"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. Using a risk-based approach, it is possible to better recognize this potential outcome in the bid phase and, as a consequence, develop a strategy to:"

Caterpillar introduced 21 new products during Caterpillar Press Days ‘96, held in June at the company’s proving grounds near Tucson, AZ. The event, billed as the largest product introduction ever held by Caterpillar, was attended by press from around the world. Most of the new products were demonstrated at Caterpillar’s Tinaja Hills Training Center in the Sierrita Mountains south of Tucson. Under the scorching Sonora Desert sun, the press was treated to demonstrations of the new equipment. After a display of the equipment’s power and capabilities, the press was given an opportunity to operate the new models and, in some cases, compare them with the old.

Bauxite can be regarded as a mixture of hydrated aluminium oxides the predominant constituent - and oxides of iron and titanium, silica and silicates. Heterogeneous and non-crystaline, most bauxites vary in average composition from one deposit to another both in terns of impurities as well as the proportion of Gibbsita and the Monohydrates Diaspore and Boehmite. Iron levels (as Fe2O3) can vary from less than 1% to as high as 30% with the alumina content ranging from 40 to 6o%,. Gore than 90% of all bauxite mined in Guyana is used as feed for the - production of refractory grade calcined bauxite. There are -however, several speciality grades used in various industrial applications and these are characterised by the quality of the bauxite in particular ;,with regards to iron and silica levels which generally have to be low. The main speciality grades are designated Refractory, Abrasive and Chemical. Bauxitte is also used in the production of nigh alumina cements,, activated bauxite end in the manufacture of electrical insulators.

If components of a gas-liquid stream react with each other and with stationary solids, involving parallel and sequential, reversible and irreversible, and slow and instantaneous reactions, the process can be defined by a set of simultaneous differential rate equations and simulated as multistage semibatch re¬actors. Each stage is divided into finite time increments. Within each increment, even the simultaneous reactions are treated as sequential. The proposed method follows process evolution from non-steady state startup to normal operating conditions. It allows computing byproduct buildup in recycles, tracer response curves and, in case of underground processes, expansion to adjacent parts of the deposit.

This screen was designed by Loren Symons, a member of the family that has contributed so much to the metallic and non-metallic mineral processing industries. Among Symons' other outstanding contribution to these industries are the original Cone Crusher which revolutionized reduction crushing practice, the first high-speed horizontal vibrating screen, the original Rod Deck Screen, and one of the earliest vibrating Bar Grizzlies.]

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

"Advanced data acquisition and process modelling technology provides online data and decision support about different aspects of the resource extraction process. Real-time approaches have recently been applied to utilize the value of this information for improved production control in mineral resource extraction in different operational set ups including coal, polymetallic ore and gold deposits. The key concept of these approaches promotes the change in paradigm from discontinuous intermittent process monitoring to a continuous process and quality management system in the resource extraction process. The framework includes a real-time feedback control loop that rapidly links online material characteristics data acquired during extraction at the mining face, during material handling and processing with a sequentially up-datable resource model. This will allow near real-time optimization of decisions related to long-term planning, short-term sequencing and production control. The contribution reviews recent developments in the three main constituents sensor based material characterisation, rapid updating of grade control models and simulation based optimization for improved production control. Technological readiness is assessed and critical gaps for further technology development are identified. The value added is illustrated by means of selected case studies. INTRODUCTION With the depletion of known and established mineral reserves, the decrease in head grades and the continuing demand of mineral raw materials by the modern society, future exploitation will move towards extraction of deposits under geologically more complex conditions. Complex deposits are characterized by a low continuity in grade, presence of deleterious elements such as arsenic and high irregularity in the geometry of the ore boundaries. The profitable exploitation of such deposits becomes significantly more challenging. To be able to better utilize such unconventional mineral resources of the future, smart autonomous mining systems are needed, which integrate local exploration of spatially varying material characteristics in–situ and have the ability to follow and extract the pay zones in the ore body while minimizing dilution (Buxton and Benndorf, 2013). The main barriers to overcome for the successful economic exploitation are: • effective grade control which will maximize resource potential along the whole value chain, • minimization of handling zero-value material introduced by dilution, thus • reducing unnecessary expenditure of energy and financial resources and • management and control of the geological uncertainty due to limited information available,"

One of the most important fundamental characteristics of iron ore pellets is their porosity. This importance arises from the fact that the pores are the busy avenues whereby many changes are brought about in the life and form of the pellet from the time it is made until the iron it contains emerges as a molten stream from the blast furnace. As a green iron ore pellet is first heated in the drying cycle of a typical heat-hardening process, the pores act as conduits to allow the escape of steam from the water or vapor from the oil which served as binders to hold the green pellet together. After the release of the steam (or oil vapor) the pores then act as conduits whereby oxygen can enter the pellets to 1) convert magnetite (Fe304) to hematite (Fe203), if appropriate, and 2) promote solid state grain growth between adjacent particles of iron ore. The rate of oxidation and the rate of grain growth are directly related to pore size' and pore size distribution. Rate of oxidation is also directly influenced by length of pore and length of pore is obviously related to pellet diameter. It is well to keep in mind that the heat-hardening process does not harden the mineral grains themselves. What it does is weld them together to change the green pellet from a doughy mass, composed of thousands of tiny individual particles, into a strong, intergrown monolithic structure. In the blast furnace the pores again act as conduits for gases, but in this case they trans¬port reductants such as hydrogen (H2) and carbon monoxide (C0) which remove most of the oxygen from the ore. Rate of reduction is also directly related to pore size and pore size distribution.

The phenomenon of re-entrainment is seen in environments such as sand dune formation, soil erosion, fugitive dust emission and the spread of radionuclides from accidents involving nuclear weapons. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of ongoing research at the Generic Mineral Technology Center on Respirable Dust at the Pennsylvania State University on the development of methods to predict ambient dust concentrations in mine atmospheres (Ramani, 1983). The contribution of re-entrainment to the spatial and temporal concentration of dust in mine airways is being studied. The research has included wind tunnel and in-mine studies. A set of seven experiments was performed under controlled conditions in the US Bureau of Mines' Lake Lynn Laboratory mine. Two types of source coal dust, anthracite and bituminous, were subjected to various airflow rates and were subjected to walking by two different individuals. Six sets of instruments were used along the test section for sampling airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/sec. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (total) airborne dust increased to 0.17 mg/m3 (standard deviation = 0. 10 mg/M3) from an initial value of 0. 02 mg/m3. The action of people walking, however, caused higher amounts of re-entrainment. The average concentration of respirable and total dust at the center of the mine airway increased to values of 0. 28 mg/m3 (standard deviation of 0.12 mg/m3) and 1.53 mg/m3 (standard deviation of 1.0 mg/m3), from initial values of 0.03 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal-dust bed. Depending on the level of activity and the amount of dust deposited in the mine airways, re-entrainment may become an important source of airborne dust in areas away from the point of actual mining.

The Bureau of Mines, Department of Interior, has been investigating the use of polyethylene oxide (PEO) as a flocculant for a variety of mineral wastes. As part of this investigation, the hydrodynamics of the flocculation process were studied. It was determined that to obtain optimum dewatering results, the factors of energy input into the stirrer, polymer concentration, and polymer dosage must be considered. Lt was found that at a given polymer concentration, there was an optimum stirrer speed and polymer dosage. With excess PEO, the amount of water removed in the trommel decreased, but no evidence for steric stabilization was observed.

Around two-thirds of world silver mine production comes from mines where the majority of ex-mill revenue is obtained from other metals. In this talk I will illustrate the importance of this output of silver as a by-product of the mining of various base metals. I will also consider the impact of relative changes in base and precious metal prices on mill-head revenue, and therefore, on production decisions. During the latter half of 1982 improving silver prices encouraged re-openings at several base metal mines. Thus some production of lead, zinc and copper can be regarded as partly conditional on the prevailing silver price. Conversely, a good deal of silver production can be considered to be independent of the silver price and dependent on the production of some base metal. It is the degree to which the value of silver mined affects the revenues of nominally, base metal, producers that is the central concern of this presentation.

Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker's pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee's report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Committee's recommendations encompass a wide range of issues addressing permissible exposure limits (PELS), sampling, dust control plans, hazard and medical surveillances, role of miners, training, and research and development.

"The U.S. underground coal mining industry has recently seen the occurrences of several multifatality events that have interrupted an otherwise steadily improving safety record. These events transpired even with an unprecedented level of government regulations and safety technologies. These events may indicate that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in numerous industries including mining, may provide a means to overcome this plateau. Riskgate is an Australian mining risk management program that may be successfully applied in the United States. However, fundamental differences between the Australian and U.S. coal mining industries prevent direct implementation. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for its application in the United States. IntroductionThe underground coal mining industry in the United States has recently seen the occurrences of several high profile, multifatality events. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with minimal declines in fatal and nonfatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. In order to surpass this plateau, a modification to the manner in which the mining industry approaches worker safety may be warranted.The implementation of a risk-management- based approach may potentially provide a means for not only surmounting the current safety stagnation but also for achieving the long-desired objective of zero harm.Riskgate is an Australian risk-management- based body of knowledge that shows great potential for application in the United States. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for the U.S. mining industry. The proposed adaptations are based on differences in operating practices and government regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control and moving equipment."

Underground mining is a very complicated and complex industrial activity. The uncertain and, in most cases, the incomplete knowledge of the geological and mineralogical nature of the deposits can cause unforeseen difficulties. For a safe and uninterrupted operation, in addition to good planning and scheduling, reliable and up-to-date monitoring and control of all processes and conditions become necessary. Today, this is even more important in view of increasingly difficult working conditions, poorer grades, and more complex and expensive machinery. In short, large capital investment and higher risk of financial losses are involved in modern-day mining operations. Monitoring and control of the underground mining process has become a very complex and difficult task in itself. Many different systems are available, and the correct choice .is of utmost importance from both the economic and safety points of view. This chapter will deal with aspects of underground production monitoring and control. There are, however, many other areas of equal importance which are covered in an excellent manner in a hand- book by Olaf (1976) on monitoring and control of underground operations.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). A modified 3D Lerchs-Grossmann (LG) graph tree algorithm is presented that generates the complete set of nested maximum valued pits in a single run. This modified LG algorithm looks at the relative strength (average value) of the branches (groups of blocks). Pointers are allocated and pruned until there are no members of weaker (lower average value) branches overlying members of stronger (higher aver-age value) branches. The final set of strong branches are listed in order of decreasing strength. The pits they represent form the maximum valued convex hull for a single variable pit limit parameterization. A description of the algorithm is given along with examples of how it has been applied at Newmont.

Since 1950, rotary-drilled, large-diameter holes, "big holes", with depths to over 300 feet and diameters of over 30 inches have become numerous and widespread. Fifty such holes have been drilled for access shafts to LPG mined caverns, Over 70 holes have been drilled for various other commercial activities. Over 150 holes have been drilled by the AEC for atomic testing purposes. These holes have ranged up to 300-inch diameters with 1600-foot depths, 120-inch diameters with 570-foot depths, and 72-inch diameters with 4800-foot depths. Equipment is now available to drill a wide range of ?big holes? for varied requirements. At least a dozen drilling contractors are participating or have participated in the drilling of "big holes". The accompanying tables show pertinent historical, technical and economic data on over 250 holes. The illustrations to be presented concurrently with this paper show the various equipment and accessories now in use. (See Appendix I for captions of illustrations.)

This report describes a computer program for the solution of material balances in complex mineral processing flowsheets. The program, which is entitled MBS Metallurgical Balance System), evolved as the culmination of a series of material balance programs whose development began in 1967 at the Institute of Mineral Research, Michigan Technological University. The need for such a program became evident when the Institute became heavily involved in a large number of short-term pilot plant projects. Calculating material flows from analytical data by means of the standard two-product formulas grew increasingly difficult and time-consuming as the complexity of the flowsheets increased and as choices between conflicting analytical values had to be made. It was recognized that what was needed was a program that would assimilate all of the available data and calculate mass flow rates so that steady-state inputs and outputs would balance at each point in the flowsheet. Such a program should be capable of handling underdetermined, overdetermined and mixed systems, and when the given data are inconsistent, the program should adjust the data in such a manner that the adjustments are minimized. Missing analyses should also be calculated whenever possible. In addition to solving material balances, the program should be convenient to use and print out the results in a useful form. Thus, the inputting of data should be simple enough to be handled by relatively untrained personnel with diagnostic messages being printed out to identify errors and anamolous data when they occur. Most importantly, the program should produce well-formatted output which can be directly included into a report without the necessity of retyping. The proper spacing of table titles, column headings and the ability to control the columns being printed are important features in this respect.

The location and orientation of fire suppression nozzles is critical in suppressing mobile mine equipment fires. To effectively suppress such fires, optimization needs to be considered for the suppression nozzle locations and discharge angle. Detailed experiments were conducted to study the effectiveness of fire suppression agents with different nozzle configurations. A variety of fire suppression systems including dry chemical, wet chemical, dual agent (dry and wet chemical), carbon dioxide, and water mist were used. Six types of nozzle locations were studied, and their fire suppression effectiveness were compared. Results from this work highlight potential considerations when determining effective fire suppression designs.
