Northwestern Resources Co. (NWR) was established in 1972 as a wholly-owned subsidiary of Western Energy Company of Butte, Montana, to acquire, explore, develop, and produce energy resources outside the state of Montana. Western Energy is a coal mining company with successful operations in Montana and Wyoming. In 1974, NWR acquired its first lignite lease in Texas. NWR eventually acquired a large leasehold in central Texas, which was identified as having a high potential for future production. In 1979. NWR contracted to supply lignite to Utility Fuels, Inc. (UFI), a fuel affiliate of Houston Lighting and Power Company (HL&P). This project, together with leases held by UFI, became the Jewett Mine. Lignite from the Jewett Mine is used as fuel at the adjacent HL&P Limestone Electric Generating Station, at an annual rate of approximately 7.3 Gkg (eight (8) million tons) per year.

I have been asked to discuss the "Development of the Twin Buttes Mine for Production." This property, which is a large low-grade open pit copper mine about 25 miles south of Tucson, Arizona, was recently brought into production by The Anaconda Company under a long-term lease agreement with the Banner Mining Company. Since the scope of this paper is limited to the subject broadly indicated by its title I will confine discussion of historical, environmental and other general matters to a brief summary sufficient, I hope, to establish a background of those conditions which influenced our approach to the technical and economic problems that faced us at Twin Buttes. The paper deals primarily with our studies and activities related to the solution of these problems and with the resulting engineering and business decisions that were taken - decisions which culminated last September in the initial commercial operation of another major open pit copper producer unique and interesting in several respects.

In the non-operational ?Górka? quarry, there are situated both a waste disposal site of an area of 6.7 ha, containing approximately 1 million ton wastes from high aluminium content materials (incl. about 400000 t of wastes from aluminum hydroxide production), and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water and infiltrates from the disposal site mentioned. The basic problem related to the effluents in the Górka pond is both their high alkalinity (pH 12-13.4) and a variable analysis of pollutants whose level increases appreciably with the pond?s depth. The solution offered provides, first of all, remedial pumping and a treatment of effluents retained in the Górka reservoir. Effluents would be treated in a reverse osmosis plant according to a process verified so far on a quarter-commercial scale. The treatment process by-product, a brine solution (containing about 25% NaCl) whose amount may reach up to 100000 m3 might be supplied to the Debiensko Mine, which produces technological salt from salt-bearing mine waters. In parallel, an intake of underflows of infiltrates would be provided (previous geochemical identification) in order to take them away from the high aluminum site (by means of deep wells, and possibly girdling ditches). Such effluents would be subject to treatment. The successive stage is the utilization of approx. 50000 m3 of bottom slurry, left in the emptied reservoir, in the production of self-solidifying mixtures, which would be then used for sealing the bottom and the banks of the Górka reservoir. The empty and sealed reservoir would be filled up with a volume of approx. 600000 t of ashes, coming from coal burning in the thermal-electric power station. For the last stage, instead, is scheduled the rehabilitation of the entire waste disposal site in the Górka quarry. The site will be drained, covered with a leveling, sealing and rehabilitating layer, which will allow to introduce plants on the rehabilitated waste site. The announcement of a minable reserve of 13.6 Mt (16 million tons) averaging 0.9 g/t (0.027 oz per ton) Au and 2.4 g/t (0.71 oz per ton) Ag for the open pit-heap leach reserve at Red Mountain No. 3 in Ouray County, Colorado, by Cornucopia Resources in November 1985 brings another open pit-heap leach precious metal ore body to the production stage. With about 8.2 Mt (9 million tons) of waste and metallurgical studies showing acceptable recovery rates, low reagent consumption, and good final percentage recovery, Red Mountain is a discovery that will add to the precious metal inventory of the US. Frank Baumgaruler of Denver, CO, recognized the precious metal potential in Red Mountain No. 3 and acquired all of the old claims. James Matlock conducted a field reconnaissance over Red Mountain No. 3 independently of the Baumgartner activities and recognized epithermal alteration and mineralization in the Tertiary volcanics. He recommended acquisition of the ground and was able to obtain rights and drill six core holes for Amoco in 1982. Amoco drilled a further nine core holes in 1983, but then dropped the property. Cyrano Resources examined the data and through its consulting geologist, V.F. Hollister, acquired the rights dropped by Amoco. In 1984 Cyrano began further drilling of the ore zone demonstrated by Amoco but they were then acquired by Cornucopia Resources. Cornucopia completed development of the property and commenced the permitting process in 1986. The property was recognized as a disseminated gold deposit by both Baumgartner and Matlock, and both deserve credit for properly evaluating mineralized outcrop in the Tertiary volcanics. However, Cornucopia recognized the profit potential in the heap leach exploitation of the ores and de- serves credit for completion of premine feasibility studies. The discovery is clearly a geological one, but the premine engineering studies were essential to the conversion of the prospect to a commercial mining enterprise. The deposit lies on the circular bounding fault of the Silverton caldera. Two reprints follow that help understand the geologic setting of the ore controls.

OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

The most serious problem for on-line coarse particle size measurement from a conveyor belt by image analysis is the overlap phenomenon that occurs between adjacent particles. A methodology is developed and described in this paper to estimate the sieve size distribution from the overlapped projected particle images as might be obtained from a conveyor belt. Two aspects of the overlap problem have been taken into consideration. First, several image processing algorithms were studied to find the most suitable technique to separate the projected overlapped particle images for narrow sized particles. These image segmentation algorithms include two-dimensional thresholding, edge detection and Watershed discrimination techniques. The other aspect of the overlap problem is related to the determination of the general kernel function for the partial particle images obtained from the projection of the overlapped particle bed. In this regard, a computer simulation technique was applied to mimic the overlapped particle bed for narrow sized particles, then the general kernel functions of the partial particle images were determined.

"Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."

This paper provides a brief look at a proposed short-longwall for coal, development. The proposed method is an attempt to realize the advantages of longwall mining in deposits that, historically, would only be minable by continuous mining methods. An overview of the proposed layout, development requirements, production rate, ventilation scheme and other associated features is provided. This mining method could help operators in above-drainage seams where minable areas are smaller. It may also have application in areas that are peppered with gas wells and in environmentally sensitive areas which preclude the use of conventional longwalls.

Accurate, repeatable density measurements of a coal-magnetite-water slurry are difficult to achieve using a nuclear density gauge. Changes in the coal-to-magnetite solids ratio cause fluctuations in the readings of nuclear gauges. To investigate this problem the Electric Power Research Institute's Coal Cleaning Test Facility compared the performance of a nuclear density gauge on a coal-magnetite-water slurry with the performance of a differential pressure gauge modified with a new pressure sensor. A second aim of these preliminary tests was to determine if the differential pressure gauge is also sensitive to the type of solids in the slurry. This paper explains current slurry density measurement practices, describes the nuclear and differential pressure gauges used in the CCTF tests, and presents test methods and results.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned -- to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

Production of building materials such as are stones, sand, gravel etc., is characterized by a relatively low economic value and requires reasonable transport costs. That is why we are often faced, in our practical work, with the fact that within the framework of a relatively small area several open pits of building materials are, developed side by side while neither ecological, urban and spatial nor location factors have been taken into consideration. Numerous locations together with heterogeneous factors. point undoubtedly to the problem of planning the open pits locations for building mateials as a very serious and complex one. Even when certain localities are in question, it is rather a difficult task to present a real state and encompass all the, important location factors by mathematical model ling. This paper presents one of such models for solving the problem of selecting a location for building materials open pit.

Federal Regulations require that coal producers conduct a written, in-house investigation with every lost time injury accident. Besides their obvious value in accident prevention, competently conducted investigations can provide a number of additional benefits to include positive supervisor involvement, the control of rising worker's compensation costs and a measure of protection from civil/criminal proceedings. The paper describes such topics as MSHA minimum requirements, investigator selection and training, accident site procedures, witness interview techniques and the management review process. The reader is also presented with a number of information resources available through MSHA, the National Safety Council and other sources.

The Prairie Creek intrusion, near Murfreesboro, Arkansas, is the site of the only commercial diamond mine in North America. Three major lithologies are associated with the intrusion, a hypabyssal peridotite, a volcanic breccia in .which the majority of diamonds occur, and associated tuff. Previous studies, including mining history, geological, geophysical, petrological and whole-rock and mineral chemistry are reviewed. The recent suggestion, by other workers, that this intrusion may be more correctly called a lamproite is examined and supported. This has serious implications for diamond exploration in Arkansas and elsewhere in the U.S.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Dual Tube Reverse Circulation (DTRC) drilling has been extensively used for collecting groundwater information for the dewatering program at Amax Gold Inc. Sleeper Mine. This paper presents a discuss ion of the types of data which can be collected from DTRC drilling, as well as the effect submergence has on the data. A simple low-cost method of injection testing has been developed using DTRC equipment, allowing quantitative data to be obtained from exploration or test holes. Potential yields can be determined for each drill location, allowing siting and design of production wells to be optimized.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

Three mining methods for full extraction in flat coal seams - i.e., longwall (L W), shortwall (SW), and rib pillar extraction (RPE) - are com- pared with each other in view of the introduction of a mechanized, self-advancing roof support. Features are shown according to which RPE appears most attractive under certain conditions. In this presentation, the mining methods are outlined and discussed. The new support (Alpine Breaker Line Support, ABLS) is described, and its employment is explained. A trial operation in RPE using the ABLS has been conducted successfully in a South African coal mine. The results and improvements are stated.

"Groundwater with elevated sulfate and metals was treated using a sulfate-reducing pilot PRB consisting of a series of six 55-gallon drums filled with ZVI (Fe0), wood chips, brewer’s grain, limestone, and emulsified vegetable oil (EVO). Sulfate was reduced from >3000 to <250 mg/L and Cd, Cu, Mn, Ni, and Zn concentrations declined up to 3 orders of magnitude in 2 months. After 6 months of operation at a 7.5-day retention time, sulfate broke through. The system was then rejuvenated by injecting EVO in each drum and operated for 5 more months at a 9-day retention time. Sulfate-reducing bacteria in the pilot system grew by 3 to 4 orders of magnitude in 2 months. Some cementation of the PRB media was observed in the first 2 drums after processing 25 pore volumes of water, due to preferential upstream precipitation of sulfides; this can be avoided through operational modifications. Resulting permeability losses were estimated at 0.1% to 1% per year. Absorption/desorption was tested at bench scale to evaluate the use of various oil-soaked sorbents as a slow-release source of dissolved carbon. The tests show that oil sorbents can increase the useful life of a PRB between oil refills to over 100 pore volumes. INTRODUCTION High sulfate concentrations, low pH, and dissolved metal exceedances are common characteristics of mining-influenced water (MIW). Above-ground such MIW is commonly treated using biochemical reactors (BCR). In a BCR, water generally flows vertically downward through a layer of biomass, such as wood chips, manure, etc. The dissolved organics resulting from the decay of this material are oxidized first by microbes using oxygen; when oxygen is exhausted, other bacteria can use nitrate, and then sulfate to oxidize organics. Sulfate-reducing bacteria (SRB) reduce sulfate to sulfide, which quickly reacts with metals to form largely insoluble and stable metal sulfides. These reactions can be summarized as follows:"
