As a part of the Department of the Interior's rutile and titaniferous materials development program conducted under the Defense Production Act, the Bureau of Mines investigated the potential for producing national stockpile grade rutile from plant products of phosphate beneficiation plants operating in the central Florida pebble phosphate district. The potential for producing ilmenite, zircon, and monazite concentrates from the plant products was also investigated. Results of these studies indicated that 3,000 to 6,000 tons of rutile, 28,000 to 55,000 tons of ilmenite, 9,000 to 19,000 tons of zircon, and 400 to 800 tons of monazite passed through the plant circuits annually. All of these minerals are presently being sent to waste ponds. Beneficiation of a bulk heavy mineral concentrate separated from the amine flotation tailing (froth product) of numerous plants in the district showed that it was possible to produce a rutile concentrate containing over 94 percent Ti02. Additional studies showed that over 70 percent of the Ti02 in the rutile concentrate could be isolated in a product containing 98.0 percent Ti02. The studies also showed that it was possible to produce ilmenite concentrates containing 63 percent Ti02, zircon concen¬trates containing 65 percent Zr02, monazite concentrates containing over 85 percent monazite [(Ce,La,Y,Th) (P04)], and xenotime concentrates containing over 35 percent xenotime (YPO4).

This paper shows the metallurgical test results that led to the design of the heap leach facilities of Philex Mining Corporation. The design incorporates a water management model as process solution circulation is excessive with high rainfall intensity in the area. This poses problems in the operations requiring stringent controls than would be necessary in a less severe environment. The corporate perspective embraces on environmentally-sound mineral development. A budget is always provided to environmental management making certain that no industrial development is moved forward at the expense of the environment.

Maintaining stable high walls can be a challenging task. Complex geological and structural features, alteration zones, rock mass properties, and hydrogeological conditions must be well understood to design a safe mining environment. Economic considerations must also be taken into account as the mine operator must provide ore deliveries and protect reserves. However, even when good engineering practices are followed, and proper blasting and mining techniques are implemented, slope movements may still occur. When these slope instabilities are minor, the mine is often able to continue operations with minimal impacts on safety or production. When these occurrences are excessive and coupled with high rates of movement, a robust monitoring system is crucial to continuing mining activities while protecting personnel. This paper summarizes the approach an open pit mine in Nevada took as excessive and rapid high-wall movement was experienced in an integral area. Creative mining approaches, combined with slope monitoring radar technology, were utilized to maintain safe and successful mining activities despite active movement that exceeded an average velocity of 30 inches per day.

This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

"The Langmuir model has been widely used for the coal-methane sorption process via an isothermal test. However, even though the temperature-dependent Langmuir model were recognized theoretically and experimentally, the quantitative relationship between the Langmuir’s constants (a & b) and temperature have not been clarified and confirmed by lab test data. This paper collects 158 methane-coal sorption data under different temperatures, which apply the Langmuir model to consider the relationship between Langmuir’s constants (a & b) and temperature (see APPENDIX I). Even though the Langmuir model cannot be used to show the physical state of methane adsorption on coal, it is widely used because of its simplicity and the reasonable explanation of its parameters (a & b). The results from these published isothermal tests confirm that 1) there is no consistent relationship between Langmuir’s constant-a and temperature; 2) the Langmuir model is a temperature-dependent model, and the temperature-dependent feature is mainly shown by the relationship between Langmuir’s constant-b and temperature; 3) The relationship between Langmuir’s constant-b and temperature can be described by both the exponential and linear relationship with dried coal. This paper provides a database for temperature-dependent Langmuir’s model, which can be used for reservoir simulation of coalbed methane reservoir, coal seam degasification modeling for underground coal mines considering the heating effect induced by geotherm and heat injection (via hot water, hot steam, ultrasonic, etc.). INTRODUCTION The isothermal test for gas sorption on coal is one of the fundamental tests in Coalbed Methane (CBM) recovery fields, such as underground coal mine methane degasification, CBM gas-in-place estimation, and carbon dioxide sequestration in un-minable coal seams. Generally, two methods, volumetric and gravimetric, are employed to obtain isothermal data (Bush, A. & Gensterblum, Y., 2012). Based on these two approaches, a series of commercial and self-assembled instruments are built and several calculation methods are used to obtain isothermal data (Bush, A. & Gensterblum, Y., 2012, Gasparik, K., 2014; Goodman, A. L., et al, 2004; Zhang, L., et al, 2013). In the post-processing stage, many models are provided to analyze isothermal data in order to understand the storage mechanism of gas in coal. Common models include the Langmuir model (and its extended forms), the pore-filling model, multilayer adsorption model (BET), and the Gibbs’ model. A number of wells were drilled at two phosphogypsum stacks, one at P-21 owned by IMC and the other at Agrico's South Pierce Stack. Each well was sampled, and composites representing 5-ft increments were leached with synthetic rainwater to determine the extent of metal and nonmetal migration. To simulate what was occurring in the stack, composite samples were placed in a column, so that the column represented the stack in miniature form. Leaching experiments showed that both metals and nonmetals moved down the column when water was added to the top of the column. Data obtained from P-21 showed that with time the concentration of metals and nonmetals reached equilibrium values. The concentration of Ca, SO4, F, Si, and PO4 were -600 ppm,~1,500 ppm, 32 ppm, 14 ppm, and 22 ppm, respectively. Column leaching of South Pierce material, representing 0 to 55 ft of stack, showed that after 355 in. of water, the stack was near equilibrium values down to the 33-ft level. With continued addition of water, the portion of the stack at equilibrium would continue to increase and eventually reach the values observed for P-21. The test showed that the sulfate concentration of the effluent from the stack would never reach the USEPA standard value of 250 ppm. During the leaching test, it was determined that the permeability of the phosphogypsum in the columns was 0.000103 cm/sec. This number was used in the modeling. The data obtained from the leaching experiments cast some doubt on the practice of entombment now being practiced for closure of phosphogypsum stacks. The data clearly shows that with time, the amount of material leaching from the stack is low in concentration, with only the calcium and sulfate at higher levels. When a stack is closed at an existing operating plant, allowing rainwater to fall on the stack and capturing the solution in the existing pond system would eliminate the need for covering the stack, since with time the closed stack would continue to leach and at some point reach the equilibrium values of the P-21 stack. Entombment means that the leachable material in the stack will always be there and will require monitoring forever. Allowing rainwater to decontaminate the stack may be the best environmental solution to the problem.

INTRODUCTION The early record of tunnel excavating machines in hard rock tunneling has not been one to particularly brag about. We have all heard the stories of major difficulties when trying to break hard rock with machines at promised advance rates of several times that of conventional drill and blast. Unfortunately, sometimes this has not happened. It has been through this trial of the past generations disappointments that today's TBM's have evolved to their present high level of performance in a wide range of ground conditions. Today's machines offer much increased reliability and durability. This translates into high availability to the tunnel contractor. Although there still are occasional disappointments being reported, the state of the art is that reliable and predictable machine excavation of rock now is both a reality and well founded expectation. The most recent editions of Atlas Copco's MINI/MIDI Fullfacer, we feel, make a strong contribution to the reliable performance of todays TBM's---especially in small-size rock tunnels. This report will, 1.) explain the equipment and effect of rock both on the cutting technique and machine performance; 2.) list advantages of the non-circular shape, during and after construction; 3.) list applications in civil and mining industries; 4.) discuss North American experiences, performance and costs; 5.) list advantages over drill and blast and; 6.) discuss briefly lease arrangements.

A complete computer package for the steady-state simulation, either in analysis or in design mode, of mineral processing flowsheets is described. The main features of the simulation package are: modular architecture, flexible structure and sequential solution strategy. Different detail levels of mathematical models of several mineral processing unit operations have been developed and implemented as unit modules (FORTRAN routines). Unit operations currently modelled are: coarse/fine crushing, grinding, screening, hydrocyclone classification, gravity separation, heavy media separation, froth flotation, high gradient magnetic separation and solid-liquid separation. In design mode, a simulation study is stated as a general non linear optimization problem. The objective function is a weighted sum of square deviations between the design specification set points and the calculated values, subject to non linear equality and inequality constraints. The optimization problem solution is obtained solving successive Quadratic Programming subproblems followed by inexact line search of an exact penalty function (Powell algorithm). One non trivial example is discussed, illustrating the design capabilities of the simulation package.

"Diesel Particulate Matter (DPM) measurements were taken at Tronox’s Westvaco Trona mine in Wyoming. Both shift-average and real-time monitoring using Elf pumps and Airtec analyzers, were used. The mine’s underground transportation fleet consists of more than 250 diesel-powered vehicles. A vehicle monitoring log tracked fleet usage during the test; logged data consisted of vehicle type, direction of travel, and time. The log was used in analysis to determine the DPM spread rate, of normally operating equipment, in the different entries with respect to vehicle location. Airflow velocity measurements at the stations were taken during the survey. The survey results also identified vehicles with higher emission rates. An ECOM gas and a MAHA DPM analyzer, both located in the mine’s underground emission shop, were used to obtain various vehicle emission rates. The correlation of the workshop and field measurements was investigated with regard to the machine activity, fuel usage and atmospheric conditions. The results were used to identify and execute a ventilation project to reroute 45% of diesel shop air back to intake entries, by interlocking an automated door and a regulator. The result is reduced DPM downstream. INTRODUCTION DPM has been classified as a potential occupational carcinogen by the National Institute for Occupational Safety and Health (NIOSH).The Mine Safety and Health Administration (MSHA) rule governing DPM exposures in metal and nonmetal mines cites total carbon (TC), a summation of elemental carbon (EC) and organic carbon (OC) obtained by NIOSH Method 5040, as a surrogate for determining DPM exposures (Noll, 2006). MSHA personnel use the 1973 sampling criteria outlined by the American Conference of Government Industrial Hygienists (ACGIH) for collecting compliance-based respirable and inhalation samples in metal/nonmetal mines. Instrumentation developments are allowing improved real time monitoring of ventilation parameters. DPM is within the aerodynamic particle size range of the samplers used for respirable and inhalable dust measurements. If a sampler used by MSHA to collect inhalable or respirable dust samples in underground metal/nonmetal mines was used to collect DPM, both the DPM and mine ore dust would accumulate on the sample filter (Noll, 2006). To comply with the requirement and lower the DPM exposure, mines are implementing a variety of control technologies such as emission based maintenance programs where adjustments or repairs are performed on the vehicles (McGinn, 2000)."

Rock surrounding mine openings frequently is an impermeable type such as shale or granite. Most rock, however, has joints, bedding planes, cleavage planes, or other potential discontinuities. Permeability to fluids (gas or liquid) may exist via natural joints or fractures in an otherwise impermeable rock. In the mining situation, tectonic and induced tensile and shear stresses may be great enough to cause joints to open or fractures to develop in previously solid rock. The rock, as a result, becomes less self-supporting and may - require artificial support such as rock bolts or timber. Simultaneously, as fractures develop, permeable paths may be created. If fluid can be injected into a previously solid and impermeable rock mass, a logical conclusion is that a fracture (crack) flow path must be transmitting that fluid. The U.S. Bureau of Mines Laramie (Wyo) Energy Research Center has been evaluating results of in-situ oil shale fracturing (hydraulic or explosive) and retorting experiments by. a fluid (air) injection , and borehole air flow profile logging technique since 1956 (1, 14, 15). In the oil shale case, it is imperative to know the location and flow capacity (permeability) of natural fractures, if they exist, and induced fractures that inter-connect vertical wellbores at depths of fifty to several hundred feet. By injecting air into one wellbore in a system of several wells and measuring input volume and pressure while simultaneously measuring the output of other wellbores, the minimum areal extent of interconnecting permeable fractures can be determined. Exact locations (depths) of fractures and individual fracture flow capacities between wellbores can be determined by air flow profile logging (14, 15). Knowledge of fracture locations and permeability is essential to rational experimental in-situ retorting design.

Laboratory test work, pilot plant testing and plant experience with wet, fine mesh screens is discussed. High frequency, low amplitude, fine mesh, wet screens were installed on the 6th cleaner concentrate stream. These screens produce a 60% oversize recovery split of the molybdenite concentrate that is of leached equivalent quality. The undersize stream is leached with 'hot ferric chloride to remove Pb and Cu contaminates before roasting or shipment to sulfide customers. This plant modification is a good example of using existing technology in an unconventional flow sheet to yield significant cost savings.

Geophysical methods are gaining acceptance in the evaluation of coal mine ground control condition. The use of in-seam seismic investigations has contributed significantly to the body of information concerning ground control feature identification and analysis. Seismic methods have been used successfully in locating voids, faults, fracture zones, roof and floor rock interfaces, and more recently in characterizing in-seam stress distribution. Seismic tomography is an effective tool in data interpretation for several of these applications, but as is the case with other engineering application of geophysical techniques, there are limits as to how much substantive information can be interpreted from a given data set. This paper discusses some of the applications of in-seam seismic geophysical tomography, and the limits to which the transformation from raw data to information should be taken.

A new bacterium, Thiobacillus cuprinus, can extract copper from chalcopyrite as rapidly as T. ferrooxidans. On solution with and without nutrient amendments and bacterial growth media were supplemented with T. ferrooxidans or T. cuprinus in shake flask studies. Both species extracted -42% of the copper using growth media. In one case, T. cuprinus solubilized approximately twice as much copper as T. ferrooxidans utilizing a seeded On solution. Thiobacillus prosperus also oxidizes chalcopyrite and tolerates high chloride concentrations. These sulfide-oxidizing bacteria are representatives of the mixed microbial community found in sulfide dumps. Rates of biological copper extraction from sulfide ores, using the native microbes, have been significantly enhanced by amending On solution with PGM.

The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine creating safety concerns. To provide recommendations for developing guidelines that ensure a safe co-existence of longwall mining and unconventional shale gas production, this study evaluates the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach using a discrete fracture network (DFN) model. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations is within values validated with field measurements. The results show that a decrease in fracture aperture (potentially due to longwall-induced stress in the likely vicinity of the breach location) reduces the potential gas flow to the mine by a significantly higher proportion. A 50% decrease in the aperture of the fracture that directly transports the gas from the casing breach location reduces the gas flow to the mine by over 70%. Similarly, changes in the fracture water saturation level significantly affect the gas flow. In all cases, the potential gas flow to the mine is higher if the casing breach occurs at an increased gas well pressure. These findings provide critical information regarding the impact of each of the parameters associated with gas flow in the event of a shale gas casing breach near a longwall mine and could help towards the development of guidelines to ensure a safe coexistence of both industries.

The primary objective of most comminution operations is liberation; however, mill performance is generally quantified in terms of particle size. Only recently has the use of image analysis equipment made it possible to quantify mill performance on the basis of liberation. In this investigation, a series of tests were carried out to study the effect of mill operating parameters on the liberation of sphalerite from a sphalerite/dolomite ore. The parameters studied included mill rotational speed, mill loading and ball size. The results of this work appear to indicate that sphalerite liberation is improved under conditions that promote impact breakage, while dolomite breakage is enhanced under attrition conditions.

The Three Rivers Protection & Overflow Reduction Tunnel is part of the Long-Term Control Plan of the City of Fort Wayne, Indiana (USA). The 4.9 m internal diameter tunnel, of length approximately 7.5 km, is excavated at a depth of approximately 40–60 m through carbonate rocks using a slurry TBM. Due to the high hydraulic conductivity of the rock mass and the high in-situ ground water pressure (up to 6.5 bar), the management of the water inflow during the TBM advance and standstills, represents the major challenge for the project. This paper outlines the geotechnical conditions and the hazards related to the large water inflows expected in the pre-excavation phase and discusses the experience gained during the construction of the first 8,224 feet (2,507 m), (first third of the total length of the tunnel).

In the late 1980s and into the 1990s, the Mountain Pass Mine in California produced about 40 percent of the world?s rare earth elements. At the height of this production, the facility produced up to 54 L/s (850 gpm) of saltwater that was piped to offshore holding ponds where the water was evaporated. In 1998, following a series of waste water pipeline breaches, separations activities were suspended, reducing the Mountain Pass site to just the openpit mine and mill. The environmental concerns were addressed and the affected areas have since been remediated. However, in the years following the breaches, 97 percent of the world?s production of rare earth elements moved to China. By 2011, Molycorp, and the Mountain Pass Mine, had rebounded from the difficult times and were once again in a position to become a significant player in the rare earth industry.

In underground coal mines, three types of roof failure (2)*, tensile, local, and shear, occur in the development entries and in room-and-pillar extraction areas. Most of the tensile failures in the roof at the center of the mine opening as well as those local failures due to fracture or jointing can be controlled by roof bolts, trusses, and timbering. However, control of the shear failure at the sides of the roof (or the cutter-roof caving) has not been successful with ordinary roof control methods. The only effective method, when there is an indication of cutter-roof caving, is to use cribs, which are costly and make transportation, ventilation, and production difficult. Frequently, the operator allows the cutter roof to cave and then cleans it up rather than trying to stop it. This shear type of roof failure is often associated with large areas which may progressively involve several hundred feet of roof caving at one occurrence. At times, this shear failure occurs suddenly with little or no warning. This can result in buried equipment and great danger to the safety of personnel. This shear failure may be due to one or more of the following: high stress concentrations at the corner of the roof from (1) high horizontal to vertical load ratio, (2) orthotropic elastic properties of rock and coal, (3) greater stiffness of the immediate roof layer than of the secondary roof layer, (4) viscoelastic behavior of rock and coal, and (5) geometry and material properties of the geologic setting.
