This paper covers in situ stresses in the Earth?s crust prior to any man-made disturbances, such as mining. It introduces the Southern African Stress Database, which contains primitive stress measurements obtained from locations spread all over southern Africa. The measured stress data shows large variability without any visible trends, except a relationship with increasing depth. The stress database is reviewed briefly, establishing means to measure the variability or dispersion in the measurements, and showing that the dispersion is not as much a result of experimental error as it is a feature of primitive stress. The paper demonstrates from the beginning that the state of stress in rock is highly variable, but that there are well-defined maximum and minimum limits to all the stress components in rock. Formal error analysis is introduced to check the consistency of the database and to separate out a database of consistent stress measurements for use in a primitive stress model. The aim is to provide a picture of primitive crustal stress based on objective stress measurements together with interpretations of how the primitive stress can be affected by the five main influences; namely, depth, rock mass properties, tectonism, isostacy, and erosion. Four elementary models for primitive stress are introduced and compared with the measured data. It is quite clear that none of the elementary models is sufficient to describe the data. In the absence of a better model, this paper suggests a generic model based on the Hoek-Brown failure criterion and the consistent stress database, since it incorporates the variability in the stress tensor that is likely to be encountered underground all over southern Africa. South Africa is amongst the 40 driest counties in the world, with extreme weather conditions and beset by both droughts and floods. Coupled with economic growth is an increased demand on water resources and, as with all other industrial developments, mining requires large volumes of water, which is likely to have an impact on the environment. Further to this, the mining industry also realizes that minerals are a non-renewable resource and the contribution to wealth creation from mineral extraction is not everlasting. It serves as an economic boost and careful planning is required to ensure that the legacy of mining is sustainable, and that some of the returns from mining provide continual economic and social prosperity.

World-wide hikes in the oil price and the prospect of future scar cities of liquid and gaseous fuels have given enhanced status to the South African coal industry. It is thus understandable that the colloquium held at Wit bank on 3rd and 4th October, 1979, and organized jointly by the South African Institute of Mining and Metallurgy and the South African Coal Processing Society should have attracted more than 400 delegates.

GENERAL Invitation to attend O.F.S. Branch Meeting: Members of the Witbank/Middelburg Branch were invited to attend a branch meeting of the O.F.S. Branch on the 15th November. The subject of the meeting would be a talk on the Hendrik Verwoerd Dam Project and up to 25 members could be accommodated on the nights of the 14th and 15th November by kind invitation of members of the O.F.S. Branch. A questionnaire would be issued at a later date, to obtain the names of those interested in attending the meeting. PAPER FOR PRESENTATION The Chairman called upon Mr G. H. J. Kitson to present his joint paper, entitled: 'Photoelectric readings; their significance for dust control on collieries.' G. H. J. Kitson (Member) and Y. J. F. Haven (Visitor). After Mr Kitson had presented his paper, both he and Mr Haven answered questions from the floor. The Chairman then thanked Mr G. H. J. Kitson for presenting the paper, and the meeting closed at 6.15 p.m.

The influence of two weeks of microclimate cooling on the state of heat acclimatization by N. B. STRYDOM, M.Sc., Ph.D. (Illinois) (Fellow), A. J. S. BENADE, M.Sc. (Potch.) (Visitor), and W. H. VAN DER WALT, B.Sc. (Potch.) (Visitor) Five volunteer Black subjects were acclimatized according to the climatic-room acclimatization procedure, and their states of heat acclimatization were determined by the usual heat-stress test. The subjects thereafter wore pre-frozen jackets in a somewhat higher environmental temperature (33,9/35,6 °C). stepping at the same rate as before for four hours a day for fourteen days. The heat-stress test was repeated and followed by a similar test at the higher environmental temperature. It was found that fourteen days of microclimate cooling in a very hot environment had no adverse effect on the degree of heat acclimatization. The sweat rates during microclimate cooling remained high, even though no sweating is possible beneath the pre-frozen ice-jacket. which indicates that there is an increase in sweat rate from the areas of exposed skin.

The influence of Iscor coke and Delmas coal on the reduction of Mamatwan manganese ore to ferromanganese was examined by use of a variation of the 'stationary charge in controlled environment' (SCICE) technique. The charges of Mamatwan ore and the appropriate reducing agent were heated to temperatures between 1300 and I600 °C and either allowed to cool immediately the required temperature had been reached or held at that particular temperature for periods of up to ... hours. The heating rate was 350°C per hour, the particle size of the ore was between 2,83 and 12,7 mm, and the particle size of the reducing agent was between 2,83 and 6,35 mm. After being allowed to cool in air, the reacted charges were examined by optical microscopy, X-ray-diffraction analysis, scanning electron microscopy, and electron-microprobe analysis. No significant difference was found between the changes observed during the reduction of Mamatwan manganese ore by Iscor coke and by Delmas coal. A hypothesis is advanced to explain the mechanism of formation of the Fe-Mn-C alloy.

Postage and packing, 3s. 6d. This volume should be of interest to economic geologists and students in this field. A number of illustrated papers on the genesis of ores in sediments are presented; the authors include experts such as Prof G. C. Amstutz, Dr K. C. Dunham, Prof D. Williams and W. G. GarIick. The papers deal mainly with sulphide deposits, but the late Prof J. H. Taylor's contribution concerns ores of iron and manganese. Brief references to the Witwatersrand ores represent the only discussion of South African deposits. With the notable exception of W. G. Garlick's paper on Zambian copper deposits, the Abstracts given are inadequate, necessitating thorough reading of the papers to extract the important matter.

Since its introduction in 1956, the capital allowance has been increased and its scope widened. At present the allowance is 10% in respect of two categories of gold mine (post-1973 and other deep level mines) and 6% in respect of natural oil mines. The allowance is a significant incentive encouraging the development of new mines, to the benefit of both the fiscus and the South African economy as a whole. A strong case can be made for increasing the amount and the scope of the allowance. The Margo Report recommendation that the allowance should possibly be replaced with a system of direct grants is, in theory, neutral. However, practical difficulties exist with cash grants and there is concern with the implications elsewhere in the Margo Report that the capital allowance is excessive and that, as a consequence, such direct grants will represent an effective reduction in this incentive. I believe that the best course of action would be the retention (and enhancement) of the capital allowance and the expansion of its scope.

South Africa is reliant on coal for the generation of almost all the electricity used in the country, and several large industrial concerns such as Sasol are also coal based. Research relating to the mining, beneficiation and utilization of coal is important in order to ensure the optimal exploitation and use of coal within the country. The Fuel Research Institute (FRI) of South Africa was established in 1930 to investigate all aspects of coal beneficiation and utilization in South Africa. The FRI went on to conduct world-class research and in 1957 a pilot coal preparation plant was constructed in Pretoria to enable large-scale practical experimentation. The pilot plant played a pivotal role in the establishment of South Africa?s low ash coal export project. Political and economic factors contributed to the eventual closure of the FRI and South Africa experienced a period of about 10 years between 1990 and 1999 during which very little public coal preparation research was done. This changed for the better towards the end of 1999 when Coaltech 2020, a collaborative research program was established. Participants included the CSIR, universities, the government and the major coal producers. Coal preparation research conducted under Coaltech thus far include dewatering and drying of fine coal, size classification of ultra-fine coal and dense-medium fine coal beneficiation. Currently, the Coaltech focus is on the beneficiation of low-grade coal reserves and is investigating existing as well as new techniques that can be utilized to provide cost-effective beneficiation of low-grade raw coals and reject coals.

"Zircon is a naturally occurring radioactive material (NORM) and as such is subject to a variety of regulations around the world. The regulatory processes and their implementation are summarized and the key issues affecting zircon and zirconia highlighted. Having absorbed the activities of the former Zircon Minerals Committee, the strategy of the Zircon Industry Association (ZIA) is to be the ‘go-to place’ for information on these matters, and its activities in the NORM space are described. Chemical industry regulations such as REACH are spreading around the world, and the paper provides an update of their status in the key jurisdictions. As mineral sands are transported to market in oceangoing vessels, they are subject to the regulations of the International Maritime Organization, which are summarized in the paper. IntroductionFrom a global perspective, zircon is generally not found in high concentrations other than in placer and dune deposits where it has been deposited along with other heavy minerals such as ilmenite, rutile, and monazite. Such deposits have been sorted and concentrated over geological time by the action of tides, waves, and wind to form concentrated deposits of heavy minerals along old coastlines and in river beds and deltas. Consequently, zircon is mostly found in association with the principal titanium minerals ilmenite and rutile. These secondary concentrations in placer deposits provide the commercial sources of zircon.All geological materials contain natural radioactivity, although the term NORM (naturally occurring radioactive material) is mostly used for minerals and other materials with above-average uranium and thorium concentrations. Importantly, the radioactive nature of zircon has not changed, but the way in which radioactivity is viewed by regulators has, affecting the zircon industry throughout the value chain."

Designing and optimising flotation circuits are critical for mineral beneficiation plants, and therefore several procedures have been published. The modelling of flotation circuits with the objective of design and optimisation is problematic in that different approaches are used for the modelling of flotation units and regrinding units. Usually, regrinding models are based on particles characterised by their size, while flotation models are based on species characterised by fast and slow classes. The relationship between particle size and liberation can be used, but it requires laboratory studies that are time-consuming and costs are high. It is therefore not surprising that few studies on flotation circuit design and optimisation include flotation units and regrinding units simultaneously. In this paper, it is proposed to model the regrinding stage using species characterised by fine-slow, medium-fast, and coarse-slow flotation species. In deep, the regrinding model is derived from a population balance approach based on flotation species. The fraction of these species at the feed and product of the grinding unit is determined by flotation tests. Then, based on these data, the model parameters can be determined by a regression estimation procedure. A local ore was used to validate the model. A failed and stable Upper Group 2 chromitite pillar database was collected in 2007 as part of the PlatMine 1.2 pillar strength project. The database consisted of 177 pillars, of which 33 had failed. Most of the data were collected from various intermediate-depth mines near the town of Thabazimbi. Spans between rows of chain pillars were about 30 m. Pillar loads were estimated using pseudo-3D, elastic, boundary element modelling software. The pillar-load data were evaluated using a maximum likelihood regression analysis to determine strength parameters, following a similar approach to historically acceptable practice. The original formula was named the PlatMine Formula. This paper describes re-evaluations of the database, using a linear formula and several variations of the power formula. The formula providing the lowest standard deviation to the data in the database was considered the best representation of the pillars in the database. Through this rigorous process, a new formula for peak pillar strength was developed for Upper Group 2 chromitite pillars, which is unaffected by volume. The small standard deviation provided by this formula suggests a reliable relationship between strength and w/h ratio, in the w/h ratio range between 1.5 and 4.7. Accuracy, precision, and recall analysis confirmed the efficacy of this equation to the data in the database. Importantly, the new formula provided in the paper does not predict a significantly different strength to the current PlatMine formula, within the confines of the database.

After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

The PPRust North project is an expansion of existing operations on the ?Platreef? orebody in the Limpopo Province of South Africa. Anglo Platinum has been mining and processing the Platreef since 1993 at the adjacent Sandsloot and Zwartfontein South open pits at a current rate of approximately 4.5 million tons per annum. This paper describes the origin of the proposed process flow sheet. A comprehensive test work programme has been conducted evaluating the best process flow sheet for the very hard and variable ore in the proposed mining area. The selection of the comminution circuit is discussed where conventional crushing and SABC options were analysed based on both extensive test work and analyses of current operational data at the existing concentrator. The application of the high pressure grinding roll technology has significant advantages?it replaces the 3rd and 4th stage crushing stages in a conventional circuit. This programme has been conducted over several years and has involved work done at site at pilot scale, internally at the company?s research facilities and externally at various sites. The on-site pilot work was completed over a 7-month period at the existing concentrator facility using a ThyssenKrupp-Polysius, ?Polycom?, 950 mm by 350 mm, high pressure grinding rolls (HPGR) machine. In excess of 185 000 tons of ore was processed through the unit during the trial period. This paper describes the test work programme and particularly the proposed application of high pressure grinding technology and its potential for further application in the platinum industry.

Samples (15 to 20 g) of pre-calcined Mamatwan manganese ore or pure Mn 304 smaller than 48 mesh were reacted at temperatures in the range 1000 to 1300°C with samples of spectrographically pure graphite smaller than 325 mesh. Samples (1 g) of ore or pure Mn02 smaller than 48 mesh were reacted at temperatures of 1000 and 1200°C with pure graphite fines in argon, with graphite in carbon, .'1onoxide, and with carbon monoxide alone. In each case, the loss of mass as a function of time was recorded with a hermobalance. The rate and degree of reduction were found to increase with additions of carbon and with increasing temperature up to 1300oC, when they reached their maximum. The shape of the reduction curves, together with the results obtained from examination of the products of reaction by microscopy and X-ray diffraction, were used as the basis for a postulated reduction mechanism. Some details are given of an initial kinetic model that was used to verify the proposed mechanism. It was found that the reduction of Mamatwan ore by graphite at temperatures in the range 1000 to 1300°C occurs in two stages: (i) an initial stage during which the higher oxides of manganese are rapidly reduced to MnO with concurrent formation of CaMn2O4 and (ii) a longer stage during which CaMn2O4 and MnO are reduced to carbides by carbon dissolved in the ferromanganese phase.

Gold Medals to Prof Plewman and W. D. Ortlepp for their paper entitled 'The development and application of a digital computer method for the solution of strata control problems' written jointly with F. H. Deist (Visitor) and presented in September, 1969. A Silver Medal to Dr Finkelstein for his paper entitled 'The Influence of sulphydryl and cationic flotation reagents on cyanidation of native gold' written jointly with Dr K. G.
