Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

The authors investigated the nature, cause and treatment of 234 back injuries which occurred in 156 different situations in underground coal mines. A detailed interview was conducted with each injured miner as 137 variables were explored to provide a complete picture of the injury scenario. The miners worked at 23 mines in six states. An important finding of the study was that sudden movement, which occurred in 527 of the injuries, is a more frequent factor than heavy lifting in causing hack injuries. Along with sudden movement, other major injury causing factors were equipment seat design, lifting, cable handling, and slips/trips. No significant differences were found between the injury scenarios associated with lost time and non-lost time injuries; thus, both sets of scenarios should he used in doe loping back injury control strategies. Medical treatment and rehabilitation varied in content and quality. Dialogue between the medical, rehabilitation and mining communities is needed to develop an effective treatment strategy. Back injury control related training was found to be inadequate in most mines. Mine specific training for physical stress recognition and potential sudden torte release should he added to the training currently given. Based on the information collected in this study, recommendations were made regarding equipment design, mechanical assists and procedures for material handling, training, etc., which, if implemented, will assist in reducing the frequency of back injuries in underground coal mining.

In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 19 and condition 2 on page 24. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming.

The U.S. Bureau of Mines investigated methods of separating valuable rare-earth materials from Fe in neodymium iron boron (NdFeB) magnet scrap. A selective oxidation treatment of the scrap oxidized the rare-earth portion while leaving elemental Fe. Magnetic and leaching procedures were tried for separating the metallic Fe and rare-earth oxides, but the extremely fine grain size of the oxidized scrap prevented recovery by either technique. The best separation of rare earths from bulk NdFeB magnet scrap was obtained by dissolution with H2S04 followed by precipitation of recyclable rare-earth salts. By precipitating neodymium-alkali sulfate double salts as an intermediate that can be converted to a variety of useful products, many materials-handling and economic disadvantages found with direct precipitation with fluoride or oxalate were avoided. Iron was removed from magnet leach solutions by precipitation as a jarosite, eliminating a major disposal problem. Research was also conducted with contaminated mixed SmCo5 and NdFeB swarf. Using a flotation-leaching technique allows the SmCo5 to concentrate in the froth, while the grinding-medium contaminant sinks and is removed as tailing. The NdFeB is dissolved by H2S04 during the process.

The Bureau of Mines has developed the shearer-clearer--a new type of dust control system for longwall shearers. The system partitions the airflow around the shearer into a clean split and a contaminated split. The dust cloud is confined to the vicinity of the coal face, while the shearer operators remain in the clean split on the gob side of the machine. The shearer-clearer operates on the principle that each water spray moves air like a small fan and can be positioned to direct the dusty air towards the face. The hardware is inexpensive and can be installed in a single shift. It consists of several strategically mounted water sprays and one or more passive barriers. Laboratory testing indicates reductions 1n shearer operator dust exposure as high as 97 pct. Preliminary results from an underground demonstration in one mine also indicate that considerable dust reductions at the shearer may be obtained. In conjunction with the development of the shearer-clearer, dust surveys were conducted in three other mines to determine if some shearer spray systems currently in use partition the flow in a manner similar to the shearer-clearer, and if so, whether this partially accounts for markedly cleaner conditions on some longwalls. Results from these surveys indicate this to be the case. A feature of the cleaner longwalls was a downwind orientation of their water sprays, which is a key element of the shearer-clearer system. The shearer-clearer system described in this report was designed for an Eickhoff EDW 300 shearer working a 7-foot coal seam. The testing to date has concentrated on cutting directions counter to the primary airflow. The development effort continues for different mining equipment and conditions. It is expected that different systems will be required to accommodate the range of conditions occurring underground. Application of the system presented here to conditions different than those described is not likely to produce the same results.

In 1978, the U.S. Bureau of Mines and the U.S. Geological Survey completed a joint mineral survey of the Chemise Mountain and King Range study areas as mandated by the Federal Land Policy and Management Act of 1916, Public Law 94-579. The U.S. Bureau of Mines examined all identified mineral prospects and deposits; the results of these examinations are included in this report. The U.S. Geological Survey studied the regional geology, geochemistry, and geophysics; the results of these studies are available in USGS Map MF-1196. No mineral resources were identified in either the Chemise Mountain or King Range study areas; however, a high-grade silver and base-metal occurrence, and minor manganese resources were identified in between the two study areas, within the King Range Conservation Area. The only mining activity in either area was a placer gold prospect on Honeydew creek in the northeastern part of the King Range study area. Three samples from this prospect contained no gold. The Chemise Mountain and King Range study areas are in a mountainous region along the coast of northern California, 230 road miles north of San Francisco, and 70 miles south of Eureka by way of U.S. Highway 101, through Garberville and Redway. The Chemise Mountain study area consists of 3,941 acres; it includes the 2,598-ft Chemise Mountain, and the cliff-lined seacoast southeast of Shelter Cove. a resort and fishing village. The King Range study area consists of 39.764 acres northwest of Shelter Cove, and includes the northwest-trending King Range with elevations above 4,000 ft. The Chemise and King Range study areas are underlain by deep-water marine sandstones, shales, and minor pillow basalts of the Late Cretaceous and early Tertiary Franciscan Subduction Complex. Mineral production was 1,650 tons of manganese ore within a manganiferous bed overlying pillow basalt at the Queen Peak mine southeast of the King Range study area. However, no significant manganese resources were found in the Queen Peak area. The Point Delgada area, directly south of the King Range study area, has prospects with high grade copper, lead. silver, and zinc. Exposures are inadequate to estimate resources; however, the metals may be associated with Franciscan volcanism (volcanogenic). The Chemise and King Range study areas may contain similar economic silver-rich, base-metal deposits.

Twelve samples of run-of-oven coke were taken at coke plants in the United States and Canada. Sampling procedure was directed toward obtaining the highest possible degree of uniformity in the gross samples, so that variations in results caused by sampling variations were at a practical minimum. Under these conditions the standard deviation of the screen analysis test on 500-pound samples is found to range from 1.2 percent for the 1-inch screen to 4.5 percent for the 5-inch screen. At present, the A.S.T.H. standard method of test requires that results be reported to the nearest 0.1 percent. This implies a higher than actual degree of precision, and revision of the report required by the method is suggested. Much larger Samples than are generally tested are required to reduce normal testing errors to a point where they are not appreciable fractions of the total variations found in a smoothly operating plant. For example, it is deduced that over 100,000 pounds of coke must be screened to determine if ordinary day-to-day variations in screen analysis have appreciable effects on the performance of a blast furnace.

Control of the dust produced by continuous mining machines in coal mines is conventionally attained by water sprays from fixed nozzles mounted on the frame of the machine behind the cutting head. In the tests conducted under this contract a so-called "wet-head" machine was used, where the spray nozzles were mounted on the rotating head itself, close to the coal-cutting bits. The tests were conducted at the Robena Mine of U.S. Steel Corporation, using Lee-Norse machines. Operating the wet-head machine and a conventional spray machine in turns in the same section, it was found that the wet-head produced approximately 25 percent less respirable dust and 60 percent less total airborne dust than the conventional spray machine. The wet-head also greatly improved the visibility of the cutting bits from the machine operator's position. Several difficulties had to be overcome before any meaningful tests could be conducted, including excessive pressure drops in the piping system and plugging of the nozzles from internal water contamination. The major obstacle, however, was the rotating water seals on the wet-head, which leaked excessively after only a few hours of operation. Only after several changes and plant and laboratory tests was a design found which permitted conducting the underground tests without appreciable water leakage.

In January 1948 , the Secretary of the Interior directed that a study be made of energy resources and requirements that would provide a basis for continuing appraisal of the adequacy of the Department's programs in the energy field . That this instruction was timely has been demonstrated by the increasing interest being evidenced by Congress , industry , labor , and the public in the future of the energy segment of our national economy . Several studies of individual energy sectors have appeared . Various legislative proposals have been made in Congress for obtaining more information on this subject . Substantial interest in energy projections is not , of course , a recent innovation . Energy availability and consumption are strategic factors in peacetime prosperity and growth and in our national defense as well . The past generation's literature of earnest public discussion and of legislative consideration of matters involving energy projections is very extensive . This is an exploratory study produced in the Program Staff of the Office of the Secretary of the Interior in the first half of 1949 and revised recently to take account of certain of the preliminary energy data from the 1947 Census of Manufactures and critical comments . It is offered at this time solely as a technical contribution in economic research technique . As the Bureau of Mines has recently undertaken to revise this preliminary study , critical and other comments are invited .

This applies more particularly to coal than to noncoal mines, and presumably the main reason for this is the fact that coal production in maximum quantity is still very much a "must", while the demand for much of the product of noncoal mines has eased materially in recent months.]

During this study in 1983, the U.S. Bureau of Mines examined one mine and five prospects in the Greenwater Valley Wilderness Study Area (WSA). No mineral resources were identified within the WSA. Principal mineral commodities in the WSA are gold and silver with minor lead, and zinc. Two properties have significance; sample analyses indicate the Salsberry Prospect may have gold-silver-lead-zinc resources, and the Graham Jem Mine may have gold resources. The likelihood for development is greatest at the Salsberry Prospect, although the only recorded production from the study area was from the Graham Jem Mine; in 1908 less than 1 ton of gold-bearing ore valued at $25,000 per ton was produced. Gold, silver, lead, zinc, and copper minerals in the WSA are associated with rhyolite dikes and quartz veins in Precambrian gneissic rocks, commonly concentrated in sheared zones along the dikes and veins. Although known to contain silver-lead deposits elsewhere, Precambrian Noonday Dolomite sampled inside the WSA contained no significant mineral values. Much of the WSA is covered by relatively unmineralized Tertiary and Quaternary volcanic rocks. The Bureau collected 140 rock samples at four adits, nine shafts, four trenches, and 33 prospect pits in the WSA. In 1983, 14 lone claims and one millsite within the study area were current. No patented claims, placer claims, or coal, mineral, oil and gas, or geothermal leases were in the WSA.

This report describes the mining and milling practices used by the Eastern Magnesia Talc Co. at its Johnson, Vt., operation. The report also contains a description of the local geology and all available information on cost and performance data. Since 1925 the mine has produced continuously at an average annual rate of 54,000 tons, and the ratio of ore hoisted to finished product is roughly 2 to 1. Ore is stoped by a combination of shrinkage and sublevel methods. In any 24-hour period the mill produces an average total of 14 grades of finished talc product, 9 by dry grinding and air classification and 5 by wet grinding and flotation methods. The mine operates one shift per day, 5 days per week and the mill operates on a 3-shift, 5-1/2-day-per-week basis. Operating costs for 1958, on a percentage basis, were mining, 22.34; milling, 54.77; ore haulage, 2.89; and all other, 20.00 percent.

This report disucsses the formulation of a mathematical model for the steering of a conveyor belt by a flat return idler and a troughed idler under various loading conditions. Significant parameters associated with belt training are identified. The generation of a skewed flat return idler model in terms of a steering force and self-aligning torque is presented. Development of the mathematical model for the flat return steering idler is illustrated for the case of no circumferential slip occurring and for the assumption of a bidirectional slip mechanism. Experimental results supporting the theoretical analysis is presented.

The Bureau of Mines has modified its parts-per-billion helium-4 analyzer to improve the analytical capabilities of the instrument. The modifications resulted in the following improvements: (1) The analytical precision of the instrument for 10 consecutive analyses was improved to ±1 ppb at the 5,000-ppb helium-4 level, (2) the helium-4 sensitivity was increased almost tenfold, and (3) the minimum detectable limit for helium-4 was improved to 0.5 ppb. The modifications made to improve the instrument included replacing the ion-source control circuit with a direct-current solid-state design, controlling the temperature of the ion source, stabilizing and reducing the pumping rate of the vacuum system, and optimizing peak integration.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. A prototype borehole probe for ore grade determinations by means of in-situ neutron activation analysis was designed, built, and tested in a two-phase program. Phase I dealt with the design and fabrication of a borehole logging system for operation in 7.6 cm (3 in.) diameter or larger boreholes. It consisted of a 5.06 cm (2 in.) diameter borehole probe containing an intrinsic germanium detector, a canister-type solid cryogen cooling system, cooled FET preamplifier, linear amplifier, high voltage supply, analog-to-digital converter, microprocessor-based multichannel analyzer, buffer memory, bi-directional cable link, power supplies, and a Californium-252 neutron source. A surface support vehicle was designed and outfitted. A minicomputer system was constructed and software developed and tested. In Phase II the system was field tested at several mine sites. The system was calibrated, tested, improved, and demonstrated in a variety of applications. Tests were performed at sites pertinent to uranium, iron, coal, copper, silver and gold. Technical feasibility was demonstrated for all these applications except gold; the gold results were inconclusive. In-situ neutron activation analysis using high resolution gamma ray spectrometry was found to be a potentially viable logging method for are grade analysis under certain conditions.

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

"INTRODUCTION The limited domestic demands for lithium salts and metal before the war were met readily by the use of minerals particularly lepidolite (lithium mica) and amblygonite (a lithium phosphate), from which lithium can be recovered relatively easily. New wartime uses, however, created such a demand that it became necessary to turn to spodumene (a lithium feldspar) as the principal source of supply. Although very large deposits of spodumene occur in South Dakota and in North Carolina, it much more difficult to extract lithium from spodumene than from lepidolite or amblygonite.During the spring and summer of 1942 a study was made in Salt Lake City laboratory of the Bureau of Mines on the recovery of lithium from spodumede. Preliminary tests were made on two processes - roasting with potassium sulfate 4/ 5/ and roasting with calcium chloride and calcium carbonate 6/ -,which appeared to be the most promising of the various processes that had been proposed. By roasting spodumene with approximately its own weight of potassium sulfate at 1,050º C. and leaching the product with water, about 70 percent of the lithium could be extracted. Consumption of the relatively expensive potassium sulfate, however, was high; much of the potassium was found in the insoluble leach residue, end large amounts were lost by volatilization and dusting. By roasting the spodumene with calcium chloride and calcium carbonate, nearly 90 percent of the lithium was chloridized temperatures of 850° to 1,050° C. Much of the lithium could be extracted from the calcine by leaching with water after roasting at the lower temperatures, but volatilization of lithium chloride was appreciable, amounting to 20 to 25 percent in a direct gas-fired furnace at temperatures of 800° to 850° C. At 1,000° to 1,050° C., volatilization was far from complete. Thus, it would be necessary to use both fume collection and leaching of the calcine, unless the roasting temperatures were sufficiently high to volatilize all the lithium chloride. Because of the well-known difficulties of collecting chloride fumes, it was decided to search for a better process."
