercial coal consumption remained virtually unchanged at 6.4 Mt (7 million st). Coal exports and imports US coal exports rebounded in 1988, reaching 86 Mt (95 million st). It was the highest level of annual US coal exports since 1982, when they reached 96 Mt (106 million st). An unusual set of factors led to an opening for US coal exporters in 1988: • a high level of industrial production in Japan and the European Economic Community, • supply disruptions due to labor problems at coal mines in Poland and Australia, • a drought-related reduction in hydro-electric power generation in Canada, requiring increased coal-fired generation, • China's problems in meeting its export commitments, and • a fall in the value of the US dollar. US metallurgical coal exports in 1988 amounted to 56 Mt (62 million st), 9.1 Mt (10 million st) more than the 1987 level. Europe, Japan, and Canada were the principal importers of US metallurgical coal in 1988. European countries, in particu¬lar, increased their take by one-third of US metallurgical coal. The labor problems in Poland and Australia contributed to these higher levels of imports. So did increases in pig iron production of 8% in Japan and 9% in the European Economic Community. US steam coal exports - including bituminous, anthracite, and lignite-increase to 30 Mt (33 million st). This was up from 25.4 Mt (28 million st) in 1987 Contributing to this overall rise were 1.8-Mt (2-million st) increase in shipments to Canada and a 2.7-Mt (3-million st) increase to Europe. Unaffected by the somewhat tighter world coal market, US coal imports showed a slight increase to 1.8 Mt (million st) in 1988. Colombia continue to be the leading exporter to the United States, followed by Canada and Venezuela. Venezuela's entry into the US market is a relatively recent one, having made its first significant shipment in the fourth quarter of 1987.

The ability to efficiently process lowgrade ores has allowed the Gold Fields Mesquite Mine in Imperial County, CA to expand from a 2.1 Mt/a (2.3 million stpy) rate in 1986 to its present 7.3 Mt/ a (8 million stpy) processing rate. Increased tonnage demands led to the 1989 construction and startup of a dump leach pad to supplement the existing heap leach operation. This resulted in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. Gold Fields' Mesquite Mine is a gold heap leach facility located about 55 km (35 miles) east of Brawley in southeastern California. Five open-pit mines will be developed over the projected life of the property, covering a total area extending to a maximum of 5.5 km (3.4 miles) to the east and west, and 2.4 kin (1.5 miles) to the north and south. Mesquite will process 7.3 Mt (8 million st) of ore and produce more than 6.2 t (200 000 oz) of gold in 1990.

"Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

An atomic force microscope (AFM) was used to measure the surface forces between silica surfaces immersed in solutions of hydrolysable cations and/or sodium oleate. Hydrophobic forces were observed at the pH range where the concentration of the singly-charged hydroxo-complexes (CaOH+ or MgOH+) in solution is the highest. In the absence of oleate, the adsorption of the hydroxo-complexes was indicated by the disappearance of the repulsive hydration force. These results suggest that the hydrolysable cations adsorb on silica as singly-charged hydroxo-complexes. Based on the results obtained in the present work, a model for the adsorption of hydrolysable cations has been developed.

For more than a decade, changes have occurred each year that have improved the regulatory and business climate for mining in Alaska. These changes have taken place during Republican and Democratic governorships as well as when the state House of Representatives and Senate were controlled by either party. During some years, the changes have been relatively minor. In others, including the 2003 legislative session, the changes could only be characterized as massive. These improvements have encouraged exploration. This, in turn, has resulted in some major new discoveries. But Alaska is essentially unexplored and tremendous opportunities remain.
