As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

Although much valuable work has been done in the study of dust explosions, the laboratory technique has not been developed to the point where the many factors involved can be properly controlled, and thus where really fundamental information can be obtained. This paper presents a brief discussion of the difficulties encountered in fundamental work on dust explosions, a description of apparatus intended, to overcome some of them, and an account of some results obtained. FACTORS INVOLVED IN DUST EXPLOSIONS The more important factors pertaining to the dust cloud itself which are known to determine the phenomena of explosions are (1) the kind of dust; (2) its fineness; (3) its concentration in the exploding cloud; and (4) the nature of the interior motions, or turbulence, of the cloud before and during the explosion. These factors are arranged in what seems to be an ascending order of complexity. The kind of dust is the factor most easily subject to control. The fineness of the dust at first sight seems to be a controllable factor, but when it is recalled [that] most explosible dusts are mixtures of particles of continuously varying sizes so small as to pass through the finest woven sieves, and therefore difficult to separate either for purposes of analysis or experiment, the fineness is seen to be a factor difficult to control accurately.

Research conducted over the past 20 years in France, Great Britain, and the United States on the use of the large-hole burn cut has established cer¬tain advantages for this system. Advantages include longer pull and more complete fragmentation from blast rounds. However, research is needed to establish a set of parameters for optimum performance. As part of the Bureau of Mines Advancing Mining Technology for Marginal Resources program, the Twin Cities Mining Research Center, Twin Cities, Minn., acquired a horizontal rotary drill capable of boring holes up to 24 in. in diameter. This was used for a series of underground experiments at White Pine mine, White Pine, Mich., during 1973. Exceptional results were obtained with a 12-1/4-in void hole that yielded up to 18 ft of pull in a 10- by 20-ft drift, Fragmentation was excellent, and the compactness of the muck pile facilitated loading.

Operation of underground coal mine mobile equipment is usually done in a restricted workspace with reduced visibility. This work environment puts machine operators in awkward postures for tasks that require awareness of their surroundings and fast reactions to avoid hazardous situations. Using experienced equipment operators as a source, researchers conducted an investigation that developed a method to gather data on the needs and practices of machine operators while controlling the machine and the reasons for needing particular operational cues. The method used was an interview technique including a survey questionnaire and visual aids. The data gathered defined operator cues and work positions for the cutting and tramming phases of remote controlled continuous mining machines used in underground coal mines. Analysis techniques to determine which cues an operator sees from a variety of positions utilizing a computer simulation is shown to be potentially useful to the mining industry for design of work practices and workplace layout and could impact equipment design and selection for improved worker safety. Conclusions indicate that the survey was a good research tool to collect data and helped investigators understand important visual cues. Using this information, researchers were able to analyze the visual cues an operator can see from a given work position and posture.

"Records of individual wells form the basis for the successful operation of any company engaged in the production of petroleum. The expense attached to the compilation of records is negligible in comparison with the benefits resulting from their use. There a company has not a complete system of records, immediate attention should be given to the preparation of forms upon which to collect data, and, to the collection of data for these forms. The records needed vary with each district, but for each field a set should be adopted that will best meet the needs of each property. Practically all operators, and particularly all successful operators, agree on the necessity of good records, shopping what the wells have done, are doing, and may be expected to do in the future. Any operator realizes the value of records of sales of oil and should place almost equal emphasis on the records of well logs and histories showing the east and present performances of wells. Indeed, trustworthy records are absolutely necessary for the proper operation of any oil or gas property.Complete records should be kept on each well from the time the location and elevation are determined until the well is abandoned, and the engineer should review old records often enough to be familiar with the past performance of the various wells and with the conditions that affect production. "Agglomeration processes and agglomerate characteristics are largely controlled by the forces of interaction between particles. The nature and typical magnitude of these interaction forces are evaluated relative to the external forces commonly present in agglomeration systems. The specific roles of the interaction forces in the various stages of agglomerate formation and growth and their effects on the integrity and mechanical strength of agglomerates are briefly reviewed. Because the interaction forces affect different aspects of agglomerate development in different ways, conflicting requirements can arise. Examples of such conflicts are given and used to demonstrate the importance of evaluating the effects of interaction forces etc., in the context of the overall agglomeration process and its ultimate objectives.INTRODUCTIONThe term agglomeration is generally used to refer to processes whereby discrete particles are caused, or allowed, to associate into clumps in which the individual particles retain their identity but are held together by relatively weak, usually physical forces. Various other designations are given to these processes, depending on the specific circumstances under which agglomeration occurs. The terms balling and pelletizing are often used to describe agglomeration in dry or semi-dry powders; coagulation and flocculation are used to refer to agglomeration of particles dispersed in fluids. Common to all of these cases is the fact that the formation, growth and integrity of the agglomerates depend primarily on the forces acting on and between particles. The same forces are, of course, responsible for manyaspects of the behavior of colloidal systems and their study and evaluation constitute the,basis for colloid and interface science.FORCES ACTING ON FINE PARTICLES AND AGGLOMERATES It is convenient to classify the forces acting on and between particles into two general types: external forces and interaction forces. It should he recognized, however, that a sharp distinction is not always possible.External Forces Gravity and inertial forces act on all particles and their magnitude is proportional to particle mass, i.e. they vary with the cube of particle size. Such forces are oftensignificant for large agglomerates but may be negligible for individual, fine particles.Hydrodynamic (""drag"") forces are important, for particles suspended in fluids. For very small particles, the drag force is directly proportional to size (Stokes' Law) while for very large particles or agglomerates it varies with approximately the square of size (Newton's Law). A useful procedure for estimating drag forces over a broad range of particle sizes and physical conditions has been given by Concha (1)."

Educating the public about the role of mining and minerals can be a challenge. While it sometimes seems that little is being done to counteract negative publicity, there are many exciting things happening across the country that are helping meet this challenge. This paper will discuss existing minerals education activities and will provide tips for developing successful programs for a variety of groups, from students to industry to minerals educators themselves. The paper will also include an overview of the 9th annual National Minerals Education Conference held in July 2000 in Spokane, WA.

"INTRODUCTION The first ten papers of the series on smelting in the lead blast furnace described the operation at the custom smelter of the International Smelting Co., Tooele, Utah, and at the plant of the Bunker Hill Smelting Co., Kellogg, Idaho, which handled a very rich lead concentrate. These previous papers may be considered a picture of the traditional lead smelter treating custom ores and of the smelter that will treat the type of product likely to be made in the future - lead concentrates of an increasingly rich grade.The great plant at Trail is of special interest to those smelting lead products containing much zinc and faced with the necessity of transforming all of their byproducts into commodities which may be sold profitably. The plant is equipped to produce electrolytic zinc, lead, copper, silver, bismuth, and cadmium. Part of the sulphur evolved from treating the ores is converted into sulphuric acid. Complete fertilizers for agricultural purposes are also produced.The smelter of lead ores has long considered that zinc is one of the most difficult ingredients that he has to handle. Even with the gretat improvement in flotation practice today, the residues from electrolytic zinc plants leaching zinc concentrates must still be smelted for their lead content. Of the total gangue material not separated from the lead concentrate sent to the smelter, zinc is still one of the most notable in percentage. The most successful way of coordinating the over-all operations of a concentrator, an electrolytic zinc plant, and a smelter provided with a plant for re-treating the blast-furnace slag for its lead and zinc content must be of interest to many treating complex ores.ACKNOWLEDGMENTThe data in this paper were collected in cooperation with the Consolidated Mining & Smelting Co. of Canada, Limited, and its entire technical staff. The mineral industry consisted primarily of natural gas production and of urea fertilizer, which was manufactured for domestic agriculture. Copper and iron deposits were being developed. Information regarding the mineral industry of Afghanistan was sparse. The Government continued to emphasize the development of mineral resources that could benefit the economy of the U.S.S.R. and repay Soviet grants. The northern half of the country, north of the Hindu Kush mountain range and adjacent to the U.S.S.R., received considerable Soviet aid to develop mineral resources.

The U.S. Bureau of Mines has designed and built an inexpensive, weatherproof, temperature-controlled cabinet to provide temporary housing for analytical instrumentation. The cabinet consists of an inverted Styrofoam ice chest, an electric fan for air circulation, and a proportional temperature controller equipped with a thermistor sensor and a light bulb as the heater. The cabinet provides a constant-temperature environment for a moisture analyzer and a strip chart recorder when outside temperatures range from -SO to 21° c.

The total production capacity of the natural-gasoline industry increased to 27,212,000 gallons (647,905 barrels) daily on January 1, 1950, from 21,322,000 gallons (507,670 barrels) daily on January 1, 1948. The rate of growth during these 2 years averaged 13 percent per year, compared with 9 percent per year from 1946 to 1948 and 6 percent from 1944 to 1946. The total number of operable plants on January 1, 1950, was 554, 5 more than at the beginning of 1948. The number of absorption plants increased by 12, the number of cycling plants by 7, and the number of combination plants by 4. The number of compression plants and charcoal plants continued to decrease. Absorption plants accounted for 67 percent of the total capacity on January 1, 1950, compared with 62 percent 2 years previous. Eighty-two per- cent of the expansion in these 2 years was in absorption-plant capacity. Cycle plants accounted for 24 percent of the total industry capacity at the beginning of 1950, compared with 27 percent on January 1, 1948. The average daily capacity of absorption plants increased from 38,400 gallons at the beginning of 1948 to 50,600 gallons at the beginning of 1950. During the same period, the average daily capacity of cycle plants decreased from 150,200 gallons to 144,100 gallons. Texas showed the largest gain in number of plants 13 absorption, 4 compression, and 4 cycling plants. The State accounted for 67 percent of the gain in capacity and on January 1, 1950 had 50 percent total national capacity. Louisiana followed with 7 additional plants. Pennsylvania reported 14 and West Virginia reported 13 fewer plants than in 1948. Most of these reductions were in the number of compression plants.

The melting, casting, and welding of the Raney nickel alloy (42 pct Ni-58 pct A1), a methanation catalyst useful in coal gasification, were investigated. Melting was done in graphite crucibles by heating aluminum and adding nickel using a cryolite slag cover. Casting conditions were found to be optimum when the melt temperature ranged from 1,125° to 1,200° C and the mold temperature ranged from ambient to 250° C. Suitable mold materials were found to be quartz, heat-resistant glassware, olivine, and zircon. Welding of the alloy can be accomplished using tungsten inert gas process. Tensile strength of the alloy, in the as-cast condition, was found to be 2,000 1b/sq in with an impact strength of less than 1 ft-1b. The coefficient of thermal expansion was determined to be 18.4 x 10-6/° C after heat treatment.

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). On November 20, 1968, a massive explosion rocked the underground workings of Mountaineer Coal Co.?s Farmington No. 9 Mine in West Virginia. Of the 99 miners who were working in the mine at the time of the explosion, only 21 survived and escaped the mine. This group included eight who were rescued from the Mahan?s Run air shaft. Nearly 40 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory conducted oral history interviews with two of the eight survivors rescued from the shaft. The Farmington No. 9 Mine disaster ultimately led to passage of the Federal Coal Mine Health and Safety Act of 1969 (amended in 1977).

The Bureau of Mines studied toxic products produced by burning eight fire-resistant mines conveyor belts, a brattice cloth, and an electrical cable insulation obtained from laboratory-scale burning experiments under various air-flow conditions. Generally, CO product concentrations for most materials were noticeably higher then the NO2 and HC1 levels that were measured; also, no phosgene was detected. However, several of the fire-resistant belt samples yielded HC1 concentrations that were above the reported lethal level for 1/2 to 1-hour exposures, although these data were limited to flow conditions where air dilution effects were small; the belt materials that showed this behavior included samples of polyvinyl chloride, styrene butadiene, styrene butadiene blends, and a British neoprene which yielded the greatest amount of toxic vapor. In addition, some results are presented on the phosphoric acid concentrations that may be produced from the decomposition of ammonium dihydrogen phosphate when dispersed on a burning coalbed.

4. Guidelines for Implementing the Emergency Escapeway Standards for Metal and Nonmetal Mines The technical discussion of each escapeway component precedes the specific guidelines for the component. Generally, the technical discussion provides the background and reasoning behind the guidelines. Section 5 is a discussion of general escapeway requirements, including the escape route, fire retardants, warning systems, ventilation systems, escapeway signs and signals, auxiliary transportation and fuel storage. The discussion is followed by a list of guidelines pertaining to the escapeways. Section 6 is a summary of the computer simulation of an escapeway system for Mine "C". A complete documentation of the simulation is included in Appendix A and B. Section 7 covers emergency hoisting requirements and concludes with the guideline, for emergency hoists, their inspection and use. Section 8 is a discussion of refuge chambers and life support and is concluded with guidelines for the application o f this equipment.

This report describes an inexpensive triaxial equipment for testing 2-1 / 8- , 4- , and 5-5 / 8 - inch - diameter rock cylinders subjected to loading conditions comparable to those encountered in underground mining . Only minimal specimen preparation is required . The maximum axial load that can be applied is 250,000 lb , which corresponds to an axial stress of 70,000 psi for the 2-1 /8- inch- diameter specimen . The maximum radial pressure that can be applied is the same for each specimen diameter ; namely , 10,000 psi . The mechanical parts in this equipment are relatively easy to machine and fabricate . The cost of all parts , including the 250,000- lb hydraulic press but not including labor costs , was approximately $ 1,000 .

This report, which covers the period from January 16 to October 21, 1974, describes the work performed in compliance with the requirements of contract no. H0242028 and modifications 1 and 2 thereto. The purpose of the contract was to further reline and modify three of the canopies (shuttle car, loader, and roof drill) which were developed under contract no. H0220031, and to conduct further testing and demonstration of the relined designs. Modifications I and 2 involved conducting further in-mine evaluations of the face. drill and cutter canopies, also developed under contract no. H0220031. In addition to the canopy modifications, the contract involved an evaluation of an operator's seat concept for a shuttle car which was developed for the USBM by another contractor.

This report describes a method of concentrating the insoluble organic material (kerogen) in a rich Colorado oil shale without any apparent alteration of its original chemical form. The method involved treating finely pulverized shale with dilute acetic acid at room temperature to remove the carbonates, which act as a cementing agent for the shale, and cause the shale particles to partly disintegrate into the organic and inorganic components. The acid-treated shale then was centrifuged in different liquid mediums ranging from 1.4 to 1.15 gravity to effect a mechanical separation. From a Colorado oil shale containing 48.0 percent ash, kerogen concentrates containing 43.3 to 8.7 percent ash were obtained. The carbon:hydrogen ratios of the kerogen in the original shale and the different concentrates were essentially the same. The oil:kerogen ratios calculated from Fischer assays of the above samples were essentially the same, regardless of the organic or inorganic contents. This was also true of the assay water:kerogen ratios of the same samples. These data indicate that no significant change occurred in the kerogen during the concentration process.

Ten years ago there was no general , country-wide service for the systematic training of miners in matters relating to safety . A beginning only had been made at a few scattered points . Under the old conditions each man was left largely to look out for himself in meeting the hazards of his day's work, and the foreman , shift bosses , and superintendents chiefly relied upon improvision when major accidents occurred . So long as the mines were small and the workers highly intelligent and well trained in routine mining methods , and when too , the pressure for output had not yet speeded up industry to the extent it has since those days , there was something to be said for this lais- sez faire attitude . When , however , the rapid expansion of industry lead to the introduction of new and little trained labor and to units of production of greatly increased size , the natural dangers of mining were greatly intensified . An accident in a small mine affects only a few; the same accident in a large mine , unless proper precautions have been taken , may cost the lives of many . The public does not generally recognize that the greatly increased outputs of the mines , of coal mines in particular , have been in recent years , obtained from substantially the same number of miners as ten years ago but with a personnel not nearly so well trained in mining . It is inevitable under : such conditions that more care must be devoted to avoiding accidents and much more elaborate preparations made for meeting them . In the years immediately preceding the establishment of the Bureau of Mines this speeding up of industry , change in the character of mine labor , and increasing hazard had all begun to be felt . Immediately prior to the organization of the Bureau of Mines , public attention had been drawn to a series of disastrous coal-mine explosions , to the increasing frequency of these disasters , and to the terrible loss of human life . resulting therefrom. One of the first problems , therefore ; confronting the Bureau was clearly that of finding methods of reducing the number of such disasters and lessening the severity of those that continued to occur . Toward this object were immediately directed the energies not only of the Bureau of Mines but also those of State mine inspectors , mine operators and various other agencies , all of whom were urged to cooperate in this great humanitarian work. The results of this work naturally cannot be measured by figures only . Work for increasing the health , safety , comfort , and happiness of human beings may not be gaged with mathematical precision . But certain features of this work as revealed by the record from year to year are of much interest . ”
