Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges which, continuing to develop over time, hampered excavation completion and impacted the cast-in-place final lining technique and work execution sequence for the entire project. The continued degradation of the excavated hard rock tunnel conditions led to a unique, dynamic, geologic setting that forced the project to innovate new and adaptable measures allowing for a conventional cast-in-place liner to be completed in a safe and timely manner and minimize delay.

Many of the common valuable minerals have a magnetic susceptibility which is sufficiently high to render them amenable to magnetic separation. In addition,, many minerals which form the unwanted constituents of an ore can be removed by magnetic means. Magnetic separation in general has suffered seriously from, the lack of a high intensity wet separator. It is only recently that such a separator has become available to the industry. Prior to this, high intensity magnetic separation has been limited to the use of the dry techniques. Since the introduction of the Jones Wet High Intensity Magnetic Separator, extensive test work has been conducted to investigate possible applications. From the investigations conducted and the discussions that have taken place in the industry, it is apparent that the important mineral characteristic of magnetic susceptibility is not receiving the attention that it deserves. Applications for high intensity wet separation are being found in areas hitherto not considered.

Carbonaceous gold ores are ubiquitous to virtually all of the Carlin-type gold deposits along the Carlin gold belt in north central Nevada, representing the unoxidized "zones" of presumably extinct thermal spring systems of mostly Tertiary age. A period of subtropical weathering resulted in deep sub-lateritic zones in most deposits to several hundred feet below surface. Carbonaceous ores below this supergene profile of weathering have been investigated by various methods, including petrographic study, standard geochemical and organic carbon analyses, carbon and hydrogen isotopic ratios, electron-spin resonance spectra, infrared spectra, and DTA techniques. Results have been integrated with recent findings by other investigators utilizing fluid inclusion and thermal brine data to indicate a first phase hydrothermal solution temperatures and pressures at a minimum depth of 6 km under normal geothermal gradient. This phase resulted in the quartz-barite-calcite vein filling of the host rocks. Gold mineralization took place later at shallower depths. Primary organic material in carbonaceous ores from the Carlin and other mines appears to be a pyrobitumen residue derived from an old oil pool that had been heated by the thermal solutions, and from which the light hydrocarbon fractions were removed. Some of the bitumen was remobilized along silicified veinlets in the ore, but its role in the emplacement of the gold, itself, is not clear. The gold was localized submicroscopically in fine pyrite, mostly in framboids, and as fine metallic particles, but does not appear to be concentrated within the carbonaceous matter per se. However, reducing conditions associated with bituminous residues are believed to have been favorable for gold deposition.

During the summer and fall of 1973 a series of Skylab and high-altitude aircraft overflights provided excellent hard-copy photographs of the Great Basin. These photographs, with a wide range of ground resolution were used by the NASA Project of the University of Nevada, Reno, to conduct specific geologic studies. The principal objectives of these studies were to: select individual areas covered by Skylab photography for detailed studies, develop mapping techniques using varied film-filter products with a wide range of ground resolution, compare the results of the mapping techniques to existing geologic maps at comparable scales, verify the results wherever possible by direct field observations. These studies were conducted by Jack Quade and Dennis Trexler and by graduates and undergraduates of the Reno campus under a contract with the Manned Spacecraft Center Houston, Texas.

Corporate responsibility already encompasses safety and compliance. No longer will companies be able to use differing standards of care to miners based on the country in which they are working. This is not only an issue of social license, but one of global risk management.

The mining and minerals extraction industries have often been demonized by the public as industries that put profits and production before people. It is true that the inherent danger of the work has led to more fatal accidents than anyone associated with the industry would care to remember. But, in stark contrast to what has often been said, the truth of the matter is safety is now the top priority of every miner, from the face of the longwall to the executive boardroom. Without safety, nothing else matters. This message was told and retold by representatives from some of the world?s top mining and petroleum companies from Oct. 11-13 during the inaugural Safety and Reliability in the Mining and Resources Industries Conference in Calgary, Canada. The meeting was hosted jointly by the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) and the Society for Mining, Metallurgy, and Exploration (SME). It was the first of a series of conferences to focus on these important topics. Next year, the conference will be held in Minneapolis, MN from Nov. 13-15.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the performance of automatic sprinkler systems in extinguishing wood crib fires. Experiments were conducted at airflows of 0, 0.76, 1.5, 2.5, and 4.1 m/s. Two experiments were conducted at each airflow, using 74° C fast response pendent sprinklers in one experiment and 74° C fast response horizontal sidewall sprinklers in the other experiment. In the experiments at airflows of 0 and 0.76 m/s, sprinklers were located directly above the fire and 2.4 m upstream and downstream of the fire. The sprinkler directly above the fire was the only sprinkler to operate with no discernible difference in the suppression capability of the pendent and horizontal sidewall sprinklers. In the experiments at airflows of 1.5 and 2.5 m/s, sprinklers were located directly above the fire and 2.4 and 4.8 m downstream of the fire. The sprinkler located 2.4 m downstream was the only sprinkler to operate with the horizontal sidewall sprinkler being more effective in extinguishing the wood crib fire. The average response times of the sprinklers at airflows of 0.76, 1.5, and 2.5 m/s were 3-1/2 times the average response time of the sprinklers at 0 m/s. The results of this study will help enhance the safety of the nation's miners.

During wet grinding the electrochemical interactions between grinding media and pyrrhotite not only accelerate the media wear but also adversely affect the flotation response of the sulfide mineral. A possibility of remedying the adverse effect on its floatability by applying electric potentials to grinding media was examined. Flotation tests, Auger electron spectroscopy and x-ray photoelectron spectroscopy were used to study the surface properties of pyrrhotite. Although anodic polarization of the steels increased the metal loss by corrosion, the flotation recovery of pyrrhotite was increased. In the case of cathodic polarization, the flotation recovery improved in a narrow range of overpotentials. At higher cathodic overpotentials, however, the floatability of the mineral was progressively lowered although the corrosive wear of grinding media might be reduced.

Introduction Autogenous, semi-autogenous, and conventional grinding circuits are used to process ores. Current emphasis, though, is towards the use of the first two systems. The reason is the generally lower initial investment required for an autogenous or semi-autogenous circuit as compared to a conventional comminution circuit. However, the effect of operating costs that will significantly affect overall comminution economics is not considered in this evaluation. About 70% of the energy in a mineral processing plant is used in the comminution circuit. Until the 1974 oil embargo, energy was relatively inexpensive. Since that time, the cost of energy has escalated 40-fold. As a result, energy cost now forms a significant portion of operating costs in comminution. According to a survey conducted by General Electric Co. (Powers, 1982), the price of electricity will continue to rise 15% to 20% per year, in spite of the current oil glut. Both autogenous and semi-autogenous grinding circuits consume more energy than the conventional comminution circuit. Higher consumption ranging from 16% to 35% has been reported in the literature (Bassarear, 1982; Gjerdrum. 1979; Betts, 1982; and Christie, 1979). Consequently, even a small increase in energy costs is likely to have a significant impact on operating costs. Therefore, the economic decision of selecting an optimal comminution circuit is important. More than ever before, it is now critical to include in the evaluation of communition circuits not only the capital costs, but also the operating costs; in particular, the expected energy cost over the life of the operation. Failure to do this may lead to a less than optimal comminution circuit. Design A comminution system should be designed only after bench-scale or pilot plant testing of a representative sample. Conventional crushing and grinding circuits can be designed on the basis of the Bond Work Index (Rowland and Kjos, 1980). Over the years, sizing of full-scale rod and ball mills from Bond Work Index data has become well established. Autogenous and semi-autogenous mills cannot be sized based on bench-scale tests. Pilot plant tests are necessary to determine the amenability of the ore, critical size buildup, and power requirements. For this study, conventional and semi-autogenous grinding circuits were designed for ore throughput of 12, 24, 36, 48, 72, and 90 kt/d (13,200, 26,400, 39,600, 52,000, 79,200, and 99,000 stpd). Rod and ball mills were scaled up on the basis of the Bond Work Index. A two-stage semi-autogenous grinding circuit was designed on the basis of pilot plant test results. "SUMMARY The “28 May Station” is the only transfer station between the existing Green and Red metro lines in Baku. As part of the huge development strategy of the metro network, the complete separation of the existing underground lines has been planned at this location, in order to simplify the operation of the future metro system. The extreme challenge of the project is represented by the need of achieve the separation of such lines over a breakdown of the operation of just five weeks. The lack of direct access from the surface, a complex geology with artesian water layers, a congested underground space and sensible buildings represent additional constraints. The chosen design solution consists in creating a complex steel pipe jacking frame around the operating tunnels and then excavating under such frame two large caverns where the separation of the existing lines and the construction of the new metro tunnels will be achieved. Soil treatments have been conceived to mitigate the geotechnical risks and to reduce possible impacts on the existing structures. The paper illustrate the challenges of this extraordinary project, one of the most complex underground structures under study, the design solutions and the risk management approach used to manage the complexity and to design the mitigations measures. INTRODUCTION The metro network in the capital of Azerbaijan is rapidly growing together with its metropolitan area. The beginnings of the existing metro system started in Baku in 1967 in Soviet times. To date, only two lines (Green and Red) are in operation with a total length of 34 km, including 23 stations. The future network will be much wider: besides the construction of three completely new lines and the extension of two existing lines, the whole metro project includes the development and modernization of the existing metro sections. A consortium formed by Systra (leader), Mott MacDonald (Praha) and Saman (Korea) awarded the contract for the preliminary and detailed design of infrastructures for the extension of Baku Metro Network. This extension consists in 83 km of new lines and extension of existing lines. As part of this modernization project, the connection of the Green Line at the 28 May / Cefer Cabbarli Stations, focus of this paper, represent also it’s ""Achilles' heel"" given that the already very congested system have only one transfer station."

The mining complex being analyzed consists of four mines and two processing plants located in an area where there are several existing modes of transportation. Figure 1 shows a map of the general layout of the four proposed mines and the two existing processing plants. The mines are identified by the numerals "I" through "IV" and the plants by the letters "A" and "B". A proposed overland conveyor would collect the product from all four mines and convey it to Processing Plant A. Alternate transportation systems are as follows: Railroad transport from Mines I and II to Plant B; Highway trucking from Mines I and II to Plant A; Off-the-road truck haulage from Mine III to Plant B and from Mine IV to Plant A. River transportation from the mines to the processing plants was not considered in this study under the assumption that the high capital investments for the loading and unloading facilities, in addition to difficult traffic problems, would make this mode of transportation unattractive.

The air in three U.S. underground coal mines has been sampled. The data developed show the relative importance of the various pollutants and quantify the need for control. Total respirable particulate matter (TRPM) was found to be the critical pollutant (the one requiring the most dilution for control). TRPM is considered to be "respirable coal dust" by procedures approved for sampling in U.S. underground coal mines. However, this "respirable coal dust" also includes diesel particulate matter (DPM) and particulate from other sources. While "respirable coal dust" was the critical pollutant, Raman spectroscopic analysis showed that more than half of this "respirable coal dust" was DPM. The DPM in the samples ranged from 22 to 152% of the 2 mg/m3 limit for respirable coal dust. Thus DPM was the critical pollutant using the 2 mg/m3 respirable coal dust limit. SO2 gas produced by the combustion of diesel fuel containing sulfur was the second-most critical pollutant. Characteristic curve slope (CCS) values were calculated to determine the quantitites of the various pollutants generated per unit of diesel haulage activity. Mine 1 had the highest TRPM CCS values with 29 mg/m3/%C02 for the Ramcar and 57 mg/m3/%C02 for the Haulageway location. The highest coal particulate CCS measured was 30 mg/m3/%CO2 and the highest diesel particulate CCS measured was 27 mg/m3/ %C02. Both of these high values were measured in the Mine 1 haulageway location. Calculations were made to determine the controlling CO2 concentrations (CCC) at which all other measured pollutants would be within their limits. These CCC values, which, for the mines sampled, were based on TRPM, varied from a low of about 0.07% for the Mine 1 haulageway location, to a high of about 0.15% for the Mine 2 Ramcar and haulageway locations. Weekly average CO2 concentrations measured in these mines ranged from 0.09 to 0.11 % for the Ramcar, from 0.05 to 0.09% for the haulageway, and from 0.08 to 0.11 % for the return. The concentrations of TRPM ranged from 1 and 2 mg/m3 in mine areas frequented by personnel, and to greater than 4 mg/m3 in returns where personnel are not exposed.

The U.S. Department of the Interior, Bureau of Mines, is doing research on methods to obtain premining information on problems such as detection of old mine workings, abandoned oil wells, channel sands, faults, and other geologic features that are undesirable from a production or safety aspect. Techniques being developed to acquire the necessary information include seismic and electromagnetic. The seismic methods include high-resolution seismic and acoustic methods applied from the surface and inseam channel waves applied under- ground. The electromagnetic, or radar, methods are applied from the surface, from boreholes, and from the working face underground. All of these methods are useful under certain site-specific conditions, but none of these methods is universally applicable for all mining conditions.

The existence of water is one of the most effective factors in deterioration of natural building stones. In the process of deterioration, capillary water absorption is the most significant procedure of water penetration into the building stones. Pyroclastic rocks have been widely utilized as building stone especially in historical buildings and monuments since ancient times in the Central Anatolia in Turkey. Nowadays, this type of rocks is used in the restoration of historical buildings as well as in the construction of modern buildings. Pyroclastic rocks are highly susceptible to deterioration process. Capillary rise has a significant influence on water penetration into building stones. Therefore, it is quite important to identify the factors affecting the values of capillarity, capillary rising speed, and capillary rise that define capillary water absorption in these rocks. To this end, pyroclastic rock samples in different textures were compiled from the Cappadocia region, in Central Anatolia. First, petrographic, mineralogical, geochemical, physical, and pore diameter distribution properties of the samples were determined in the laboratory. Then, capillarity values with capillary rise and capillary rise speeds dependent on time were established. Based on the data obtained, correlation coefficients between matrix percentage and capillary water absorption rate and capillary rise values of pyroclastic rocks were calculated and found to be as 0.850 and 0.891, respectively. Thus, the article proposes a new empirical equation to practically calculate the capillary rise value depending on the matrix percentage (MP) and median pore diameter (MPD) values.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

The aim of this study is to compare amino acids and organic acids in the extraction of gold from silicate ore. Amino acids were found to have higher efficiency of gold extraction than organic acids at the same acid concentration, which is likely due to amino acids having both carboxylic and amine groups in their structure, while organic acids only have carboxylic groups. Five amino acids (glycine, aspartic acid, glutamic acid, lysine and tryptophan) and seven organic acids (citric, malic, tataric, fumaric, oxalic, succinic and ascorbic acids) were selected to investigate gold extraction efficiency. Aspartic acid was found to have greater capacity to extract gold than succinic acid. The optimal gold to aspartic acid molar ratio was 1:6, and low concentrations of aspartic acid extracted 35 to 42 percent of gold from silicate ore within 15 days. Further studies are needed to increase gold leaching and reduce incubation time. The results imply that aspartic acid can be used as an alternative reagent to traditional methods for extracting gold from ore. This method is nontoxic to humans, is environmentally friendly and can have real applications.
