An essential prerequisite to expanding the application of longwall mining techniques in the United States is the development of a better understanding of the mechanics of rock mass deformation near the mined seam, in the inter- burden and at the surface. The results of studies of this type will provide a basis for the development of empirical and/or numerical modeling techniques to predict the rock mass response to mining both near and far from the mined seam. This will lead to improved gate and panel design, resulting in maximum recovery, increased productivity, as well as provide a mechanism for assessing likely surface effects induced by long- wall mining. Presented here is the instrument plan to be used at Kitt Mine No. 1 in the study of rock mass response to two adjacent longwall panels.

The value of US industrial mineral output last year was $20 billion, a 12% decline from 1981. A glance at the accompanying table and a review of the comments made by several contributors reveals how poorly many industrial minerals fared during 1982. Bromine and peat posted a 6% increase in production while recovered sulfur showed only a 3% gain over 1981. Pumice, salt, and dimension stone managed to stay more or less even with 1981 production. However, most industrial minerals posted losses for the year from 3% for vermiculite, sodium carbonate, and gypsum to 49% for ilmenite. Naturally, the depressed economy is to blame for decreased production and consumption. Low steel and auto production, lower housing starts, and many other factors impacted the industrial mineral industries. Hopefully the worst is over. Interest rates are down, energy costs are decreasing, the automobile and housing industries show signs of picking up. Perhaps the 1983 annual review will be less gloomy. A large number and a wide variety of chemical reagents are used in flotation processes for wettability and Eh control, particle agglomeration/dispersion and bubble stability. A historical account of the use of flotation reagents through the years since flotation was introduced as a viable and economic process for the concentration of sulfide minerals is given and a review of old and modern postulates of their interaction with minerals is presented. Although the results of surface and colloid chemistry studies with well characterized mineral/flotation reagent systems have advanced our understanding of the role played by these chemicals in the flotation process, many questions remain unanswered. Moreover, new flotation reagents are needed to solve the challenge posed by the treatment of problematic-type ores and fuel deposits that have increasingly become the source of our raw and energy materials. Because of the depletion of high-grade and relatively easy-to-process ores, flotation scientists and engineers are confronted with finding more specific and selective flotation chemicals to effectively and economically concentrate minerals. The development of new flotation reagents is vital for cleaning fine coal and processing polysulfide, polymetallic ores, and mixed oxide/sulfide ores.

The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. The rugged foothills of the Allegheny Mountains in Washington County, Southwestern Pennsylvania, lend their terrain very well to the use of aerial tram systems to carry refuse from Bethlehem Mines' two preparation plants to disposal areas some distance from the plant site. Bethlehem Nines Corporation has three deep mines in this area, all of which are mining the Pittsburgh Coal Seam, The raw coal is prepared for metallurgical use in a preparation plant at each mine, Trio of these preparation plants, Mine No, 51, Ellsworth and Mine No. 58 Marianna, use aerial tram systems to dispose of reject material.

The use of warm (40-50°C) solution for the selective elution (pre-strip) of copper cyanide from gold and silver cyanides adsorbed on activated carbon was found to elute +90% of the adsorbed copper compared to the use of ambient (20°C) solution eluting 50-70% of the adsorbed copper. The warm solution pre-strip elution did have higher co-elution of gold (1-4%) and silver (10-18%) with the copper. The use of ambient solution pre-strip elution co-eluted less gold (0.2%) and silver (2%).

The past few years have produced a rash of demands for changes in America's way of doing things. From manufacturer to consumer, the rules have been changed. Some of the demands were needed and, when legislated to requirements, did manage some good for all concerned. Other demands made by zealots and taken up by regulatory agencies have forced costly changes on our way of life. No segment of industry has been exposed to more new rules and regulations than the deep coal mining industry in the United States. There is no denying that some good has evolved, but most mining men know that the effects have done more to reduce production and increase cost than they were ever intended to do.

Mineral processing technologies are being used in the environmental arena for remediation and secondary recovery. Comminution and/or scrubbing for liberation, coupled with separation of the liberated particles, is known as soil washing. Other metallurgical unit operations have found application in remediation and recycling: size classification, gravity concentration, flotation, magnetic and electrostatic separation, eddy current separation, and liquid/solid separation. This paper presents specific examples of the use of these technologies to clean up contaminated soils and plant residues, and to recycle valuable materials from waste streams.

Thin aqueous equilibrium film studies and surface tension measurements on a mixed surfactant system consisting of polyethylene oxide (a model frother) and potassium ethyl xanthate (a model collector) enable the interaction between the two surfactants at the air/solution interface to be elucidated. For the film containing the non-ionic frother, the interface was charged and addition of low concentrations of xanthate acted as a common electrolyte and reduced the thickness of the film inducing rupture. However, at high xanthate collector concentrations, the negative charge xanthate was found to interact with the non-ionic and caused a build-up of negative charge at the air/solution. Higher frother concentrations were necessary to produce non-rupturing thin films upon increasing the xanthate concentration.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. In truth, despite the development and refinement of new and potentially valuable technological tools, the approach or philosophy of the explorationist has received meager attention in professional literature. In many areas, the explorationist relies upon experience, subjective judgement and general intangible inspiration, often traveling together under the misleading pseudonym of "art," in achieving both an exploration plan and in making the myriad day to day decisions necessary to the execution of that plan. Without a solid, objective basis for decisions, exploration under this concept is little more than guesswork largely by intuition, and it is small wonder that many exploration programs flounder in a sea of over-expenditure inefficiency or fail to fulfill their expected goals within the funding which has been provided. From a rational management point of view, such a state of affairs is frustrating and inconsistent with the application of the same scientific principles which are presumed to be the basis for the exploration methods which are used. This somewhat presumptuous point of view cannot be extended as a general condemnation of the many exploration programs which are both technically and economically successful. On the other hand, the

Seeking to implement the Global Industry Standard on Tailings Management to improve the safety of their tailings facilities across the globe, mining companies are motivated to invest in new technologies to recover valuable minerals from tailings. One solution being evaluated is the use of magnetic separators to concentrate ultrafine tailings. However, this approach is energy intensive as it requires high magnetic fields to recover ultrafines, and usually results in low mass yields. Additives that modify pulp rheology and surface properties, or selective flocculate ultrafine particles, were tested to enhance the performance of magnetic separation. Promising results in laboratory scale testing different types of additives confirmed that it is possible to increase the mass yield, keeping the selectivity of this stage.

The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. "Researchers at the National Institute for Occupational Safety and Health (NIOSH) have advocated the use of instrumentation in underground mine ground control studies to aid in understanding failure mechanisms and to calibrate numerical models. The purpose of these efforts is to reduce accidents and fatalities in underground mines resulting from inadequate design of mining layout or supports. A recent examination of some results of stress change measurement raised some questions about the validity of elastic solutions in ground, such as coal. Particularly under deep cover as is prevalent in the western United States, the coal around a borehole would likely have yielded so that post-yield behavior would govern the response of the instrument.A numerical experiment was conducted by NIOSH researchers using the FLAC software (Itasca Consulting Group, 2016) to investigate the response of the borehole pressure cell (BPC) and the biaxial stressmeter to varying degrees of plastic behavior. The pre-encapsulated BPC cell pressure exhibits increasing departure from the elastic case with decreasing post-peak-strength slope of the stress-strain curve. On the other hand, because the BSM usually provides much more confinement to the surrounding rock than does the BPC, the measurements obtained from the BSM do not depart significantly from the changes in secondary principal stresses and directions as calculated by the elastic solution.INTRODUCTIONSeveral years ago, Larson et al. (2000) described several instruments that NIOSH had used in underground field studies and how to monitor them with dataloggers. This information is still relevant because of the need to understand how excavation affects the stability of mines and thus, the safety of mining personnel. One class of instruments described in that paper includes those instruments that measure change in rock stress. Although several such instruments might be used to measure stress change, the focus of this paper is on two instruments with which NIOSH has had more recent experience—the borehole pressure cell (BPC) (Geokon, 2018a; RST Instruments, 2018) and the biaxial stressmeter (BSM) (Geokon, 2018b). Other instruments, such as the CSIRO hollow inclusion stress cell (HICell) (Earth Sciences, 2019; Worotnicki and Walton, 1976) may be included in future studies.Early studies in the development of the BPC were those of Panek and Stock (USBM, 1964), Sellers (1970), Lu (1984), and Babcock (1986). Babcock’s work is particularly useful, but his setting and testing range was far below what we experienced in the NIOSH study, and it was Babcock’s data reduction scheme from his laboratory experiments that was used to calculate stress change in the NIOSH study (NIOSH, 2019a)."

The total energy demand in the United States increased about 4 per cent annually during the 1960's 1 and is expected to increase at the same rate during this decade. Z Fuel oil growth in the 1960's was only Z per cent per year until 1968, but it increased to 8 per cent in 1969 and 11 per cent in 1970. Fuel oil demand is expected to grow at a 6 per cent rate through the 1970's. Part of this rapid increase in demand has been caused by restrictions placed on the sulfur content of fuels. High sulfur coal can no longer be burned in many parts of the country and has been replaced by low sulfur fuel oil. An insufficient supply of natural gas has also contributed to fuel oil demand. Air pollution regulations have not only caused an increase in fuel oil consumption, but they have also caused a reduction of sulfur content in residual fuel oils. Current regulations call for 1 per cent maximum sulfur content fuels over much of the country. Sulfur contents of fuels are limited to 0. 3 per cent in certain areas on the east and west coasts. Sulfur in residual fuel oils from high sulfur imported crude oil is reduced to 1 per cent currently. However, sulfur reduction to 0. 3 per cent is difficult and expensive.4 As a result, refiners may be hard pressed to supply the market for low sulfur fuel oil. Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

In 1959, The Australasian Institute of Mining and Metallurgy (Aus. I.M.M.) was asked by the Federal Government of Australia and the State Government of South Australia to join in the formation and management of a new contract research organization which was subsequently named The Australian Mineral Development Laboratories (Arndel) ? This body was formerly the Research and Development Branch of the South Australian Department of Mines which had been set up to develop the Radium Hill uranium deposit. It had then gone into contract R&D and the State felt that it would be more appropriate for the Branch to become a separate national organization. The Aus. I.M.M. decided that a professional institute could not participate directly in Arndel and, as there was no other suitable industry group to do so, it formed the. Australian Mineral Industries Research Association Limited (AMIRA). AMIRA held its first Annual General Meeting in September 1959 when the first Council was elected and the Memorandum and Articles of Association were adopted. The initial task of AMIRA was to raise guarantees of work or cash from its members to underwrite Arndel for the first five years of operation. The Federal and State Governments also provided guarantees and Arndel commenced operations in January 1960.

The material balance computer program (MAT-BAL) developed at the Minerals Resource Research Center of the University of Minnesota, has been used in conjunction with routine process profile samples taken in the potash compaction plant at Great Salt Lake Minerals and Chemicals Corporation, Ogden, Utah. In this manner, a uniform data base is being established for the process, and selected key indicators are used for decisions in plant operation and maintenance. With present emphasis on improving product quality and increasing production rates, the standard data base system provides a means of measuring results from test programs to optimize the circuit. The development and application of this process control method is discussed. The compaction plant computer-assisted data base has been in existence for only two years, but it has made significant contributions to the knowledge of the process and continues to assist in monitoring the plant performance. It is anticipated that the material balance program will be adapted to the GSL flotation plant in 1979, and to other circuits in the potassium sulfate chemical plant.
