"A three-dimensional CFD model of a straight grate furnace for indurating iron-oxide pellets was developed for exploring conditions of furnace operation for fluid flow, heat transfer and reactions. The model includes reactions for natural gas combustion in the gas phase and calcination and magnetite oxidation as well as drying in the pellet bed. The performance of the model was investigated with a series of pellet production rates that included adjustments to the fuel rates to achieve proper induration temperatures in the pellet bed. The model may be used to discover opportunities for process improvement.IntroductionIron oxide pellets are a feedstock to blast furnaces for iron making. Pellets require physical strength characteristics needed to maintain their integrity during storage, handling, transportation and smelting. Pellets are produced from iron ore in a series of mineral processing operations that form wet green balls from slurries of iron-ore concentrate with binders, such as bentonite, and possibly fluxing-agents such as limestone and dolomite. The green balls are dried, fired at high temperature, and then cooled in an induration furnace to achieve the strength and chemical composition required for efficient reduction and slag separation in blast furnaces. Induration furnaces are generally straight grates or grate-kilncooler configurations. These furnaces operate with pellet beds passing through a series of temperature zones to control drying and chemical reactions in the bed.Process air passes through the zones in an overall counter flow direction to the pellets for efficient heat transfer and energy recovery from the cooling stage. Consequently, the zone conditions and the overall furnace performance are highly coupled. Thus, it becomes challenging to predict how changes to any single zone may affect the rest of the furnace. To gain a better understanding of machine performance and coupling, a three-dimensional, steady-state model of a complete straight grate induration furnace was created using computational fluid dynamics (CFD)."

Your personal assessment of the minerals business. Gosh! When I think about what has happened to the minerals industry over the past 27 years that I have been a member of SME! There have been fundamental structural changes in the industry. And I think that SME has been quite successful in coping with these changes as well. There has been a reorientation in how the minerals industry does business. It used to be called rationalization. Today we call it reengineering. In addition, the minerals industry has become more complex and more global. Shareholders have become more vocal and demanding in the management of the business, asking for protection of their shareholders' value. In the 1980s, a fundamental change was precipitated by a merger and acquisition fever in all industries, including the minerals industry. Raiders such as T. Boone Pickens put enormous demands on companies that, in turn, had to spend substantial management time to fend off the raiders. This resulted in a major restructuring of the mining houses. Today, for example, Anaconda, Kennecott and Amax are only historical names.

"Government support for Canada’s mineral industry was on full display during the Prospectors & Developers Association of Canada (PDAC) conference in Toronto, ON, Canada on March 3-6. First, there was the announcement of the five-year extension of Canada’s Mineral Exploration Tax Credit (METC), the first multi-year extension of the METC since its inception in 2000. Canada’s Minister of Natural Resources, Amarjeet Sohi, added to that support when he spoke at the opening keynote session and announced the Canadian Minerals and Metals Plan (CMMP), a plan that aims to map out the future of the industry in Canada. Finally, the support for the mining industry was buttoned up with a visit to the conference by Canadian Prime Minister Justin Trudeau.More than 25,000 people from 135 countries attended the annual conference that features a robust trade floor, technical sessions and an investors’ exchange that aims to put mining companies in touch with potential investors. Mining companies and ambassadors from nations around the world are given the opportunity to present to small audiences throughout the conference and this year PDAC was able to sway the Prime Minister to speak on its behalf.Trudeau sat down with PDAC President Glenn Mullan on March 5 to talk about the METC extension and a host of other issues important to the Canadian and global mining industry, giving the home country a bit of a profile advantage when it came to making a pitch to investors.Trudeau entered the week of the conference in the midst of the most serious political scandal of his career and was defending himself against accusations of political interference with the top prosecutor in the land over a criminal case involving one of Canada’s largest companies, SNC-Lavalin. During the question-and-answer session at the Metro Toronto Convention Center, Trudeau seemed more than happy to keep to the discussion about mining. He spoke favorably about the industry during the half hour conversation and praised the industry for its work with Indigenous people as well as its efforts to advance technology and innovation. He made a case that Canada is a safe and reliable place for investment in the minerals sector.“We are at a time of change right now, of transformation with new technologies and global supply chains, and everyone is trying to adjust to the new realities that have accelerated so much these past years,” Trudeau said. “What we are trying to do as a country and what you have done as an industry is to try to look at where things are going – go to where the puck is going to be, not where it is. You, as an industry, know that investments in innovation, research, science — investment in technology and partnerships with Indigenous communities are all things that are going to give you opportunities to be competitive in the coming years.”"

Through the USGS National Coal Availability pro-gram, two San Juan Basin studies have been completed. The study areas are in the northwest Bisti field, Fruitland Formation and in the eastern Standing Rock field, Menefee Formation. Original resources are 4.66 Gt and 3.46 Gt (5.14 billion stand 3.82 billion st), respectively, in the Bisti and Standing Rock areas. Bisti coal resources are greatly reduced by the Bisti-De-Na-Zin wilderness area (1.13 Gt (1.25 billion st)). Technological restrictions remove 31% from Standing Rock original resource. Available resources are 60% (2.79 Gt(3.07 billion st)) of the Bisti original resource and66% (2.26 Gt (2.49 billion st)) of the original Standing Rock resource.

The disposal of residual material from processing and combustion of coal, from incineration of domestic refuse and sewage sludges kind to the environment is a prior task for the future. Deutsche Montan Technologie (DMT) has developed a new technique which makes possible to fill-up goaf cavities behind running caving systems in coalmining. In a mixing and pumping station on the surface high concentrated suspensions are produced from the above mentioned materials. The paste is pumped through pipes to the coalfaces and via trailing discharge pipes stretched to the fracture zone in the caved-in goaf. Since three years a special designed plant is working successfully on a coal mine of Ruhrkohie AG.

It is believed that sulfur and volatile matter con-tents in coals are the main intrinsic properties to cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal's self-heating should be quantified. This study is aimed to improve the previous mathematical model developed by the authors for studying the coal's propensity for spontaneous combustion. It enhances the model's ability to consider the effects of sulfur, volatile matter and moisture contents in the coal three important factors affecting the coal's self-heating process. Sulfur exists in coal primarily in the form of pyrite which will be oxidized rapidly under suitable conditions. Volatile matters, higher in low rank coals, are more easily to be oxidized. Heat of water condensation provides initial energy for low temperature oxidation. Heat release rates for pyrite oxidation and moisture condensation are built in the model. Finally, the simulation results in terms of time versus temperature on pyrite oxidation and moisture condensation are validated with the adiabatic testing data respectively.

Rockburst is a highly destructive geological hazard that can cause casualties and equipment damage. To achieve highaccuracy discrimination of rockburst intensity, this article proposes an improved model that addresses the inefficient maximum membership principle used in traditional rockburst fuzzy evaluation models. The stress coefficient σθ/σc, brittleness coefficient σc/σt, and elastic deformation energy index Wet are selected as evaluation indicators for rockburst classification. Subjective and objective weights are obtained using the Delphi method and entropy weight method (EWM). Three types of membership function distribution forms are then used to obtain the membership degrees of each indicator to rockburst grades: trapezoidal membership function (TMF), normal membership function (NMF), and quadratic parabolic membership function (QPMF). Finally, six traditional models and six improved models are established using the maximum membership principle (MMP) and weighted average-maximum membership principle combination evaluation principle (WMP), respectively. Based on the analysis of 100 sets of rockburst field data, the accuracy, precision, recall, and F1-score of the improved evaluation model are increased by 11.3%, 0.097, 0.068, and 0.089, respectively, compared to the traditional model. The Delphi-NMF-WMP model is selected as the best model, with four performance indices reaching 97.0%, 0.979, 0.979, and 0.978. The best model is applied to evaluate the rockburst intensity of the Cangling Tunnel, Dongguashan Copper Mine, and Jiangbian Hydropower Station Diversion Tunnel, with evaluation results consistent with the actual situation, demonstrating the reliability and scientificity of the model.

The particle-bubble attachment and the rupture of formed aggregates in flotation cell were investigated in terms of turbulent regime. It was found that the particle-bubble collision rate is closely correlated to the energy barrier between particles and bubbles, and no adhesion takes place for the hydrophilic particle-bubble system due to the introduced ?capture efficiency? f(a) being zero. The values of an especially defined Weber number, i.e. the ratios of turbulent stress to aggregate strength in the inertial subrange of turbulence were estimated, the results showed that the detachment of a particle from a bubble involved in an aggregate is mainly caused by the turbulent stress only in the impeller zone, no bubble splitting occurs both in the impeller zone and in the bulk zone.

The Meikle Mine is located in the northeastern part of Nevada in the gold-rich Carlin Trend. First discovered in 1989, Meikle is being developed into a 2.2-kt/d (2,500-stpd) underground mine that will open during the second half of 1996. Work has already been completed on the mine’s cooling plant, a necessary item due to the high rock temperature and the hot ground water. In North American mines, there has been little need for refrigerated cooling. Therefore, Barrick needed to draw on experience from elsewhere in the world — particularly South Africa — to meet these requirements. The history of cooling mines using mechanical refrigeration dates back to the 1920s at Morro Velho in Brazil and 1936 at Ooregum in India (Dobson,1940 and Biccard, 1946). From 1940 to 1960, several cooling plants were installed on the deep level gold mines on the Witwatersrand in South Africa. These were followed by similar installations on the mines in the Klerksdorp, Welkom, Evander, Rustenburg and Thabazimbi areas. The first mine cooling plant in Germany was built during 1976.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. "The Riyadh Metro Project forms part of a complete new public transport system integrated in the urban planning and development of the fast growing capital city of the Kingdom of Saudi Arabia. The Design & Build project consists of 176 km of a new metro network with 57 km of double track single tunnel infrastructures, spread over six metro lines. During the design phase, geological, hydrogeological, geotechnical and geophysical site investigations were undertaken to chart the, previously uncharted, underground construction space. Different TBM solutions were selected for implementation taking due consideration of the ground conditions of each metro line. The results obtained from deep excavations for underground stations and analysis of the TBM tunneling data will be used as key input for future tunneling projects in the Riyadh and the Kingdom of Saudi Arabia. The present paper details the design conditions and presents the solutions for large diameter tunnels in karstic limestone. INTRODUCTION The High Commission for the Development of Arriyadh was established in 1974 as the organizational, planning, executive and coordinating body responsible for the development of Riyadh. Arriyadh Development Authority (ADA), established in 1983, is the High Commission’s executive, technical and administrative arm. The ADA is responsible for implementing the High Commission's organizational, planning, executive and coordinating decisions and missions (ADA 2015). One of the remits of the ADA is the preparation and execution of a transport plan for the city. The metro network is planned to be the backbone of the public transport system developed as part of the King Abdulaziz Project for Riyadh Public Transport in Riyadh. With six lines and a total length of 176.5 km (Table 1) and 85 metro stations, the metro network will cover most of the densely populated areas, public facilities, and the educational, commercial and medical institutions. The network will connect the King Khalid International Airport, the King Abdullah Financial District, main universities, Riyadh downtown and the public transport center. The public transport plan includes a future bus network with 22 lines on 1200 km and 6765 stops that will be the main feeder for the Riyadh metro network; it will also be the main mode of transportation within and around Riyadh districts (ADA 2015)."

"In April 2016, MSHA began requiring the use of continuous personal dust monitors (cPDMs) to monitor and measure respirable mine dust exposures to underground coal miners. After the cPDM’s implementation, mine operators discovered that it interfered with proximity detection systems (PDSs), thus exposing miners to potential striking and pinning hazards from continuous mining machines. NIOSH was sought out by MSHA and mining industry stakeholders to determine how the cPDM and PDS interact with each other. Accordingly, NIOSH investigated existing standards, developed test protocols, designed experiments, and conducted lab evaluations. Some interferences were observed to be caused by electromagnetic interference (EMI) from the cPDM. Results showed that there was no significant interference when the cPDM and the miner-wearable component of the PDS were separated by distances of 6 inches or greater. In this study, the cPDM and PAD needed to be at least 6 inches apart in order for them to be used simultaneously and reduce interference potential. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis such as coal dust exposure, high noise levels, roof and rib falls, the potential for fires and explosions, and operating and working with heavy machinery. One of the hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 40 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are required on all operating CMMs in underground coal mines, with the exception of full-face CMMs, by 2018 (1,2). Proximity detection systems (PDSs) are designed to alarm miners and stop machine motion in order to protect miners from being struck, pinned or crushed by CMMs(3). Currently, MSHA-approved PDSs, installed on CMMs, are based on the principle of magnetic flux density (B-field) (4,5). The system generates a magnetic field around a CMM and determines the relative distance a miner is from the CMM based on a detected magnetic flux density. A PDS typically consists of multiple magnetic field generators mounted at different places around the CMM, and personal alarm devices (PADs), which are worn by the miners to detect the magnetic flux density. When a miner, wearing a PAD, gets closer to the machine, the PAD detects a stronger magnetic field from the generators and detects a weaker magnetic field when a miner moves away from the machine. The magnetic field generators installed on CMMs typically produce modulated magnetic wave signals at frequencies between 10 kHz and 120 kHz. The magnetic fields are measured by three small magnetic coil antennas mounted on orthogonal axes inside of the PAD worn by the miner. According to Faraday’s Law, the changing magnetic field induces a voltage in each coil antenna, and the voltage values are transmitted from the PAD back to a controller on the CMM wirelessly, typically at a frequency between 400 MHz and 2.5 GHz. These values are then used to determine the distance between the miner and the generators of the machine. Typically this information is used to determine when a miner wearing a PAD is in a warning zone or stop zone which would trigger different alarms and actions such as slowing the machine down or stopping it."

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Ilmenite, rutile, and zircon deposits of commercial importance have not been reported to-date from Turkey. However, information from recent reconnaissance activities indicates the possibility of an economically viable heavy-mineral deposit along the Black Sea coast of Turkey in the vicinity of Ormanli, northwest of Istanbul. Consequently beach and sand dune samples were collected from that area for additional analysis. Laboratory methodologies, designed to simulate standard industrial heavy-mineral plant practices, were used to analyze and evaluate the samples. Based on the analyses, and current market needs, none of the deposits in the Ormanli area qualify as a commercial heavy-mineral deposit.

Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

Their contributions have had significant and lasting impacts on the mineral and mining industry; these individuals were selected for being mavericks, thought leaders, researchers, educators, mentors, wealth builders and philanthropists.Professor John M. Guilbert, Dr. Leo J. Miller, Robert E. (Bob) Murray and Douglas (Doug) B. Silver will join 240 other mining industry luminaries when formally inducted into the National Mining Hall of Fame on Sept. 29, 2018. Additionally, the Prazen Living Legend of Mining Award will be presented to the Freeport- McMoRan Foundation. The 31st Annual Induction Banquet and Ceremony will be held at the Ritz-Carlton in Denver, CO.2018 National Mining Hall of Fame inducteesProfessor John M. Guilbert was a renowned geologist and professor of economic geology at the University of Arizona; he had a distinguished 50-plus year career in academia and business. Guilbert, together with J. David Lowell, worked on the most important breakthrough in mineral exploration in the last 100 years, the Porphyry Copper Model. This work, known as the Lowell and Guilbert Model, was utilized by exploration geologists worldwide over the next four decades to discover hundreds of millions of tons of copper metal and numerous profitable mines including the prosperous Bajo de la Alumbrera copper mine in Argentina. Guilbert was a founder of The World Museum of Mining in Butte, MT. He was the recipient of countless awards including the Society of Economic Geologists (SEG) R.A.F. Penrose Medal as well as the D.C. Jackling Award from the SME.Dr. Leo J. Miller was a maverick in the mining industry and no armchair geologist. He believed that active fieldwork, on foot with a rock pick, was indispensable for exploration. His basic tenet was to absorb as much information about an exploration target up front, formulate ideas – sometimes novel ones — and then get out into the field to prove those ideas. Miller was known to diverge from the standard interpretation of the geological processes, which formed the mineral deposits, and to apply innovative applications of high-tech tools to more usual exploration programs. This approach resulted in a 50-plus year career that included the discovery of the Kidd Creek massive sulfide deposit and the development of the Lee Creek phosphate deposit; which other explorers had previously given up on, believing whatever phosphate might be present would be too difficult and expensive to mine. The recipient of many honors and awards, Miller received the SME Robert M. Dreyer award in recognition of outstanding achievement in ore discoveries."

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. This paper explores the impact of the significant difference between the number of geochemical assays conducted for grade estimation and the number of comminution tests performed for throughput and performance forecasting. Both grade and throughput are key factors in determining the project. We analysed 154 feasibility study reports to assess the impact of sample frequency for comminution test work on project revenue. This disparity in size between assay and comminution data arises because geological and resource-grade risks cannot be managed without extensive geochemical testing, whereas comminution risks are traditionally mitigated through design methods and the use of contingencies. This approach is partly due to the relatively high cost and large sample requirements associated with traditional comminution tests. Our analysis demonstrates that insufficient comminution sampling and testing leads to uncertainties in throughput forecasts, creating significant financial risks. Data from the feasibility studies show that a 1% change in mill throughput can result in up to a 5% variation in Net Present Value (NPV), underscoring the sensitivity of project economics to operational performance. Building on previous work, we reference studies that reveal how low frequency of comminution testing can increase uncertainty in mill throughput forecasts and increase financial risks. We propose an approach that optimises the number of comminution samples tested to enhance forecast accuracy and reduce NPV variance. By adopting this approach, mining projects can improve financial reliability and mitigate risks associated with underperformance in SAG and AG mill-based operations.

"As engineers, we are trained to use logical, rational problem solving to insure our mines operate at maximum efficiency. We tend to use the same technical approach to design safety into all mining systems. This works well for machines, but not so much for the human component. Recent insights in the field of behavioral economics provide useful ideas for addressing the fact that we are driven by emotions more often than by rational thought. Understanding the nonrational aspect of human behavior is an important piece of any safety system design. INTRODUCTION The most common economic model is based on humans making rational decisions; that given the proper information, we will make a logical, rational decision based on what is best for ourselves (Ariely, 2009, p. xviii). In many cases this is an accurate description of how we make decisions. As an engineer, I was trained to apply the precision of mathematics and logic to solve problems. As an engineering professor, I now teach this approach to bright young minds preparing them for a life of professional effectiveness as practicing engineers. That said, we are not only rational. Daniel Kahneman, winner of the Nobel Prize in Economics, describes a model for how we think (Kahneman, 2011). System 1 is the part of our mind that is fast, intuitive, and emotional; while our logical, slower, and deliberative mind is System 2. According to Kahneman’s model, System 1 runs automatically, most of what you think and do originates in System 1. System 2 takes over when things get difficult, including the application of math and logic, and the resolution (or avoidance) of conflict. As engineers, we would typically assume that we operate in System 2 mode most of the time. This is where the model becomes useful, for Kahneman points out two important aspects of the dynamic between the two systems in our mind. First, System 1 has biases, systematic errors that lead to answering questions with an easier answer (rather than a right answer) before System 2 is engaged. Second, we can be blind to the obvious, and also be blind to our blindness. Complicating things further, System 1 cannot be turned off (Kahneman, pp. 24-25)."
