There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

Top-down constructed large-diameter (up to 90 m or 300 ft) shaft design and constructability issues present an interesting suite of challenges and opportunities highlighted in this paper. The study covers 2D and 3D finite element models used to analyze various failure modes, evaluate the shaft liner and internal structures' response to seismic loading, assist in segment design and assess final structural design tradeoffs. Efforts to achieve economic advantage over conventional heavy civil practices have prompted innovative solutions for ring and segment design, ring build assembly and annulus backfill grouting. Owing to the selective oxidation and uneven combustion that occur on the surface of carbon anode, some carbon particles detach and form carbon residue, which is defined as spent anode slag (SAS). The highly graphitized and toxic impurities such as fluorite ( CaF2), corundum (α-Al2O3), and cryolite ( NaAl11O17) are crucial components of SAS resource but are difficult to separate from graphite. This study developed a method of using water-soluble (emulsified) kerosene to separate the carbon particles from the toxic impurities in the SAS resource. The flotation purification approach of utilizing conventional kerosene was experimentally investigated and compared with that of using water-soluble kerosene. The results showed that with the use of emulsified kerosene, the maximum combustible matter recovery of the carbon particles was 89.86% while that of using traditional kerosene was 80.30%. The emulsified kerosene was comprehensively examined by various instruments to clarify its adsorption mechanism on the carbon particle surfaces. Because of the superior dispersibility of emulsified kerosene, it effectively envelops carbon particles with a smooth surface, oxygen-containing functional groups, and hydrophilic C–F bonds, thereby increasing the surface hydrophobicity and flotation responses of targeted carbon particles.

LIX63 in combination with DNNS selectively extracts nickel and/or cobalt from acidic leach liquors with pH values as low as 1.0. Nickel/cobalt and cobalt/nickel selectivities are achieved by varying the relative concentrations of LIX63 and DNNS. Increasing LIX63 concentration retards both extraction and strip-ping rates while DNNS has the opposite effect. Slope analyses of equilibrium data indicate that both LIX63 and DNNS are present in the extracted complexes. Examples of possible flowsheets are presented.

The Los Angeles County Metropolitan Transportation Authority (LA Metro) Purple Line Extension Section 1 (PLE1) is a $3.12 billion USD design-build, underground heavy rail project, connecting an existing station at Wilshire Blvd. and Western Ave. and extending 3.92 miles under Wilshire Blvd, terminating approximately 550 feet west of Wilshire and La Cienega Blvds. The project alignment runs immediately adjacent to the La Brea Tar Pits, world renowned for Pleistocene fossils and continuous seepage of asphaltum (locally known as tar) and gas in an urban setting. This paper presents a successful case history of the planning, design, and construction efforts to safely construct the bored tunnels through Reach 3 of the alignment (between Wilshire/Fairfax Station, and Wilshire/La Cienega Station), in a designated Methane Zone in the City of Los Angeles. Historical context on decades of challenges and studies is summarized. Further, this paper outlines the pro-active partnership between the Owner: LA Metro, the Design Builder: Skanska-Traylor-Shea Joint Venture, and geotechnical design services provided by Golder Associates to safely manage pressurized face tunneling through a confined gas zone near the La Brea Tar Pits. Specifically, a program of in-situ oxidation and soil gas extraction was designed to test and analyze risks associated with pressurized face TBM tunneling through the complex subsurface geological conditions, then implemented during construction. In advance of tunneling, a network of wells was used to draw air into the gas zone to oxidize the 6,500 ppm hydrogen sulfide gas, as well as determine methane recharge rate. During TBM tunneling, the wells were converted to a gas extraction system to evacuate, filter (H2S) and burn (CH4) the gas as the Tunnel Boring Machine passed, providing a preferential pathway for the gas to migrate toward extraction wells, and preventing the migration to adjacent buildings. The team extracted and treated 3,857,000 cubic feet of mostly methane gas over 40 days as the TBMs passed through the zone. Gas behavior, pressures, and concentrations were monitored not only from the extraction system, but also in basements and utility vaults along this section of the alignment.

A laboratory method for the simulation of in-situ leaching of uranium was developed under contract to the Interior Department's Bureau of Mines. Simulation tests using sulfuric acid, ammonium bicarbonate and sodium carbonate as reagents and hydrogen peroxide as oxidant were carried out with representative ores from Texas and Wyoming. The tests not only yielded recovery rates of uranium and permeability changes, but also qualitative inferences on the chemical and physical phenomena which occur underground. Leaching with basic solutions was found to be kinetic constrained and with acid solutions, equilibrium constrained. The rapid permeability changes observed when leach solutions were introduced, were probably caused by gas blockages in the packing. Precipitation of calcite or gypsum and the reaction of clay to leach solutions had slow and gradual effect on the packing permeabilities.

It has been reported in the literature that there is a substantial economic incentive for removing sulfur from coal. Therefore, U. s. Steel initiated an investigation to determine the feasibility of lowering the sulfur content of its Pittsburgh-seam coal. Preliminary crushing and washability studies on a representa-tive sample indicated that substantial sulfur reductions could be attained. Figure 1 shows the effect of the top size of a given coal sample on the sulfur content of the float-l.45 specific-gravity fraction of coal. At a top size of 3 inches, the raw-coal sulfur content of 2.32 percent was reduced to 1.64 percent. Crushing to a top size of 20 mesh reduced the raw-coal sulfur to 1.25 percent. Below a top size of one inch, the sulfur content decreased rapidly as top size was decreased. Figure 2 shows the effect of specific gravity of separation on pyritic sulfur. Normally this coal has an organic-sulfur content of approximately 1 percent. As expected, pyritic sulfur was reduced as the separating gravity was lowered for all the various size fractions shown. The rate of decrease in pyritic sulfur was gradual above 1.45 specific gravity, but great below 1.45. Greater sulfur reductions were attained on the coarser sizes with decreasing

As the 2016 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2016 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 340. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2016 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-issue articles on process development testing. The 2016 Transactions consists of a total of 65 technical papers, encompassing all 21 papers published in 2016 in the Technical Papers Section of Mining Engineering (Vol. 68) and all 27 papers published in 2016 in Minerals & Metallurgical Processing (Vol. 33). Additionally, this volume contains 17 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2016 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

The integrated grouting method, as developed in the USSR, can be applied to multi-purpose operations that in¬clude the construction of shafts, drifts, and tunnels. In the USSR it has been used extensively for primary and final grouting of underground excavations in mining engineering and civil engineering projects. It has been applied in projects where the primary objective was waste contain¬ment. It has also been used to control subsidence beneath buildings located over mined out openings and to eliminate the flow of ground water beneath and around dams. This chapter considers several industrial applications in the form of case histories. The word integrated means that grouting activities were integrated with other activities. 9.1 CASE HISTORIES OF GROUTING FRACTURED ROCK WHEN SINKING VERTICAL SHAFTS The integrated grouting method has been applied most widely in the sinking of vertical shafts in fractured, satu¬rated rock. As explained previously herein, grouting oper¬ations preferably are carried out from the ground surface where they are integrated into the schedule of the setting up of the shaft excavation and construction equipment. Such integration reduces significantly the length of time required for preparation of shaft construction and the time required to sink the shaft. The increased efficiency is achieved by the elimination of cementing operations from the working face upon the penetration of each aquifer. Concomitantly, labor and energy consumption during shaft sinking are minimized because the more complicated and labor-intensive work is carried out at the surface section. Table 9.1 presents the essential parameters for the pri¬mary grouting of saturated fractured rock carried out by the integrated method when sinking vertical shafts. 9.1.1 NAGOL'CHANSK MINE NO. 1-2, VENTILATION SHAFT NO. 1 The integrated method of grouting saturated fractured rock through holes drilled from the surface was employed for the first time during the sinking of vertical shaft No. 1 at the Nagol'chansk mine No. 1-2 in the Don Basin. The shaft had an inside diameter of 6 m. The grouting operations commenced by using cement grout with a density of 1.7 to 1.8 g/cm3. Clay-based grout with cement and other addi¬tives was used only for grouting the aquifers where cement grout proved to be ineffective. By the time of the grouting of ventilation shaft No. 1, hydrodynamic analytical methods were well in hand and a preliminary method for designing isolation curtains had been developed. A method for designing and drilling ori¬ented directional drillholes whose natural curvature re¬flected the characteristics of the fracturing had been devel¬oped. The majority of the necessary equipment had been developed. Clay-based grouts were considered ready for the first industrial application. The hydrogeologic environment at the Nagol'chansk mine No. 1-2 contained many prolific aquifers. According to monitored drillhole data, the total expected inflow into ventilation shaft No. 1 without grouting was 425 m3/hr. This large ground water inflow rate was supported by in¬formation obtained during the sinking of the main shaft and from the auxiliary shaft of the "Nagol'chansk" mine No. 1-2. The construction contractor at the site began sinking ventilation shaft No. 1 to a depth of 217 m by cement grouting from the working face of the shaft. As a result of the cement grouting operations, the inflow of water was reduced from 105.4 to 40 m3/hr over this 217 m interval. However the residual inflow rate caused the shaft to become functional at the depth of 217 m. At this point all grouting operations were transferred to SPETSTAMPONAZHGEOLOGIA (STG) in an effort to improve the operation. In order to carry out preliminary grouting from the sur¬face, seven drillholes were installed and designed for re¬ceiving grout. Drilling was implemented by the ZIF-1200A rig to the design depth of the shaft. The geometry of the principal fracture system that would be encountered by the shaft was estimated while breaking ground using informa¬tion from other shafts. The drillholes were arranged so that they cut through the aquifers uniformly around the shaft. Some preference was given to intercepting the aquifers that were located along the rock dip above the shaft bottom because it was established that the ground water in the aqui¬fers flowed downward along the dip into the cone of de¬pression of the shaft. Investigations in the drillholes using the DAU-3M flowmeter described in Chapter 3 showed that all of the nine aquifers were penetrated by the time a depth of 690 m had been reached. The flowmetric information showed that aquifer numbers [1 and 2], [4, 5, and 6], and [7 and 8] had practically identical hydrogeologic characteristics; so it was decided to connect them into combined stopes and inject the grout using five stopes instead of nine. Table 9.2 shows the results of the grout injection into the aquifers. The volume of grout pumped into the separate intervals through single holes varied from 204 to 15 m3. The present study has been conducted in surface limestone mine to select the controllable blasting design parameters affecting the peak particle velocity (PPV) for assessment of ground vibration. The study aims at using two prominent statistical tools, namely, principal component analysis (PCA) and stepwise selection and elimination (SSE) techniques for identifying the key controllable parameters affecting the PPV. For determining the correlation coefficient between blasting design parameters and PPV from 44 field scale trial blasts, multi-variate linear regression (MLR) technique was done. It was found that the PCA and SSE eliminated a huge number of controllable parameters to identify the most important parameters, affecting the PPV. The PCA eliminated 6 number of parameters while SSE eliminated 5 number of parameters, and the coefficients of determination (R2) obtained were 0.616 and 0.584 for PCA and SSE respectively. The predictor equations were evolved, and these equations were used to validate the PPV results for another set of 21 field scale trial blasts. The predictor equations have been found to be fairly accurate in predicting the PPV values. Further, the PCA technique provides very near prediction of PPV with high degree of correlation in comparison to SSE technique. The paper highlights the role of state-of-art statistical tools in selecting the blasting design parameters affecting the PPV in field-scale blasting.

And while there have been some significant changes to this sector of the mining industry, many of the big players have weathered the storm. The crushing and grinding stalwart acquired Universal Engineering, expanding its traditional focus on soft mineral crushing to hard rock crushing. Large tonnages of copper and molybdenum sulfide ore are treated by flotation. Substantial savings could be realized, particularly in high-capacity concentrators, by use of a simplified flotation technique involving lower reagent consumption. Chalcopyrite and molybdenite from some deposits can be floated by use of only a frother as a single flotation reagent; acceptable concentrate grade and recovery can be obtained. Separation of molybdenite from copper sulfides may become simpler and less costly. The genesis of the ore and the ions present in the flotation pulp liquid phase appear to be the major success-determining factors.

Toronto Tunnel Partners (TTP), under contract to Metrolinx/IO, is constructing new twin rail tunnels under the Highway 401 & 409 interchange to accommodate additional tracks to support the GO Expansion program for future two-way, all-day service. The new tunnels are being constructed using the Sequential Excavation Method (SEM) and utilize a tunnel pre-support system consisting of a series of 800 mm diameter steel pipes to form a pipe canopy. The pre-support pipes were installed with an Auger Boring Machine (ABM) in four separate headings; one heading from each of the tunnel end portals, and two from a shaft in the middle of the highway. To facilitate the auger boring operation, a custom steel reaction frame was required to counteract the thrust from the ABM at the portals, and a temporary shaft structure was installed in a narrow median space of the highway. The installation of the pipe canopy had to overcome challenges including removal of obstructions, alignment issues, and controlling settlements to the highway surface. This paper discusses the purpose of the pipe canopy, design and installation of the temporary shaft and structures to support the auger boring operation, the experience of the contractor during the installation of the pipes, and brief overview of the experience tunneling below the pipes.

We have searched and analyzed several modern technologies aiming at the best applications of environmental management, the studying of quarrying ? mining as well as the excavation sites ? utilization ? rehabilitation. We have used long-range reflectorless laser surveying systems, so as to achieve the fastest and most accurate surveying of the extractive work sites. We also used them, in order to collect field data, measure distances, surveying monitoring stations and environmental parameters ? data. Furthermore these systems can make the field work quite faster, more reliable and credible and have low cost in collecting data even in dangerous and non-approachable areas. We have used and processed on the field data in G.I.S. applications, in order to create 2-D and 3-D digital ground models. These G.I.S. applications present the existing relief and the management of the final stage of the area. The suggested techniques and works needed, for reclamation and utilization of the areas, could be tried, evaluated and well presented. The evolution and utilization of these ?smart? modern tools for the effective environmental management of quarrying ? mining ? extractive activity sites, will be presented by using case histories from the Hellenic territory.

A senior design project is required by all accredited mining engineering degree programs. Often referred to as the capstone of a student’s education, this project is expected to include all the important components of the preliminary economic assessment of a mineral prospect, including orebody modeling, grade and reserve estimation, selection of mining and processing methods, preliminary mine design, access and utilities, environmental compliance and reclamation, and financial analysis. Two of the authors (Campbell and Holdsworth) completed a senior project in 2021. They analyzed the Akie zinc deposit located in Canada. This paper summarizes the economic analysis portion of that project. The two primary objectives of this economic analysis were risk reduction and integration of economics and engineering. Addressing risk is important as risk is one of the primary concerns in mining investments. Risk reduction was the primary concern through the entirety of this economic analysis. Integration of financial analysis and engineering design was the first component of a risk reduction design. This allowed for financial and engineering design to be optimized in conjunction with one another. This produced benefits from both a financial and an engineering prospective. From a market, economic, and financial risk perspective, risk was reduced by forecasting multiple metal price scenarios, and then addressing the Akie project’s economic viability at each price point. Lastly, risk was address through consideration of nontraditional financing options. The project also sought to minimize financial and human capital risk, by proposing mutually beneficial cooperative social relationships and favorable work, schedules. Description of that work is not included in this paper.

The objective of this study was to assess the health and environmental impacts of fluidized-bed combustion (FBC) of coal, specifically as applied to baseload generation of electrical energy by utilities. The study* was a short-term effort that based its analyses on information derived from the experience of the group or quickly obtained from the literature. The approach was to compare Atmospheric Fluidized-Bed Combustion (AFBC) and Pressurized Fluidized-Bed Combustion (PFBC) with two current technologies: low-sulfur coal combustion (LSC) and flue gas desulfurization (FGD) used with high-sulfur coals. A wet-limestone process was selected as the FGD technology. The impacts compared involved not only health and environment but also sociology, resource use, and dollar cost. Conditions for comparison were centered around a nominal date of 1988, when initial operation of commercial AFBC plants may occur. The PFBC has a later introductory date, a nominal 1995 (its impacts relative to other competitive technologies now in the R&D stages were not compared.)

Many coal seams are associated with soft floor strata and during mine development if coal pillars are not properly designed, floor heave occurs and causes interruption of coal production. In the severe cases, the section or mine is abandoned. One of the methods for controlling floor heave is floor bolting. This paper describes the demonstration of floor bolting methods in a West Virginia coal mine. Three methods were used: (1) vertical full resin bolting, (2) floor truss bolting, and (3) floor truss bolting plus a floor cut at the center of the entry. The design of each method and the experimental results are discussed in detail.

"Underground structures such as square/arch steel sets, king beam structure, etc. are widely used for the roof support in underground mines. In designing and calculating the required carrying capacities of these underground structures, how to identify the potential rock loads on the structures over long term is a challenging question for ground control engineers. Based on design practices of both surface and underground structures, the authors have designed and applied appropriate load factors in underground structural design projects to accommodate different rock types, entry/intersection dimensions, roof geologic conditions, availability of roof bolts and water, etc. Classification of load (reduction) factors for large-span underground intersections are presented for reference. Success of designed underground structures in effectively controlling roof stability over years indicates the applicability of the load factor concept for underground structural design, and its same significance as of the load factor specifications in ASCE/SEI 7-10, ANSI/AWC NDS (2015), and AASHTO LRFD Bridge Design Specifications (2012). The load factor concept will facilitate ground control engineers to appropriately utilize popular structural design software, such as RISA-3D or -2D to efficiently design and analyze underground structures.LOAD FACTORS IN STRUCTURE DESIGN APPLICATIONSIn structures, loads cause stresses, deformations, and displacements. Assessment of their effects is carried out by the methods of structural analysis with the help of load factors. Loads can be increased or decreased by load factors to meet the requirement that design strength be higher than maximum loads. For example, in designing a staircase, a dead load factor may be 1.2 times the weight of the structure, and a live load factor may be 1.6 times the maximum expected live load based on the Load and Resistance Factor Design (LRFD) method.
