Settling a contract for process design involves a negotiation between the design engineers and the client. Clients wish to offload as much risk as possible by seeking various guarantees about the process performance. Design engineers respond with preconditions and qualifiers, believing that the risk must remain with those who stand to benefit. This paper presents the engineers? point of view on guarantee types and precedents, performance testing, damages that may be claimed, and remedies that can be provided with particular reference to the mining industry.

Mine land reclamation is a comparatively new science-Although some mining companies point with pride to reclamation efforts of 20 to 30 years ago these were the exception rather than the rule. In the last ten years the skyrocket of environmental awareness has been awesome to behold. Future shock gripped mine operators everywhere as they struggled to cope with rapidly changing and escalating demands. The initial result was that two divergent points of view became dominant. Environmentalists said, "Put it back the way it was," and the miners responded, "Let's grow some weeds and hide it." These views are not surprising as they represent rather obvious alternative responses, albeit at opposite ends of the decision spectrum. The former case has prevailed more often than the latter, as most state and federal legislation -- both proposed and passed -- has required drastic alteration of the post-mining landscape so that evidence of prior mining is largely obliterated. An exception to this has been in porphyry copper country where the infrequent abandonment of mines has given emphasis to the second philosophy -establishing vegetative cover on mine waste materials. Now, it should come as no revelation to most mining people that both of these approaches to mine reclamation suffer from serious drawbacks when applied to open pit copper mines. First, whereas waste dumps and tailings dams can be vegetated with some aesthetic benefit, the massive presence of copper mining operations remains very prominent. It is difficult to conceal an open pit copper mine. Second, returning open pit copper mines lands to their original topography and productivity is simply not a reasonable alternative.

Selective in-plant breakage was investigated at a Central Queensland, Australia mine. Component seams and size fractions from in-plant samples were characterized petrographically and probability analysis of vitrinite reflectance data used to track the distribution of seam proportions through the plant. Results show that the 2 seams reported differentially to coarse and fine circuits, mainly as a function of coal type rather than rank. Seams were also preferentially concentrated in different size fractions of the coarse circuit. Breakage in the coarse coal centrifuge generated approximately 4% of -0.5 mm fines, but was not seam specific.

This presentation will discuss a mine owner's evaluation to utilize a contract miner in the development and production of gold properties. I will address both the quantitative and subjective aspects of the evaluation process. The quantitative aspects include cost evaluation, capital preservation, acquisition and disposal of new and used equipment, administrative costs, recruiting and training, and organizing a staff and craft labor force. The subjective areas of this discussion include corporate philosophy, administrative concerns, contractor competence, loss of owner control, operating flexibility, financing assistance, recruiting and training program utilization and risk reduction. The evaluation of alternatives provides a system for comparing, on a cost basis, an owner/operator system vs. a system using a contract miner. The supplement provides a concept on how a contract miner may be the cost effective system to be utilized.

In the November 1957 issue of "Chemical Process Engineering," a British publications, there appeared an article entitled "Correct Selection of Drying Equipment." The author wrote as follows "Whether batch drying or continuous drying' methods are applied, the basis of efficient drying is heat distribution, control of rate of heat input, and heat transference from heating medium to the particles of the material to be dried." The author continues: "Because the efficiency of direct dryers, such as hot air or hot gas dryers, increases with rising inlet temperature of the drying air or gas when exhaust temperature remains fixed, the highest practical drying temperature should be used. Exhaust air should leave the dryer at the lowest possible temperature, but as fully saturated with moisture as possible." It is certainly conceivable that the author of this article by outlining the basic requirements for efficient drying methods has unwittingly given the reasons why fluidized drying is rapidly being adopted for so many industrail applications, including the dryingof fine coal. An examination in greater detail of the individual basic requirements for efficient drying as outlined by the author is perhaps the most logical starting point.

"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

Introduction During the past several years, persistent concerns about an economic slowdown in India have tempered capital-expan¬sion plans. This has encouraged companies to find methods of increasing the capacity of existing production equipment. One of the more cost-effective methods of increasing produc¬tion capacity without major capital investment is to improve equipment maintenance to prevent needless machine down¬time. This can have a significant financial impact because of reduced maintenance costs and increased machine availabil¬ity. The maintenance program employs different techniques, but the analysis of the vibration behavior of machine compo¬nents to assess their condition was found to be the most accurate technique for monitoring various machine disorders. A dragline that handles overburden in open pit mines is one of the more capital-intensive pieces of production equip¬ment. It is imperative that the machine be run at its optimum capacity under the prevailing environmental conditions. Condition monitoring of the various components of the dragline through vibration analysis not only improves the machines availability but also ensures a long operation time free from sudden failure. This paper describes the application of vibration monitor¬ing and analysis techniques to assess the components of a W2000 dragline. The paper reveals that condition monitoring through vibration analysis can be as valuable in failure prevention as it is in failure analysis. Finally, the paper presents an approach to a knowledge-based expert system to the quick and correct diagnosis of mechanical faults in a dragline. Equipment A dragline is an intermittent-discharge-type excavator having a long boom at one end. Unlike other excavators, the bucket is not rigidly held by the frame structure. In favorable geomining conditions, the intensive operation of these exca¬vators is the least-expensive means of overburden removal. The basic working elements of this equipment are the hoist system, the crowd and retract system, the wing mechanism and the propel mechanism. The walking dragline is accepted as the most economical machine for stripping overburden at depths of up to 60 m (200 ft). They are electrically powered and the various motions are effected by individual drives. The Ward-Leonard system is used to provide the optimum flexibility in controlling different dc-drive motors. To mini¬mize the cost of mineral extraction, the largest such machine in India has a 24-m3 (850-cu ft) bucket with a boom length of 96 m (315 ft). Draglines are very costly, and considerable financial penal¬ties may arise from sudden stoppages due to component fail¬ures. Thus, operational reliability is of the greatest importance. Active measures are now being taken to minimize downtime by adopting condition-based maintenance techniques. Though a number of techniques come under this scheme, it has been observed that assessing the health of the dragline by measuring vibration is the best method of determining the dynamic behavior of its various rotating components to avoid any catastrophic failure. Based on criticality, the vibration-behav¬ior of the following components are studied: • motor-generator unit, • exciter unit, • hoist motor-gearbox unit, • hoist drum-gearbox unit, • drag motor-gearbox unit, • drag drum-gearbox unit and • swing motor unit The approach Increases in the vibration levels in different subsystems of the dragline were observed due to the presence of faults such as unbalance, misalignment, looseness and bad bearings. A vibration behavior study included the measurement of vibra¬tion level, trend analysis of time-domain vibration signals and vibration frequency analysis at bearing points of the components. A vibration meter, a vibration analyzer and a data collector are used. Vibration-level measurement. When the dragline was assembled and put into operation for the first time, vibration data were collected to generate baseline data for the equip¬ment (based on International Standard ISO 2372). An investigation of the removal of finely divided silica, coal, and alumina particles less than 20,µm in size has been carried out using liquid fluidized and packed beds. The bed particles used included 48x100, 100x150, and 150>200-mesh silica, corundum, and ilmenite particles. Important variables examined included surface charge, flow rate, pH and amount of bed particles. Surface charge has been identified as the most important variable in this system. Van der Waals force also assumes a very important role in the recovery of fine particles in fluidized and packed beds. In addition to interaction between large and fine particles, interaction between fine particles themselves assumes an important role in the overall recovery.

Clay-coating has been used as an environmental technology tool for the immobilization of toxic elements. The mechanisms of arsenate retention in clays suggest that not only the system pH is of fundamental importance in the process but also the character of metals and ligands that compose the electrolyte system. The goal of this study was to investigate the interactions between system pH and electrolyte ions on the retention of arsenate in an Oxisol soil. The sorption of arsenate decreases with the increase in system pH, reflecting the competitive sorption of arsenate with OH groups. Solutions containing Ca tend to favour the immobilization of arsenate in a relatively broad pH range.

The polyolefins, mainly polyethylene and polypropylene particles, are used as an active filler material in polymer-polymer blends and are being used for the modification of asphalts to pro- vide for high-load, low-maintenance road construction. The stability of prepared blends depends on the interaction forces between polyolefinfiller and the matrix and/or between two polyolefin filler surfaces in the polymeric matrix. Various additives, especially surfactants, can be used to modify these interactions and improve the stability of polymer blends. In current research, direct force measurements between polyethylene (PE) surfaces in n-tetradecane, a nonaqueous solvent imitating the polymer matrix, were performed in the presence of lauric acid and dodecylamine using the AFM colloidal probe technique. Additionally, the zeta potential of polyethylene particles in the presence of surfactants in n-tetradecane was measured. The interac- tion forces between the polyethylene surfaces can be described as a combination of electrical double layer repulsion and steric repulsion between polymer chains extending into the n-tetradecane sol- vent. The addition of surfactant to the n-tetradecane was found to increase the repulsive force between the PE surfaces. The strongest repulsion was observed for dodecylamine. Additionally, the temperature efect on the interactions in n-tetradecane was studied. It was found that steric repulsion between the PE surfaces increases with an increase in temperature.

Trona, Na3(CO3)(HCO3) ? 2H20, is mined in quantity from saline facies of the Eocene Green River Formation of southwestern Wyoming. The Green River deposits are the world's largest known resource of natural sodium carbonates. An estimated 127 billion tons of trona ore are known to occur in beds exceeding 4 ft in thickness (Wiig and others, 1995). Twenty-five trona beds, exceeding 3 ft in thickness, and covering at least 100 mil have been identified. The beds are numbered sequentially in ascending stratigraphic order. Trona beds underlie more than 850 mil (bed 17) and are up to 37 ft thick (bed 1) (Culbertson, 1966). Five underground mines, operating in beds 17, 19, 20, 24, and 25, process trona to produce soda ash (sodium carbonate). A total of 11,837,703 short tons of soda ash were produced from 17.1 million tons of trona ore in 1997 (Kostick and Clark, 1998). A detailed study of trona bed 17, using techniques of petrography and X-ray diffraction, has been undertaken in the Solvay trona mine, near Green River, Wyoming. A continuous, vertical-channel sample was taken from near the production shaft for this study. At this location, bed 17 is 12.6 ft thick and includes several stratigraphic markers that are easily correlated throughout the mine and in surrounding drill cores. Bed 17 in this area averages 90% trona through its entire thickness (Wiig and others, 1995) and 95-100% trona in the lower two-thirds of the bed. Mineral impurities include water-insoluble dolomite, quartz, pyrite, clays, and other minerals and partially water-soluble northupite and shortite. Northupite, Na3Mg(CO3)2C1, contributes to chloride contamination in the soda-ash product and is concentrated in the upper one-third of bed 17, which is left behind as roof rock. Northupite has two modes of occurrence: (1) as bedded strata with dolomite, chert, clay, and shortite and (2) between primary trona crystals in trona spar. Petrographic and mineralogic data indicate that this section of bed 17 was deposited subaqueously during its early and late history and may have undergone periods of deposition in a subaerial or marshy environment. Stratigraphic data indicate that trona accumulated at an annual rate of 2-4 in. per year. During trona deposition, dolomite, CaMg(C03)2, precipitated in parting layers when new water entered the lake, freshening supplies of calcium and magnesium. The lack of clay minerals in the trona facies suggests water input may be by means of springs, as opposed to overland flow. Clay occurrences in thicker dolomitic partings within the trona facies indicate periods of episodic overland flow, possibly resulting from storms in the surrounding basin.

INTRODUCTION Column-type supports are used to prevent roof falls in underground excavations. The first individual column supports were made from timber that was cut to fit the irregular heights of mine seams. Because the seam height of the material removed varied throughout the mine, timber posts generally could be used only once. During the I 920s, steel friction props began to appear in British and European mines, and, by the 1950s, thousands of these props were being used. However, the steel friction props were heavy, difficult to install, and difficult to recover. Furthermore, the friction props could not be preloaded, and their yielding behavior was rather erratic. In 1946, hydraulic props were introduced in En¬gland, and, within a few years, they replaced friction props throughout Europe. The first application of hy¬draulic props in the United States occurred in the 1950s, during early experiments with longwall mining. Modern technology and high-production mining procedures have combined to make the use of hydraulic props a very acceptable method of providing temporary heavy-duty support for production areas. In areas such as development headings, where only modest roof loads are expected, lighter-duty jackscrews, ratchet jacks, and light hydraulic props are used. ADVANTAGES OF HYDRAULIC SUPPORTS The acceptance of hydraulic supports has been wide¬spread during the past 25 years, proving their reliability and effectiveness in preventing roof falls. Some of the advantages provided by hydraulic supports are: 1) Individual hydraulic props can be installed within 30 sec, resulting in a minimum exposure of per¬sonnel and equipment to an unsupported roof. 2) Hydraulic props can be preloaded to more than 4.5 t (5.0 st), increasing the frictional resistance between the rock strata. Thus, the roof is kept tight, improving the behavior of the unsupported ground. 3) If gradual roof sagging or bottom heaving im¬poses an irresistible force, the hydraulic prop yields gradually and continues to support the ground. 4) The support capacities of the hydraulic props most widely used range between 10 and 20 t (11 and 22 st). Their support capacities are maintained during yielding to an irresistible force. 5) Hydraulic props can be recovered rapidly. Where no other supports are provided for the roof, as in pillar¬ing operations, the hydraulic props can be recovered by remote means. 6) The length of hydraulic props is readily adjust¬able allowing them to be reused in seams where roof height varies. 7) Studies of mining operations indicate that the use of hydraulic props increases both personnel safety and mine productivity. Exploration for non-fuel minerals has declined since 1988 as recessionary pressures have slowed growth in the industrialized economies. By most accounts, however, 1990 expenditures were still significantly greater than the low levels experienced in the mid-1980s. The Persian Gulf crisis introduced instability in energy prices and greater uncertainty into an already cloudy economic picture. As 1990 unfolded, the US savings and loan problems spread to the commercial banking system, leading to the failure of several major US commercial banks. The Japanese stock market also suffered significant losses as Japan's Central Bank raised interest rates. The Soviet Union experienced shortages of food and other basic items. Its government faces resistance to changes leading to a market economy. Individual Soviet republics also are seeking more control of their own destiny. The cost of German reunification, in terms of the capital required to bring the east's infrastructure and industrial base to western standards, also appears to have been underestimated.

A shortage of skilled personnel and the ever-present wish to increase workplace safety, quality and system performance automation, operatorassist or even autonomous systems have become key development targets. Comminution is a unit operation which consumes major part of energy in mineral processing industries such as fertilizer production. Ball mills are widely used for size reduction of a given ore to the liberation size that is required in further beneficiation processes. In grinding of materials much effort is concentrated on control of top size of the product and this results in production of fines, also creates secondary problems of pollution due to the difficulty in the collection of fine particles. The present work has been carried out to control product size distribution for rock phosphate grinding in an Industrial Ball Mill of 600 TPD. The plant data are taken for a given feed distribution and mill operating conditions. The information at various Ball Size distributions are collected. The comminution functions such as specific rate of breakage and breakage distribution functions are estimated by back calculation technique to solve the mass balance equation. A simulation program is written to study the product size distribution obtained for various ball size distribution.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

This paper discusses the influence of frother type and dosage on recovery/selectivity in coal/sulfide mineral flotation as a function of particle size. It is shown that different frother structures do exhibit quite different but consistent performance characteristics depending on the underlying particle size ranges involved as well as the dosage levels of both the frother and collector. The data presented on existing commercial frothers end some new special purpose experimental frothers is used to illustrate some general operator guidelines on proper frother selection and use.

The consumption rate of Estonian oil shale increases due to the growing rate of exported oil-shale oil. Estonian oil shale active resources in working mines are predicted until the year of 2025 when the consumption rate stays at the level of 12 tons per year. If the consumption rate stays at that level, new mines should be opened after 20 years, if the rate increases new mines should be opened even earlier. The predicted active resources in Estonian oil shale deposits are calculated for 60 years, based on the parameters of the power station technicoeconomics. As a result, there is a need to open new mines. One of the potential areas for surface mine is the Tammiku-Kose prospect area (Rheinbaun Engineering, 1996).

China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.

Introduction Gravity-based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets. However, because of historic control problems, recovery is frequently sacrificed to achieve quality, resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grabsample on-the-spot sink/float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is serious economic, as well as environmental, losses. While the economic losses are obvious, the less obvious environmental ones, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. Until recently, a control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has been technologically unavailable. Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) The first Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) originated in the late 1970s as an innovative idea and ultimately resulted in Leonard Patent No. 4,345,994 issued on August 24, 1982. In a classic example of successful university basic research, the patent was followed by two US Department of Energy (DOE) merit awards for fundamental optimization research at the University of Kentucky, a number of publications, a successful applied research program (underwritten by SENTREX at Irvine, CA) and field tests at the Rochester and Pittsburgh Coal Company Keystone Mine near Indiana, PA. The system is now operational and is marketed by SENTREX as the SENTREX Performance Monitor. A diagram of the system is shown in Fig. 1. This system relies on metal detection as the basic tracing medium. Since it is capable of tracing particles as fine as 0.19-in., the system is ideal for coarse coal/ mineral cleaning processes. Basically, the CMWTSPM records the distribution of synthetic coal/mineral particles, of known size and specific gravity, between product and refuse output streams of coal/mineral washing, gravity-concentrating processes. For any given particle size, surface area and shape are constant. The particles are [ ] designed to find their way into the center of their respective inprocess specific gravity/size streamlines. The system will yield a complete partition curve to show the percentage of misplacement for any selected size/specific-gravity particle fraction, thereby providing a point-to-point insight into process failure. When used to evaluate operational processes, this full partition curve is far more diagnostic than the simplifying, derivative, single index number known as the Ep value. The Ep value is commonly used for convenience to represent symmetrical partition curves, but, if the actual partition curve is non-symmetrical, use of the Ep value can result in serious diagnostic error. While the Ep is useful in design and for rapid performance evaluation and process adjustment, the full partition curve is by far the more diagnostic. It will provide insight into the behavior of particulate flow, through non-symmetry, as a means to highlight potential systemic failures. Performance of the process is measured and improved by determining the extent of particle misplacement and by making timely adjustments to the unit to reduce the misplacement.
