The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

A laboratory investigation was carried out on the characterization and beneficiation of sillimanite ore. Petrographic analysis indicated that the ore consisted of massive elongated sillimanite grains in a matrix of hematite, garnet, feldspar and silica. A procedure for estimating the percentage of sillimanite was developed using float-sink and magnetic-separation techniques. A liberation study was carried out to determine the level of size reduction required to achieve sufficient liberation while ensuring that gravity concentration techniques would be applicable. Laboratory testing was performed on the liberated ore to investigate the applicability of using wide-angle dense-medium cycloning to upgrade this ore. Initially, medium-only tests were carried out using various size distributions of magnetite and ferrosilicon as the dense-medium solids to evaluate the effects of operating conditions on medium segregation. Depending on the medium solids and operating conditions, either positive of negative differentials (difference between the relative densities of the underflow and overflow streams) were obtained. Based on these results, separation tests were performed to process nominal -1.2-mm sillimanite ore. The results indicated that sillimanite concentration could be obtained using a medium relative density that was much lower than would typically be used in a dense-medium cyclone separation.

The collection zone residence time distribution (RTD) of mechanical self-aerated flotation cells was characterized for liquid and solid per size class (-45 mm, +45-150 mm and +150 mm). It was found that a single large industrial cell with a volume of 130 to 250 m3, now used in plant operations, can be well represented by an LTST (large and small tank-in-series) model plus dead time. From a scale-up point of view, results showed a similar mixing behavior for industrial cells ranging from 130 to 250 m3. Also, single mechanical cells showed a similar mixing pattern (RTD) when compared to large pneumatic flotation columns. It was confirmed that for practical purposes, the mixing condition in a flotation bank of three or more cells in series can be well described by the classical N tanks-in-series model.

A variety of modeling techniques can be utilized to forecast metal production at heap leaching operations. These approaches reflect a wide range of complexity, flexibility, time to implement, cost, and accuracy. For many operators, a spreadsheet-based modeling technique is attractive since the calculations are directly accessible, models can often be developed by site staff, and the results are generally easy to extract and interpret. The authors have developed a spreadsheet-based modeling technique that provides a high degree of flexibility, while still considering detailed operating information for ore properties, leach kinetics, scaleup factors, lift height, and in-heap metal inventories. The technique involves establishing kinetic leach curves for each ore type to characterize metal extractions, followed by application of separate metal recovery curves to define the rate at which leached metals exit the heap in pregnant solution, taking into account delays due to the in-heap solution inventory. At any point in time, the difference between total metal extracted and total metal recovered is equal to the in-heap inventory of the leached metal. This modeling technique is particularly useful for larger multi-lift heaps where delays in metal recovery are appreciable due to in-heap solution holdup. The technique is also applicable to sites with multiple heaps, leach cycles, and/or metal recovery plants (e.g., carbon columns for gold; solvent extraction for copper). This paper describes the modeling technique, including input data required and methods for defining kinetic leach curves and metal recovery curves. The technique is compared against an alternative spreadsheet technique using a simplified in-heap solution inventory calculation to forecast metal production, which has proven to be effective at a number of sites.

Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

This paper presents real time photoacoustic measurements of diesel-soot black-carbon (BC or EC) and Dusttrak nephelometer total carbon (TC) concentrations in a Nevada gold mine. Comparisons with time-integrated filter-based measurements of EC and TC accomplished using the NIOSH 5040 method were found to be 50% smaller than the integrated real time measurements. This work was initiated primarily as a demonstration project for the usefulness of photoacoustic instruments in measuring BC in the mine environment. Real time black carbon measurements are very useful for determining miner exposure, for providing feedback in mine ventilation systems, and for quantifying machine specific emission rates to understand the operating conditions for specific machines that produce greatest black carbon concentrations. This paper reports real time measurements of DPM from a loaded and empty hauler as it is operated in a drift with a 12% grade. The photoacoustic instruments were demonstrated to be satisfactory for BC measurements in the mine environment.

In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

The conventional method of mining underground, using narrow rooms and wide pillars, has proven to be poorly adapted to the powerful earth forces that act on underground openings. The high costs of roof bolting, timbering, steel arching, and other means of artificial roof support for both room-and--pillar operations and longwall gate roadways attest to the limitations of traditional mine design. Too often, productivity halts when corners buckle under "cutter roof' stresses, floors heave, and roof strata fall. In the 1960s, an entirely different approach to strata control was developed. The Stress Control Method (SCM) stabilizes failing roofs and heaving floors by removing the cause of failure - highly concentrated stresses around the openings. This is achieved by regrouping three to 10 rooms into a single entry where the rooms are separated by very narrow yielding but stable pillars. SCM employs a specified excavation sequence to redirect earth pressures away from the mine openings. The yield pillars act as scaffolding until a permanently protective secondary stress envelope forms around the entry (lower part of Fig. 1). The result is a dramatic improvement in roof stability and a significant reduction in artificial support costs. Some roof bolting must still be done, mainly to meet Mine Safety and Health Administration (MSHA) requirements. Potash, salt, coal mining The stress control method was first applied to the deep potash mines of Saskatchewan. The new SCM design actually increased room widths to enlarge the stress envelope, redistributing the stress concentration away from the entries (Serata and Schultz, 1972). This resulted in a turnaround from pervasive roof fall/floor heave conditions that threatened operations in the eight new mines opened in the Saskatchewan potash field during the 1960s. In addition to eliminating all roof bolting, SCM successfully stabilized ground conditions and substantially increased productivity over the original design (Serata, 1976, 1982). Similarly, the deep Boulby potash mine of Yorkshire, England, was about to close after various conventional means of combating roof failure had failed. An SCM test area was excavated that resulted in the ground quickly stabilizing without need o artificial support (Serata, 1982; Chilton and Laird, 1982). Another example is the Diamond Crystal salt mine in Louisiana. Here, multiple level mining was being extended from the third to the fourth level downward in the Jefferson Island salt dome. Extensive roof failure was occurring at 396 m (1300 ft) ii the third level. SCM design principles in creased the room size from 24 to 49 m (80 t( 160 ft) on the fourth level at a depth of 457 m (1500 ft). This unprecedented expansion of room width was first questioned and later ap¬proved by MS HA, which expressed satisfaction in seeing the improvement documented by field validation data in 1973. The most recent SUM application to salt mining has been in the Michigan Basin a: Goderich, Ontario. The anticipated abandonment of Domtar Chemicals Group/Sifto Salt Division's deep operation in bedded sale was prevented by a multi-year SCM implementation. The success of SCM in dry mining[lecc] to its application to solution mining of salt This adaptation of the method is now being implemented in bedded salt at Fort Saskatchewan, Alberta by Dow Chemical Co., and in St. Clair, MI by International Salt Co. Application of SCM to solution mining in a salt dome is proceeding at Napoleonville. LA by Dow Chemical. The same technology has also been applied to cavern design for the Louisiana Offshore Oil Port (LOOP), and the compressed air energy storage (CAES)

BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

Diesel Particulate Matter (DPM) issues are very high profile currently in both Australian coal and metal mines and Australian states are generally moving to acknowledge and to broadly follow US 2008 final metal/non metal mine regulation limits of 0.2 mg/m3 submicron particulate matter, 0.16 mg/m3 total carbon particulate and 0.1 mg/m3 elemental carbon particulate. The real time DPM monitor is being developed on the base of the successful Personal Dust Monitor (PDM) unit. The objectives of recently completed Australian Coal Association Research Program (ACARP) study has been to finalize the design of a DPM unit, to undertake comprehensive and internationally recognized laboratory testing to evaluate the new design and to undertake an underground series of tests to establish the robustness and reliability of the new approach. Under the project Thermo Fisher Scientific has undertaken structural changes to the PDM to convert it to a DPM real time monitoring underground instrument, the D-PDM. The Pennsylvania Pittsburgh Research Laboratories of NIOSH (the group that originally contracted for the PDM development) has undertaken laboratory ?calibration or verification? testing. A phase of Australian mine robustness and engineering testing has been undertaken to ensure the instrument can effectively assist mine management to handle this health issue. Tests have been undertaken at points of expected high atmospheric DPM such as during Longwall face moves, Development RAM car, Eimco and PJB usages. The paper discusses how the monitors have performed within the underground mine environment in evaluating DPM during the various phases of the production cycle. They have closely examined the influence of aspects of the mine ventilation system. Results have been compared to alternative industry pollutant measuring approaches. The outcome of the project gives the industry access to an enhanced tool for understanding the mine atmosphere in the presence of DPM. Real time DPM monitoring will allow the industry to pin-point high exposure zones such as those encountered in coal longwall face moves where various vehicles work or in areas of constrained or difficult ventilation. Identifying of high DPM concentration zones allows efficient modification of work practices to reduce underground miners? exposure. Some outcomes of the ACARP project in this area will be discussed.

There is no doubt that simulated ventilation networks must be adequately verified before they can be extrapolated and used for predictive purposes. There are two general approaches as to how the verification can be established and these are summarised as follows; The first approach is to measure all individual branches with trailing hoses or barometers to get individual pressure drop and flow per branch and then calculate individual resistance factors for input into the software. The simulator is run, checking that the output makes general sense (check some sensitivities if possible). The network is now considered as verified. The pressure drop to be measured is relatively small and thus it is inherent that the measured set of individual K factors will be imprecise no matter how much care is taken in the measurements and the resultant simulations will inherit the same problem. In the second approach, the network is assembled using estimated (Atkinson) K factors (based on physical features of airway, past experience and catalogued typical K factors). Only the main primary flow rates are measured and hence the relative distribution of the primary ventilation in the main airways is determined (probably about 10 off primary air flow measurements). Main critical pressure differentials at main and booster fans and across critical doors are measured (probably about 6 off primary pressure differential measurements need to be made). The simulator is run and the computer model is used to iterate and select an updated suite of K factors so that the flow balances and pressure differentials are correctly simulated (typically only 2 or 3 iterations are all that is needed). The network is now considered as verified. The pressure differences to be measured will be substantial in absolute terms and can be measured with high precision. Also, because only primary flows are measured, these will generally be measured at higher air speed points and hence improved relative accuracy. This leads to more accurate simulation results. Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Sensors are everywhere in the mining industry, with sensor information being used to monitor and operate processes. Therefore, when sensor information is wrong, economic losses can occur. Unfortunately, sensor errors are usually not detected till they become large. This is problematic as most calibrate their sensors no more than once a year (Beamex, n.d.). Using principles of data mining, where all relevant information is tapped to glean hidden information, Pothina [8] designed an algorithm to detect errors in temperature sensors in gold stripping circuit in Pogo mine, Alaska. This paper continued his work by analyzing the behavior of the algorithm on baseline data and testing the algorithm in new data and under more rigorous conditions. It also made a change to the algorithm. The modified algorithm performed very well in the new data. It also worked well under the new error conditions. Three types of errors were seeded, a fixed additive error (+ 2%), a fixed subtractive error (− 2%), and a noisy, normally distributed error, with a mean value of + 2%. Artificially seeded errors were detected within about 20 gold stripping cycles. Inherent bias in operation impacted algorithm performance by increasing the number of cycles needed to detect errors. This paper reinforced Pothina’s [8] conclusion that when data mining approach is used, sensor errors can be detected even when they are pretty low. Significant economic losses can thus be minimized.

As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

During the last 20 years, more than 80 km (50 miles) of tunnels have been constructed in the Los Angeles, CA area. Recent projects include The East Central Interceptor Sewer (ECIS), completed in 2004. It spans more than 18 km (11 miles). The Northeast Interceptor Sewer (NEIS), completed in 2005, spans 11 km (7 miles). And the 2-km (1.3-mile) Metropolitan Transportation Authority?s Gold Line Eastside Extension (MCGLEE) was completed in 2006. All of the tunnel routes lay beneath heavily populated urban environments so minimizing ground surface settlement was critical to the success of the projects. Previous tunneling efforts in the Los Angeles area using open shield methods resulted in significant settlement that damaged roads, utilities, buildings and other structures. Earth pressure balance (EPB), or slurry machines, were specified for these projects to reduce subsidence risk. The contractors chose EPB tunnel boring machines (TBM) for the work. The closed and pressured face of the EPB TBM reduces loss of ground at the tunnel face and, when the machines are used in combination with gasketed pre-cast tunnel liners and backfill grout behind the installed segments, losses from over-cut of the excavated surface are also reduced.
