INTRODUCTION The Alchem trona mine, owned and operated by Allied Chemical Corp., is located approximately 32 km (20 miles) west of the town of Green River, and 8 km (5 miles) north of Interstate 80 in southwest Wyoming. Trona, a naturally occuring sodium sesquicarbonate (NaCO3 • NaHCO3 • 2H2O), is used for the production of sodium carbonate (Na2CO3), commonly known as soda ash. Present annual US consumption of soda ash is approximately 9.07 Mt (10 million st), out of which approximately 7.3 Mt (8 million st) is produced from the Wyoming trona mines. About 44% of soda ash is consumed by the glass industry; 3 % by exports; and the remaining portion by paper, chemical, soap, textile, and nonferrous industries. Allied Chemical operates an underground mine at an average depth of about 488 m (1600 ft). There are three other trona mines in the area operated by FMC Corp., Stauffer Chemical Corp., and Texasgulf Inc. (see Fig. 1). Allied Chemical became interested in southwest Wyoming trona deposits in the early 1940s. Explora¬tion work was begun in 1959 with the acquisition of federal leases. Exploitation of the reserves began in 1968. Two shafts, one 6.1 m (20 ft) and another 3.7 m (12 ft), were completed prior to 1968. The 6.1-m (20-ft) diam service shaft is divided in half by a cur¬tain wall, with one half used for men and material and the other for ventilation as a return air shaft. During the period from 1968 to 1974, the 3.7-m (12-ft) shaft was used as production shaft with two 7.3-t (8-st) skips. Due to the increased demand for soda ash, plant and mine expansions were completed during 1974. Under this expansion, the material handling system capacity was increased by constructing a new 2721-t (3000-st) capacity ore bin, sinking a 6.1-m (20-ft) diam produc¬tion shaft, and installing a friction hoist with two 22.7-t (25-st) skips. The Alchem mine manpower is 484 employees and about 2.3 Mt (2.5 million st) of trona was produced during 1976. Three different mining systems are used at the Alchem mine: conventional, continuous, and longwall. Allied Chemical introduced its first longwall unit in 1973, which was also the first longwall system introduced in the Wyoming trona district. At present, four conventional, seven continuous, and two longwall units are in operation. This equipment is operated in ten production areas. GEOLOGY The bedded trona and trona-halite in the Green River basin of southwestern Wyoming is a major re¬source for the nation. There are 25 beds that exceed 0.9 m (3 ft) in thickness and underlie areas of about 2590 km2 (1000 sq miles). There are other minor beds that range in thickness from 0.3 to 1.2 m (1 to 4 ft). Allied Chemical's Alchem mine is located in bed 17. The trona bed numbering system starts at the lowest elevation and increases upwards. The trona beds are in the Wilkens Peak member of the Green River formation. The Green River formation was deposited in a lake that began in early Eocene as a large body of fresh water, shrank in size and became saline, and then became fresh water again. The sedi¬ment during the saline phase of the lake, which includes the trona beds, is called the Wilkens Peak member. The underlying freshwater lake deposit is called the Tipton member and includes a 25.9-m (85-ft) sand unit which is a high pressure, low permeability aquifer. The over¬lying sediment is called the Laney shale. The Green River formation is underlaid by the Wasatch formation and overlaid by the Bridger formation (see Fig. 2). The structure of the beds in the area of the Allied Chemical mine is mostly postdepositional asymmetrical folds of small amplitude. These folds range in size of 3 to 6.1 m (10 to 20 ft) to as much as 45.7 m (150 ft). The trend of the folds is northwesterly with the north¬east flank of the anticlines having a steep dip and the southwest having gentle dips. Trona bed 17 varies in thickness from 2.4 to 3.4 m (8 to 11 ft) over the 93.2 km2 (36 sq miles) holdings of Allied Chemical and is flat lying except for the rela¬tively minor folding and a negligible regional dip of about 0.017 rad (1°). Trona occurs naturally in several physical forms in the Green River basin, being both massive and crystal¬line. A reliable and stable ventilation system is essential to the safe operation of underground mines. The stability of a mine ventilation system becomes extremely critical while responding to a fire incident since an unstable ventilation system will pose a risk of airflow reversal. The reversed airflow could bring the fire contaminants such as toxic gases and smoke unexpectedly to working areas. In the past few years, there has been a growing interest in the study of ventilation network stability using the concept of resistance sensitivity, which is described as an indicator of how the airflow in an airway is reacting to a resistance change of other airways. Several methods of calculating the resistance sensitivity in a mine ventilation network have been carried out by researchers and scholars around the world. However, the proposed methods heavily rely on a vast amount of mine ventilation simulations, which are very time consuming and computer-power intensive, especially for a large-scale mine ventilation network. In this paper, a derivative method calculating the resistance sensitivities with a single mine ventilation simulation has been developed and implemented into a mine fire simulation software, MFIRE. The results from the derivative method were verified against the results from a traditional method. The derivative method has been proven to be reliable and accurate.

INTRODUCTION Sublevel mining is a mass mining method based upon the utilization of gravity flow of the blasted ore and the caved overlying waste rock mass. As with any other mining method, sublevel caving has advantages and dis¬advantages which must be carefully considered and evaluated. The major advantages of sublevel caving are dis¬cussed as follows: Because all of the mining activities are executed in or from relatively small openings, sublevel caving is one of the safest mining methods. Drifts, which are the pri¬mary working places, are distributed in a uniform pat¬tern on all levels. Normally the maximum dimensions of the sublevel drifts are about 5 m wide and 3.7 m high. The transportation drifts can have the same section, or the height may be increased to about 4.5 m when trucks are loaded in the transport drifts. The stability and safety of such drifts in competent rock can be easily controlled by smooth blasting or by a combination of smooth blasting with shotcreting. In less competent rock masses, stability can be achieved by combined reinforc¬ing, for example, by a combination of smooth blasting, shotcreting, and rockbolting. The major mining activities can be broken down into three groups: drifting and reinforcing; ore fragmenta¬tion, i.e., production drilling and blasting; and ore draw¬ing, loading, and transportation, and all are relatively simple. Because of the repetitive nature of the mining system, one can standardize almost completely all min¬ing activities. This means that a high degree of work efficiency can be achieved. Because the components of mining production in sublevel caving can be standardized, a high degree of mechanization is possible. In modern sublevel caving the sections of drifts and tunnels are sufficiently large to allow the introduction of large trackless mining equip¬ment. The advantages of a trackless system can be then broadly utilized not only for direct mining but also for all services, including the transportation of mining per¬sonnel to the working place. The flexibility of mining is very good. Standardiza¬tion and specialization of mining activities and equip¬ment on separate levels (lower level or levels in de¬velopment, upper level or levels in production mining) together with the trackless system yield a high degree of flexibility. This allows a rapid start-up of mining and good flexibility in making production rate changes. The method lends itself to good work concentration, organization, and working conditions. Normally, on the lower levels, various phases of development are under¬way. Upper levels are in various stages of extraction. Therefore the work can be easily organized into a sys¬tem which excludes interference between mining activi¬ties. Safety of mining (in small dimension openings), good work organization, high mechanization using large modern mining equipment, etc., comprise very good working conditions. Naturally such a system enables a high work concentration and rationalization of separate specialized mining activities and therefore mining by sublevel caving can be effective and relatively in¬expensive. The major disadvantages of sublevel caving, on the other hand, are: There is a relatively high dilution of the ore by caved waste. Various types of ore loss can occur. When the ex¬traction limit (that point yielding the maximum accept¬able amount of dilution) is reached, the remaining highly diluted ore represents an ore loss. Some ore is lost in passive zones located on the level of extraction between the active zones of the gravity flow. Part of the ore from these passive zones can be recovered together with ore extraction on the lower sublevel, but some un¬diluted and often not fragmented ore located in passive zones above the plane of the footwall is lost. In gen¬eral, these losses are larger as the inclination of the ore body and the footwall is reduced. A relatively large amount of development is re¬quired. This includes transport drifts, usually located in the footwall waste rock on each sublevel, and sub¬level drifts, which connect the active mining areas to the transport drifts and as a result are partially in ore and partially in the waste rock of the footwall. The waste rock length increases as the inclination of the ore body and footwall decreases. It also includes orepasses, used for transport of the ore or waste from the separate sublevels downward to the main haulage level, and normally driven in waste; and inclined drifts or tunnels, which provide a connection for the trackless equipment between the main haulage level and the separate sublevels and are driven in waste. Finally there is the de¬struction of the surface through subsidence. To maximize the ore recovery, minimize the dilu¬tion, and achieve a high efficiency of mining by sub¬level caving, good data regarding the gravity flow pa¬rameters for the blasted ore and the caved waste are of utmost importance. The exact type and amount of data required depend upon the purpose and needs of the study. For the first feasibility study, it may be sufficient to utilize the data from other sublevel caving operations with similar conditions and circumstances. For any higher level of mine planning it is clear that more exact data, including analytical and experimental analyses up to full-scale in-situ testing, are necessary. Basic gravity flow principles and design guidelines for the application of the sublevel caving mining method are presented in the following sections. Although some¬what simplified, they should provide a basis for mine planning and operation. The gravity flow principles described can be effectively applied to other mining situations, with some modification. Also, steep dipping coal seams can be effectively mined by modified sub¬level caving.

Improvement of conventional flotation efficiency, separation of carbonates from apatite, recovery of phosphate values from phosphatic clay and other ways of utilizing the clay, disposal of clay slurries and subsequent reclamation of the settling areas, and conservation of resources and energy remain major challenges in the beneficiation area for the phosphate industry. These problems have been actively investigated by the industry, government agencies, and research organizations for decades with modest success. However, some recent research activities have generated promising results and possible new technologies. The dominant position of the Crago process in phosphate beneficiation is being challenged by some of the single stage processing schemes. Heavy media separation enables one producer to process a portion of high carbonate ores. Separation of dolomite from apatite by reverse flotation of carbonates with phosphate depressants showed potential for industrial application. Consolidation of phosphatic clays in mine cuts using a modified "sandwich" process is being tested. Beneficiation in the acidulation plant or grinding at the mines may be considered in the future.

This United States Bureau of Mines study is based on a review of U.S. mine fire accidents that occurred from 1970 through 1989. Information on these accidents was obtained through investigative reports written by Mine Safety and Health Administration personnel. For this study, 260 mine fire accident reports were examined. A previous Bureau research effort established that fires causing fatalities were more likely to occur in haulage entries than at any other underground location. This study has found that the most prolific source of haulage entry fires was the inadvertent grounding of trolley wires. The largest segment (15 out of 40 trolley wire fires) resulted from not maintaining adequate clearance between the trolley wire and the vehicle. Several novel fire prevention and control ideas have evolved in response to frequently occurring fire-related problems. These included; discriminating power isolation devices, wire cutting devices, more accessible fire extinguishers, vehicle overcurrent protection, and vehicle fire suppression.

Because so many interrelated technical, economic, legal and political factors are involved in evaluation of commercial mineral deposits, it is common practice today to assign such work to a team of specialists including geologists, mining engineers, metallurgists, lawyers, and economic evaluation experts. Each member of the team plays an important role; the role of the geologist is particularly important. The geologist involved with evaluation of fluorspar deposits needs all the geologic and economic training and experience required for evaluation of metallic mineral deposits. Few, if any, industrial or metallic minerals occur in so many geologic environments as fluorite. Fluorspar, and aggregate of rock and mineral matter containing enough fluorite to make a commercial deposit (ore), is somewhat more limited in its modes of occurrence than fluorite, but it too is found in a variety of environments.

During the 1970's geostatisticians were often accused of not paying sufficient attention to geologic features in the computerised generation of ore reserves. Unfortunately this charge was all -too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerised reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984, Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of ore bodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metal s deposits. The more important factors controlling the design of pit slopes are related to the local geology over which the designer has little or no control. Nevertheless, there are some factors over which the designer does exert some control and these concern the say in which the rock is excavated and supported. They include blasting, face cleaning, water control, and the use of rock improvement techniques. The paper discusses these factors and relates the extra costs incurred to the steeper slope angles that can usually be obtained. It is demonstrated that even a modest increase in bench angle of 5° through improved excavation techniques can pay off in a single push-back.

GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. The ore body is vertically divided into three major mine levels (Fig. 1). The top¬most level (8100 level), which is 2469 m (8100 ft) above sea level, is the current mine production level. In this review article, various approaches and mathematical models that have been used to simulate, design, and synthesize flotation circuits are examined. First, a brief review of flotation kinetics is presented which is followed by a discussion on simulation of flotation circuits. The existing literature on optimal design of flotation circuits has been divided into two broad categories. In the first category, a generalized integral approach is used wherein the optimal circuit design involves determination of both optimal interconnection of various flotation cells/ banks of cells in terms of structural parameters and optimal values of various operating parameters. In the second category, a conventional circuit configuration is assumed to be the best configuration; the optimal design here only means the optimization of operating parameters. The merits and demerits of these two approaches are discussed.

The three-dimensional finite element technique combined with a progressive failure approach were used to simulate stress distributions in a complete mine section that occur in response to a longwall mining operation. Due to the availability of a Cray supercomputer, a large-scale, three-dimensional, finite-element model was developed for the analysis. The Hoek-Brown failure criterion, which describes a realistic behavior of rock masses, was used for the simulation of progressive failure. A comparison of calculated and monitored stresses in the mine has shown that the model gives a good representation of stresses in the mine structure.

In modeling of hindered-settling bed separators, the published separation mechanisms are based on differences of particle density and size distributions, without the details of complexity of particles-liquid interactions. A fluid dynamic model for the separator is developed using Euler-Lagrange approach of Computational Fluid Dynamics (CFD). Fluid motion is obtained from solving the movement of liquid governing equations. The damping effect on flow pat-terns caused by the movement of particles resulted in liquid-particle coupling is included in the model. Effects of particle size, and particle density compositions, feed rate, feed water flow rate, upward fluidizing water flow rate, etc., are simulated in the 2-D separation model. Flow pattern effects on the separation of fine particles in the separators with center downward-flow and side cross-flow feed systems are investigated.

Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. The bio-statistical analyses were occupational mortality statistics compiled by the Prudential Life Insurance Company in 1907, showing evidence of excessive mortality from tuberculosis and relationship to dust exposure. Due to grade, overburden depth and stability and the presence of groundwater it was considered impractical to recover gold contained in unconsolidated palaeochannel sediments by conventional mining, dredging or borehole mining techniques. A series of field experiments was conducted to determine the feasibility of recovery of gold by in situ leaching from sediments located at a depth of about 80 metres. The test wellfield site and plant are described together with field test procedures, results and wellfield rehabilitation procedures. Choice of sodium cyanide as leachant and laboratory testing are discussed in relation to groundwater and sediment chemistry and problems encountered in field tests.

Unprotected uranium mill tailings impoundments can pose a significant risk to nearby inhabitants and the surrounding environment in the event of a prolonged or catastrophic release of contaminants contained in the tailings. As a result of this potential, reclamation plans for such facilities must include engineering designs to protect against disruption of the tailings and the potential release of radioactive materials. The goals for such engineering designs should be to provide overall site stability for long-term periods with no need for planned ongoing maintenance and to provide a repository for the tailings that will not place a burden on future generations. Although the goal is to provide a maintenance-free system that does not require monitoring, it must be recognized that some period of surveillance would be reasonable. The surveillance period could be relatively short and only needs to assure with reasonable confidence that the reclamation scheme that was implemented is functioning adequately. An investigation was conducted by Nelson, Volpe, Wardwell, Schumm and Staub (1983) entitled Design Considerations for Long-Term Stabilization of Uranium Mill Tailings Impoundments (NUREG/CR-3397). This report assesses the degree of confidence with which long-term reclamation plans can be expected to remain effective over specific periods of time, and to assess the additional effort required to extend the design period from one long-term period to a longer one. This paper presents a summary of that investigation and discusses some of the important conclusions.

The steady growth of the Northwest portion of the United States over the past two decades, and the very rapid development of Northern California, Western Nevada, and Oregon in particular, led the Calaveras Cement Company people to Shasta County, California in 1957. The presence of a large deposit of high calcium carbonate limestone had been recognized for many years, but it required the momentum of an expanding economy to make these long known reserves valuable. This, plus the availability of a reliable supply of fuel in the form of natural gas, and the ready means of shipping the product to the consumer both by highway and railroad, seemed to offer the proper combination to launch a successful venture. The Calaveras Cement Company had been manufacturing cement by the wet process since 1925 at their plant at San Andreas, California. Starting with two small kilns, the plant in Calaveras County started an expansion program in 1945 that ultimately resulted in the plant as it exists today, consisting of five kilns with a combined production of 4.5 million barrels annually.

This paper deals with a group of subjects so familiar to all of us that we might question the need for discussion. Even so, nearly every day's business turns up expensive examples of differences in understanding, misdirected assumptions and incomplete technical purchase documents. As our international activities increase, so do these problem areas. Their expense in both money and embarrassment gives rise to this attempt to focus a little extra attention on technical criteria and specifications. The two terms ?criteria? and "specifications" are, we believe, worth separating with respect to meaning. They should not be used interchangeably, although they often are. Criteria are by definition "standards for judging", whereas specifications are "enumerations of particulars". In relation to plant or project engineering, the criteria are the general rules and data which apply to the whole project and the specifications are the further listing of detailed requirements for specific contractual items or pieces of equipment. We'll look a little more closely at specifications after we give another minute or two to this "criteria" subject,

The terms environment and environmental control, when used in today's context, generally imply to the average individual, something to do with pollution and pollution control. These latter terms, likewise, impart visions of fouled air and dirty water attributable largely to the industrial segment of American society. We have been conditioned, by various means, over the past ten years to equate environ¬mental control with pollution control. We have been trained to think of industrial environmental control programs as efforts conceived only to comply with one or more of the recently imposed pollution control regulations. Almost automatically we; approach consideration of environmental control with a degree of pessimism that is we assume that pollution prompted the control program. It is the purpose of this discussion to demonstrate that environmental control. at least as it exists and has existed within the crushed stone industry, involves far more than simply control or reduction of air and water pollution. It involves a dedication to the enhancement of each of the several "mini-environments" which together comprise the total world surrounding any given crushed stone operation. Environmental control, exercised properly, is an optimistic, constructive, forward-looking, enhancing type of activity. It is a function which has been, and should continue to be, willingly and expectantly undertaken by informed management personnel. In short, environmental control. is an activity from which both industry and society can and should benefit.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

The total energy demand in the United States increased about 4 per cent annually during the 1960's 1 and is expected to increase at the same rate during this decade. Z Fuel oil growth in the 1960's was only Z per cent per year until 1968, but it increased to 8 per cent in 1969 and 11 per cent in 1970. Fuel oil demand is expected to grow at a 6 per cent rate through the 1970's. Part of this rapid increase in demand has been caused by restrictions placed on the sulfur content of fuels. High sulfur coal can no longer be burned in many parts of the country and has been replaced by low sulfur fuel oil. An insufficient supply of natural gas has also contributed to fuel oil demand. Air pollution regulations have not only caused an increase in fuel oil consumption, but they have also caused a reduction of sulfur content in residual fuel oils. Current regulations call for 1 per cent maximum sulfur content fuels over much of the country. Sulfur contents of fuels are limited to 0. 3 per cent in certain areas on the east and west coasts. Sulfur in residual fuel oils from high sulfur imported crude oil is reduced to 1 per cent currently. However, sulfur reduction to 0. 3 per cent is difficult and expensive.4 As a result, refiners may be hard pressed to supply the market for low sulfur fuel oil. The oil shale deposits in Colorado and Wyoming potentially are a huge source of low sulfur fuel oil. It will be shown that the low sulfur content and more importantly the sulfur
