Although electric utility companies have been active in grounding and bonding within substations, the mining engineer or mine electrical engineer is not involved to the extent that he can be fully up-to-date on the most effective practices for substation construction. The coal mine power system is grounded in a fundamentally different way from most other industrial power systems and is subject to considerable Federal and State regulation. At this time, there is little information that is directly applicable to the mine situation, especially if the substation must be built in an area of limited size or in low-conductivity earth. The objective of this guide is to provide specific engineering information to the mining; industry. Using as little theory as possible, it was written to be general enough to cover most substations, but specific enough to provide direct help with each substation. It will attempt to recommend practice that is in agreement with present Federal rules and regulations.

This is one of a series of paper's being published by the Bureau of Mines on placer mining; it is written as a supplement to Information Circular 6788, "Placer Mining in the Western United States, Part III", by E. D. Gardner and C. H. Johnson which was published in February 1935. Since Information Circular 6788 was written (1933), considerable advance has been made in the technique of mining placer gravels with power shovels and draglines. Although new washing plants continue to be built in accordance with untried designs the trend of new installations is toward proved equipment. A substantial number of plants are now being operated successfully (1937).

Several growth chamber and laboratory experiments were conducted to study the germination behavior of plant species on mine spoils and plant growth responses to nutrients on spoils and topsoils. Experiments were conducted to study the germination potential of some native and introduced species under various conditions. The seeds of green needlegrass, side oats grama, thickspike wheatgrass, crested wheatgrass, birdsfoot trefoil and emerald crownvetch were less tolerant, whereas those of alkali sacaton. durar hard fescue, slender wheatgrass, yellow sweetclover and alfalfa were most tolerant to the sodic mine spoil conditions. Addition of leonardite improved the germination potential of some of the poor genninators. Slender wheatgrass and yellow sweetclover were used as test plants to study the fertility status and productivity potential of stockpiled topsoils and spoils collected from Center. Glenharold and South Beulah of North Dakota. The topsoils were neither saline nor sodic but low in N and P. The spoils were neutral to alkaline with SAIL of 12-32, EC of 1.8-5.5 mmhos/cm, Olsen&apos;s P< µ4g/g, and total N <0.07%. Application of N and P together to the topsoils increased the yield of wheatgrass and sweetclover by 88% and 70% of their respective maximum yields, whereas near maximum yields were obtained for both the species by the same treatments to the spoils. The average yields on topsoils were higher than the yields on spoils. The concentrations of major nutrients were higher in plants grown on topsoil, whereas the opposite was true with the concentrations of Mn, Zn, and Cu. Growth chamber experiments were also conducted to study the growth responses of alfalfa, oats and slender wheat grass by the application of Mn and Zn to a sodic coal mine spoil which was previously used for pot culture experiments. Significant growth responses to Mn and Zn were observed in alfalfa but not in oats or slender wheatgrass. Fertilizing the spoil with Mn along with NPK increased the yield of alfalfa to 85% and with Mn + Zn to 99%. Growth responses and plant composition results of this study confirm that the application of major nutrients to spoils can accentuate Zn and Mn deficiencies in some plants.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was clone through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will he useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetimes. Copper-Nickel ores in northeastern Minnesota could establish a new industry in a region where underground mining has not been active. This study reviews geotechnical data relevant to the selection and design of underground mines in this region and by numerical structural analysis evaluates the importance of some geotechnical parameters to mine method selection. Because of the rapid development of computer modeling many new techniques have become available for modeling rock mass behavior in recent years. An overview of these methods is presented and their applicability to mine design reviewed. Methods included in this summary were the differential continuum models, such as finite Pint and finite difference, integral continuum models, such as boundary element, displacement discontinuity and boundary integral equation methods, and discontinuum methods such as the distinct block model. The displacement discontinuity method was used to evaluate the influence of geotechnical parameters on some aspects of mine design. Three problems; room stability, pillar stability on a weak inclined contact and sill pillar thickness influence on sill pillar stability, were analyzed to evaluate the relative importance of insitu stress field and joint properties on design. It was concluded that for stability analysis the initial horizontal stress is of most importance in all aspects of design. The position, orientation, persistence and strength of joints is also of primary concern. In a more general sense, however, it was concluded that detailed geotechnical parameters have much less influence on mine method selection than more general factors such as rock quality, initial stress state, orebody shape and economics.

Concepts and equations have been developed to quantitatively determine the stability of a rock bolted coal mine roof as a structural (beam-arch) member consisting of reinforced rock units. The equations take into account: rock bolt tension, length, spacing, and orientation; size of opening, strength and physical properties of the rock; and loads from distressed rock, and were critically reviewed using sensitivity analyses and the results available from relevant previous analytical and physical model investigations. It is concluded that they can essentially be validated by using small scale physical models and the full size mine entry model at the USBM Spokane Research Center. However, a comprehensive research program, including analytical and laboratory investigations and field trials in typical mines, will be required to define and validate criteria and standards for using the equations as a basis for a rational design code for rock reinforcement installations to replace the semi-empirical rules now being used. For example, these studies have shown that the practice of installing vertical roof bolts with a uniform spacing equal to the bolt length is inherently unsafe and that the spacing should be reduced near the walls to prevent shear failure of the roof strata. The development of such a rational design code would provide enhanced safety in coal mining operations and warrants a high priority in the Bureau&apos;s ground control research program.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

This contract was concerned with the design, development, fabrication and testing of an improved tamper-proof filter cassette assembly for use in the, collection and evaluation of dust particulates, primarily in mining areas. This report presents the design effort, fabrication and tenting of five- prototypre unit$ as well as the design and production of 1000 filter cassettes with sampling heads. This new improved filter cassette has been tested and approved by NIOSH as meeting the requirements specified in the contract.

This is the final report of work done under contract H0210060 for the U. S. Department of the Interior, Bureau of Mines. This program was to show the feasibility of using plastic liners containing sand and other fillers as a means of roof support in coal and other mines. This laboratory study was conducted in two phases, namely: Phase I, directed toward determining which state-of-the-art resin systems might have utility as a means of roof support in a coal mine, consisted of a canvass of resin manufacturers to learn which resins were available commercially that might have utility for this application. The resins submitted by the manufacturers were evaluated in a number of simple tests to define which of them would be most suitable for roof support use.

This cost bibliography, covering the period from January through December 1960, is a continuation of the series which began with the publication of Information Circular 7516 in October 1949. It is also the second report in the series to be prepared as a cooperative effort by the Bureau of Mines and the American Association of Cost Engineers. This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine&apos;s rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if&apos; significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

An evaluation was made of one of several improved underground communication systems sponsored by the U.S. Bureau of Mines. The system evaluated was installed in a typical metal/non-metal room and pillar mine and utilized UHF repeaters connected to a unique distributed antenna and passive reflector system which provided mine-wide communications. A microprocessor controlled data collection system was assembled and installed for the evaluation. Data consisting principally or times and durations of messages and identities of the originating transceivers was collected between February and August of 1982 (6 mos.). Analysis of the data shows that the principal benefits are reduction in time required for unscheduled maintenance and repair, enhancement of safety, and better coordination of production activities. A cost benefit analysis shows a net benefit over cost, although it is also concluded that the capacity of the system is greater than can be justified by current activity in the mine.

The bagging of dry pulverized products using fluidized air packers creates severe respirable dust problems in many surface mining operations. During bag filling, excess air and product blows by the bag valve/nozzle interface. After bag ejection, dust blows out of the bag valve. During conveying and handling dust is released from the bag valve and dirty bag surface. Overexposure of the bagging machine operator and bag handlers is common. This report describes the development and testing of a new dust control system for bagging machines. The system features a new bag clamp design to reduce product blowby during filling. A controlled vacuum system removes excess air from the bag before ejection, eliminating the problems after bag ejection and during conveying and handling. The system has shown significant reductions in dust exposure for both bag machine operators and bag handlers. These reductions are achieved with no significant effect on total mill productivity.

Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. In recent years development of instruments and equipment for determining subsurface pressures and temperatures in. gas and oil wells has made it feasible to obtain information that eras not available in the past on many gas-production problems. The material presented in this report illustrates particularly the value of subsurface-temperature data in the study of subsurface leakage from gas wells. An abnormal decline in the shut-in pressure of the Lone Star Gasoline Co. A. Jones No. 1 gas well in the southern part of the Buffalo (Tex.) field was observed during an interval when a negligible volume of gas bras being withdrawn from the reservoir. Wellhead-pressure readings indicated that the shut-in pressure of the well declined from 2,295 pounds per square inch gage on February 3, 1937, to 1,445 on February 12, 1935. Tests conducted by engineers of the Lone Star Gas Co. suggested that the subnormal pressure gaged on February 12, 1938, probably was not caused by a head of liquid in the well.

This is the third report published by the Bureau of Mines concerning the washability of Black Creek coal. Both of the former reports.5/6/ dealt with the Black Creek coal at the Bradford mine, Dixiana, Ala., near the northeastern extremity of the Warrior field, whereas the present report is based on float-and-sink tests of coal from what is presumably the Black Creek bed near the southern extremity of the field. Although the Yolande Coal & Coke Co., owners of the property at Yolande No. 6 slope, consider this opening to be on the Black Creek bed, the authors do not feel that there is as yet positive proof that this correlation is correct. There has been little or no development of the Black Creek bed in the Yolande Basin in the past, and a positive identification of the bed at Yolande No. 6 will have to await further exploration and development. The Yolande No. 6 is an exploration slope 3/4 mile north of Rockcastle, Ala. The slope is approximately 400 feet from top to bottom on a dip of 180. As far as the authors can ascertain, coal has never been produced commercially from the Black Creek bed in the southwestern part of the Warrior field. Exploration work in the past has indicated that the Black Creek coal in this area is extremely friable and high in sulfur. Extreme friability would naturally discourage its use as a domestic and railroad fuel, and high sulfur content would be a disasvantage in its use for coking coal. The present study of this coal has been made with particular reference to sulfur elimination on the assumption that it would make a good coking coal provided enough of the sulfur could be eliminated by washing.

This Bureau of Mines report describes the development of load cells for measuring compressive loads in timber and lock-bolt support systems commonly used in. coal; metal, and nonmetal mines Design and evaluation is covered in detail to insure a reliable, accurate, and practical instrumentation scheme. The load cells are relatively inexpensive and adaptable to various size support systems. User-oriented procedures are emphasized, and design equations were reduced to a series of nomographs. Laboratory evaluation, destructive testing, environmental testing, and tests to determine the effect of extraneous loads were conducted. Field performance was evaluated in conjunction with ongoing Bureau projects at a metal mine in North Idaho and a coal mine in Utah. Load cells utilizing a titanium alloy as the cell body and weldable strain gages as the strain-sensing components satisfied the basic design and performance criteria, and with minor design modifications, the load cells can be adapted to many mining applications.

Underground mining, like many high-risk industries, is facing a crisis in the near future. This industry has traditionally relied on a master-apprentice relationship to train new workers, but experienced miners are retiring in large numbers, leaving few "masters" to properly train their replacements. With a recent resurgence in mining, many new miners are entering the workforce each day. The rise in the number of inexperienced workers has implications for worker safety in an industry in which one mistake can blow up the entire workplace. The explosion in the Darby Mine in May 2006 that killed five miners illustrates what can happen in hazardous environments such as underground mines. The Health Communications Team at the National Institute for Occupational Safety and Health Spokane Research Laboratory was asked to address this problem by developing new training and safety awareness materials to promote safe flame cutting and welding practices. This article describes how occupational ethnographic techniques provided insights needed for "new product development." The result of this work was a national initiative to raise awareness and to protect underground coal miners from the dangers of flame cutting and welding in an environment filled with solid fuel and methane (natural gas). Although this project was initially designed for the mining industry, the approach and lessons learned are applicable to any high-risk industry and should be of interest to other social marketing or occupational safety and health professionals.

This report documents-the process of literature review, site selection, instrument installation, data acquisition, and preliminary data reduction performed to evaluate the influence of rock mass discontinuities on coal mine subsidence. A system of surface, subsurface and mine level instrumentation was installed at the Armco No. 7 Mine in Montcoal, West Virginia where the overburden varied in thickness from 630 to 1040 feet. Survey monuments, borehole pressure cells, full profile borehole inclinometer-extensometers, mine level extensometers, stressmeters and tape extensometer convergence stations were installed to monitor displacements and stress changes. Final design of the instrumentation system was based on: a) review of available information, b) field mapping and analysis of areal photography, c) drilling, and d) borehole geophysics. The report contains the complete graphed data of stress and displacements accompanying the longwall mining of a 4800 ft long by 480 ft wide coal panel.
