For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

United States Antimony Corporation, at its Yankee Fork property in central Idaho, is currently using a combination of flotation, gravity-amalgamation, and concentrate cyanide leaching, silver sulfide precipitation, and activated charcoal loading to recover both silver and gold. Tine processes of flotation, milling, gravity concentration, amalgamation, concentrate leaching, sulfide precipitation and gold recovery via charcoal are discussed. The flow sheet illustrates the use of cyanidation as an alternative to shipment to a smelter.

Nowadays, small diameter tunnels are increasingly considered in pipeline projects as an alternative for sensitive crossings or when soil conditions limit the use of conventional pipeline installation methods like HDD. Safety concerns play a key role, especially for inner-city installations. Pipe jacked microtunnels and small segment lining tunnels can serve as casing tunnels if access is required during construction for the change of cutting tools in challenging ground conditions or for maintenance of the pipeline in operation. Small diameter tunneling solutions offer a high degree of flexibility for alignment design in terms of geology, length and radius.

The rational and optimal determination of the design of a mining exploitation is a very intricate and difficult problem : the parameters are numerous, some technical, some economic or technico-economic which cannot be fully controlled; beside, deposits are estimated from very limited information and the choice criteria are not always quantitative, the economic context has to be anticipated by several years, and even the technological limits can change tomorrow. So, although very clever and performing numerical algorithms have been developed in recent years for open-pit design, we consider that this problem has not really been solved satisfactorily until now. The reasons are that people have concentrated their efforts on informatical algorithmical problems, and have assumed that the technical and economical data are well defined at the time of the study, which is generally not true. In particular, the mere fact of assigning dollar- values to blocks in order to maximize the total cash-flow is generally unrealistic because of the uncertainty of the data used. Consequently, the significance of the unique pit obtained as a result of these algorithms is questionable.

This paper presents the results of test work performed with a Pacific Electric Motors (PEM) high intensity magnetic separator (20 kilogauss) , a unit capable of separating weakly, as well as strongly, magnetic minerals in the particle size range of sands to clays. Tests were performed on some 40 industrial minerals. With some minerals excellent separations were attained and with others intermediate and poor separations were accomplished. This study is a preliminary survey and many of the intermediate and poor results can be improved as separation problems are worked out with additional test work. It is demonstrated that with a number of industrial minerals high intensity magnetic separation is a viable beneficiation technique that is economic ally feasible.

"INTRODUCTION In underground longwall coal mining, the mined-out areas or gobs frequently contain methane which can form explosive methane-air mixtures. Historically, there have been many events of mine fires and explosions recorded in the United States and other countries that have demonstrated the existence of such explosive mixtures, herein referred to as Explosive Gas Zones (EGZs), inside and around the perimeter of bleeder-ventilated longwall gobs (Loane et al., 1975; Lynn et al., 1986; Elkins, et al., 2001; McKinney et al., 2001; Dziurzynski and Wasilewski, 2012; Brune, 2013). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Several factors can induce EGZs outflowing from the gob, but the most common cause is the fluctuating barometric pressure. Atmospheric pressures change regularly every day but can fluctuate abruptly and become increasingly hazardous in adverse weather conditions. Other sudden pressure changes can result from roof falls, failing ventilation controls and fan outages. Any such fluctuation of mine ventilation pressure will disturb the pressure differential between the gob and the surrounding mine workings and may cause EGZs to outgas from the gob. The correlation between major mine explosions and abrupt barometric pressure changes has been studied and confirmed for explosions in coal mining countries including the United States, South Africa, Australia, and Poland (Hosler, 1948; Boyer, 1964; Kissell et al., 1973; Fauconnier, 1992; Hemp, 1994; Wasilewski, 2014; Belle, 2014; and Lolon, 2017). Disastrous mine explosions appear to happen more frequently during stormy weather, which, in the United States, typically occurs during the late fall and winter seasons. ROOT CAUSE AND EFFECT OF GOB BREATHING Gob breathing is the result of the pressure differential between gob internal and external pressures caused by external atmospheric pressure fluctuations that occur naturally as a result of gravitational and thermal forces in the atmosphere (Lindzen and Chapman, 1969). Other major and sudden pressure changes may be caused by fan failures, failures of ventilation controls or roof falls can also cause an unexpected gob breathing. Normal barometric fluctuations occur every day but usually do not pose an explosion risk as they occur gradually so gob pressures have sufficient time to equilibrate. More extreme fluctuations associated with cyclonic weather systems and storms often result in more rapid and larger drops or rises in barometric pressure (Hosler, 1948; Fauconnier, 1992). A study by Lolon (2017) found that the timing of historical mine explosions showed consistency with the occurrence of abrupt and intense barometric variations."

At that time the financial markets were on the verge of collapse and my presentation described the issues. Unfortunately I was correct, and global markets went into a steep nosedive, creating the largest economic downturn since the Great Depression.In hindsight, there were plenty of signs that this was coming. The Supercycle had created massive new wealth. This wealth was largely invested in the United States due to the country’s political stability and credit worthiness. In 2004, the large investment banks convinced the U.S. Securities Exchange Commission (SEC) to allow them to triple their borrowing leverage ratios. This made the banks more vulnerable to market volatility. The banks then lent money to NINJAS - people with no income, no job and no assets. Even worse was the fact that these unqualified home owners used adjusted-rate mortgages (ARMs) which they, of course, intended to refinance prior to interest rates rising. These mortgages were then bundled up by the banks and sold to investors as “safe” investment products. The money flowed into these products because the rating agencies gave these instruments high marks. These same agencies earned their fees from the very same banks seeking high ratings. (No conflict there). Private debt exploded and peaked out in 2008.These mortgage products were sold in an unregulated shadow banking system and the ARMs came due. Toxic mortgage default rates skyrocketed and the mortgage-backed securities collapsed in value. This house of cards had a negative feedback loop that accelerated the market crash and resulted in more than $1.5 trillion being lost in the securitization sector, a 47 percent decline in the Dow Jones Industrial Average, foreclosure rates skyrocketing and housing prices collapsing. The financial markets were in a nosedive."

Prior to 1912, coal research for Republic Steel, Corporation was limited to a periodic box test conducted in a commercial coke oven. Then in 1912, a Koppers movable-wall test oven was -built to research wall pressures for selected blends and to conduct other varied research work. In the 1950's economic pressures caused a reassessment of position resulting in the establishment of a Coal and Coal Chemical research group in 1956. In 1958 this group, along with other groups of research endeavor were incorporated into the new Republic Steel Corporation Research Center at Independence¬ Ohio. Currently this section is divided into four groups. 1) Coal Preparation, 2) Coal-Chemicals, 3) Coal Characterization, and 4) Coal Carbonization. The objective of each group is described, and a brief listing of the work done under the first three groups is indicated. A more detailed description of the studies by the Coal Carbonization group of the coking characteristics of Republic Steel Corporation's coals as blended among themselves or in conjunction with selected purchased coals follows. The wall pressure, contraction, and stability index criteria are specified, and the method of assessing these criteria as a function of blend composition is indicated.

High pressure grinding has been introduced into many grinding applications. The high pressure grinding roll offers capacity increases of existing plants and savings in operating costs. Also metallurgical advantages could be achieved. The first high pressure grinding roll in a copper mine was commissioned in Arizona in July 1995. This paper provides information about the operating experience gathered during the first months of operation. The current flowsheet will be described as well as further options for plant arrangements.

The Sotra Link Project is a major infrastructure project in Norway involving the design, construction, financing and maintenance of several underground and surface structures between Sotra island and the city of Bergen, among them 23 tunnel portals, 12.5 km of tunnels and a 900 m long suspension bridge. This paper describes the benefits in applying a Building Information Modelling (BIM) approach to tunnelling, from Early Design to the Detail Design Phase. The BIM application to the Sotra Link Project resulted in several improvements, such as efficient handling of clashes and inconsistencies, deeper understanding of effective design choices (reduction of errors), more efficient communication between designers, enhanced control of project quantities and costs. The advantages of the BIM approach during the ongoing Construction Phase are also explained.

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

The Freeport McMoRan Bagdad Solvent Extraction (SX) circuit is the oldest plant of its kind currently in operation. The plant was commissioned in 1969 and was the second SX-EW operation to be built following the Ranchers Bluebird solvent extraction and electrowinning (SX-EW) plant near Miami, Arizona. Over the years of operation, the configuration of the SX has gone through many changes to accommodate a variety of pregnant leach solution (PLS) grades and flows. Although modifications to the original plant configuration are numerous, the Bagdad SX circuit has maintained its general form consisting of multiple long and narrow settlers. The unique configuration of the Bagdad SX circuit presents a variety of operational advantages and challenges; however, it continues to operate at a level recognized in the industry as excellent.

It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

Surface tension and its control are important in the concentration of ores by froth flotation, both in terms of producing the proper bubble size distribution and to render the ore surface of interest hydrophobic such that adhesion to a bubble will take place. The influence a substance has on surface tension has traditionally been measured using static, equilibrium techniques. Yet many applications such as flotation involve rate-related effects of surface tension where equilibrium values are not reached. In the time frame of 1 - 300 seconds, aging effects have been noted for bubbles formed in dodecylamine acetate solutions; a slow decrease in surface tension occurs until an equilibrium value is reached, as studied by Finch and Smith (1972). Since stationary bubbles do not exist in flotation cells because of the turbulence generated by agitation and aeration, it is more likely that the chemical composition of the bubble is determined during its formation, under dynamic conditions. The chemical composition is extremely important because the induction time required for a particle-bubble entity to collide and adhere to each other is augmented by favorable surface tension (wetting) proper- ties between the surface of the particle and the bubble air-water interface or envelope, as considered by Mackenzie and Matheson (1963). Finch and Lyman (1976) have established that the probability of a "permanent" attachment taking place during this contact time is aided by the ability of an oil droplet (viz. bubble) to relieve non- equilibrium surface tension effects which are involved in the water-thinning process. This Maragoni effect, or surface elasticity, can be considered in the context of particle agglomeration addressed by Kao and coworkers (1975). Water drainage leads to the formation of a collector-frother meniscus appearing between the colliding entities, arising from their combined partial immiscibility in the water phase and promoted by hydrophobic bonding within the interface. Together they constitute a liquid bridge whose force of attraction drawing the particles together is proportional to the interfacial tension existing between the water phase and liquid bridge. This adhesive force shows an approximate linear decrease with separation distance until rupture occurs, that is, FX = Fmax (1 ? X/Xr) (1) for a distance of separation X and rupture distance G. The greater the surface elasticity of the bubble, the greater will be the rupture distance and the better will be the force of adhesion. Dry magnetic separation of feebly magnetic minerals and wet magnetic separators suitable for highly magnetic minerals have been commercially utilized for a number of years. The beneficiation of magnetic taconite ores by conventional, low intensity magnetic separators in combination with flotation is well established technology (1). However, over the past decade much effort has been expended in developing techniques for the upgrading of feebly magnetic oxidized iron ores (2,5). Such research and development have been stimulated by the limitations of the above-mentioned techniques in application to ores containing fine material; for example, ores requiring fine grinding for liberation or slime-forming ores such as the oxidized taconites or semi-taconites. Wet separation has allowed the reduction of the minim particle size that can be effectively treated from that allowable for high intensity dry magnetic separation. Consequently, the development of high intensity wet magnetic separation methods has received much attention in the search for an effective method to treat the weakly magnetic minerals. Recently Lawver and Hopstock (5) have provided an excellent review of the state of know- ledge of this technology. In addition, a valuable compendium of available laboratory and commercial devices is included. Nonetheless, the feasibility of the use of high intensity magnetic separation in a particular application is largly empirical in nature and requires experimentation to chazacterize the response of a particular ore. The purpose of this paper is to assess the incorporation of high intensity magnetic separation for the beneficiation of a non- sliming specular Michigan hematite. Particular attention is focused on the existence of a lower limit of particle size that can be treated effectively and is inherent in the use of these techniques. Additionally, a rationalization of various models presented in the literature is attempted.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. It is generally accepted that sulfur exists in coal in three forms: (1) pyritic, (2) organic, and (3) sulfate sulfur. Sulfate sulfur usually makes up less than 1% of the total sulfur content. Pyritic and organic sulfur, make up almost all of the total sulfur and occur in varying amounts in different coals and can vary greatly in coal of the same seam Pyritic sulfurs of 20% to 80% of the total sulfur have been reported Other authors have shown that it is not possible to remove the organic sulfur without chemically altering the coal. Chapman and Jones (1) state: "Organic sulfur, unlike pyritic sulfur does not exist as discrete particles, but is intimately associated with the coal structure, and as such it is not possible to remove it or reduce its concentration by physical means." Any success in removing sulfur has come about by removing pyritic sulfur by physical means; therefore, removal of sulfur in the pyritic form is the subject of this investigation. The extent to which any impurities can be removed from a particular coal can be determined by a washability study. Outside of crushing coal, to finer sizes or chemically altering the coal, there are no known methods of changing this inherent washability characteristic. The efficiency of various methods used to remove impurities can be determined by comparison of results produced at a yield to the results as shown by a washability study. In recent years heavy media processes have proven their ability to wash plus 28 mesh coal and nearly produce results shown to be theoretically possible by the washability study. Therefore, it is the objective of this paper to show various methods of treating the finer fractions of the coal, in the hope of developing a process, which can effectively produce in the fine fractions the efficiency of heavy media devices in the coarse.

"Minnesota has robust reclamation standards and have proven results in the taconite mining industry. Reclamation of overburden spoils, lean ore spoils and fine tailings from taconite production has generally been successful on the Iron Range, using a low input standard reclamation practice. Success at reestablishing vegetation on these landscapes is likely due to fairly favorable chemical and physical properties (e.g., few limitations due to acidic generating materials, metal toxicities and water and nutrient holding capacities). However, coarse tailings reclamation has proven more difficult, presumably due to lower nutrients and challenges with moisture holding capacities. Research efforts conducted since 1990 have struggled to develop a reclamation strategy for coarse tailings that meets the Minnesota Mineland Reclamation Rules, Chapter 6130. However, new breakthroughs in scram mining technologies are producing fine and coarse tailings that have not been encountered nor reclaimed in northern Minnesota. Scram mining in Minnesota is defined as those mining operations that produce natural iron ore concentrates. Innovative research is underway to investigate and determine successful reclamation strategies to reclaim scram mining tailings from these scram mining operations. The research program is conducted through collaboration with SEH, Prairie Restorations, Inc. (PRI) and Mining Resources, LLC with funding support from the Iron Range Resources and Rehabilitation Laurentian Vision Partnership minescapes grant program.The research program was divided into three phases:Phase I. Bench-scale testing to identify successful treatments to reclaim and restore scram tailings through evaluating surface soils amendments, viable seed mixes and plant germination, growth and densities. Phase I was completed in early 2015.Phase II. Field-scale pilot trial to test larger scale effectiveness of the treatments deemed successful in Phase I and test various vegetative assemblages and planting techniques focused on the unique challenges with scram tailing basins. Phase II was completed in late 2016 with a summary monitoring report.Phase III. Produce a technical report of results for the research undertaken in this study, as well as compile prior reclamation results used during previous Minnesota iron mining reclamation projects on tailings basin applications. Phase III was completed in 2017 with a summary monitoring report and recommendations."

This paper presents design considerations for the major underground elements of the pending BCRUA Phase 2 Raw Water Delivery System Project. These elements include two Lake Taps; an 8,800 LF, minimum 10-ft OD intake tunnel; a suction chamber with 6 Pump Shafts; a 30-ft diameter, 300-ft deep Main Shaft; a 2,600 LF Transmission Tunnel with 78-inch steel liner; and a 130-ft deep shaft on the Transmission Tunnel. The tunnels and shafts will be excavated through the Glen Rose limestone. The design development included consideration for technical requirements, easements, third party commitments, previous local project experience, and constructability based on contractor outreach.

Recently, the President of the Portland Cement Association, Robert D. Maclean, gave the keynote address at the Rock Products Eighth International Cement Industry Seminar. He said, after listing the seven plagues our industry is suffering, "none of these items I have listed is a sales or marketing problem. Further, none is a problem that can be relegated to long-term study by public or private research agencies. They are here-and-now problems to be faced daily by producers, researchers, equipment manufacturers and consultants. THE DAY OF THE PRODUCTION MAN IS HERE." (1)
