San Diego’s Stadium Conglomerate consists of poorly cemented cobbles, gravel, sand, silt and clay. Conventional laboratory and in-situ testing is not suitable for characterizing its engineering properties. Although the formation is often considered a “rock” its behavior is more readily modeled using soil mechanics. Static and seismic design of a tunnel for the Mission Valley East light rail extension required that the stress-strain characteristics of the ground be identified over a broad strain range. Geophysical methods and field plate load testing were used to develop a full non-linear stress-strain model of the expected ground behavior. Quantification of the coarse material distribution was also required for selection of tunneling methods and construction considerations.

The global tunneling industry has many challenges, both technically and financially, with the latter likely to be a significant feature over the next few years. Many industries have ad-opted standard practices in order to overcome specific technical challenges, from which standard out-comes are anticipated. In tunneling, however, every project is unique so standardized practice is not easy. This requires original thinking and being open to adopting new techniques and technologies as they emerge. Sprayed waterproofing is a hot industry topic and a paper recently presented at the North American Tunneling conference not only discussed this methodology for achieving a dry tunnel but also how it can reduce build costs and construction time. Despite their being relatively few ?universal truths? throughout the tunneling industry, there is one opinion that appears to be shared by most in the sector, ?all tunnels leak.?

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Modern mining consistently faces controversy. Public sentiment impacts the permitting and development of mines, so a quality public relations (PR) program for mining companies may improve society’s impression of the mining industry. Developing mines face more permitting challenges than operating mines, which stems from a lack of societal trust given the history of mining and its impact on the environment. Two case studies were selected based on the type of public controversy they face to demonstrate how pervasive permitting issues are in industry. Both Pebble Mine, owned by Northern Dynasty Minerals (NDM), and Black Butte, owned by Sandfire Resources America Inc (SRA), experienced difficulties with their water permitting due to potential risks their mine developments posed to local fish populations. Pebble has, to date, failed in all of their attempts to become permitted due to concern for the water and the fish. Black Butte dealt with the same problems, on a smaller scale, but was able to become permitted. These two mines will be discussed in detail including local history, mine setting, mining history in America, prevalent culture groups, technology development, and intercultural communication competence (ICC). The mining industry needs to evaluate its ICC skills since ICC directly determines the effectiveness of PR. Based on Barna’s Stumbling Blocks for intercultural communication, methods for improving the mining industry’s PR will be suggested in the hope of easing the permitting process for future mines by developing ICC.

The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. The Wyoming Mineral-Conoco Crownpoint Project represents the first time that big hole drilling has been exclusively used to develop totally a privately financed mine below a depth of 1000 feet. Three shafts, one ten feet in diameter and two six feet in diameter, were successfully drilled to depths of 2243', 2188' and 2188' respectively and cased with hydrostatic designed steel casing. The largest shaft is to be used to handle muck and water from station excavation and enlargement of the other two shafts. A reverse circulation system with potassium chloride base mud was used for drilling. The mud was cleaned by settling in steel lined tanks with assistance by cyclone type separators. Deviation was monitored by gyroscopic surveying at 30 foot intervals and did not exceed 16 inches off plumb. Casing was designed to withstand hydrostatic pressures with a 1.5 safety factor to the large shaft and 1.25 safety factor for the smaller shafts. All casing welds were x-ray tested prior to lowering the casing in the hole. Cementing the annular space completed the operation. The total time to mobilize, drill and move off the three shafts was 363 days. The drilling operation was completed ahead of schedule and under budget.

A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it comes into contact with the solutions of the collectors, suggesting that all these collectors can effectively adsorb onto bastnaesite. Increasing temperature can facilitate the adsorption of oleic acid onto bastnaesite. Results from attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that all of these collectors adsorb strongly onto bastnaesite, with strong absorbance spectra being detected. The ATR-FTIR results confirm those obtained by AFM. In general, hydroxamic acid collectors (HA and SHA) adsorb onto bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.

The theme of the 2012 North American Tunneling conference (NAT) was ?Tunneling: Driving Value.? This theme best reflects where the tunneling and underground construction industry is to-day. Major advances that have been made in technologies have provided tremendous improvements in productivity, which, in turn, have allowed the industry to deliver more cost-effective and less disruptive solutions to the nation?s infrastructure needs. Despite a weak economy, domestically and globally, cities and states continue to spend billions on infrastructure improvements. For the underground construction industry, that means more transportation and water, wastewater, storm water projects and other underground structures. And, for each project completed, underground construction and tunneling technology grows. The NAT conference, put on by the Underground Construction Association (UCA) of SME, provides an outlet for technology transfers among professionals. This year?s conference, held in Indianapolis, IN June 24-27, attracted 918 attendees, up from 803 at the last NAT in 2010. The accompanying exhibit also featured 116 exhibitors occupying 140 booths. That was up from 108 booths in 2010. So, the meeting continues to grow as underground construction professionals throughout the world seek to learn from their peers.

The world?s growing population and rapidly proceeding urbanization are boosting an enormous demand for new and high-capacity infrastructures to secure the mobility of goods and people. Densely populated areas face the challenge to provide efficient traffic infrastructure, such as a modern public transportation system. At the same time, the maintenance and modernization of supply and disposal structures for water, sewage, energy and communication are also essential. Additionally, supra-regional transportation routes such as long distance water diversion schemes are the challenges for the future. All these projects are as demanding as they are characterized by a tight time schedule.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

Electrochemical, chemical, and image analysis techniques were utilized together with statistical analysis methods to determine the effect of various anode impurities on copper electrorefining performance. Results indicate that arsenic is a beneficial anode impurity. Anode lead and sulfur are shown to decrease electrorefining performance. Specific emphasis is given to the influence of individual elements on current efficiency, slime particle generation, and cell voltage parameters.

The mechanical properties of the rocks surrounding an orbital vibrator alter the shape and amplitude of the vibrator’s orbit. Detecting these changes with driving point impedance measurements promises to reveal fractures and, possibly, identify the in situ stress state and significantly increase the depth that can be investigated. Our research emphasis has been on detecting vertical fractures through casing. Experimental and numerical results to date indicate that our new logging tool has excellent potential for determining both the vertical extent and azimuthal orientation of such fractures. Fracture and in situ stress orientations are useful in mine planning.

The Detroit Upper Rouge Tunnel CSO Control Project will capture and store up to 201 MG of combined sewer overflow from 28 outfalls in Detroit, Dearborn Heights and Redford Township during wet-weather events. The history of rock tunneling in the area is associated with high groundwater inflows, artesian pressure, and hazardous and combustible gases. This paper presents the geotechnical considerations for designing the 11.28-km (7-mile) long, 9.14 m (30-ft) finished diameter tunnel and its associated adits, chambers and shafts, including the discussions of geotechnical investigations, rock mass characterization, estimated groundwater infiltration during construction, and the selections of excavation methods and lining system based on anticipated ground behavior to be encountered.

National Grid needs to maintain a connection between two existing electricity sub-stations (Beddington & Rowdown) in the Croydon (south London) area, and allow the replacement of two 275 kV cable circuits that are buried under roads. This is to be achieved using a single 400 kV cable circuit within a 10 km (6.25 mile) long, 3 m (9.8 ft) diameter high voltage cable tunnel which is being driven through water bearing Chalk, at depths ranging from 5 m (15 ft) to 80 m (262 ft), with four access shafts(12.5 m (41 ft) in diameter) ranging in depth from 10 m (31 ft) to 40 m (131 ft). The Chalk in this area acts as a source of public drinking water supply (PWS) and is protected by areas designated Groundwater Source Protection Zones. To minimise the groundwater risk the design and construction of the cable tunnel and shafts has paid particular attention to the construction materials used, including testing of these construction materials prior to use, developing construction methods (including the design of the Earth Pressure Balance TBM) and maintaining a groundwater monitoring & testing programme prior to and during construction to ensure the integrity of the Chalk aquifer is maintained as a drinking water source. This paper describes the tunnel &shaft design and construction in relation to these particular groundwater environmental issues which set new precedents for tunnel assessment, design and construction requirements in the United Kingdom.

The Chambers Creek Interceptor Sewer Tunnel project consisted of 2-1/2 miles (4 kilometres) of nominal 9-foot (2.7-metre) O.D. tunnel driven through predominantly glacially overridden soils. Mole-Collucio Construction Company initially elected to drive the entire tunnel with a Lovat TBM. However, this machine could not control the fast raveling ground conditions which developed when the TBM encountered sands overlying very dense, hard glacial till or boulders. As a result, a shield and digger machine was brought in for a 1700-foot (518-metre) long segment. Pumped wells spaced roughly 50 to 125 feet (15 to 38 metres) apart were utilized to dewater about two-thirds of the alignment during construction. Initial support consisted of steel ribs and wood lagging, with a final lining comprised of pre-cast concrete pipe segments grouted in place.

In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

ABSTRACT This study analyzed the publicly available health and safety policies of 26 mining companies to determine the quantity of health and safety (H&S) practices that mining companies encourage in relation to the Plan-Do-Check-Act cycle. A thematic content analysis of the policies identified elements and practices within the text. On average, companies communicated information on about 7 elements (range 1–14, standard deviation = 3.49) and discussed 15 practices (range 2–34, standard deviation = 9.13). The elements in which companies highlighted the most practices were risk management, emergency management, leadership development, and occupational health. A discussion of the policy trends shows areas that mine sites can improve upon within their Plan-Do-Check-Act cycle, in addition to encouraging the use of both leading and lagging indicators to manage health and safety performance. INTRODUCTION Mining companies and their employees are expected to identify and manage risks at their worksites to ensure the health and safety (H&S) of everyone at the site. The primary mechanism in place to control these risks is a company’s health and safety management system (HSMS) (Boyle, 2012). Broadly, an HSMS is a set of standard, interrelated, and interacting elements used to promote and achieve occupational H&S goals (ANSI/AIHA Z-10, 2012; BS OHSAS 18001, 2007). The practices conveyed within an HSMS are expected to minimize incidents, injuries, illnesses, and even save worker lives (Alsop and LeCouteur, 1999; Arocena and Núñez, 2010). In the United States, both the Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulate and encourage aspects of an HSMS (US Federal Register, 2011, 2010). Many HSMS documents (i.e., Chemical Industries Association, 1995; Health and Safety Executive [HSE], 1995; International Labour Office [ILO], 2001) attribute the source of their basic management system to Deming’s Plan-Do-Check-Act (PDCA) model of continuous quality improvement and organize their practices within this cycle (Johnson, 2002). The PDCA cycle is a well-adopted approach in health and safety management and promotes continuous learning and adaptability (Robson et al., 2007)."
