Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

The effects were studied of the presence of comminuted flint on the rheological characteristics of chalk slurry pumped through a 92-km long pipeline from Kensworth Quarry to Rugby Cement Works in the UK, and their impact on the pipe flow conditions. Flow curves were measured for 63different chalk slurry samples; these were described by the Bingham plastic model. In addition to observing trends in the yield stress parameter and plastic viscosity in the model with variations in both flint concentration and dispersant additive, use was also made of slurry viscosity values at a reference shear rate of 60 s-1for the pipe flow. It was found that chalk slurry viscosity decreases with increasing flint content up to 10% by weight for a given additive concentration, and increases with increasing additive concentration from 0.7 to 1.0%, for a given flint content. The pipeline flow regimes were identified using the critical value of the Bingham Reynolds number for laminar flow breakdown. For Bench 11 (quarry bottom) chalk slurries, it was observed that all sections of the pipeline operate in the turbulent flow regime for the nine different formulations and for the three pipe diameters used along the pipeline. However, this was not always the case for Bench 1(quarry top) slurries. It was therefore recommended that chalk slurries prepared from Bench 1 should not be used because of the strong likelihood that laminar flow conditions will occur owing to the presence of higher clay concentrations within this bench. This, in turn, will lead to an unsafe operation of the pipeline because of the potential for coarse particle settling. Likewise, blending of chalk from Bench 1 with the lower benches such as Bench 11 could be problematic and this requires further experimentation.

'Gee Whiz', a nationwide schools' science and technology competition, is being screened on SATY1 on Friday evenings at 18:00. Twenty-seven schools from al over South Africa are taking part in the series, which will run for 13 weeks. The participating schools were selected on the basis of their performance in the National Youth Science Olympiad and in Mintek's Minsa science competition, which has been organized on an annual basis since 1988.

Transition metals have been widely used in medicine throughout history. The medicinal use of metals extends back to the earliest recorded history when the Chinese used gold as treatment for a variety of ailments. The ancient Egyptians used copper to sterilize water and mercury was reportedly used by Hippocrates in 400BC. Thereafter, numerous other metals have been used as treatment throughout the centuries. For example, zinc sulphate was used as an emetic in the 17th century and zinc oxide was used to treat epilepsy in the 18th century. This use of metals, and numerous other instances, which have been well described in Sneader 2008,1 make for interesting reading but largely occurred prior to the advent of rigorous scientific method. Therefore, although there are exemptions, most therapeutic applications of metals prior to the modern age lack scientific grounding and have been found to be mostly ineffective. Of more relevance are metal-based medicines approved by regulatory bodies (i.e. Food and Drug Administration; FDA) that are in current use as therapeutic drugs. There are presently a large number of metal-based drugs that are approved for use by the FDA ranging from over the counter medicines, such as bismuth subsalicylate for gastrointestinal problems, to prescription drugs such as lithium carbonate for the treatment of manic depression. The list of metal-based medicines approved by the FDA not only incorporates base metals but also includes precious metals. Platinum complexes have been found to be potently active against several different types of cancers while gold complexes have shown application as treatment for rheumatoid arthritis (RA). With the well-established foundation that exists for metal-based medicines, it is imperative to continue exploration into new therapeutic areas. The precious metals; gold, ruthenium and platinum, continue to attract scientific interest in the field of biomedicine and have been widely researched. Scientific studies conducted on gold complexes have demonstrated the potential of this metal for the treatment of HIV/AIDS, cancer and malaria. These diseases are also specific health concerns for developing nations; countries where disease has devastating impact. Within South Africa alone, an estimated 5.7 million people are infected with HIV/AIDS,2 approximately 7 000 new cases of malaria are reported annually, and it is projected that 1 in 4 persons will develop cancer. Continuous development of therapeutic drugs to combat these diseases is therefore apriority, and the exploration of gold-based compounds for this purpose is warranted.

Sustained growth in demand for platinum group metals has resulted in an unfettered increase in new projects undertaken by the platinum producers. These projects are outsourced to various degrees. The argument of this paper is that both the client?s project manager and the consultant?s project manager are essential elements in the successful execution of a project. Their roles are not only different but also complementary, and are defined in the paper. Data gained from considerable experience in the South African corporate mining environment underpins the opinions expressed in the paper. Furthermore, an extensive literary search was undertaken to determine trends in related industries outside the South African context. Throughout the argument it is emphasized that project philosophy emanates from a systems view and must be treated as an overarching whole. The elements of project management become meaningless unless they are connected to one another and integrated into a cohesive unit. Advancing the knowledge field of project management is of critical importance to mining investors. There is no doubt that a key determinant of the sustainability of mining business is closely related to the efficiency of all-inclusive project management. From pre-investment and feasibility studies, implementation and execution, to ramping-up to full production, scientific project management has a critical role to play. Guidelines for the pursuance of this ideal are proposed. The introduction contextualizes the subject matter in an overview of the evolution of mine management in South Africa and abroad. Then, brief insight is given into the philosophy of project management. This exposition is confined to the predispositions, presuppositions and defining characteristics of project management. The core of the paper looks at the roles of the client?s project manager in relation to the consultant?s project manager. This section is underpinned by practical experience gained by the author on numerous mining projects. A view is taken of the future of project management in the mining industry. The conclusion summarizes the argument and aligns project management trends in the mining industry.

The peak in Sulphur price late 2008 caused again intensified investigation into the decomposition of sulphates and spend acid. One option is the recycling of sulphur from spend acid, which already started more than 40 years ago in the field of spend acid from organic processes in refineries and acrylic glass manufacturing. Since this acid couldn't be neutralized and discarded due to high organic contents, another source of SO2 to produce sulfuric acid is the decomposition of metal sulfates. The decomposition of metal sulfates was investigated at the next peak in Sulphur price in the 80?s. The first major scale pilot tests and studies of gypsum decomposition were carried out for clients in Florida. The decomposition of gypsum was quite often mainly influenced by the strategic decision of some countries to get own and independent acid production. In other cases the industry doesn?t have enough space to dump the gypsum. Therefore the company was also forced to convert the gypsum into ?saleable? products to avoid these residues. Other projects were made for the recycling of iron-sulfates from the pigment industry. The motivations for these projects were not only given by acid price. For the German pigment industry it was no longer permitted in the 80?s to dump the iron sulphate residues into the sea. These regulations forced the industry to develop new technology, which allows converting of the FeSO4-residues into iron oxide and acid. Therefore economical and mainly environmental factors influenced the decision of the companies to develop and to build these plants. Beside the above mention iron- and calcium-sulphates many other process exist, which produce metal sulphates as an intermediate product. These cases are not forced by environmental or strategic factors. In cases like Ni, Co or Mn-decomposition the main product of the plant is treated in the decomposition plant and later on used as ferrous-alloys. These final products are higher in price compared to e.g. CaO, which exclude the high-energy consumption for the endothermic chemical decomposition reaction. The reaction of SO2 generation based on acid or sulfate decomposition takes place in the range of 1000°C. The energy demand of the endothermic reaction is considerable and leads due to the high fuel-combustion off-gas stream to a diluted SO2 gas. Energy prices are usually increasing at the same time like sulphur. Sulphuric Acid based on decomposition is therefore more expensive than as acid based on sulphur combustion. The paper describes fluid bed technology and possible process concepts for decomposition plants. Additionally the thermodynamic background of the decomposition process and the main influence factors are provided to receive a better understanding of this technology.

Contributions to discussion V. E. Marting (Associate Member): The authors of this paper should be congratulated in having pioneered the application of the Sharapov predictor to local data, and in having made a valuable contribution to South African experience in the quantitative treatment of geological information using a digital computer. Although the existing set of three programmes has been described as a 'suite' it does not represent an integrated system in the accepted sense since the communication between runs is made in the form of punched card files to enable the mining engineer to exercise discretion and control over the data entered at each phase. Although the authors are justifiably proud of the successful results obtained through the application of this method, I feel that it is my duty to comment that the computer aspect of the work has not reached full development and is deserving of the financial support needed to increase its widest usefulness. At the present moment a routine to detect 'missing information' has not been commissioned. Due to the lack of documentation the use of the programmes is restricted since the format for the submission of data is known only to the authors. It is very unlikely that a profitable return on the development costs will be enjoyed before the programme is fully documented and made available to wider use. My criticism of the present incomplete state of the work is being voiced purely with the intent of focussing on the significance of this project and the fact that it is deserving of development on an industry basis. It should be noted that at the economical cost of R4.00 per sq ft of computer print-out, a mining engineer can hardly afford to miss the opportunity of using the programmes on other (e.g. metalliferous) mineral deposits of tabular formation. Since the publication of this paper I have had an opportunity to see the results of the programmes developed by Drs M. D. G. Salamon and F. Deist for designing bord and pillar workings. The basic data for these latter programmes are extracted from iso-line plans drawn conventionally by geologists, a task that could be considerably expedited through the use of Mr Hawkins' programmes. It appears that the efforts of these respective teams are complementary and it is in the interests of the industry that these individual components should eventually form part of an integrated system. E. Margo* (Member): This paper is a good example of how and where the backroom scientist-in this case the mathematical statistician-can aid the mining engineer to develop not only more accurate means for dealing with valuation problems but to develop a tool that can also cope with changed geological specifications.

THE BRITISH COUNCIL AWARDS 1971-1972 The British Council invites applications from permanent residents of the Republic of South Africa and South West Africa, for the following awards: SCHOLARSHIPS Scholarships are available to such permanent residents who hold university degrees or comparable professional qualifications. The scholarships are tenable for postgraduate study at universities and other educational establishments in Britain for the academic year of approximately ten months beginning 1st October, 1971. BURSARIES Bursaries are available to such permanent residents who hold university degrees or who, being already established in their professions or trades, hold other qualifications. The bursaries are tenable at British educational institutions or other suitable establishments in Britain for a course of training, study or research lasting not less than two months or more than six. The British Council may, at its discretion, bear the cost of single or return fares to Britain. The closing date for applications is 31st July, 1970. What is the role of The South African Institute of Mining and Metallurgy at a time when so much is developing and changing in South Africa? The minerals industry is represented through employers, employees, government, education, research, public views, and even pure political interests. The role of the Institute is to represent the mining and metallurgical profession. In this role the Institute has aligned itself with Associated Scientific and Technical Societies, the Council of Scientific Societies and the Engineering Association. The Institute is also active on the Engineering Council of South Africa.

Students The South African Institute of Mining and Metallurgy (SAlMM) places a high value on its student members, for these people will ultimately become corporate members and will, it is hoped, play an active role in the affairs of the Institute. Why should young persons at University or Technikon want to become members of our Institute? There are several reasons.

As an innovation on the annual programme, the Excursions Sub-Committee organized a social get together of the Institute's Councillors and their families on Sunday, 27th February, 1983. The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,600. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Fellows shall not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. Associates shall be not less than twenty-five years of age, and shall have been engaged in positions of responsibility in, or associated with, the mining or metallurgical industries for periods of not less than three years. For the past 12 years, the Universities of Stellenbosch and Cape Town have hosted an annual symposium to discuss research topics in Minerals Processing. Since 1987, this meeting has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has enjoyed much national and international support. In 1993, in place of the usual Symposium, the Branch and Universities collaborated with CSM Associates Ltd and Minerals Engineering Journal is organizing the international Minerals Engineering '93 Conference in Cape Town.
