Ninety-seven roof bolts were instrumented with strain gages and resin-grouted in three areas of the Bear coal mine, Somerset, Colo., by the Bureau of Mines. Measurements taken with these instruments indicate roof support is achieved through a combination of point suspension and resistance to vertical and horizontal stresses caused by localized shearing in the roof. The localized shearing results in bending of the bolts, yielding due to high vertical stresses, and the transfer of high loads to the bolt head or plate.

One phase of Bureau of Mines work in health and safety, is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks, supplied-air respirators (hose masks, air-line respirators, and abrasive blasting helmets, hoods, or masks),2 dispersoid (dust, fume, and mist) respirators, and nonemergency gas respirators (chemical cartridge respirators). Approval tests of self-contained breathing apparatus are conducted by the Safety Branch, approval tests of other types of respira- tory protective equipment are conducted by the Health Branch, These branches are in the Health and Safety Division.

This publication was written in response to numerous requests for information about the Federal Bureau of Mines' "Demonstrated Lecture on Flame Propagation and Permissible and Explosion-Proof Electrical Equipment." The requests came principally from: (1) Persons wanting to know more about the demonstration before requesting it for groups they represented; (2) persons wishing advance information to help publicize a meeting where the demonstration was to be given; and (3) members of audiences desiring something to help them remember the salient points, facts, and figures presented during the lecture and demonstration. The purpose of the demonstration that accompanies the lecture is to show: (1) Variations in flame speed and pressure at various percentages of flammable gas within the flammable range; (2) effect of flame speed on the "pressure piling" within the area confining the mixture; and (3) the application of flame speed and pressure piling to the combustion of surrounding gas and to the design and maintenance of electrical equipment used in hazardous locations.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. This publication contains analyses and related source data for 144 natural gas samples from 19 States. Of the total samples, 139 were collected during calendar year 1990. The remainder were collected earlier, but releases granting permission to publish were not received until 1990. All samples were obtained and analyzed as part of the U.S. Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free-market economies. This survey has been conducted since 1917. The analyses were made by mass spectrometer and chromatograph.

Lower the respirable dust exposure of longwall shearer operators with improved water spray systems on the shearer. Approach Orient sprays (rather than relocate them) so that dust is held against the face. How It Works Research by the Bureau has indicated that shearer operator dust levels depend largely on how fast dust from the upwind drum spreads into the walkway. Water sprays on the shearer body can greatly affect the spreading of this dust because each spray moves air like a small fan, generating strong cross-currents of air around the shearer. Poorly designed spray systems, especially those with nozzles pointing upwind, will stir up much more dust than they sup-press. On the other hand, Improved systems may be designed to hold the dust cloud against the face while also suppressing It. In such arrangements the water is sprayed downwind and used with screens made from conveyor belting.

The U.S. Bureau of Mines has established a method for the calibration of class 2 and class 4 standards of mass using a procedure from designs developed by the National Institute of Standards and Technology (NIST). This method produces a weight calibration that is within 1.0 pct of the balance sensitivity. A set of four 1-kg weights yielded a standard deviation of 3.25 mg compared to ±2.91 mg balance sensitivity. The method employs the use of a high-accuracy balance to measure the difference between a set of weights calibrated by NIST and the set to be calibrated. The error of the balance is included in the error for each weight calibrated.

A thermal radiation probe was constructed and tested in pulverized-coal-fired furnaces. A rotatable sensing head on the side of a water-cooled probe permitted measurement of radiant flux within a 7.20 cone from any desired direction to a point within a furnace. A response curve for a corner-fired furnace showed radiant flux of 130,000 Btu per sq ft per hr, when viewing flame, and 60,000 Btu per sq ft per hr, when sensing wall reflection. Detailed drawings and fabrication procedure are given.

Equilibrium phase diagram studies of zirconium- rare earth metal alloys by the Bureau of Mines at its Albany Metallurgy Research Center prompted the development of a rapid gravimetric method for determining rare earths in zirconium in which the rare earths are absorbed from sulfuric acid solution of the alloy on a cation exchange resin . The sample in 10 percent H2SO4 is introduced into the column , the zirconium is eluted with 10 percent H2SO4 , and the rare earths are eluted with (NH4 )2SO4 solution and precipitated with NH4OH . A tracer technique was employed to determine the efficiency of the procedure . Y203 and europium 154 - 152 (Oak Ridge ) were added to 10 g of zirconium and taken through the entire procedure . Recovery averaged 97.6 percent on 0.002 μg europium in the rare earth fraction . Rare earths were determined in the range 0.10 to 90 percent .

Underground mines rely on alarm systems, such as stench gas, audible or visual alarms, pager phones, telephones, and messengers to warn miners of a fire or other emergency. These systems are often slow, unreliable, and limited in mine coverage. This report describes the evaluation of a wireless signaling and warning system for underground mines. This system is applicable to both coal and noncoal mines. The work was conducted by the National Institute for Occupational Safety and Health in cooperation with TeleMagnetic Signalling Systems (TSS) under Cooperative3Research and Development Agreement No. BOM-CRDA-6200-0119. A TSS wireless ultra-low-frequency electromagnetic signaling system was installed at the Experimental Mine at Lake Lynn Laboratory near Fairchance, Fayette County, PA. A commercial smoke sensor was interfaced to a remote portable transmitter, and the alarm of the sensor was used to trigger the central evacuation and paging transmitter system during experimental mine fires. The underground/surface receivers flashed cap lamps and activated remote devices, such as strobe lights, within 30 to 40 s after the encoded signal was received. Evaluation results showed full-mine coverage of the electromagnetic field and that the encoded signal was received at the farthest point underground and on the surface perimeter.

The Bureau of Mines has conducted field studies in coal mines through- out the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above mines throughout the coalfields. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10-pct false alarm rate, the expected probability of detecting a miner&apos;s signal from a depth of 1,000 ft is 54 pct; at 500 ft it is 95 pct. These depths exceed the actual depths of 90 pct and 50 pct, respectively, of U.S. coal mines. Sensitivity studies have shown that at a depth of 1,000 ft, for every 3 db of improvement in signal-to-noise ratio, the probability of detection increases 6 to 8 pct.

"INTRODUCTION There is considerable interest among mining companies and government agencies in finding new ways to better control the generation and dispersion of respirable coal dust. Mine face ventilation generally has been considered the most effective tool for lowering the concentrations of respirable dust. Unfortunately, only a limited amount of research has been undertaken to determine the relationships between the various face ventilation parameters and the dust dispersion patterns. If these relationships are better understood, more efficient ways of controlling dust generation and dispersion may be evident. A practical and economical way to gain more in-depth understanding of these relationships is through scale model studies. Past research (1, 2, 3) has substantiated that scale models can be successfully used in studying ventilation parameters provided that geometric, kinematic, and dynamic similitues are maintained.To better understand face ventilation and dust dispersion, a 1/5 scale model of a room and pillar mine face was constructed. This model was then used to conduct experimental investigation on two ventilation parameters. The parameters which were examined included the line brattice distance from the face and the air quantity. The values of these parameters were varied in numerous experiments so that their effects on dust dispersion could be measured.The experiments of this study were unique in two ways. First, two different substances were used to simulate the respirable coal dust. Experiments were conducted with a tracer gas (methane) serving as the dust simulation substance. They were then repeated with an actual dust (Arizona Road Dust) replacing methane as the dust simulating substance. In previous scale model studies, the dust simulation substance has been limited to a tracer gas such as methane. The validity of using a tracer gas to simulate dust is not clearly known yet. The other unique thing about these experiments was the number of points measured for methane (or dust) concentration. Twenty five points in a grid arrangement were measured during each experiment of this study. The number of points measured for concentration in other studies has generally been very small (often 2 to 4). It is difficult to obtain an accurate assessment of how the ventilation parameters are effecting dust dispersion when only 2 to 4 points are measured."

Construction workers may be exposed to hazardous dust containing crystalline silica during site preparation when drilling systems are used. The National Institute for Occupational Safety and Health (NIOSH) found that drill dust could be decreased by using wet or dry dust reduction engineering controls, enclosed cabs, and implementing a dust control program.

The development of systems for location of miners who have become entrapped following a mine disaster has been one of the major research goals in the Bureau of Mines. This study details the preliminary development of such a system. Current technologies for locating trapped miners from the surface are either simple direction, finders or time difference pulse systems that have accuracy Limitations. Developing technologies using full vector field measurements at several receiving points are currently being studied. The necessity of measuring field strength with great accuracy can be a drawback in these systems. A system that operates with continuous wave radio signals, whose phase differences can be measured accurately even in weak signal conditions, greatly improves the location accuracy. A microcomputer would be used, in conjunction with the system, to gather and manipulate the data to automatically pinpoint the location of the trapped miner. Comparison of this system with existing technology indicates a favorable accuracy/complexity ratio for the phase difference of arrival technique.

During the 5-year period 1906-10 inclusive, 84 major disasters (a major disaster being one in which 5 or more lives are lost) occurred in the coal mines of the United States, or an average of 17 per year, and the total number of fatalities from coal-mine gas and dust explosions (major plus minor) for the 5 years aggregated 2,338 or 477.6 per year. The monotonous continuance of coal-mine disasters month by month aroused the people of the United States to such an extent that it was felt necessary for the Federal Government to try to do something looking to the avoidance of the admittedly excessive loss of life in our coal mines, and this was one of the deciding factors in the establishment of the United States Bureau of Mires in 1910. That results have been obtained in this particular cause of coal-mine accidents may be seen from the fact that for the year 1933 but one major explosion disaster occurred in the coal mines of then united States and the total number killed in that disaster was 7. Unquestionably the coal-mining industry through use of oaf or mining practices and aided by the various kinds of work of the Bureau of Mines looking to the prevention of mine fires and explosions is in large part responsible for this very creditable change. If the gas and dust explosion fatality rate of 1.059 per million tons of coal produced during the period 1906-10 inclusive had continued to the first of January 1934, instead of the 6,373 deaths which actually occurred due to gas and dust explosions, there would have been 13,480. Hence, during the 23 years existence of the Bureau of Mines there has apparently been a saving of about 7,102 probable deaths, or an average of more than 300 per year, from gas and dust explosions as against the number which would have occurred had the 1.059 gas and dust explosion fatality rate for the period 1906-10 continued. Thirty-nine persons were killed in all kinds of explosions (both major and minor) in the coal mines of the United States in 1933; if the 1.059 gas and dust fatality rate of the 1900-10 period had been in effect in 1933, about 400 persons world have been killed. Unquestionably, the various teachings of the U.S. Bureau of Mines looking to the avoidance of explosions and fires in mines have had a vital influence in reducing the number of explosions and fires and also in decreasing their destruction in case they occur.

Continuous remote sensing of methane concentration in underground mines. Approach A methane transducer, developed as a fixed point rib-or face-mounted operating device, measures ambient levels of methane and produces a signal that is proportional to the measured concentration. How It Works The methane transducer, developed under contract for the Bureau of Mines, uses a catalytic-type sensor which will detect methane concentration. The transducer is mounted vertically, as shown. This type of mounting minimizes dust accumulation on the sensing element, which might cause degraded operation. The unit must not be located in an area where water can continuously drip or run on It. The transducer generates an electrical signal proportional to methane concentration at the sensor. A sensor failure output indicates the status of the sensing element A circuit within the methane transducer detects whether the sensing element is shorted or open. A high signal (approximately 8 Vdc) on the failure output Indicates the sensor element is operating In Its normal range. A low output (less than 1 Vdc) indicates an element fault. This U.S. Bureau of Mines (USBM) report discusses the results of research conducted in the USBM experimental mine at its Lake Lynn Laboratory to determine the alarm times of smoke and carbon monoxide(CO) sensors, and a point type heat sensor (PTHS) to slowly developing coal-conveyor belt fires. The tests were conducted at air velocities of 0.44 and 0.97 m/s. The data clearly indicate that smoke sensors provide earlier warning of fire than 10 ppm CO sensors, and that 10 ppm CO sensors provide earlier warning than PTHS. A success rate of 1.0 (indicating detection of every test fire) was obtained for both smoke and CO sensors. For the PTHS, the success rate was 0.57 at the lower air velocity, decreasing to 0 at the higher air velocity. Data are also presented showing the sequence of fire events and detection events at the two air velocities as a function of time. Results show that early detection and warning of underground mine fires will improve the probability of miners’ escape.

Single- and two-stage tests were made with 6-inch, coal-cleaning hydrocyclones to determine the effect of hydrocyclone geometry, operating conditions, and feed composition on performance. Most of the testing was conducted in an open-circuit pilot plant that had a maximum capacity of about 9 tons per hour. The coals used in the investigation had top sizes of 1/4 inch and 28 mesh. Considerable latitude was found in the range of geometry variables that could be used without affecting performance adversely, although a certain minimum ratio of overflow to underflow openings had to be maintained for best operation. Two-stage cleaning proved distinctly better than operation with a single hydrocyclone, because clean coal lost in the refuse product of the primary unit can be partly recovered in the secondary. There is an unusually great difference in the specific gravities at which the individual sizes of the feed are separated in the hydrocyclone. This militates against high efficiency because maximum yield occurs when all sizes are cleaned at the same specific gravity. The size composition of the feed and, more particularly, the size composition of the impurity have a greater influence on the efficiency attainable in the hydrocyclone than in most other types of fine-coal cleaners.

"It is well known by all who are familiar with the oil industry in America that the oil pipe line is as fundamentally a part of this industry as the railroad is of most other American industries. The oil pipe line was first introduced about 56 years ago, and since that time has so demonstrated its superiority as a means of carrying crude oil froze the well to the refinery, that this method of transportation has largely superseded all others. This has made possible the building of refineries in or near the large consuming centers, rather than at the wells, which are usually remote from the centers of population.The pipes for conveying the oil are laid on the surface of the ground, or at a depth varying from 18 inches to 3 feet beneath the surface, and the main lines are generally eight inches in diameter. The oil is forced through the pipes by means of pumps operated either by steam or by internal combustion engines. The pump stations are located from 1 1/2 to 90 miles apart, varying with the condition of the country through which the pipe lines extend, and the viscosity of the oil to be handled.Some of the larger pipe-line systems and hundreds of miles in length. It is estimated by the U. S. Geological Survey that the total mileage of oil trunk lines in the United States today is approximately 34,000, and that the gathering systems, which are a fundamental part of the trunk systems, aggregate about 11,500 miles in length, making a total of 45,500 miles.Using those figures as a basis, some general conclusions as to the investment represented will be made. At the time most of the lines were constructed, the average cost per mile based on eight-inch pipe was about $6,500. The cost of the average pump station at that time varied from $130,000 to $250,000. The cost at the present time, on account of the increase in price of labor and materials, would be much in excess of these figures. The fixed investment in pipe lines is, therefore, very extensive. It corresponds closely with the actual cost of the property, and is estimated to be approximately $500,000,000."
