Low-temperature heat capacities of scandium sesquioxide (Sc203) and a mixture of cerium sesquioxide (Ce203) and cerium dioxide (CeO2) were measured over the temperature range from 50° to 298° K. The entropy of scandium sesquioxide at 298.15° K was evaluated directly as S°298.15 = 18.4 ± 0.1 cal/deg mole. That of cerium sesquioxide was extracted by combining the heat-capacity data for the mixture with those for pure cerium dioxide; the result was S298.15 36.0 ± 1.0 cal/deg mole.

In general, mining is carried on underground, that is, in confined places where it is difficult to obtain adequate lighting and frequently in rock strata requiring much care to prevent caving. Moreover, explosives must be used in mining with the numerous hazards associated with them, and some mines give off explosive or irrespirable gases; also, ma- chinery must be used, usually under conditions much more hazardous than on the surface. These and many other considerations cause mining to be probably the most hazardous occupation in which large numbers of our fellow countrymen are employed. Prevention of accidents in the mining industry is far more complicated than in surface industrial work, even of the more hazardous types, because the different elements that enter into possible accident occurrence are ascertained more readily above ground and suitable action can be taken against them; moreover, errors in connection with prevention of accidents in surface industrial work usually affect only one or, possibly, a few persons, while in zines one human error may readily cause an explosion or other untoward occurrence resulting in the death of scores or even hundreds of persons. This difficulty in the prevention of accidents in and around mines is well-known, and most countries and States have regulations to guard the safety and, to a much smaller extent, the health of workers in mining and allied industries. In general, the State laws and regu- lations regarding the welfare of mine workers are merely a skeletonized outline of some more or less fundamental minimum requirements and are far too general to do much more than suggest some procedure which may or may not be safe or healthful. Most of them are grotesquely out-of-date as applied to present-day conditions, and none of them is adequate to protect life, limb, health, or property. Unquestionably, there is great need for a closer correlation of the laws and regulations of the various States with regard to safety in the mining and allied industries, and while mining conditions vary far too much for a standardized mine safety law applicable to all of the States, on the other hand there are numerous standard and fairly fundamental safety pro- visions which apply to all mines and which should be embodied in the mining codes of all States. Undoubtedly, these standardized safety requirements would be opposed by a consider- able part of the industry, but the ultimate effect would be beneficial to the owners, work- ers, and the general public. For many years progressive mining companies in the United States have not been satisfied to operate only within the meager safety requirements of the State laws or regulations and have adopted additional and far more effective safety procedure of their own, although com- plying also with the State laws and regulations. As a result of this forward-locking policy, zany of these companies have made astonishing progress in the reduction of accidents.

A NEW record was set for helium shipment in 1962 for the 13th successive year. For the first time since 1949, the production of helium from natural gas at Bureau of Mines plants was less than in the previous year. The Bureau shipped 599.5 million cubic feet, 9 percent more than the 1961 volume, and produced 680.9 million cubic feet-a decrease of 6 percent from the record set in 1961. The Bureau added 77.2 million cubic feet to the volume stored for future use. Of the total 524.6 million cubic feet in storage, 522.4 million cubic feet is accumulated excess production from Bureau of Mines plants. The remaining 2.2 million cubic feet was purchased during 1962 from industry under the helium conservation program. The first two of five private plants began production in December to recover helium for conservation storage and ultimate use. A 425-mile pipeline system to transport helium from the five private plants to the Cliffside field was constructed by the Bureau at a cost of about $8 million.

Since the advent of coal mining, the minimal lighting in the under¬ground working place has been an obstacle to the safe and efficient performance of the miner's many tasks. Compounding this problem is the fact that the machines being operated in the working place are so large that the vertical and horizontal clearances around the machinery are severely limited. Consequently, in these poorly lighted and congested working places, the machine operator is unable to utilize his peripheral vision. He cannot see hazards as they develop and, too often, cannot react in time to avoid serious injury or death to himself or his fellow miners. The greatest hazard to miners inby the last open crosscut is from falls of roof which are often preceded by warning signs such as falling rock fragments, roof supports taking weight, or a sudden reduction in the height of the working place. These warning signs often go undectected because the machine operator's attention is focused on the small circle of light emitted from his cap lamp. Congress recognized the illumination deficiencies, and, in the Federal Coal Mine Health and Safety Act of 1969, charged the Secretary of the Interior with the authority and responsibility for development and promulgation of minimum standards for illuminating working places in coal mines. These standards have been developed and, as stated in the April 1, 1976 Notice, Federal Register, Volume 41, No. 64, will be promulgated on October 1, 1976, as mandatory regulations under Section 75.1719, Title 30, Code of Federal Regulations. The regulations require that the designated surfaces within the miner's normal field of vision be illuminated to 0.06 foot-lamberts while self¬propelled mining equipment is being operated in the working places. The term "working place" is defined in the Act as "the area of a coal mine inby the last open crosscut".

This U.S. Bureau of Mines study evaluates factors that influence longwall support and strata interaction. The longwall system is composed of an immediate and main roof structure and three supporting foundations: longwall panel, powered roof supports, and gob waste. The main roof forms a structure that is generally supported by all three foundations, while the immediate roof acts as a beam that cantilevers from the coal face to the powered support. In most cases, shield loading involves a complex interaction of both main roof and immediate roof behavior and is a combination of loads produced from convergence of the main roof and displacements of the immediate roof caused by deformations of the cantilevered roof beam. Since the shield stiffness remains constant for all leg pressures and main roof convergence is irresistible in terms of shield capacity, the shield must be able to control the behavior of the immediate roof or floor structure for shield loading to be sensitive to setting pressures. If the goal is to minimize total shield loading, any active setting force must be offset by reduced passive shield loading to justify the active setting loads. Field data sumest that the typical reductions in passive loading do not justify the required increases in setting pressure in some applications.

The Shanton magnetite-ilmenite deposits lie on the east flank of the Laramie Mountains, 43 miles northeast of Laramie, Albany County, Wyo. (fig. 1). The Shanton and other similar deposits in the Laramie Mountains were examined by Bureau of Mines engineers during 1942, 1943, and 1945, and a report2/ describing the results of a dip-needle survey and surface sampling was published in 1946. The Shanton deposits occur in a relatively flat section of the range at altitudes varying from 7,500 to 1,650 feet (fig. la). Prevailing rocks in the Shanton area consist of anorthosite with intrusive dikes of gabbro differentiates and granite. Titaniferous magnetite outcrops in five masses, which are separated at the surface by overburden and anorthosite.

This report presents the findings from a l-yr Bureau of Mines program in which sulfur concrete reinforcing materials were tested and evaluated to determine their resistance to corrosion. It also summarizes the permeation characteristics of sulfur concrete and the exemplary performance of precast, reinforced sulfur concrete structures in various industrial environments. The Bureau is furthering the development of sulfur concrete technology as part of a larger effort to find uses for the Nation's plentiful sulfur resources in construction materials. Sulfur concrete is a corrosion-resistant material that can be used in acid and salt environ-ments where conventional materials fail. Penetration of corrosion-inducing agents is minimized because of the low permeation characteristics of sulfur concrete.

To reduce needless paging of persons by all phones in a mine or mill, while retaining all-location page capability. Approach Standard pager phones of any manufacturer are modified to include the option of selective calling and message holding. How It Works All commercial mine pager phones presently rely upon voice paging via a loud-speaker. When a page is initiated, every phone in the system broadcasts the audible voice page, even phones in locations where the desired person could not possibly be. The advantage of this scheme is that whole-mine paging occurs. The disadvantage is that persons soon begin ignoring pages because they occur all the time, and most are for someone else. Also, it requires considerable battery power from all phones making it necessary to change batteries very frequently, even in phone locations where personnel rarely go. In addition, if a voice page is made and not heard, there Is no way to leave the message. Therefore, persons who at a later time come near a phone, have no way of knowing a page was made and was not acknowledged. This results in situations that often have a direct bearing on safety and productivity.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

The development of large open surface fractures over mined-out coal longwall panels is the focus of this U.S. Bureau of Mines report. The research concentrates on defining the fractures characteristics and their controlling variables. The investigation was conducted at two mines in south-central West Virginia. All but one of the fractures are subparallel to the trend of the underlying longwall panel. One fracture is perpendicular to the trend of a longwall panel. Overall length of the fractures ranges from 60 to 900 ft. In cross section they are V-shaped, ranging from a couple of inches to 25 ft in width at the surface, but narrowing as they increase in depth. Fracture depth varies from a few inches to over 50 ft into bedrock. A vertical fracture or joint plane was observed in the bedrock at several open zones along the fractures. All of the fractures vary in elevation and do not parallel surface contours. The fractures are aligned with local joint trends, they correlate with longwall development, and they are situated in an increased tensional area over the mined out longwall panels. These observations indicate that the fractures are tensional openings along preexisting joint planes possibly triggered by longwall mining.

THE expansion of the world economy which has been in process since 1958 continued in 1963 and both production and consumption of minerals rose. Gross national product (GNP) rose sharply in the United Kingdom and Japan, continued to expand in the United States and Canada, and maintained a high though slightly declining rate of growth in the European Economic Community (EEC) despite the appearance of excess capacity in certain lines and inflationary pressures in Italy and France. The steel and motor vehicle industries both increased output in North America, Western Europe, and Japan. The less developed areas benefited substantially from an improvement in their terms of trade, and their export earnings increased some 8 percent in 1963; although estimates of GNP for the majority of them are 110t yet available, it is probable that this increase was partly reflected in a substantial rise of GNP.2 In the United States the expansion was steady and extended through all sectors of the economy producing no distortions likely to disturb its continuing growth; at yearend with unemployment still at about 5.5 percent of the labor force and operating rates of industry estimated at about 87 percent of capacity, there was a substantial margin for further expansion. Though the balance of payments was still in heavy deficit for the year, in the last half it was moving rapidly toward equalibrium as net exports rose and capital outflows declined; prices were relatively stable, inventories increased only slightly and the activity of mineral-consuming industries remained high, steel output rising by 11 percent to highest level since 1957 and the auto industry output equalling the 1955 record.3

OVERALL data for 1963 on injury experience and the levels of employment, worktime, and operating activity of the mineral industries are shown in the statistical tables of this chapter. The general groupings of the industries are presented in greater detail in Volumes I and II of the Minerals Yearbook. A corresponding chapter in Volume I contains additional breakdowns of the data on metal, nonmetal, sand and gravel, slag, and stone mines and quarries together with separate information on the related processing mills and plants including primary nonferrous smelters. The more specific information on the anthracite and bituminous-coal, petroleum and natural gas, peat, and natural asphalt industries is given in the similar chapter of Volume II. Injury and employment data were collected from coal producers on the mandatory basis required by the Federal Coal Mine Safety Act (30 U.S.C., sec. 455). Producers of all other minerals (fuel and nonfuel) voluntarily reported the requested injury and employment data. The figures for 1963 are preliminary except for anthracite, coke, petroleum and natural gas, native asphalt, and slag which are final. Data for earlier years are final. The figures represent full coverage for all industries except the oil and gas industries for which coverage is not complete, particularly with respect to small companies.

The U.S. Bureau of Mines has developed an improved method for determining dissolved helium in water in the concentration range of 4.0 x 10-8 to 270 X 10-8 cm3 He (STP)/cm3 H2O. The method is a modification of a previously reported method that was developed for analrzing surface and subsurface waters in geochemical survey work. Water samples are collected in SOD-cm stainless steel cylinders, and the dissolved gases in a sample are extracted into an evacuated cylinder of equal volume. After addition of 30 psig of nitrogen containing less than 2 ppb helium to the extracted gases, the resulting mixture is analyzed for helium using a helium-tuned mass spectrometer. The helium content of the water sample is determined from an empirical calibration that is established by analyzing standard solutions of helium in water. The accuracy of the method is ±7 pct for helium-in-water concentrations above 10 x 10-8 cm3 He (STP)/cm3 H2O.

The Bureau of Mines has investigated the mineral matter content of 38 American coals using X-ray fluorescence. Measurements of the Ka intensity for magnesium, aluminum, silicon, sulfur, calcium, and iron permit the determination of those elements as well as an indirect determination of the ash con-tent of the coals. The percentage of each of the six elements was corrected for absorption by all six elements as well as by hydrogen, carbon, nitrogen, and oxygen. It made little difference whether the values used for hydrogen, carbon, and nitrogen were obtained from chemical analysis or whether average values for all coals were used. In all cases, oxygen was obtained by difference. The correction for absorption by all these elements involved the inversion of a 6 X 6 matrix and was performed by computer. Assuming that the elements magnesium, aluminum, silicon, calcium, and iron were present in the ash as oxides, the quantity of ash was determined. The results for the mineral elements as well as for ash and oxygen were in good agreement with chemical results. Particle size was found to have a significant effect on fluorescence intensities. A study of size effects was made for pyrite particles, since the sulfur content of coals is of particular interest. Theoretical equations were derived and verified relating the intensity to particle size. It was found that the coal samples must be ground to less than 2 microns. Sulfur appears in several forms in coal, and the effect of sulfur form on intensity was investigated. It was found that the Ka intensity was independent of sulfur form but the Kß intensity varied with the type of sulfur. Thus, the Ka intensity was used for determination of the quantity of sulfur present. Utilization of the sulfur KB intensity did not permit a determination of the proportions of sulfur forms present in coal. However, for synthetic mixtures of cystine and pyrite in carbon black, measurement of sulfur Ka and Kß permit determination of each constituents from measurements of sulfur intensities alone.

It?s school vacation time again, and kid?s thoughts turn from textbooks and term papers to fun and play, includ­ing outdoor adventures. Old quarries can become swimming holes on hot summer days; sand and gravel piles look like interesting playgrounds; aban­doned mine shafts beckon explorers. But, for the unaware, all three mean danger. Already this year we have seen two stark reminders that mines and minors don?t mix. In Oklahoma, a 13-year-old girl drowned while swimming with friends in an inactive strip mine. In Maryland, a six-year-old boy playing on a quarry site, plunged more than 100 feet to the bottom of the quarry. Playing at such sites may seem like harmless fun, but every year dozens of children and adults are seriously hurt or fatally injured while playing on active and abandoned mine property. These accidents sometimes happen in traditional mining areas like the coal fields of Appalachia and the remote areas of the west. But the threat is anywhere there are active or abandoned quarries, sand and gravel pits, underground mines, or other mining operations.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates.
