INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

Advances in borehole geophysical research for mineral assaying, and remote detection of mineralization away from the borehole. Nuclear activation measurement research has provided accurate in situ assays of economic metals with neutron-gamma activation, using a high resolution intrinsic-germanium detector. Although nuclear activation analysis is the present "best-hope" for obtaining in situ assays for some elements, gamma-gamma and magnetic susceptibility measurements can provide accurate assays for lead-zinc and magnetite, respectively. Borehole optical spectroscopy and x-ray fluorescence are being investigated as possible in situ assaying techniques for some minerals. More laboratory and field calibration research is needed before nonlinear complex resistivity (NLCR) can be routinely used as a quantitative assaying tool. Field tests have shown that variations in the local geologic environment can affect the quantitative accuracy of assay values from downhole NLCR measurements. Deeply penetrating borehole geophysical methods are increasingly being used for mineral exploration as drilling costs and exploration have increased. Borehole electrical measurements have been shown to be useful for detecting conductive orebodies that are not interesected by a drillhole. Hole-to-surface resistivity, and surface-to-hole time-domain electromagnetics are demonstrated to be particularly effective for defining mineralized zones in a massive sulfide environment. Borehole gravity meters and three-component magnetometers have been developed and should prove useful for defining geologic anomalies away from the drillhole.

The Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the U. S. coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy-duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise in the future as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment, and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations. INTRODUCTION Face ignitions are a concern for many U. S. longwalls and will continue to be until better control technology can be developed or until reliable and accurate knowledge can be provided as to when an explosive concentration is present. Figure 1 shows the number of reported U. S. underground longwall ignitions from 1980 to 1990. The number of longwall panels have remained relatively constant over this time period with 89 reported in 1980, compared to 96 in 1990. In spite of technological improvements in mining over the past decade, no significant reduction in the number of longwall face ignitions has occurred. One factor contributing to this is that the U. S. coal industry is mining gassier seams causing methane liberation rates on the average to be higher (Trevits, 1991; Grau, 1987). Another factor is the development and implementation of more reliable, heavy-duty longwall face systems that are generating higher production rates and higher methane liberation rates. Additionally, the average panel width in 1991 was 714 ft; a 44 pct increase from 1980 when faces averaged a width of 495 ft (Merritt, 1992). Increases in panel width also impact total face methane emissions. [ ] There have been substantial advances in control technology in the areas of methane drainage, methane containment, and methane dilution. In some mines, efforts to drain methane in advance of mining have proven effective, but geological conditions often preclude this approach (McCall, 1984; Ely, 1989). In other cases, ventilation air quantities of over 100,000 ft3/min and face velocities of over 1,000 ft/min have been implemented on longwall panels. Other operations have implemented anti-ignition spray systems which use water sprays behind each cutting bit to quench the hot streaks created from cutting noncoal materials (Courtney, 1990). Other control techniques, such as the modified shearer clearer system and ventilated drum, have been used to increase the amount of turbulence and ventilation around the cutting drums, thus reducing methane levels (Cecala, 1986; Divers, 1987).

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research, Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

The Amdel Thickener Interface Gauge (TIG) provides continuous on-line measurement of the level of the liquid/solid interface in thickeners and Counter Current Decantation (CCD) washers. Unlike other interface level measurement systems, the TIG also determines the span of the transition zone. The transition zone is the region between the clear liquid overflow zone and the compressed solids zone. The Thickener Interface Gauge determines the level of the interface by measuring the natural radioactivity of the solids in the thickener tank using an array of up to twelve detectors mounted vertically in a stainless steel probe. All solids contain low levels of natural radioactivity while the liquid phase generally does not. The concentration of natural radioactivity at each level in the thickener therefore depends on the concentration of solids. The radiation emitted by the solids is converted to electrical pulses by the detectors in the probe and the pulse-rate provides an accurate measurement of the density. A typical count-rate profile is presented in Figure 1. The vertical axis indicates the depth in the tank referenced to the surface of the liquid. The horizontal axis indicates the count-rate measured by the TIG probe, this count-rate is proportional to the density and can be used to determine the settling rate. The count-rate at the top of the graph is relatively low, this region corresponds to the clear overflow zone which contains virtually no solids. Moving down the vertical axis the count-rate increases dramatically at the level of the transition zone where the solids content increases with the depth in the tank. In this region the settling conditions of the solid particles change from free settling to compression. Moving further down the vertical axis the count-rate reaches a plateau where the count-rate remains relatively constant although there are often small fluctuations, this region corresponds to the solids compression zone. The liquid/solid interface as measured by the TIG corresponds to the depth at which the count-rate crosses the target count-rate which is generally selected to be midway between the liquid count-rate and the compressed solids count-rate. The length of the TIG probe is selected to cover the typical operating range of the liquid/solid interface in the thickener or washer. If, for example, the minimum bed level is 3.0 metres below the surface of the liquid then the probe length is selected to extend 30 metres below the surface. The TIG probe can include up to twelve detectors and the se are spaced over the measurement range. For small measurement ranges of around one metre 4 to 6 detectors would normally be used while for larger measurement ranges of three metres or more twelve detectors would be supplied.

"INTRODUCTION Typically waterproofing of conventionally excavated tunnels has been done by installing pre-fabricated sheet membranes between the primary temporary support lining and the secondary permanent inner lining. The membrane acts as a separation or sliding layer between the linings, which is often desirable. The geotextile installed behind the sheet membrane provides the required drainage and protection of the system. The design of the tunnel lining is strongly influenced and limited by the use of waterproofing sheet membranes. Since primary and secondary linings are separated from each other, forming a double-shell lining system. In that case the secondary lining must be designed for all permanent loads, although the sprayed concrete primary lining continues resists ground and water loads for a long time after construction. Significant progress has been made in sprayed concrete technology over the last two decades, with advanced admixtures, as well as the improved application technology using spraying robots. The development of new admixtures like superplasticizers based on poly-carboxylates, alkali free accelerators and silica fume, enables designers to use permanent sprayed concrete linings (SCL) increasingly for long-term service life. When designed and applied correctly, sprayed concrete can be considered as permanent. The use of spray applied membranes has seen increased use over the last decade in some countries, and demonstrated functionality and cost-effectiveness in several situations. This paper describes the use of the sprayed waterproofing membrane MasterSeal 345, an EVA polymer based product, and the practical experiences from several projects. SPRAY APPLIED WATERPROOFING MEMBRANES The sprayed waterproofing membrane is polymer based and has been especially developed for underground structures. The membrane is applied between primary and secondary concrete linings and develops high bond strength on both sides to the concrete (doubled-bonded)."

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. The microseismic method of detecting instability and high-stress zones in underground mines was first developed in this country by the US Bureau of Mines in the early 1940's (Obert and Duvall, 1957). Early laboratory experiments showed that when competent rocks are stressed in a testing machine, the rock noise rate (number of rock noises per unit time) increases with increasing applied stress. This increase is more pronounced as the ultimate strength of the rock is approached. Subsequent testing of rock noises in underground mines confirmed this laboratory experience and much effort has been directed in recent years to make use of this property to develop a practical method of predicting rock failure. Investigations conducted in the Coeur d'Alene district mines have pointed out a definite relationship between the stress buildup in a rock mass caused by mining activity and the emission of audible and subaudible seismic activity (microseisms). In 1968, a concentrated joint effort by USBM Denver Mining Research Center and American Smelting and Refining Co. at Asarco's Galena mine was undertaken to verify several theories regarding the generation of microseisms (Blake, 1971; Blake, Leighton, and Duvall, 1974; and Kovacs, 1973). Findings indicate that (1) rocks under stress emit detectable seismic energy; (2) the energy source can be located using a triangulation method involving travel time differences to various receiving stations; (3) the rate of release of seismic energy increases with increasing stress; and (4) this increase in noise generally precedes a major rock failure (rock burst).

Conventional Smelting Practice Conventional copper smelting practice varies from smelter to smel¬ter, but generally consists of some or all of the following unit processes: roasting, smelting, converting, and fire refining. Roasting. Copper sulfide concentrates can be smelted directly or after an initial roasting step. Roasting is used in some smelters because roasting prior to smelting increases smelting capacity, less energy is required to melt hot roaster calcines than wet sulfide concen¬trates, roaster off gases are high in Sot concentration, 5-15% SO2, and some volatile impurities are removed from the concentrate prior to smelting. However, many smelters do not use roasters, because the problems associated with handling hot dry calcines outweigh the advantages mentioned. Concentrate roasting is performed in multiple hearth or fluid bed roasters. If the moisture is low, roasting can be performed autogenously, usually at 500-600°C. High roasting temperatures are avoided because excess oxidation of the iron compounds may lead to magnetite formation. Magnetite is detrimental to reverb operation because mag¬netite can combine with refractory minerals to form a highly viscous slag. This slag prohibits efficient matte-slag separation and leads to excessive copper losses. Also, magnetite can settle through the matte layer, deposit on the furnace bottom, and consequently reduce furnace capacity. Roasting is carried out only on sulfide concentrates prior to smelt¬ing in reverb or electric furnaces. For smelting processes, such as the flash and continuous that rely on the exothermic heat of oxidation of the sulfur minerals, roasting is not practiced. Reverberatory Smelting. The predominate copper smelting fur¬nace for the past 50 years has been the reverb. These furnaces are typically 100-120 ft long, 30-35 ft wide, and 12-15 ft high. A typical furnace layout is shown in Fig. 2. Refractory brick linings cover all internal surfaces of the furnace. Originally the flame was directed to reverberate or reflect off the furnace ceiling and melt the feed material. Current practice is to direct the flame down the furnace length to melt the concentrate. A method of charging the concentrates or calcines, generally along the side walls to minimize refractory erosion, is incorporated in the furnace design. The copper concentrates, calcines, and fluxes charged into the reverb undergo a series of complicated reactions as the temperature of the mixture increases. The reaction of the iron and copper sulfides with the oxygen in the furnace produces a molten Cu25-FeS mixture called matte. Copper smelting metallurgy is based on the fact that sulfur has a greater affinity for copper than for iron and most other common metals. Therefore, in a system containing copper, the copper will preferentially remain as a sulfide compound until all of the other metals have been oxidized. The oxidized metals combine with silica to form a silicate slag that floats on the matte and is removed from the system. Reverberatory furnace smelting chemistry can be approximated by the following chemical equations: FeS2 + O2 - FeS+ SO2 (1) The formation of FeS ensures that any copper present other than as sulfides will be reduced by the relationship: CuO2 + 2FeS + O2 - CuS + 2FeO+SO2 (2) or 2Cu +FeS - Cu2S + Fe (3) As the molten charge travels down the furnace, continued oxida¬tion of the iron minerals and sulfurization of the copper minerals occurs. When all of the copper has been converted to sulfides, the iron sulfides can then be further oxidized as: FeS + (3)2 O2 FeO + SiO2 (4) The FeO reacts with the silica added as flux in the furnace charge. A simplified equation is: FeO + SiO2 -FeO SiO2 (5) The iron silicate slag formed is skimmed from the surface at the end opposite the burners. The copper content of reverb slag is usually less than 0.6% Cu and is discarded. Matte is removed along the side wall and is taken to the converter for oxidation of the remaining sulfur and iron. The main objectives in reverberatory smelting are to produce a molten Cu2S-FeS matte containing 30-60% Cu and a throwaway slag. Production of matte permits complete conversion of all copper minerals into copper sulfides, which can migrate because of specific gravity differences, through the lighter slag layer. Also, the molten matte droplets collect the noble metals, gold and silver, as the matte settles in the furnace. The large settling area of the furnace provides enough separation time to produce a low grade slag, which can be discarded without further processing. High heat losses are associated with reverberatory smelting be¬cause of the large volume of gases sweeping through the furnace. Therefore, an outside source of heat is required to keep the smelting reaction going. Natural gas, fuel oil, or pulverized coal are used as this heat source.

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

Although fraught with problems of completeness and comparability, statistical measures of mineral exploration in the United States point downward for 1985 and 1986. Exploration expenditures in the US domestic and Canadian companies have dropped steadily from a 1981 peak of about $400 million to about $190 million in 1985, according to a recent survey of exploration statistics by the Society of Economic Geologists (SEG). These totals have been adjusted to account for differences in the estimated coverage of exploration activity by each year's SEG survey. This survey is now supported by the US Bureau of Mines and the US Geological Survey (USGS). The drop in current dollar amounts does not take into account the effects of inflation, which would make the decline even more substantial. Metals Economics Group of Boulder, CO reported in its Mine Development Bimonthly that announced exploration budgets for 1986 indicated an even larger drop for the past year. Worldwide expenditures for companies covered by the report dropped from about $800 million to $750 million from 1984 to 1985 and plummeted to about $600 million in 1986. Exploration activity has been declining since about 1981. This has been due in large part to low prices for base and ferrous metals. Exploration budgets of mining subsidiaries of oil companies have plunged as parent companies try to conserve cash in the face of the sharpest decline in oil prices in nearly 40 years. Mining subsidiaries of petroleum firms that were either liquidated or divested recently include Anaconda (Arco), Getty Mining (Texaco), and Cyprus Minerals (Amoco). Exploration expenditures in Canada increased in 1984 in regions where gold is a traditional target. But there was little change in 1985, based on preliminary statistics from a federal government report (Energy, Mines and Resources Mineral Bulletin MR 211, 1986). Claim staking in Canada dropped 23% from 1983 to 1984 and declined slightly in 1985. Diamond drilling increased in 1984 to the record levels of 1980 and 1981. The ratio of exploration to development expenditures in Canada, however, fell from a 1981 peak of 0.9 to about 0.5 in 1984. The report also indicated that, since 1981, there has been a massive write-off of reserves with high production costs. Reserve levels of all major metals were down since 1981. Precious metals exploration accounts for an increasing share of total mineral exploration. For example, the SEG data show that 90% of 1985 US exploration expenses by domestic mining companies were devoted to base and precious metals, compared with only 51% in 1980. The restructuring of the mining industry has been accompanied by a decrease in response to the last two SEG annual surveys, but the trend towards precious metals was already established in earlier years. Trade journal reports suggest that the reduction of long-term interest rates has encouraged the mining industry to make cost-reducing capital investments in existing mines to maintain competitiveness. This is consistent with the observations that metals explorations in 1986 was characterized not by announcements of "grassroots" discoveries, but by on-property exploration on identified mines or prospects. In an effort to cut costs, gold mining companies have been following up on low cost production opportunities in their prospect inventories. Short-term, low risk, heap leach operations that can produce rapid returns on investment have been pursued. The mineral industry uses significant amounts of water in processing. Thus, sustainable practices with the processing of ores are of critical importance. An impact tester was used to measure the adhesion force between particles and a glass disk [1,2]. A removal force was caused by the impact of the disk/particle containing a puck with a stopper. Johnson-Kendall-Roberts (JKR) theory [3] was used to determine the interfacial energy between the particles and the substrate. Capillary condensation of water can occur between the particle and surfaces in humid environments. The adhesion of particles on rough surfaces has been studied previously [4-10]. The research presented herein combines both variables to separate particle types with minimal water usage.

It is hypothesized that the Hotelling Valuation Principle (HVP) can determine the value of developed gold reserves using simple methods and easily obtained data. This paper reports the results of an empirical test of this hypothesis. Using publicly available data from North American gold companies, we obtained data for V, R, p, and c and ran a simple linear regression using equation (1.1) as the definition of the dependent and explanatory variables. By examining the value of the coefficients of the resulting regression equation, we can draw conclusion as to whether or not the HVP can be confident1y used as an estimator of the value of developed gold reserves.

Regular entry trusses are used in headgates, tailgates, roadways and intensely-faulted areas. These trusses have proven to give the required support and maintain roof stability even under major abutment loading conditions for both the re-treating and advancing longwalls. Areas previously requiring steel arches have been eliminated. A special Continuous Entry Truss? provides permanent support to adjacent tunnel/crosscut zone for more than 300 feet in each tunnel. The continuous nature of the tensioned truss allows sup-port forces to be placed on the roof in not just the two-dimensions of regular trusses, but in a full three-dimensions. A newly developed Roktruss? provides support in an arched 30-foot high rock zone. The Roktruss? allows truss support concepts to be used in an opening with a curved roof.

Following successful laboratory and pilot plant investigation of dewatering characteristics of molybdenum concentrate produced by a Chilean copper/moly producer, two (2) DENVER SALA 500 Series Tube Press Filters were installed in 1994 to handle the total production volume. Moisture requirements in the filter cake have been consistently met, eliminating the need for thermal drying after filtration. Operating data and Tube Press Filter are described herein.

The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCI. Precipitation of the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

Underclays are associated with coals found in eastern Oklahoma. These coals are of bituminous rank and are in beds of Middle and Late Pennsylvanian age. They occur in an area of about 8,000 mi2, within the southern part of the Western Interior Coal Region. The rocks of the area consist of a thick series of sandstones, shales, underclays, coals, and limestones. There are more than 40 beds of bituminous coal in the state, but only 12 of these have been mined over large areas. The 12 are, from oldest to youngest: the lower Hartshorne, upper Hartshorne, McAlester (Stigler), upper McAlester, Cavanal, Rowe, Secor, Weir-Pittsburg, Mineral, Croweburg, Iron Post, and Dawson coals. None of the underclay associated with these coal beds is known to have been exploited commercially. Nine samples of underclay from beneath the Croweburg coal were collected over a wide area in the eastern Oklahoma coal field for evaluation. The underclays are usually shades of gray with brown or orange iron-oxide staining. Although soft and plastic in some places, they are generally hard and slickensided, and contain abundant carbonized plant fragments. Bulk chemical analyses, clay mineral identification, and ceramic tests were performed on each underclay sample. The dominant clay minerals are illite and kaolinite with some mixed-layer clays. Silica (Si02) ranges from 45.96% to 59.03% and alumina (Al2O3) varies from 14.98% to 23.60%. The U.S. Bureau of Mines Tuscaloosa Re- search Center conducted the ceramic evaluations. Samples were slow fired from 1,000°C to 1,250°C in 50°C intervals. Bulk density, color, percent linear shrinkage, and percent absorption were determined for each slow fire test. All Croweburg underclay samples are best suited for building brick.

Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.
