Basic laboratory tests initiated the. Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strengths, Mohr's envelope, the stress at failure, and creep were investigated. A series of underground problems were then approached using this information; and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line .sere studied. After about thirty stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investigate a possible application of warning devices near the cave line. A study of mane reorientation was made Problems related to the shape and size of pillars and barriers were studied. Partial extraction mining systems were evaluated. The effectiveness of roof bolting patterns were examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program without this system, mining in more than one instance would Nave been next to impossible. Indeed; from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars.

Radon is an established lung carcinogen and remains the most important environmental radiation exposure. It was estimated that inhalation of radon and its short-lived decay products accounts on average for about one half of the effective dose equivalent from all natural sources of radiation. Radon contained in household water can transferred into room air as a result of agitation or heating. An indoor air concentration of 400 Bq/m3 is obtained if the radon concentration in household water is 4 kBq/L. A typical concentration of radon in ground water is about 1000 times lower than this concentration but sometime elevated concentrations of some kBq/L in ground water are reported. In this work a Liquid Scintillation counting system is used to obtain fast and accurate measurements of radon (222Rn) in water samples from Argolida, Greece.

Copper oxide deposits that may be considered for in situ leaching exist in unique geologic settings, different from uranium deposits. A large number of interrelated factors must be considered in wellfield design. Many of these factors are hard to quantify and are directly related to geologic features of the orebody. This paper discusses some of the important factors in wellfield design and suggests an outline for a design procedure.

The results of an investigation to characterize the chalcopyrite/solution interface are presented. Several techniques including galvanostatic and steady state polarization, cyclic voltammetry and impedance spectroscopy were used. The results show that the dissolution of chalcopyrite is incongruent. Initially, at low potentials(<O.34V), iron species are released which give rise to the growth of an iron-deficient sulfide (IDS) layer. The dissolved iron might reprecipitate as a hydroxide layer depending on solution composition. Continued oxidation involves diffusion of species through the product layer. At higher potentials (>O.48V) further oxidation leads to dissolution of copper and sulfur species with a resultant breakdown of the IDS layer. The changes in properties of surface coatings resulting from various electrochemical treatments are discussed.

Near misses can enhance awareness of the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, the value of these reports and how they influence subsequent actions or controls to reduce on-the-job risks are unclear. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. The analysis provides insight into ways that risk-communication and management programs can be improved to reengage workers and their situational awareness on the job.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. In practice, geochemical analyses can be grouped in two broad categories according to their aim. Those that seek to determine the exact chemical composition of geological materials fall under the heading of assays, whereas applied geochemistry concerns itself with the detection of anomaly contrasts. Recent trends have blurred the distinction between both approaches for many users, as methods that were traditionally used for assays are being adopted in applied geochemistry and assays make increasing use of instrumental techniques. Nevertheless. it is important to keep a clear distinction between the two types of analyses because it has immediate practical consequences, cost is the most obvious, as well as fundamental implications. In the broadest terms, the goal of geochemistry is to strike an optimal balance between throughput and accuracy, at the lowest reasonable cost, while assays strive for accuracy. Traditionally, complete silicate analysis has been the concern of assayers whereas exploration geochemists have been more interested in base metal analyses where acid extractions of the elements, without dissolution of the silicate matrix, has been the norm. This kind of distinction is less realistic now, especially with the growth in lithogeochemical studies, and some overlap in methodology is unavoidable. However, where such overlaps occur the distinction remains in the emphasis of the work. A commonly used example is that although HF acid preparations are used by both, the emphasis in applied geochemistry is on sample throughput and batch analysis, whereas assayers are more concerned with the range of elements to be determined (Thompson and Walsh, 1983).

Gob holes are routinely used by the mining industry to vent methane from gobs and to prevent it from entering the mine ventilation system. In some cases, flows from gob holes are measured by centering an anemometer on the end of the discharge pipe. These measurements are erroneous and tend to be high by as much as 30%. The Bureau of Mines determined correction factors (method factors) for anemometer measurements taken in this manner. Method factors for 10.2, 15.2, and 20.3 cm (4, 6, and 8 in) ID pipe are 0.68, 0.71, and 0.78, respectively. Comparisons between horizontal and vertical flows indicated no significant change in method factors. Consequently, the method factors for horizontal pipe flows can be applied to vertical upward flows.

In 1956 the Legislature of the Commonwealth of Pennsylvania created a "Coal Research Board" in the Department of Mines and Mineral Industries. Over the years through amendments to the original legislation, the scope of authority for research has been expanded from the narrow area of improving and increasing the utilization of coal to covering all aspects of coal technology and any other area of interest which would be of value to the coal industry. In January of 1964, the Board commenced a vigorous program using appropriated funds and funds donated by the coal industry to finance a research program devoted to seeking solutions to the mine drainage problem. A review of published literature on the treatment of mine drainage indicated that much work done up to that point in time concerned only the mechanism of mine drainage formation and theoretical chemistry. Very few applied, developmental, or engineering studies had been devoted to finding practical solutions to the problem of polluted waters being discharged from active or abandoned mines. Projects were therefore undertaken on a wide variety of more utilitarian approaches. This paper will discuss briefly some of the pollution abatement approaches which have been funded by the Coal Research Board of this State, and will describe in some detail a multistage flash evaporator treatment plant now under construction.

Although gold&apos;s market price dropped considerably from 1980&apos;s all time high, exploration for the precious metal remained a particularly bright spot last year, especially in the western US. For example, in Nevada-the nation&apos;s largest gold producer-further exploratory drilling at Louisiana Land & Explorations Co.&apos;s deposit at Round Mountain and Newmont Mining Corp.&apos;s find near Carlin resulted in sharp boosts in estimated reserves at both sites. Louisiana Land said its deposit is well on the way to being one of the largest gold reserves in the US. Based on further drilling, Newmont said its Gold Quarry property near Carlin could now produce 4.7-6.2 t/a (150,000-200,000 oz/ year). Reserves at Newmont&apos;s two properties near Carlin and a third property in southeast California are reportedly at least 218 t (7 million oz), up from the previously announced 128 t (4.1 million oz). Gold exploration activities were brisk in many other states, including a noticeable effort to explore and reopen dormant properties. Although the return on investments didn&apos;t appear as favorable last year as they did in 1980, the gold price was apparently sufficient to spur healthy exploration activity. Outside precious metals, market conditions, and subsequent exploration activity, appeared much more bleak. In the molybdenum market, for example, prices continued to slide, and Amax Inc. tightened its exploration budget. (Amax supplies 60% of the domestic market and 45% of the world demand for molybdenum.) The company spent 16% less on exploration during the first six months in 1981, compared to the same period in 1980. Copper and many other base metal producers appeared in similar straits throughout the year. Uranium exploration activities continued to suffer last year also due to depressed market conditions. Among others, Gulf Minerals Resources and Amoco Minerals Co. suspended uranium exploration activities in the West. Despite current unfavorable conditions, some companies continue uranium searches, confident that market conditions will rebound. On a brighter note, interest in exploring for some industrial and strategic minerals appeared on the upswing last year. Minerals used for oil and gas drilling, such as barite and special sands, were especially noteworthy. In geophysical activity, significant developments were achieved for electromagnetic techniques in both frequency-domain and time-domain systems. Geophysical logging activity declined due to decreased uranium exploration, and computer hardware continued to impact the way mining geophysical data are being acquired. Many presentations and papers were given last year to help exploration geochemists develop new techniques to locate concealed ore bodies. Among techniques described were statistical and computer modeling for enhancing anomalies over blind deposits.

Mining-induced coal dust causes various respiratory diseases to mine workers, such as coal workers’ pneumoconiosis (CWP). Current available underground monitors are expensive, heavy and only measure mass concentration. These disadvantages limit them for regulatory sample monitoring purposes only while personal exposure levels for most miners remain unknown, risking miners to potential overexposures. Low-cost light scattering PM sensors offer a potential solution to this problem with capability of high spatio-temporal resolution PM characterization. However, these sensors require careful calibration before they can be applied in mining environments. There is basically no comprehensive study in the literature using a standard protocol assessing these sensors for coal dust monitoring. With the aim of calibrating the PMS5003 sensors for coal dust monitoring, we design the calibration method and system to calibrate these low-cost PM sensors coal dust monitoring. Working principles of present coal dust monitor and low-cost sensors are presented in detail. The linear regression calibration model which is used for the sensor calibration is further described. Sensor calibration and evaluation protocols are comprehensively compared and discussed. This investigation reveals the feasibility of low-cost sensors for real-time personal coal dust monitoring in underground coal mines.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

Data used to build geostatistical models come from a wide variety of sources with potentially differing sample errors and volume supports. Typically all available sample measurements are pooled together for statistical analysis irrespective of the quality of the data. The sample data is used to assess spatial continuity, make local estimates and assess uncertainty. A new methodology is proposed to simplify accounting for samples of differing quality. The result is improved estimates with higher weights assigned to high-quality samples, while low-quality samples receive less influence in resource estimation. A new dimension, d, is introduced and calibrated to account for sample error and/or volume during estimation. The addition of an extra dimension can be easily incorporated in existing kriging or inverse distance workflows. The only additional parameters required are the sample error and volume for each datum. The methodology is demonstrated and the improvement in local accuracy is documented. Extending the dimensionality of the domain to four (three spatial dimensions and the additional d dimension) requires a valid 4D variogram model; therefore, the spherical variogram model is generalized to arbitrary n-dimensions.

Improving the mineral industry&apos;s tarnished image describes in a nut- shell the reason why the Speakers Bureau of the Tucson Subsection of the AIME was formed. Let&apos;s go back in time about 3 years to the fall of 1971. Literally thousands of bills detrimental to the mineral industry were being introduced into Congress and State Legislatures. Unfortunately, many were being passed and signed into law. Clean air and water, zero pollution, preserve the environment, ecology, biodegradeable, wilderness were the words that the self- styled ecologists and environmentalists were preaching. The mineral industry either sat mute or in place of acting, reacted in a way certain to attract a maximum amount of bad publicity with a minimum amount of rhetoric. A mining company president, for example, commenting on the primary air standards in Arizona was reported by the press as having said, "we&apos;ll shut all the smelters down and put thousands of Arizonans out of work if we have to meet the Arizona standards." Or another defending a poorly planned highly visible open pit nonmetallics operation, "we&apos;ll take the whole mountain down if we want to, and nobody can stop us" and still another manager of Operations, "the bottom line is all that counts, to hell with all of this environmental nonsense."

Gas wells have often intersected mining resources, but unconventional shale well drilling has more recently challenged mines to balance the risk of interaction due to higher pressures and larger quantities of gas. Full extraction mining, such as the longwall method, induces ground movement that may influence the casings if wells are drilled within the mining area. The possibility of a casing shear would lead to the risk of unplanned gas migration into the mine. This has the potential to quickly overcome the ventilation system and reach the explosive range which, if ignited, can have catastrophic consequences on the health and safety of underground workers. The utilization of network software to model mine ventilation is a common practice in the mining industry and can assist with a well breach scenario. This work focuses on a well breach in between two longwall panels after second panel mining with gas entering primarily through the gobs of the adjacent longwall panels. Applying the network software Ventsim, a gob zone and ventilation network were created to better understand the distribution of gas within the mine and the limitations and effectiveness of a ventilation system. The model shows both a transient flow simulation and steady state concentrations throughout the mine ventilation system. Using a standard Pittsburgh coal seam longwall ventilation scheme, we find that the system can dilute a significant inflow of up to 700 cfm of methane.

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

"INTRODUCTION Newmont’s Twin Creeks operation, part of its Nevada operations, produces gold from two large open pit mines. Mined ore is processed at one of three on-site facilities: a refractory mill with two autoclaves, an oxide mill and heap leaching facilities. Twin Creeks also processes various off-site sourced concentrates and ore including high grade underground ore from the Turquoise Ridge joint venture with Barrick Gold Corporation. This paper discusses Twin Creeks’ strategic mine planning process which is part of an in-depth continuous improvement program called “Full Potential.” The process involves cost analysis, phase design validations, life-of-mine production scheduling optimization, mill blending strategy and stockpile management. Through this Full Potential strategic planning, Twin Creeks is creating significant value by increasing near term free cash flow and life of mine net present value (“NPV”) and achieving cost reductions. TWIN CREEKS OPERATION Twin Creeks is one of the major gold producers in Newmont’s Nevada operations (see Figure 1, 2 and 3). Located approximately 15 miles north of Golconda, Twin Creeks produced approximately 28 % of the Nevada operation’s 2013 gold production of 1.8 million ounces (Newmont 2014). The production included Turquoise Ridge sourced gold ore from the joint venture (75% Barrick Gold Corporation, 25% Newmont).At Twin Creeks, there are two large open pits, named Mega Pit and Vista Pit (see Figure 4, 5 and 6). There are 3 to 5 phases in Mega Pit and 2 to 5 phases in Vista Pit depending on the gold price assumption. There is also an underground exploration project at the bottom of the Vista Pit. Twin Creeks produces gold from a variety of ore types requiring different processing techniques depending on economic and metallurgical characteristics. To ensure the best use of processing assets, engineering and processing groups at Twin Creeks utilize a Mixed Integer Linear Programming (“MILP”) model to guide the flow of mine sequences and material routing to various process facilities (Kawahata, Schumacher and Hufford 2013)."
