The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

"INTRODUCTIONProject-related studies showed that lab tests are a helpful tool for the planning of EPB tunneling and soil conditioning in cohesionless soils. This type of ground commonly represents the extended application range for EPB shields, which demands for a treatment with additives. Considering soil conditioning with foam, so far, approaches exist for the investigation of the foam quality and of the conditioning behavior of soils (e.g. (EFNARC GUIDELINES 2001 2003)), but not any standards for testing procedures related to soil conditioning. State-of-the-art research on the topic is and was conducted for example in Bochum (Germany) cf. (Budach 2012; Maidl 1995), in Lyon (France) cf. (Quebaud et al. 1998), in Oxford and Cambridge (Great Britain) cf. (Borghi 2006; Peña Duarte 2007), in Delft (Netherlands) cf. (Bezuijen and Schaminée 2001), in Turin (Italy) cf. (Borio 2010; Peila et al. 2013; Vinai 2006), and in Aachen (Germany) cf. (Vennekötter 2012). Additionally, applied science is reported by the tunneling practice and suppliers of conditioning agents. Although the research focus in all these and further studies varied, similar test methods and test series were applied. A standardization of essential properties and testing methods (setup and procedures) however did not take place. The results from laboratory testing can only function as index values for practice because in the studies, production and application of the conditioning agents mainly takes place under atmospheric conditions. Nevertheless, the tests enable basic understanding of feasibility as well as processes and interactions going on during soil conditioning. For recommendations for standardized and reproducible testing see (Budach 2012; Budach and Thewes 2015).The most extensive investigations on the flow behavior of soil-foam mixtures have been performed by using the slump test from concrete engineering, cf. (DIN EN 12350-2 2009-08), which originally is applied on evaluating the workability of fresh concrete. Although this test does not describe the actual flow behavior, it rather represents an index on the workability, very much experience exists with this test method. Besides others, the workability – or flow behavior – of the EPB support medium certainly is a major factor of influence on the properties of the material in the excavation chamber and thus, for effective tunneling with EPB shields, cf. (Galli and Thewes 2014). For a summary of various investigations on the workability of conditioned soils using the slump test and resulting recommended slump ranges see (Budach 2012; Vinai 2006). Thereof, slumps between 10 and 20 cm have been reported as suitable workability for EPB applications. However, there is actually not much known about the real flow behavior of soil-foam mixtures related to rheological properties such as the viscosity (?) or potential yield stresses (t0). These physical values are necessary for a realistic determination of face pressure, for the design of required torques, and for an evaluation of the material flow at different locations in the excavation chamber, in the screw conveyor or on the conveyor belt. To generate a linear pressure distribution at the tunnel face, as it is assumed a priori, a low-viscosity fluid is favorable, whereas in the screw conveyor, a high-viscous fluid is needed for a controlled pressure decrease. On the conveyor belt, yield stress plays an important role preventing deliquescence and spilling from the belt. Attempts in characterizing the actual flowing of soil-foam mixtures have so far only been made by few researchers, the application of rheometry is rare."

Techniques utilized to incorporate geological data in computer modeling and ore reserve estimation have undergone considerable evolution during the past fifteen years. Computer analysis and evaluation of two precious metal deposits are presented as examples of innovative computer techniques developed at Asarco. The first is a gold deposit occurring in a steeply dipping Pre-Cambrian greenstone sequence. The second is a manto-like manganiferous silver deposit occurring in a relatively flat sequence of Late-Paleozoic sediments. In both deposits, four sub-horizontal zones of geological influence are evaluated.

The resurgence of severe lung disease among U.S. coal miners has not only highlighted the need for improved dust controls, but also the need for an improved understanding of dust characteristics and monitoring strategies [1]. Following up on prior work by the National Institute of Occupational Safety and Health (NIOSH) to demonstrate a novel wet dust collection system on a roof bolter [2], the current study explores the effect of that system on dust characteristics and uses interlaboratory comparisons to comment on analytical methods. Results indicate the wet system did not appreciably affect the composition or size of respirable dust in the vicinity of the operating roof bolter. However, the system does appear to have substantial benefits for the operator. NIOSH has already shown it can reduce the respirable dust mass concentration to which the operator is exposed during dustbox cleanout [2,3], which is a frequent maintenance activity that can re-aerosolize dust, and new results here indicate the silica and silicates content in this dust may also be reduced, thereby reducing the overall hazard. Moreover, regarding analytical methods, excellent correlation was demonstrated between measurements of quartz mass, taken first by NIOSH and then by a university laboratory, using direct-on-filter Fourier transform infrared (FTIR) analysis. This method is the basis for envisioned “end of shift” silica monitoring (quartz is the predominant form of crystalline silica in coal mines) [4]. For particle-level analysis by scanning electron microscopy with energy-dispersive X-ray spectroscopy (SEM-EDX), there was more variability in results generated by two independent university laboratories.

In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

However, the coal industry's historical management practices must change to remain viable? The practices of the current day efficient coal mine manager are reviewed and examined using W. Edwards Deming's definition of management. The statistical tools, including Pareto Charts, Control Charts and Scatter Diagrams, which identify the problems management must approach differently to increase productivity at a coal mine, are discussed.

LKAB owns and operates two of the largest underground mines in the world in Northern Sweden. In Malmberget, with a production capacity of about 30,000 t/day of iron ore, the current main 815 m haulage level is rapidly approaching the end of Its life and plans are being made for its replacement on the 1000 m level. Due to the separation of the orebodies, trucks have been chosen for transporting the ore from the orepasses to the crushers. The trucks currently in use have a capacity of 120 tons. To increase the efficiency of the loaded haul, the new main level will have a favorable slope from the drawpoint locations to the crushers. From the new level the crushed ore will be transported by conveyor to the 815 m level for hoisting to the surface. The paper discusses the planned mining and transportation system.

Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

Glencore’s Nickel Rim South Mine, located in Sudbury, Ontario, Canada, is a primary/secondary blasthole operation with ore zones lying between 1,100 and 1,700 m below surface. One of the main benefits of the primary/secondary mining method in high stress ground is that up to 50% of the mining will take place in secondary stopes that should be in a yielded rock mass state. Every future secondary mining stope begins as a primary stope abutment pillar. As with many mines, the stress loading history and rock mass conditions can vary considerably in space and time. Safe mining practices cannot allow for an assumption that the planned secondary stopes are indeed yielded. An incorrect assumption can result in mining development and stoping taking place in high stress ground rather than the expected yielded rock mass conditions. This can result in higher levels of seismicity than expected and incorrect ground support recommendations in areas where workers could be exposed. Seismic monitoring is the mines’ premier tool to track the actual rock mass response to mining. Yielded zones have a reasonably clear seismic signature/pattern over time that is visible in the collected data. The ability to accurately locate small magnitude seismic events can help define and delineate different stages of rock mass failure. The vast majority of the seismic data recorded by the microseismic monitoring system is below moment magnitude (Mw) 0.0. Examples are provided showing how small seismic events (Mw < -1.5) can help provide feedback from the rock mass deformation that allows the ground control engineer to gain a better understanding of how the rock mass is responding to mining processes.

Leach dumps in Butte are relatively new in comparison with older established dumps in other areas throughout the West. With the exception of one 10 million ton dump, all dumps have been formed on a prepared base. This is necessary because the entire leach dump area overlies an alluvial fill which varies in depth from 100 to 400 feet and through which solution would be lost. Preparation of the leach pad consists of first removing all vegetative material and compacting the exposed surface with rollers. This surface is covered with a 4" layer of minus 1" crushed rock which in turn is roller compacted. A 3" compacted layer of asphalt hot mix is then applied to the crushed rock surface. Final sealing is effected by a 1/4&apos;? coating of catalytically applied hot asphalt. Dump leaching was inaugurated in 1964. First solution applied was wholly made up of mine water pumped to surface through a central pump shaft. Sulfuric acid was added on surface at a surge pond to control pH of the leach solution. Acid addition is necessary not only to benefit the leach dumps, but to prevent the formation of ocher scale within the pipe line distribution system. Mine water pH is on the order of 2.8. The combination of ferrous and ferric iron as well as magnesium and aluminum salts is such that ocher forms at a pH of 2.38. It is therefore mandatory to control pH at 2.0. Dump effluent pH is held at 2.3 or less.

The existing Central City Tunnel was built primarily in the 1930s with a small portion as old as the 1880s. It conveys stormwater in downtown Minneapolis. It is a 4,400-ft long tunnel located 80 feet underground. The Central City Tunnel has experienced surcharging and surface overflows during heavy rainfall events. This paper presents the details of tunnel and shaft design for the new Central City Parallel Tunnel to mitigate the overflows. The design considered hydraulics and geotechnical engineering for the structural geologic conditions including the weak Saint Peter Sandstone and overlying strong Platteville Limestone. Ground conditions resulted in tunnel designs including large flat-back box tunnels and unique cathedral-shaped tunnel sections.

The significant growth of the world population and its demand for an increasing standard of living leaves no other choice than continuously augmenting industrial production and making available steadily greater quantities of raw materials at still better qualities. Therefore, any raw material has to be utilized to the greatest possible extent and processed at optimum economy on large mechanical equipment. The layout of processing facilities of large throughput rates can be based on multiple or single lines. The latter enables the application of large machines of optimum size. Proven equipment for homogenizing, classifying, separating superfine material, sorting and dewatering are-now available in optimum sizes. By the use of these large machines operating cost of pit coal preparation plant can be significantly lowered by reducing the specific requirements regarding space, capital investment, energy, operation and maintenance.

Are the results of an exploration program worth the cost? This is a question I suspect many of you are familiar with and, theoretically at least, it is an easy question to answer. The answer, of course, lies in comparing the future earnings stream the program is expected to generate, to the present value of the cost of carrying it out. While historical costs can be determined without much difficulty, estimating the value of a future earnings stream involves all sorts of assumptions regarding future costs, metal prices, inflation rates and an appropriate discount factor; and in the context in which the question arises, requires additional assumptions about mineral deposits which have yet to be discovered. As a practical matter, this kind of approach isn&apos;t likely to produce a very convincing answer; certainly not one convincing enough to satisfy a skeptical audience; nor one likely to temper the illusions of recent converts to mineral exploration, who are convinced that if enough money is spent, profitable discoveries will inevitably follow. Within broad limits, however, I believe it is possible to analyze the costs and results of gold exploration in the U.S.A. over the past 20 odd years in a useful manner. And while such an analysis is imperfect, it will provide some insight into this fascinating subject.

"Can the ever-increasing tonnages of ore and waste being mined today be accommodated simply by using bigger and better crushers? This paper reviews the latest primary crushing and large cone crusher designs. It highlights how—in addition to using the larger crushers now available—maximizing the utilization percentages in each of the four stages of the rock size reduction circuit will assist in meeting the larger production requirements of existing and new mining operations. Its goal is to help consultants and operators select the optimal equipment and custom-designed items in the material handling flowsheet from the mine to the mill, maximizing operating hours per year. INTRODUCTION Are larger crushers the answer to meeting the demands of existing or new mining projects for increased tonnage? Boyd (2002) predicted that larger crushers for primary and fine crushing would be beneficial and contribute to the further development of mineral processing. Larger crushers for primary and fine crushing applications are now available. The rock size reduction process from the mine to the selected milling process facility has not changed since man first broke a rock to get at the interesting mineralization within. The rock size reduction process circuit from the mine to the mill can be summarized in four stages: • Stage 1: Mining (rock breakage and fragmentation) • Stage 2: Pre-screening (scalping) • Stage 3: Primary crushing • Stage 4: Fine crushing (secondary, tertiary and quaternary) Plant throughput and ore delivery schedule will form the basis for flowsheet design and equipment selection. Once the project design criteria and the mine plan have been established, the circuit’s utilization percentage (percentage of hours when the circuit is being utilized) can be optimized for each of the four stages. The mining and process departments are the key stakeholders in the selection of the final comminution circuit, and both departments should be familiar with and contribute to the design of the circuit. This paper focuses on the four stages of a rock size reduction circuit from the mine to the mill, equipment selection, various ore and waste handling flowsheets, and improvements in crusher station design, all with the purpose of maximizing availability and plant utilization percentages. What is a large tonnage? From 1907 to 1914, the American Panama Canal excavated 300 million tonnes of material in 7 years (History of the Panama Canal, Wikipedia). Today’s large mining operations can move the same material in 10 months, using large crushers or multiple crushers for ore processing and large crushers and a mixture of truck haulage and conveyors for handling the large waste tonnages. INTRODUCTION In the last twelve years, underground stoping methods at the Homestake Gold Mine have evolved from open cut-and-fill with jacklegs, cribbed raises and electric slushers to ramp-based mechanized cut-and-fill (MCF) and vertical crater retreat (VCR) with dieselpowered loaders, trucks and drill jumbos. The evolution was swift. Unfortunately, ventilation practices have had trouble keeping pace. Stope ventilation is still too dependent on auxiliary fans and coolers. A single large MCF stope might contain up to eight headings, each of which requires significant ventilation resources when a diesel loader is present. Air is shortcircuited all too frequently through mined-out VCR panels. These factors and the recent rapid decent of the center of mining prompted a study to improve ventilation practices and to more accurately project future requirements. BACKGROUND In 1992, the underground portion of the Homestake Gold Mine produced 8336 kg of gold from 1407 ktons of ore (268,000 oz from 1,551,000 st). The ore is hosted in low to medium grade meta-sediments. Stoping took place from 420 to 2347 m below the surface (1400 to 7700-ft levels). The weighted center of mining was 1662 m deep (5450-ft level) in 1990 and is projected to be 1890 m (6200-ft) in 1993. The deepest level is 2440 m (8000-ft) where the virgin rock temperature (VRT) is 56.1°C (133F). The mine is ventilated by 504 m3/s (1,069,000 cfm) measured at mid-exhaust-circuit density. The air-conditioning system includes an 8.1 MWR (2300 ton) controlled recirculation plant, a 2.0 MWR (580 ton) chilled water plant, a 1.0 MWR (290 ton) exploration drift refrigeration plant, 28 spot-coolers totaling 3.4 MWR (960 tons) and 35 spray coolers totaling 1.5 MWR (420 tons). The mine employs 117 diesel units with a total nameplate rating of 7961 kW (10,672 hp). These units include twenty-four 1.5m3 (2-yd) loaders, twenty-six 2.7m3 (3.5-yd) loaders, fourteen 3.8m3 (5-yd) and two 7.6m3 (10-yd) trucks, and assorted utility vehicles and drill jumbos. THE STUDY In April 1991, the University of Nevada-Reno (Mackay School of Mines) and the South Dakota School of Mines and Technology cooperated with Homestake on an MCF study. Mackay instrumented a stope with thermocouples, air velocity meters and hygrometers (Duckworth, 1992). South Dakota Tech conducted a finite-elements computer analysis of a back-filled MCF stope with/without light-weight shotcrete insulation on the sidewalls and back (Chellam, 1992). Homestake conducted an empirical analysis of deep-level MCF stoping. This paper describes the Homestake study. Twenty-three of the forty MCF stopes deeper than 1800 m were surveyed at least once during the last quarter of 1992. The stopes not included were being cable-bolted or back-filled. Figure 1 shows the complexity of one of the ramp-based stoping areas included in the survey. This particular stope has six separate production headings. A baseline wallrock heat load was derived for each stope or heading from psychrometric calculations. Broken ore, waste rock fill and fissure water were noted when present and the effects included in the baseline heat load. Other heat sources often mentioned in the literature such as metabolic heat from workers, heat from explosives and small electric loads were neglected. Fan heat was considered part of the ramp & crosscut heat load and thus not included in the study. Diesel heat was addressed separately. RESULTS Survey results, plotted as the heat flux against VRT, are shown in Figure 2. The equation for the regression line is: W/m2 = 2.1236*VRT - 75.405 The 0.31 correlation coefficient is poor which implies that the results should be used cautiously. Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

"Understanding the influence of slurry particle size on wear is essential to maximising the life of centrifugal pumps operating in mineral processing plants and for hydrotransport duties. Particle size influences not only the wear rate but also the wear pattern in pumps. Complicating the situation is the different relative wear rate for different pump parts depending on particle size. A simple Slurry Wear Type (SWT) number based on particle size and size distribution is proposed as a means for categorising slurry pump wear patterns and optimising pump application and material selection. INTRODUCTION The wear of centrifugal slurry pumps in mineral processing and hydrotransport can be quite severe and is one of the major cost concerns of plant operators. Some typical worn slurry pump parts made from high chrome white iron are shown in Figure 1. Erosion wear rates of up to 2 mm/day are not uncommon [1].Centrifugal slurry pumps are required to handle solid-liquid mixtures with a very wide range of particles extending from sub-micron size clay through to 200mm and larger cobbles. Particle size distribution can also vary widely from uniform and narrow (such as graded sand) through to very broad (such as grinding circuit slurries). Slurry particles may also undergo size change due to attrition during the pumping process. The major wearing parts in a slurry pump are the impeller, side liners and casing liner. These are shown with reference to a Warman® MC centrifugal pump in Figure 2. While many particle properties (including size, shape, hardness, density and concentration) influence pump wear, this work will consider only the effect of particle size as it is the major determinant of wear characteristics. Particle size influences the wear pattern, material performance and relative component wear rate in centrifugal slurry pumps. SLURRY WEAR TYPE (SWT) BASED ON PARTICLE SIZE Soil and grain size classification systems abound. Many have different limits to the ranges for a particular classification, albeit not too"

The construction, operation and control of the vertical furnace and system components are discussed. Advantages include high efficiency, fuel economy, minimal mechanical apparatus and maintenance, atmospheric and temperature control, ease of operation and reliability.

With the end of active copper mining in 1983, the extensive underground mine workings and the Berkeley Pit, one of the largest open-pit mines in the United States, began to flood. Daily in- flow to the pit is about five million gallons per day, with the water level rising at a rate of 30 feet per year. To support the remedial investigation and feasibility study, a six-layer, three-dimensional MODFLOW-based ground water flow model was constructed to simulate the 9,100-acre site. The vertical domain of the model extended over 1,060 feet of elevation difference and consisted of a finite difference grid of 89 rows by 54 columns. All work was PC- based. Model boundaries were assigned to correspond to natural hydrologic features such as geologic contacts, faults, and surface water features. The fully calibrated model was approved by the State of Montana and the U.S. Environmental Protection Agency (EPA) for use in the site remediation. The computer model was used to determine ground water flow velocities and contaminant travel times within the alluvial sediments adjacent to the Berkeley Pit. The purpose of the model was to predict future alluvial ground water flow directions should acid- and heavy metal-laden flood waters filling the Berkeley Pit rise up and enter the Alluvial Aquifer.
