In 2010, MSHA began holding hearings on a new coal mine respirable dust rule, which proposes a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the ?hot spots? where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines? compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, seam height, and selected ?hot spot? counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications on the need for better dust control methods.

Researchers from the Office of Mine Safety and Health Research (OMSHR) of the National Institute for Occupational Safety and Health (NIOSH) completed field trials during coal mine rescue contests using simulated gas detectors in place of placards. The gas monitor simulator (GMS) devices replaced static, paper placards to deliver gas concentration data. Eleven teams were observed during the field contest, which was approved by the Mine Safety and Health Administration (MSHA). GMS devices were given to three team members, the captain, and both gasmen. Observation of teams revealed that team members changed behavior by acknowledging and sharing information more often while using the GMS. As a result of this research, it has been demonstrated that under the existing contest format, the newly developed GMS device may be used with no adverse impact on team contest performance. Furthermore, when GMS technology advantages are used, contest realism is improved. In the future, competency assessment may be incorporated.

Many improvements in the art of underground excavation have appeared during the past two decades. These improvements have been both in methods and in machinery and have resulted in more economical construction of today's tunnels. In the realm of machines, the developments of continuous boring heads for either soft ground or rock, random arm excavators and the sliding tunnel floor (Magic Carpet) have each made contributions toward more rapid tunneling. CONTINUITY OF ADVANCE Tunnel boring machines are often referred to as "continuous excavators". Continuous advance (without cyclical interruptions) has not been achieved, however, in any of the machines now in use. In most rotary-head tunnelers the thrust needed to make the cutters bite into the face is obtained from hydraulic cylinders reacting against anchoring devices held stationary by pads which grip against the sides of the tunnel. With this system the forward motion of the cutting head is continuous only until the propelling cylinders have reached their limit of extension. At this point the grippers must be released, moved forward and reset before a new cycle of advance can be begun. Some machines are built to obtain their propelling thrust from hydraulic cylinders pushing backward against newly-installed rings of tunnel support. This is the customary method for propulsion of shields. With it, each cyclical advance or "shove" must await the erection of a new ring of supports. Faster tunnel driving

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from high extraction mining in southern Illinois. The objectives of the monitoring program are to study the inter- action between the ground surface and a foundation during a subsidence event and to determine the capability of the tiltmeter to detect and monitor subsidence movements. Tiltmeter data were obtained on two foundations constructed near Sesser, IL. One of the 30-by 40- ft foundations was constructed with a typical poured concrete footing, the other with a rein- forced-concrete footing poured on top of pol yethylene sheeting placed over a compacted layer of sand. Soil-filled bins were placed on the perimeters of both foundations to simulate superstructure loads. Monitoring pins and tiltplates were installed on the corners and midpoints of the footing. Additional survey points were established on the five-acre site to track the mining advance. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tilt- meter to detect and follow the tilt of the foundations is demonstrated.

This paper provides an overview of the current use of backfill for ground support in underground metal mines in the United States and a summary of recent accident data reported for these mines by the Mine Safety and Health Administration (MSHA). Backfill mines comprise a major part of the underground metal mining industry and are particularly important in terms of the fatalities and injuries impacting this workforce. Ground falls are the leading cause of fatal accidents at these mines accounting for 50 percent of the total fatalities (4 out of the 8 fatalities that occurred from 2006 through second quarter of 2011). MSHA reported several different types of accidents involving backfill at these mines. While backfill ground falls do not occur frequently, these accidents result in a much higher proportion of fatalities than host rock ground falls. Backfill ground fall accidents are especially hazardous in underhand cut-and-fill mining operations where employees work directly beneath the backfill. An analysis of recent MSHA accident data supports the need for further cooperative research with the mining industry to identify and address ground control problems in underground metal mines using backfill.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. The SFR system utilizes a skimmer or extractor placed at or near the slurry-froth interface where there is a higher concentration of valuable mineral particles. With assistance of hydrocyclones, it is possible to classify the extracted particles into coarse and fine particle streams, that can be handled separately. It also allows the coarser solids to be separated from entrained low-value fines. The first test results with the SFR system significantly improved both coarse and fine particle recovery in a flotation cell. The SFR system was tested in the flotation circuit at a copper-moly concentrator, and the results show that the use of the skimmer has huge potential to increase the froth recovery (Rf) of both molybdenum and copper.

As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results. Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

Our industry has developed to the skilled, experienced and productive industry that we now enjoy as a result of the visions of great engineers throughout history, but, in particular for their visions in the last 1 centuries. Unfortunately for our forefathers, the technology lagged so far behind that these exceptional visions could not be realized for decades, sometimes for a century. All that has changed in recent time and many bold and visionary projects can now be constructed and operated because of dramatic advances in technology. Before, say, 1950, tunnel technology developed very slowly. However, technology is now developing at such a fast rate that planners and decision makers are challenged to stay ahead. Moreover, new technology will develop during the lifetime of any project that can dramatically improve under-ground space projects. One of the best examples of this technological advancement is that of closed-face TBMs which now make tunneling feasible in previously impossible ground conditions. Since it usually takes a decade or more to plan, overcome environmental and political issues, construct, and put into service major projects, planners and designers are challenged by the changes in technology that occurs during the long time span of planning and construction. This is particularly true of large infrastructure projects such as transportation, water and wastewater systems and other major underground schemes. Also, since the serviceable life of many of these tunnels is often over one century, planners must consider not only lessons learned from the past but also what new concepts and innovations may develop over an extremely long time. These and other issues create a great challenge to planners and illustrate the great importance of careful but creative vision and flexibility during planning of long-term tunnel and underground space projects.

In this study, a process to separate manganese and iron from manganiferous iron ores by reductive acid leaching followed by magnetic separation was conceived and experimentally tested. In the leaching process, sulfuric acid was used as lixiviant and oxalic acid was used as reductant. The experimental results showed that the manganese and iron separation was optimum when the concentration of the sulfuric acid and oxalic acid were 0.75 M and 30 g/L, respectively, at a temperature of 80 °C, a solid/ liquid ratio of 67 g/L, stirring speed of 400 rpm, and leaching duration of 60 min. Under this condition, 90.49% and 6.78% of Mn and Fe were dissolved, respectively, from the ore sample with a size fraction of − 106 μm. It was determined that the leaching of manganese from the ores was a second-order reaction with an activation energy (Ea) of 53.38 kJ/mol. The leaching residues obtained under the optimum condition were subjected to high-intensity wet magnetic separation tests to recover the remaining iron content. This separation process produced a concentrate containing 56.20% Fe and 1.79% Mn with iron and manganese recoveries of 56.83% and 66.73%, respectively. A magnetic separation test from an unleached ore sample was also carried out as a benchmark. To the best of our knowledge, this is the first time that a magnetic separation process was used to a residue obtained from reductive acid leaching of manganiferous iron ores to recover iron.

The more than 40,000 mining industry professionals that are expected to attend the National Mining Association’s(NMA) MINExpo International2000 trade show and conference will be treated to the exhibition’s largest display ever. The exhibit is expected to cover more than 60,385 m2(650,000 sq ft) and feature more than 1,300 exhibitors. The event is set for Oct. 9-12, 2000 at the Las Vegas Convention Center in Las Vegas, NV. Richard L. Lawson, NMA’s president and chief executive officer, said, “MINExpo 2000 will showcase everything that mining is proudest of. This is the largest premier mining exposition in the world.” MINExpo is held every four years.

Large heap leach operations around the world contain significant under-leached metal values that present recovery challenges to operators. The first challenge is to find the location of the highest inventory. High resolution resistivity ? has proven sensitive enough to detect such zones in the interior of heap leach pads to target treatment or re-leaching. Newmont Mining Corp. has adapted the high pressure fracturing technology, used in oil wells to stimulate select zones in heap leach pads to add reagents in 3-D for re-leaching, changing zonal chemistry for improved recovery and heap closure. High Resolution Resistivity ? is able to subsequently monitor injected solution flow and determine directional permeability during Hydro-Jex stimulation. The combination of these technologies has shown strong economic success, for selecting targets in the heaps and monitoring solution application. These technologies are now available to the mining industry for adoption.

From 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig.1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig. 2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91%, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from1990 to 1996. This number is not large in magnitude. But a workforce of fewer than 2,000 miners makes for a high fatal-accident rate. The severity of the typical fall-of-ground injury is, in general, very high. About three-fifths of all roof, face and rib fall injuries were designated by the US Mine Safety and Health Administration (MSHA) as some kind of lost time accident. MSHA assigns each accident a severity value from one to six. A one represents a fatality, a two, a permanent disability and three, a lost time accident (Fig. 3).

This paper presents the ground settlement monitoring system used during the construction of two tunnels bored by two EPB TBMs, beneath the existing and active railway embankment in Bologna (Italy). The tunnels run close to large buildings and beneath bridges and other infrastructure. Data are collected from remote total stations and from electro levels installed directly on the railway tracks. The automated monitoring system acquires and analyses data then sounds an alarm in the event that there is a problem. Alarms are sent out in case of excessive tilt or settlement. Data is provided through a dedicated web application for multiple-party access, to gather, manage and store monitoring data.

Limestone-based material is effective for reducing arsenic concentrations below the current limit of 10 parts per billion for drinking water, typically resulting in final concentrations of about 4 to 6 ppb. However, in laboratory and field testing, further reductions to the 1 ppb range are difficult to achieve with limestone unless other material such as iron is added. The removal mechanism with untreated limestone appears to be the formation of a low-solubility precipitate of hydrated calcium arsenate, in the form of arsenate-apatite. Likely reactions and thermodynamic data indicate a theoretical removal limit of about 2 to 4 ppb for arsenic using raw limestone. Limestone also can reduce concentrations of cadmium and lead below 1 ppb in water, resulting in >99% removal efficiency. Thermodynamic constraints appear to be favorable for reactions involving the formation of otavite during cadmium removal and the formation of hydrocerussite during lead removal.

A 220-meter (m) segment of the Henderson/ ML King Combined Sewer Overflow(CSO) consists of two 1.8-meter-inside diameter (I.D.) pipe-jacked tunnels that pass beneath Interstate-5 and the BNSF and UPRR railroads. A seismic tomography survey was conducted to develop a 3-dimensional profile of the tunnel zone and better define potential obstructions. The tomography was conducted through three 11 cm high-density polyethylene (HDPE) pipes installed in a triangular pattern around the future tunnel alignments using horizontal directional drilling methods. The pipe-jacked tunnels have been successfully completed, thus permitting a comparison between the predicted obstructions and those actually encountered. The top HDPE tomography pipe was also used to monitor settlements with an experimental horizontal profiler above the advancing tunnels during construction and located two areas of ground loss beneath I-5 that were subsequently grouted.
