The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

This will drastically reduce the volumes being transported, minimising above ground installations and thus the environmental impact. IntelliMine will develop necessary innovative methods, technologies, machines and equipment for the safe, eco-innovative, intelligent and economic exploitation of mineral raw materials in the EU, especially at greater depths."

The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago there were only a small number of projects that stretched beyond 100,000 Mtpd throughput rates. Nowadays and moving forward virtually all the major copper projects are sized beyond this, with throughput rates up to 250,000 Mtpd now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 flotation cells, through to the 257 m3 cells and nowadays to the 660 m3 machines. The contributions of specific copper concentrators to this growth phase are reviewed herein. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

The U.S. Geological Survey has completed a dig-ital coal resource assessment of six of the top-producing coal beds and coal zones in the northern and central Appalachian Basin coal regions. These include the Pennsylvanian-aged Pittsburgh, Upper Freeport, Lower Kittanning, Fire Clay, Pond Creek, and Pocahontas No. 3 coal beds and coal zones. Resources were calculated on all of the coalbeds/zones, with the exception of the Lower Kittanning coal bed. Preliminary original resources are estimated at about 93 billion short tons (84 billion tonnes), of which about 66 billion short tons (60billion tonnes) remain. Much of the remaining coal in all five coal beds/zones is thinner [<3.5 ft (1.07m)] and deeper [>1,000 ft (305 m)] than the coal that has been mined, but economic resources are still available and mining in each coal bed/zones will continue throughout this decade and into the next given current market conditions.

Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

The current study examines the extraction of rare-earth elements from trichromatic phosphor of discarded tube lights via baking processes. The Y2O3: Eu3+ (YOX) and BaMgAl10O17: Eu2+ (BAM) phases completely decomposed during acid and alkali baking with > 90% Eu and Y extraction. Prior, selective acid leaching of the YOX phase enhanced the acid baking process at a lower temperature (< 230 ℃). Feed acid baking showed a maximum 87% Tb, 36% La, and 17% Ce extraction at 500 °C, 0.5 h, 1 ml/g H2SO4, and alkali baking yielded 16.1% Tb, 86% La, and 73% Ce at 300 ℃, 0.5 h, 50 wt.% NaOH. The acid baking of the acid-leached phosphor yielded 72% Tb, 95% La, 63% Ce, ~ 95% Y, and Eu extraction at 300 °C, 0.5 h, 1.05 mL/g H2SO4. Lower Tb extraction during the acid baking of acid-leached phosphor can be attributed to the formation of Ba3Tb( PO4)3 and BaTbO3 phases. Insoluble Si3Tb5 phase formation and partial decomposition of CeMgAl11O19: Tb3+ (CMAT) phase in the alkali baking route leads to lower Tb extraction. The acid baking process is suitable for extracting Tb, Eu, and Y, whereas the alkali baking process is suitable for La and Ce. The thermal analysis of phosphor and flux interaction depicts that alkali baking is less energy-intensive than acid baking. In comparison, the one-step acid baking process and the two-step alkali baking process yielded desirable extraction results (87% Tb, total RE (rare earth) 78.5% and 50.4% Tb, total RE 59.3%). The product yield in the acid and alkali baking route of feed, acid-leach phosphor is 36%, 29%, and 39%, 28.2%, respectively, with ~ 98% mixed rare-earth oxide purity.

Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves. Frictional ignitions (also called face ignitions) is defined as the rapid oxidation of a mixture of methane and air with a visible flame that could last from a few seconds to several minutes. These ignitions have a potential to turn into a mine explosion and eventually a large-scale mine fire. Over the last 22 years, U.S. coalmines have had 1566 frictional ignitions. There were no fatalities but serious injuries have occurred. Every effort, therefore, should be made to prevent frictional ignitions. The preventative measures fall under four categories: (a) degasification of coal seams prior to mining, (b) adequate ventilation, (c) wet cutting or water-jet assisted cutting and (d) machine design to minimize ignitions. The paper discusses each of these techniques in detail.

Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

This concept paper is presented in the hope of raising the awareness of mankind on the necessity for its peaceful coexistence with nature. It is a food for thought. It takes compromise and sacrifice of people, who will have to learn to curb their greed and move toward a more organic form of prosperity. A nature-friendly sustainability is first step toward the protection of nature that is critical to the mutual survival of mankind and nature. People need the resources from the finite earth to survive and nature needs the prevention of human destruction in order to continue to regenerate and provide. The contemporary notion of sustainability is self-serving. It serves the interest of industry by camouflaging itself to look like nature?s protector. The ?sustainability? concept presented in this paper aims to extend the longevity of the utilization of the limited natural resources for many generations to come. It is an important, responsible first step in creating a healthy sustainability concept that, when implemented, extends the longevity of mankind by the most efficient use of the finite resources on this limited Planet Earth, all the while taking into consideration the increase in anthropogenic activities due to exponential human population growth. This new definition of ?sustainability? has completely different characteristics than its contemporary versions. Nature has its own destiny, rules and principles. Being a part of nature, human society depends on it for survival and must play by its rules and never the other way round as in its initial pretensions. Society should not try to humanize nature, but rather to respect the rule of the nature in a peaceful way of co-existence. When implemented, this new concept of sustainability aims to affect the designs of engineered structures and revolutionize the recovery methods and processing of natural resources, such as mineral resources in the most efficient manner. Finally, this paper intends to stimulate critical thinking and initiate serious discussions aiming at producing a general consensus for the best definition for human society to not only enrich, but to extend its existence. The Cortez gold mine is located in Lander County, NR, about 130 km (80 miles) southwest of Elko. Cortez Gold Mines (CGM) is a joint venture between Placer Dome US Inc. (60% operator) and Kennecott Corp. (40%). The claims that supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka counties. These include the Cortez and Horse Canyon deposits, all operated by the joint venture. Other deposits outside the CGM claim area include Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain-Eureka Trend. History Mining in the Cortez district began in 1862 with the discovery of high-grade silver ores. Grades in the hundreds of ounces per ton occurred in an area 7 km (4.5 miles) southeast of the current CGM mill site. Underground mining through the Garrison and Arctic tunnels provided the bulk of the ore production between 1864 and 1895. To a lesser extent, the Mill Canyon area also supplied ore until 1930.

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam&apos;s mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam&apos;s leading coal producer.

A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

On Nov. 13, 1985, Colombia&apos;s Ruiz volcano erupted, killing an estimated 25,000 people and burying several villages. Damages were estimated to be about $US300 million. The following is an account by SME member Antonio Rivera of the volcanic activity that led to the eruption. His account also includes a description of the geography and some geology of the affected area. Mining operations in the area were mostly unaffected, although some operations were forced to close until the roads leading to them could be repaired. Introduction The Ruiz volcano is located on the Central Cordillera of Colombia about 28 km (17 miles) southeast of Manizales, the capital of the state of Caldas. Ruiz is one of nine volcanoes that form a complex volcanic chain within the middle portion of the Central Cordillera. The Cordillera has 30 other volcanoes in the southern part of Colombia. Ruiz volcano Ruiz&apos;s elevation is 5200 m (17,060 ft). It is covered by an ice cap estimated to be 20 m (66 ft) thick at its summit, an area that covers 17 km2 (6.5 sq miles). Drainage is composed of several rivers that flow into the Magdalena River on the east and Cauca River on the west. The rivers flowing to the east are Guali, Azufrado, Lagunillas, and Recio. The rivers that flow to the west are Claro, Molinos, and Chinchina. There is a road from Manizales to El Refugio, a ski area located on the northeast flank of the volcano at 4800 m (15,750 ft) in elevation. The Ruiz volcanic complex was built in two stages. The first is a shield type of volcano (mainly lavas) formed about a million years ago. The second is a younger stratovolcano overlaying the ancient one. It consists of lavas and pyroclastics and was built over the past 500,000 years. Twenty-four eruptions of Ruiz are known to have occurred during the last 14,000 years. Its products mainly consist of lava flows, pyroclastic flows, mudflows (lahars), and directed lateral explosions. Historic eruptive record 1595 - Debris avalanche, blast, pyroclastic flows, mudflows, ash flows, and ash fall. 1828-1829 - Ashes (phreatic). 1831-1833 - Gas emissions and ashes. 1845 - Mudflows and pyroclastic flows. 1985 - Sept. 11- Fumarolic activity, phreatic eruption, ash fall, and small mudflows. 1985 - Nov. 13 - Ash and pyroclastic fall, major destructive mudflows (magmato-phreatic eruption). From 1845 through 1984, Ruiz volcano always had a slight fumarolic activity. It was restricted to the crater area. In November and December 1984, the fumarolic activity increased and the first ash emission and vapor-sulfur formation started. Small local earthquakes accompanied these volcanic activities. The volcano had a small erup¬tion on Sept. 11, 1985. It was manifested by phreatic explosions that ejected fragments of the vent and formed ash deposits 25 mm (1 in.) thick around an area 2.5 km (1.5 miles) from the crater. Fine material was blown by the wind and reached Manizales and neighboring areas, producing a small layer of ash up to 10 mm (0.4 in.) thick.

The speed and internal accuracy of today&apos;s electronic calculators can be utilized to write an efficient slurry calculation program. The calculator&apos;s input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

SME’s Arizona Conference was held at the Doubletree Hotel at Reid Park in Tucson on Dec. 4 and 5, 2005. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. Important topics discussed among the attendees included the price of copper, community relations and education.

Earlier this year, Simplot Phosphates achieved a safety milestone at its Vernal, UT phosphate operations. In March, the entire operation reached achieved seven years without a lost time accident. And the mine operations at Vernal reached the 1 million hours benchmark without a lost time accident. This million hour achievement has been 19 years in the making. This achievement reflects the mine’s strong attitude towards safety, the company said. Safety is an integral part of its culture and requires diligence and considerable work. Attention to even the smallest of details cannot be allowed to slip. This is a record Simplot Phosphates said it hopes to improve on every day.
