I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. The high speed conveyor type self unloading bulk carrier concept has been around for about 70 years. Although the design was developed, refined and steadily improved in the Great Lakes, to date limited numbers of such vessels have emerged in the bulk ocean trades, and these have tended to concentrate within specific mineral trades. For example, North American gypsum companies have embraced conveyor self unloaders to the point where such vessels almost exclusively carry the gypsum requirements of this part of the world. One major aluminum company has developed an impressive fleet capability in self unloaders. Application of other ships tends to be fragmented through several mineral trades. A few years ago a new phenomonen began to appear on the Great Lakes. Whereas it had historically been accepted in that region that self unloaders were effective vessels for the minor bulk trades including limestone, coal, salt, gravel and sand; they had seldom been employed heavily in the big volume iron ore trades. Suddenly, however, the new generation of 60,000 ton Lakers which emerged were all designed as high speed self unloaders. The new vessels intended to trade especially in ore, or alternatively especially in coal, have somewhat different internal features, but the important point is that all are self unloaders.

This paper concerns the development and application of a high throughput multi-stream photometric sorting machine developed for the South African gold mines. It is now believed that this sorter and its progeny may be found suitable for a large proportion of all possible sorting applications. A laser light source and sensitive photomultiplier are employed in a scanning system to detect light reflected from the surfaces of rocks passing through the sorting zone. Electronic circuitry then analyzes the photomultiplier signal, which represents the varying intensity of the reflected light, and produces control signals to actuate the appropriate valves of an array of air blast rejection devices to remove from the feed certain particles selected by the analyzing process. Typical throughput per machine ranges from 50 tons/hour for a-2 ½? + 1 ¼? feed to 200 tons/hour for -6" +2 ¾ " material.

Bayan Obo ore contains mainly bastnaesite, monazite and associated iron, fluorite, calcite, dolomite, barite, and trace amount of columbite. Due to its complex mineral compositions and similar mineral properties, it is difficult to separate and obtain rare earth and fluorite concentrates with high purity by conventional magnetic separation and flotation. In this paper, a stepwise magnetic separation process comprised of wet permanent magnetic separation (PMS), wet electromagnetic separation (EMS), and superconducting magnetic separation (SCMS) was proposed to pre-concentrate iron, rare earth, and fluorite minerals from Bayan Obo ore. The results showed that iron, rare earth, and fluorite preconcentrates with high purity and low impurity content could be achieved, which might be helpful to shorten the technological process and improve the separation efficiency for the subsequent flotation of iron, rare earth, and fluorite minerals.

The Deserado Mine and transportation system is the fuel supply portion of the Bonanza Power Plant project. Deserado Mine con¬sists of an underground mine with a capacity of 1,224,700 tonnes (1,350,000 tons) of clean coal per year, a 649 tonne (715 tons) per hour closed water circuit jig type preparation plant, a 5.6-kilometer (3 ½ -mile) overland conveyor with covered slot storage, a unit train rail load-out and 59.5 kilometers (37 miles) of totally independ¬ent, captive electrified railroad. Planning and exploration started in March of 1978. Construction of all facilities was completed in April of 1984, approximately six years after initial planning was commenced. This paper will discuss exploration, environmental permitting, mine planning, engineering and construction of the Deserado Mine project.

In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago, there were only a small number of projects that stretched beyond 100 kt/d (110,000 stpd) throughput rates. Today, and moving forward, virtually all the major copper projects are sized beyond this, with throughput rates up to 250 kt/d (275,000 stpd) now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 (5,650 cu ft) flotation cells, through to the 257 m3 (9,076 cu ft) cells and to the current 660 m3 (23,380 cu ft) machines. The contributions of specific copper concentrators to this growth phase are reviewed in this article. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

Grinding efficiency in a vertical stirred mill is affected by a wide range of process and mill configuration variables. Of these, the media fill, size, and intrinsic density have a significant effect on power draw and grinding performance. Media-related factors that influence grinding performance include, e.g.,a higher media filling providing additional particle breakage sites, or a lower bead density decreasing the running torque at a given media filling. It has been estimated that the grinding media can cause up to a 30% change in the specific energy required to grind. FLSmidth has generally recommended that the intrinsic density (specific gravity) of the grinding media be more than triple the slurry density. This density difference helps to ensure that sufficient stress intensity is generated in the mill to provide particle breakage. It also reduces the chance of media ?float? if there is a spike in either slurry density or slurry flow rate. The VXPmills have historically operated at slurry density values between 1.2 and 1.5 kg/L, which translates to nominal bead intrinsic density range between 3.6 and 4.5 kg/L. The current trend towards regrinding bulk flotation concentrates to even finer sizes, to improve recoveries of fine grained minerals, has provided motivation to consider closed-circuit operation of stirred media mills. The slurry density in this application is typically higher than in open-circuit operation due to the higher percent solids in cyclone underflows. An additional effect is that closed-circuit operation increases the potential for media float due to higher flow rates as slurry is recycled to the mill. The normal progression in extending the operating range of existing equipment is to carry out laboratory testing before pilot-scale and plant-scale trials. The results presented in this paper examine the media density to slurry density ratio and its effect on grinding performance.

The general term "coal mine burp" refers to the sudden and violent failure of in situ coal. Coal bumps occur in most countries where coal is worked by underground methods, and are related to both geological factors and mining tech¬niques. Although no single set of circumstances is solely responsible for causing coal bumps, it is generally agreed that at least one of five conditions is necessary in order for then to occur: 1,2,3,4 (1) the depth of cover exceeds 500-ft., (2) the overlying strata are relatively strong and stiff, (3) the coal is structurally strong, (4) the floor does not heave readily, and (5) the mining method produces high stresses over a large area of the seam. Except for the last, these conditions relate to geological factors that are impractical to control. Consequently, methods of controlling or minimizing the occurrence of coal bumps usually are concerned with mining techniques. Coal bumps have been successfully controlled by both longwall and 'yielding pillar' mining systems 4. The longwall system is particularly effective in controlling bumps, but does not eliminate them completely, especially in strong coal seams being worked at comparatively great depths, say in excess of 2000-ft.5. Under such conditions, auger drilling or water infusion often prove helpful 5,6. These techniques are used to destress or otherwise alter the mechanical properties of the coal in an attempt to shift the peak "abutment pressure" away from the immediate vicinity of the face. Under 'normal' conditions, however, it can be expected that the coal near the face will be crushed under the prevailing high stress conditions and that the peak abutment pressure will automatically be shifted into the solid coal. In this context, coal mine bumps can be characterized as unstable releases of energy associated with successive yielding of portions of the coal seam with progressive mining. Longwall and yielding pillar mining systems are effective in controlling coal bumps because they ordinarily do not allow the zone of peak abutment pressure to become 'surrounded' by destressed coal.

The Musaimeer pump station and outfall project located in Doha Qatar, was designed to collect and manage ground and stormwater and then discharge the treated waters offshore. The project constructed a long outfall tunnel using an EPB TBM with segmental lining, each tunnel ring being 1.35 m in length with an internal diameter of 3.7 m.. The diffuser structure was a 6-arm structure, measuring 294m by 40 m connected to a central manifold in turn connected to the TBM constructed tunnel via a riser shaft drilled from an off-shore barge. This technical paper will discuss the planning, methodology and construction practices employed to connect the TBM tunnel to the diffuser structure 10.2 km offshore.

In order to filter small amounts of fine slimy solids the reversible cake-filtration process was developed. The filterable solids contents lion in feeds can range from less than 1 ppm up to about 5%. The relative advantages of this process, are usually the greatest in the range of 0.05% to 1.0% filterable solids. Filterable solids that average in particle size about 20 microns& are non-compressible are very easy for this filtration process. Some feeds have been all sub-micron in particle size. A 1/8 inch thick cake is considered to be very thick. The usual cake is between 13/2 and 1/16 inch thick. A new line of injection molded plastic filter plates were developed for use with the reversible cake filtration process. The first commercial sized installation of this system was made 3 years ago in the Wakefield Y.M.C.A. swimming pool. Over 70 filters ranging in size from one plate to 63 plates have been produced. In addition to the process advantages there are the low cost and corrosion resistance advantages of the plastic plates.

The Guillermo Gaviria Echeverri tunnel and its access roads project in Antioquia, Colombia is a mega infrastructure project that includes a road network with the longest tunnel in Latin America and several short tunnels, the latter being the focus of this study. The design of the project required careful consideration of several special factors, such as the tunnels’ steep slopes of up to 5%, high fire load of 100 MW, bidirectional operation, and short lengths that make it difficult to place ventilation equipment. The combination of all these parameters cause a challenging design problem for the ventilation systems and smoke control of the short tunnels. To address this challenge, a risk assessment study was conducted to support the design of a new and innovative ventilation strategy that deviates from relevant guidelines and standards, like the Austrian RVS [1][5][6] or the German EABT [8] in order to provide a customized solution for this particular project. This strategy resulted a cost-effective solution, that allowed a reduction in the number of required jet fans and at the same time reaches or reduces the risk level compared to traditional ventilation strategies.

C. Hertzler The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observing a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich II, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69 % Cu vs other rock types with .70 + % Cu; 86 % should be 98.6 %. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. It does not appear that inaccuracies in the statistical interpretations have hindered that usefulness. Miller After reading Ms. Hertzler's comments, it appears that the differences noted were basically semantics. If the paper is ever presented at a math symposium, some changes will be needed. When deciding the best way to present the data to mining engineers and geologists, I decided that presenting the probability that the two sample groupings came from different populations (reverse to the Null hypothesis) was easier and would require less verbage to explain. Hence, the 100(1 - p) difference which was noted. Ideally, I would have preferred to give the recovery and concentrate grades, then comment which ones had significant differences. Unfortunately, Kennecott Corp. did not grant permission to publish the ore body's actual recoveries and concentrate grades. The conclusion is that there was, as expected, a relationship between the ore's geologic properties and the metallurgical properties, and by determining this relationship, the overall mineral model was greatly improved.

Shaft construction is assuming ever increasing importance when new mining enterprises are considered. The reasons for this increased emphasis is the much greater depths at which many new ore-bodies are being developed and the rapid depletion of near surface reserves requiring mines to go to greater depths on existing deposits. These greater depths increase the probability of exposure to unfavorable geologic conditions and it is more likely that high ground and/or water pressures will be experienced at these depths. The large capital costs involved and the critical position of a shaft in the overall mining program necessitate that this element of project development be given careful and critical consideration. The Henderson No. 2 Shaft is located in the Rocky Mountains of north central Colorado (See Figure I), about 55 miles west of Denver, near the community of Empire in Clear Creek County. At the 10, 442 foot collar elevation, winter arrives in late September and brings snow to contend with until May. The labor force for Shaft No. 2 is approximately 90 men. They are provided access to the project via all-weather U. S. Highway 40. SHAFT DESIGN The Henderson No. 2 Shaft is a 28-foot I. D. circular, concrete lined (1 foot thick) vertical shaft. The final depth will be approximately 3100 feet

The Regional Connector Transit Project is a 1.9-mile-long underground light rail system that will connect LA Metro’s A (Blue), E (Expo), and L (Gold) Lines in downtown Los Angeles. This $1.75-billion design-build project is scheduled for revenue service in Spring 2023. The project consists of 21-foot diameter twin-bored tunnels, a 300-footlong crossover SEM cavern, three new underground stations (at 1st Street/Central Avenue, 2nd Street/ Broadway Avenue, and 2nd/Hope Streets), and cut-and-cover tunnels along South Flower, Alameda, and 1st Streets. This paper, which is the continuation of our previous paper presented in RETC 2019—LA Metro Regional Connector Transit Project: Successful Halfway-Through Completion, will provide insight regarding the construction of major components, and the system integration and testing work undertaken for this complex transit project.

Ground control is critical to the success of a safe and productive underground stone mining operation. The primary focus of the ground control engineer is the stability of the roof or back; development and benched pillar stability; stability of the sill pillar between vertically adjacent mining levels; and floor stability. Roof stability begins with the selection of a stable back horizon based on the presence of a thin shale parting, stylolite or other discontinuity from which the production shot can easily peel away, leaving a stable back stratum. Bed thickness, fracture spacing, jointing and the material properties of the roof strata control the room width; the decision whether to bolt the roof; the bolt length, type and diameter; and the spacing of the roof support. Horizontal stress controls the header and crosscut azimuth. The mine operator should avoid driving perpendicular to the maximum horizontal stress direction. Where this is unavoidable, narrowing the opening width, narrowing pillar centers, increasing the support density and using three-way intersections are alternatives to remediate shearing along the roof-rib interface. Stable pillar dimensions depend upon the interaction of the vertical stress resulting from overburden thickness and multiple-level interaction of overlying level or levels; the mining height during development and the final mining height after floor shots are taken during benching; the presence of faults, folds or joints passing through the pillar; and limestone lithology, recognizing that the presence of oolitic bands, shale partings, joints and bentonite beds creates zones of weakness that can destabilize an otherwise competent pillar. Floor stability is typically not a significant issue for underground stone mines because the bearing capacity of the stone typically exceeds the vertical pressure transferred through the pillar. However, floor heave can be a ground control issue where shale partings, moisture-sensitive strata, weak stone bands or horizontal stress is present. Roof stability and pillar stability problems can be initiated as the floor heave enables the pillar and roof to settle. To illustrate these ground control issues, this paper presents four case histories that are a mix of ground failures and successful mining. The focus is on the geotechnical data required for roof, pillar and floor design and stability analysis.

"Pareto analysis was used to investigate the failures database of a Hitachi EX1900 hydraulic shovel over one year of continuous operation. The hydraulic system and hydraulic links, hoses and piping were identified as the most critical system and subsystem, respectively. A three-parameter gamma distribution function was identified as the best fit for a probabilistic modeling of the time between failures (TBFs). This distribution was used in a Monte Carlo reliability analysis of the hydraulic system. Autoregressive integrated moving average (ARIMA), within the context of a time series analysis of the TBFs, was proposed as a viable alternative to the traditional technique of distribution fitting. The mean absolute percentage error (MAPE) metric was used to compare the two models. The MAPE value that resulted from the ARIMA was 66 percent smaller than that from the traditional technique in predicting the TBFs.Resumen ¦ Se usó análisis Pareto para investigar la base de datos de fallas de una pala hidráulica Hitachi EX1900 durante un periodo de un año de operación continua. However, as more extra-thick coal seams are mined, it becomes more and more difficult to make the top coal fully broken up, resulting in more and more top coals flowing into the gob, rather than onto the rear AFC at the working face as designed. This research is aimed to investigate the failure mechanisms of the extra-thick top coal caving mining method.

The current study investigates sericite clay as an alternative source of potash and alumina. The alumina and potash content in the sericite is approximately 35 and 10%, respectively, compared with 50–55% in bauxite ore. Muscovite and illite phases are stable, and direct leaching is found to be ineffective. Here, planetary ball milling was performed, which provided dissociation of stable phases to relatively reactive phases. The milling led to a five-fold increase in the surface area, resulting in enhanced leaching kinetics even at low acid concentration. The statistical design obtained optimal conditions of 8 h of milling followed by leaching in 1.73 M HCl at 75 °C, yielding 82% alumina extraction in precipitate with 85% purity in γ-alumina form and 63% potassium dissolution in sylvinite phase. The yield of the precipitate was ~65–68%, and the acid leach residue contained primarily silica.

In an effort to promote sustainability in the construction industry, the natural decorative stones that cover large external areas of buildings may be replaced with artificial stones. In this paper the physical and mechanical properties of artificial decorative stones are presented and are critically compared with corresponding natural stones. To test suitability for various applications, artificial stone specimens were subjected to weathering testing (freezing-thaw cycles in a climatic chamber). Mechanical characterization of these specimens was based on uniaxial compressive testing as well as non-destructive ultrasonic testing. Preliminary results show that artificial stones can replace natural stones, thus creating a sustainable development option for the construction industry.

Water and wind erosion of toxic zinc and lead smelter waste is one of the most urgent environmental problems to be solved in the Silesia region of Poland. Over 87 x 106 Mg of various mining wastes were disposed of in uncontrolled piles leading to soil, water, and air pollution in highly populated areas. Welz and Doerschel process Pb/Zn smelter wastes were stabilized in the summer of 1994 by application of heavy loads of CaCO3 (30 Mg/ha), CaO (1.5 -15 Mg/ha), and municipal biosolids (150 -300 Mg/ha), followed by seeding with a mixture of acid-and salt-tolerant grass species selected in a pot experiment. Vegetation was successfully established on 85% of the Welz material demonstration plot area (0.5 ha), even though it was initially high in water-soluble Zn, Pb, and Cd ranging from 0.4 to 1311,0.1 to 5.8, and 0.05 to 55 mg/kg, respectively. Standing biomass averaged 3.3 Mg/ha on the stabilized Welz waste zone by the end of the third growing season (1997). The revegetation of much of the Doerschel material area failed initially because of extremely high salinity (16 dS m-1), high content of water soluble metals (Cd in particular), and heavy compaction. The area was capped (15 cm) with waste lime and retreated with bio-solids (300 Mg/ha) in 1995, and standing biomass averaged 2.9 Mg/ha in the fall of 1997. The observed plant response to bio-solids and lime indicates this approach to be an environmentally beneficial technology as compared to the traditional methods utilizing topsoil covers.
