?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Zincor uses a Roast-Leach-Electrowinning circuit to process zinc sulphide concentrates. It also processes zinc oxide fume, originating from a slag smelting operation in the Democratic Republic of the Congo (DRC). Zincor achieved an average zinc recovery of 90.3% during the period January 2006 to May 2007. The bulk of the losses occurred in the iron and lead silver residues, both as soluble and un-dissolved losses. The un-dissolved losses in the iron residue constituted around 33% of the total zinc lost from the circuit, and were largely attributed to the presence of zinc-ferrite in the calcine used for neutralization during iron removal. As part of Zincor?s continuous improvement programme, the un-dissolved zinc losses in the iron residue were targeted by: the partial replacement of calcine with zinc oxide fume (from the DRC); and the preferential use of ?low-ferrite content calcine? as neutralizing agents in the iron removal circuit. These initiatives, coupled with other operational factors, resulted in a marked improvement in recovery to 92.6% during June to December 2007. The zinc oxide fume, directly fed to the circuit, required investigation of the halide rejection capacity of the Zincor circuit. Rejection of chloride via the magnesium bleed operation was considered adequate. Fluoride was mainly rejected via the iron (~70%) and lead silver (~27%) residues. Fluoride rejection via the lead silver residue varied significantly, probably as a result of variations in the sparingly soluble CaF2 content in the feed. The mechanism for fluoride rejection in the iron residues is uncertain. The fluoride rejection capacity of the Zincor iron residue (comprising of mainly jarosites, schwertmannite and ferrihydrite) at 2 ? 4 mg/L F in solution, was estimated at 0.14 ? 0.19 kgF/tFe residue.

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.

Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree The Self-directed work team concept is the product of relentless performance pressure on American industries during the late eighties and early nineties from other world industrial leaders like Japan. The concept proved to be a successful vehicle by which the Americans could increase their production and improve their safety statistics. The aim of this study is to evaluate the concept as a means to improve the overall performance on South African goldmines. he study is directed by a historical research section, answering questions like: ?Why do we need to change? ?What is a Self-directed work team? ?What are the principle advantages of the concept? ?What are the essential requirements for the concept to succeed? The study also includes an empirical research section that focuses on the current Self-directed work team situation in the South African gold mining industry. The empirical research section is limited to three case studies within Anglogold due to a study period of only six weeks. The mines chosen for the case studies have been labelled Mine 1, Mine 2 and Mine 3. The latter being the base mine allowing for a more in depth study. This includes a perception analysis towards Self-directed work teams within the mine. The study proves the truth of the Latin proverb ?Tempora mutantur, nos et mutamur in illis? meaning ?The times are changing, and we are changing with them?. The chief change catalysts identified are a dwindling gold price and a projected labour crisis. From the study it is evident that the Self-directed work team concept disposes of the critical parameters required for a dramatic improvement in performance. The study also indicates that for the concept to succeed, certain factors like top-level commitment and management-employee trust have to be in place. Sadly, the concluding part of the study proves that very few of the identified critical success parameters are present in the South African gold mining industry. This can serve to explain why the industry only has success with the concept when monetary gain is the chief motivator. The study only focuses on the reasons why the concept is not performing to its full potential and does not wander into explaining the reasons for the current unsupportive milieu in the industry. Self-directed work teams could well rescue the South Africangold mining industry but currently we are driving a square pin into a round hole! In this study, a statistical model is suggested in order to determine the methane emission from a working seam. In the proposed method, methane concentrations which are systematically measured in return airway are the sample values, and the calculated statistical parameter is the upper confidence limit of the average of these values. At any given time, the probability of methane concentration in the return airflow to be lower than the calculated upper confidence limit value is 97.5%. The statistical method has been applied to the panel 206 of Armutcuk Mine, Turkish Hardcoal Enterprises. The calculated methane emission value for the considered shift was 15.18 m3/t.

The aim of this paper is to demonstrate the implementation of multicriteria analysis in selection of the most suitable underground ore transport system for a chromite mine in Turkey. The related problem includes five possible ore transport systems and six criteria to evaluate them. The adopted evaluation and ranking method for this study is PROMETHEE. PROMETHEE I revealed a partial order of alternatives where incomparability exists. PROMETHEE II gave the absolute ordering of alternatives. Open cast mining has been practiced in South Africa since the late1970s under near ideal geotechnical conditions. In the past decade, with the exhaustion of the traditional South African coal fields, geotechnical conditions have deteriorated. In addition, the nature of the open cast coal mining industry is changing from the conventional strip mining of virgin coal seams to the extraction of underground coal pillars by buffer blasted highwalls. These industry changes have resulted in the need to re-examine the manner in which geotechnical engineering is applied to highwall design. This paper proposes a geotechnical design rationale for open cast highwalls. Furthermore, the rationale takes cognizance of the various geotechnical hazards associated with conventional strip mining and pillar extraction by buffer blasted highwalls. The need to use geotechnical domain models and blasting geotechnics, as proactive tools for rock fall reduction, are also discussed.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progresses to make in that direction, although improvements usually pay for themselves very quickly.

A mining engineer from South Africa, whose research has taken him to some of the world?s deepest gold mines, is the winner of the St Andrews Prize. Daniel Limpitlaw, 27, picked up a cheque for $25,000 for his dissertation on reversing the damage done by early mining technology, which he claims is partly responsible for blighting the urban environment in many South African cities. Launched in October 1998 by the University of St Andrews and international energy company Conoco, the St Andrews Prize sought practical solutions to environmental problems. It attracted interest from 450 individuals and groups from countries as diverse as China, Pakistan, Canada, New Zealand, Germany, the UK and the United States.

Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

One of the consequences of globalizing mine finance is a necessity to apply uniform accountancy and valuation standards that are clearly understood and consistently applied by the global investment community. However, each country has unique circumstances, which sometimes make it difficult to align domestic practice with international requirements. South Africa is no exception and issues such as its political history, a taxation regime enforcing different rules on different mineral producers and a unique mineral rights ownership distribution, are barriers to internationalization. The economy is in a transitional phase as a result of the many and diverse policy documents following the change in political dispensation in 1994. Many of these documents have recently been implemented through new legislation and, in the case of mining, negotiations are continuing in order to ensure an acceptable outcome. This paper discusses the challenges that the South African minerals industry faces in the field of mineral property valuation. It draws on international experience and includes a discussion on the unique considerations that the South African mineral property market must take into account in establishing a code for this purpose, as such a code could later be aligned with international practice.

Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. In order to systematically study the size effect on the shear strength of rock joints, this study used the computer-aided-manufacturing system to reproduce the artificial rock joints for saw-toothed joints, Barton's standard joint profiles of JRC = 4~6 and 18~20, and natural rock joint profiles. We divided, enlarged, reduced, and assembled these joint profiles to obtain joint specimens of various sizes ranging from 75 mm to 300 mm in length. The shear strengths of these joint specimens were tested under different normal stresses using a direct shear test apparatus. The surface conditions of the joints at failure were also examined. The size and geometry effects on the shear strengths of these joints of various sizes and configurations were evaluated based on the test results. Um die künstlichen Trennflächen für reguläre dreieckige Trennflächen, Bartonsche standardmäßige Querschnitte der Trennflächen von JRC = 4~6 und 18~20 und natürliche Querschnitte von Trennflächen wiederherzustellen, benutzt diese Forschungsarbeit das Computergestützte-Erstellungssystem, damit die Maßstabswirkung auf die Scherfestigkeit von Trennflächen systematisch untersucht werden kann. Die Querschnitte werden geteilt, vergrößert, verkleinert und zusammengesetzt, um Trennflächenproben in Längen variierend von 75 mm bis 300 mm zu erhalten. Die Scherfestigkeit dieser Trennflächenproben wird unter unterschiedlichen Normalspannungen mit einem Direktscherversuchsgerät getestet. Die Querschnittszustände der Trennflächen bei Versagen werden ebenfalls untersucht. Nach den Untersuchungsergebnissen werden die Maßstabs- und Geometriewirkung auf die Scherfestigkeit dieser Trennflächen verschiedener Größen und Konfigurationen ausgewertet. Pour étudier systématiquement l’effet de la dimension des fractures des roches sur leur résistance au cisaillement un système de creation de fractures artificielles à l’ordinateur a été employé. Des fractures artificielles triangulaires, profils de fractures de Barton avec JRC = 4~6 et 18~20, et profils de fractures naturelles ont été reproduits. Les profils des fractures ont été arrangés de manière à obtenir des échantillons de longueur entre 75 et 300 mm. Une boîte de cisaillement a été utilisée pour étudier la résistance des fractures au cisaillement, sous plusieurs conditions de contraintes normales. Les conditions superficielles des fractures après rupture ont été étudiées. Les résultats de ces essais, effectués sur plusieurs échantillons de dimensions et configurations variées, ont contribué à établir l’influence des dimensions et de la géométrie des fractures sur leur résistance au cisaillement.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

This custom has obviously died out, be it that the articles are nowadays of such a high standard that nothing can be added or be it that the receivers of the Journal suffer from an information inflation and do not read the articles anymore. I now have the temerity to offer a discussion to an article that recently appeared in the journal, namely ?The evaluation of rock brittleness concept on rotary blast hole drills? by R. Altindag (J.S. Afr. Inst. Min. Metall., vol, 102(2002), pp. 61?66.

"In the ten years from 2003 to 2013 global mine production of copper has increased by over 23% to meet demand while the weighted average head grade has dropped from 0.9 to 0.7% Cu. These divergent trends of increasing demand and declining economic grades will extend the life of many existing mines and improve the viability of marginal and/or complex copper deposits. Against that context this paper outlines hydrometallurgical copper sulphide leaching options as alternatives to the more conventional pyrometallurgical processing route of copper sulphides. Three copper sulphide leaching and refining processes are discussed: total pressure oxidation, ferric sulphate leaching and copper chloride leaching. The effect of mineralogy on the choice of processing technology is discussed as well as some of the unit processes used. Additionally, possible benefits that a hydrometallurgical process may offer over an existing pyrometallurgical route are discussed. Subsequently, two very important aspects to the development of projects involving the leaching of copper sulphides are discussed. Finally, a number of conclusions are presented that will be useful to keep in mind when considering projects involving the leaching of copper sulphides. Solving ventilation networks of natural splitting is a basic problem in mine ventilation. Several mathematical techniques are used to solve this problem. This paper proposes a new method which combines the advantages of both classical Hardy Cross method and unconstrained optimization techniques. The trials carried out on model networks have shown that the method offers some facilities in the analysis of mine ventilation networks. The paper presents problems resulting from the mobile mining machines functioning and requirements concerning a machine control system, which controls successive operation stages of such machines. The problem is presenting on the example of a mobile hydraulic support to remove residual pillars in copper ore mines. The paper describes an algorithm and a flow chart to be followed when designing a supports control system. Design of control systems to ensure machine function under given circumstances is also presented.

Testwork was done with two different adsorbents, Dowex-Minix gold-selective resin and activated carbon, to detemine their relative performances with regard to gold recovery from clarified low-grade solution employing a fixed-bed operation. The mill discharge from the milling-in-cyanide operation at a Witwatersrand gold mine was used as feed to the adsorption columns. A small amount of gold was leached during the milling process, so that this solution simulates, to a certain extent, a low-grade solution representative of a heap-leach operation. A speciation of the feed solution was done to establish which metal complexes were present in the milling-in-cyanide solution. This information was necessary to interpret metal loadings on the resin, as base metal cyanide species and their respective charges have an effect on the final gold loading capacity of the resin. Equilibrium isotherms were established for both adsorbents to estimate the rate of adsorbent flow anticipated for this specific feed solution. Breakthrough profiles were obtained at two different superficial linear velocities for each adsorbent. Mass transfer zone heights determined from the test work and the elution/regeneration time requirements were used to size a 150 m3/h full-scale plant for both adsorbents. A counter current configuration of adsorption columns, using three columns, should be suitable to recover gold effectively and to produce an effluent with a gold concentration below 0.01 mg/l. Based on the results obtained from the breakthrough tests, a preliminary techno-economic comparison was done between the resin-in-solution and carbon-in-solution options for the recovery of gold from low-grade solutions. This study indicated that the capital expenditure for a carbon-in-solution plant would be about 33 percent higher than that of a resin-in-solution plant. The operating expenditure for a resin-in-solution plant is expected to be only 60per cent of that for a carbon-in-solution plant. Keywords: resin-in-solution, carbon-in-solution, heap leach.
